以实现国家自主贡献目标为背景,运用电力行业细分的递推动态可计算一般均衡(CGE)模型,模拟我国统一碳市场下不同碳交易机制的实施效果及其经济影响。研究表明,全国统一碳市场有助于我国实现国家自主贡献目标,并且可以缓解碳减排对经济增长造成的负面影响;相比基于碳排放量免费分配初始碳配额的“祖父法则”,基于碳强度基准免费分配初始碳配额的“标杆法则”可以降低碳交易价格、增加碳配额交易量并扩大碳市场规模;采取拍卖方式有偿分配初始碳配额时碳市场中各行业面临更大的减排成本,但有利于增加政府收入;对碳市场未覆盖的行业和居民户征收碳税能有效控制其碳排放、增加政府财政收入、降低碳交易价格并促进我国国家自主贡献目标的实现;全国统一碳市场在抑制火电行业发展的同时将不同程度地促进清洁能源发电部门的发展。  相似文献

通过总结欧盟碳排放权交易市场(EU ETS)的实践经验,提出了碳市场运行过程中潜在的碳排放权价格过度波动的问题,深入剖析了碳市场过度波动性的根源及其负面影响,在此基础上提出了引入碳市场价格稳定机制的必要性。文章系统分析了几种主要的碳市场价格稳定机制、相应的实施手段及可能存在的问题。根据EU ETS等国际碳市场的经验,建议中国在碳市场建立之初,应该考虑设计一套系统灵活、简单易行且实施成本较低的碳市场价格稳定方案,包括整个试点期内价格暴涨预防机制、价格暴跌预防机制以及试点期内各年份之间的价格波动平抑机制,使得碳市场充分发挥作用,以较低成本达成既定减排目标。  相似文献

自2011年来,中国碳排放权交易机制不断健全完善,其中基准线法被确定为全国碳交易初始配额分配的主要方法。钢铁行业作为仅次于电力行业的第二大碳排放部门,加快对其开展基准线法碳交易的测算、设计和评价,对纵深推进全国碳交易市场建设具有重要意义。文中基于2018年钢铁企业直报的温室气体排放数据和单位产品碳强度这一关键指标,确定了中国钢铁行业开展全国碳交易的基准线方案。结果显示,钢铁行业碳交易基准线应包括炼钢及之前的6个工序,基准值宜采用效率较高的前70%至80%范围内的企业碳强度均值,在配额确定时无需考虑行业区域差异,但针对企业间碳强度差异较大的工序应设立从历史法到基准线法的过渡期。  相似文献

配额拍卖机制在碳市场中具有重要作用。文中在综述配额拍卖机制研究进展的基础上,重点回顾拍卖机制在欧盟、美国加州和澳大利亚等具有代表性的国际碳市场中的应用情况,结合国内试点碳市场的运行情况,分析不同地区碳市场中拍卖机制的效果。研究认为,国际碳市场拍卖机制设计较为完善,在实际应用中效果良好,起到了增强市场流动性的作用,国内各试点碳市场拍卖机制仍处于探索阶段。文中从拍卖机制的要素设计、平台建设、所得资金管理等方面对全国统一碳市场配额拍卖机制设计提出建议,为全国碳市场中拍卖机制的建设提供参考。  相似文献

通过对欧盟独立交易登记系统(CITL)的抓取、识别、清洗与融合构建了全样本的交易大数据集合,完整地重现了欧盟碳排放权交易体系(EU ETS)在试验阶段的市场微观结构。进而从市场内部微观视角出发,对EU ETS的市场微观体系、排放企业的微观交易行为,以及市场供需微观演化等予以分析,结果表明在市场建立初期:排放企业的交易大多是以配额履约为目的;交易行为呈现活跃度低、季节性和同向性的特点;市场上少量的高排放企业凭借其在配额总量、资金和信息上的优势在交易中占据了主导地位。此外,微观行为数据还反映了金融部门在碳配额交易中的作用:配额在前期流向金融部门使得供过于求的状况有所缓解,但当配额流出金融部门时,市场供需失调的情况被迅速放大。在碳市场建立初期,理解EU ETS市场参与者微观行为特点以及潜在的风险,对中国即将启动的全国统一碳排放权交易体系的机制设计有重要的启示意义。  相似文献

碳排放权交易机制(ETS)已经成为减少温室气体排放的重要市场手段和实现“双碳”目标的有效政策工具。以航空公司为研究对象,以2013—2022年为时间窗口,运用双重差分模型(DID)检验我国试点ETS政策对航空公司绿色全要素生产率(GTFP)的影响。研究发现,即使在免费配额为主导的宽松规制下,ETS依然在遏制航空碳排放、提升GTFP方面效果显著,尤其对低成本航空、民营航空、双重碳市场规制的公司。对航空公司减排而言,严格的基准制配额分配方式比宽松的祖父制有更好的倒逼效应。ETS主要通过促进环保投资和精细化管理提升航空公司GTFP。研究结论为科学评估碳交易试点的政策效应、提升民航全要素生产率、促进行业的绿色发展提供了学术参照和“定量解”。  相似文献

2011年以来,我国碳排放权交易市场建设不断加快,碳排放权交易机制不断健全完善,其中基准线法被确定为全国碳交易初始配额分配的主要方法。电解铝行业是我国能源消耗和碳排放的重点部门,尽早将该行业纳入碳市场对于行业减排、纵深推进全国碳市场交易以及应对国际碳边境调节机制政策均有重要意义。基于2018年电解铝行业直报的碳排放相关数据,确定了我国电解铝行业开展全国碳交易的基准线方案。结果显示,电解铝行业宜选取8.12~8.15 t CO2/t铝作为基准线取值,不需设置区域差异调整系数。同时为保证电解铝行业碳交易的顺利开展,还需尽快确定行业配额方案,进一步完善企业排放量的监测、报告和核查以提高核查填报数据质量,以及进一步研究电解铝行业碳排放核算的范围。  相似文献

碳税和碳交易机制是控制温室气体排放的环境管理工具,对工业行业的减排成本造成不同的影响。以污染控制政策的稳态总期望社会成本函数为基础构建碳减排成本函数,比较碳税和碳交易机制下水泥行业减排成本,发现影响两种环境管理工具成本的要素。以广东和山东水泥行业的实证数据进行模拟分析,得到如下结论:当碳价和碳税税率差距不大时,由于碳交易机制需要较高的建设成本,碳税更具成本优势;短期内,由于减排技术投入成本较高,与强制性的行政管理手段相比,碳交易机制更具成本效益;碳价、碳税税率、最佳可获得技术的价格、企业预期、碳交易建设与管理成本都会影响碳交易机制和碳税在减排成本上的比较优势。建议设计互补型碳排放管理政策组合,使碳税和碳交易机制发挥各自的制度优势。  相似文献

2017年底中国全国碳市场启动,全球正式运行的碳排放权交易体系达到21个。伴随碳排放权交易的广泛开展,加之产品市场不确定性的冲击,控排企业的违约行为也日益多样化和复杂化。基于此,根据中国碳市场试点地区的通行交易规则,通过在产品市场中引入随机冲击,分析在具有储蓄机制且存在不确定性需求的碳交易体系中,企业违约行为的方式以及监管强度对企业违约行为的影响。研究结果表明:抽查比例较高的强监管设置下被试不会产生系统动机来排放违约,弱监管设置下明显的报告违约会导致排放总量上升。即使面临不确定性冲击,储蓄机制依然能促进控排企业以一个相对有效的方式跨期分配生产量。因此给出如下建议:违约处罚应该分级,报告违约处罚力度应大于排放违约;为提高实际履约率,各地应提高排放报告抽查比例;完善配额储蓄机制。  相似文献

以欧盟碳市场的实践以及中国碳市场的发展现状为背景,调研分析了碳成本传递原理,重点以电力行业为例分析碳成本传递率的主要影响因素。结果显示影响电力行业碳成本传递率的主要因素包括碳排放权交易的配额分配方式以及电力市场结构。分配方式对传递率的影响主要包括配额是否免费发放、是否实时更新免费配额的发放额度、关闭的发电设备是否获得免费配额和新进入者是否发放免费配额等因素。电力市场结构对传递率的影响主要体现在市场竞争程度、市场需求与供给条件。最后,基于当前国内碳市场试点的碳配额分配方式,给出了循序渐进地改变碳排放额初始分配的方法、减少一次性发放未来相对长时期的免费配额、选择基于发电量发放免费配额而非装机容量发放免费配额等相关政策建议。  相似文献

China is in the process of establishing a national emissions trading system (ETS). Evaluating the implementation effectiveness of the seven pilot ETSs in China is critical for designing this national system. This study administered a questionnaire survey to assess the behaviour of enterprises covered by the seven ETS pilots from the perspective of: the strictness of compliance measures; rules for monitoring, reporting and verification (MRV); the mitigation pressure felt by enterprises; and actual mitigation and trading activities. The results show that the pilot MRV and compliance rules have not yet been fully implemented. The main factors involved are the lack of compulsory force of the regulations and the lack of policy awareness within the affected enterprises. Most enterprises have a shortage of free allowances and thus believe that the ETSs have increased their production costs. Most enterprises have already established mitigation targets. Some of the covered enterprises are aware of their own internal emission reduction costs and most of these have used this as an important reference in trading. Many enterprises have accounted for carbon prices in their long-term investment. The proportion of enterprises that have participated in trading is fairly high; however, reluctance to sell is quite pervasive in the market, and enterprises are mostly motivated to trade simply in order to achieve compliance. Few enterprises are willing to manage their allowances in a market-oriented manner. Different free allowance allocation methods directly affect the pathways enterprises take to control emissions.

Key policy insights

  • In the national ETS, the compulsory force of ETS provisions should be strengthened.

  • A reasonable level of free allowance shortage should be ensured to promote emission reduction by enterprises.

  • Sufficient information should be provided to guide enterprises in their allowance management to activate the market.

  • To promote the implementation of mitigation technologies by enterprises, actual output-based allocation methods should be used.

  • The government should use market adjustment mechanisms, such as a price floor and ceiling, to ensure that carbon prices are reasonable and stable, so as to guide long-term low carbon investment.

Korea’s domestic emissions trading scheme commenced in January 2015. It targeted mainly industrial and power sectors, and compelled companies to transform how they manage energy efficiency and mitigate GHGs. This study sets out to explore how Korean companies evaluated their allocation position and engaged in emissions trading in the first compliance period, and to identify their views on trading barriers and policy expectations at the start of emissions trading. Questionnaire surveys and on-site interviews targeting Korean companies under the Korean emissions trading scheme were conducted at the start of operations (February to March 2015) and after the first compliance year (May 2016), respectively. Actual operation results are observed and compared with the survey findings. This study extrapolates implications for policy and presents suggestions for the government and the target companies in terms of how to improve the current emissions trading scheme in order to further stimulate emissions trading.

POLICY RELEVANCE

This study attempts to bridge the gap between companies and government policy in operating the domestic emission trading scheme in Korea. Empirical results, based on analysis of company-level data, reveal how businesses perceive K-ETS and how this relates to the operating results, which saw only limited trading of surplus emissions taking place in the early phase. Key barriers to active trading identified in the study include supply–demand imbalance, policy uncertainty and lack of preparedness of companies over carbon pricing. These barriers could be addressed by improved transparency of allowance allocation methods, possibly restricting carry-over of surplus allowances, ending policy uncertainty and providing more information to companies that can support companies’ policy understanding of the carbon pricing based on the market mechanism. Targeted companies should proactively participate in emissions trading in the early phase, in order to learn from it and prepare for the future introduction of auctioning.  相似文献

Abstract

One of the important bottlenecks for the introduction of emission trading is how allowances should be distributed among the participants in a trading scheme. Both grandfathering on the basis of historic emissions and auctioning have important drawbacks. In this paper, we propose an allowance distribution rule based on benchmarking of production processes: each company's share in the total allowance is determined by its production level and a reference emission level per product. 通过评析当前美国最主要的两类碳排放交易体系--自愿减排和总量控制与交易体系的发展现状与前景得到,自愿减排终因需求不足而难以维系,只有建立碳排放的总量控制与交易体系,才能进行持续的碳交易,完成减碳目标。借鉴美国区域温室气体行动、西部气候倡议和加州总量控制与交易体系的经验,建议中国选择具有一定基础的省份或行业试行总量控制与交易体系,初期排放配额的分配以免费发放为主,拍卖为辅,并严格控制碳抵消的数量和范围等,然后再逐步过渡到拍卖方式。  相似文献

Because of large economic and environmental asymmetries among world regions and the incentive to free ride, an international climate regime with broad participation is hard to reach. Most of the proposed regimes are based on an allocation of emissions rights that is perceived as fair. Yet, there are also arguments to focus more on the actual welfare implications of different regimes and to focus on a ‘fair’ distribution of resulting costs. In this article, the computable general equilibrium model DART is used to analyse the driving forces of welfare implications in different scenarios in line with the 2?°C target. These include two regimes that are often presumed to be ‘fair’, namely a harmonized international carbon tax and a cap and trade system based on the convergence of per capita emissions rights, and also an ‘equal loss’ scenario where welfare losses relative to a business-as-usual scenario are equal for all major world regions. The main finding is that indirect energy market effects are a major driver of welfare effects and that the ‘equal loss’ scenario would thus require large transfer payments to energy exporters to compensate for welfare losses from lower world energy demand and prices.

Policy relevance

A successful future climate regime requires ‘fair’ burden sharing. Many proposed regimes start from ethical considerations to derive an allocation of emissions reduction requirements or emissions allowances within an international emissions trading scheme. Yet, countries also consider the expected economic costs of a regime that are also driven by other factors besides allowance allocation. Indeed, in simplified lab experiments, successful groups are characterized by sharing costs proportional to wealth. This article shows that the major drivers of welfare effects are reduced demand for fossil energy and reduced fossil fuel prices, which implies that (1) what is often presumed to be a fair allocation of emissions allowances within an international emissions trading scheme leads to a very uneven distribution of economic costs and (2) aiming for equal relative losses for all regions requires large compensation to fossil fuel exporters, as argued, for example, by the Organization of Petroleum Exporting Countries (OPEC).  相似文献

Which actors in the aviation sector ought to be obliged to participate in emissions trading? The European Commission opted for the aircraft operator in their proposal for a Directive. A major drawback is that non-EU aircraft operators might legally challenge their inclusion in this scheme and, if the challenge was successful, discrimination between EU and non- EU operators would undermine the scheme. An alternative would be to place an obligation on fuel suppliers to prove possession of allowances, thus avoiding discrimination. However, emissions trading can be evaded to some extent by increased refuelling beyond EU boundaries (tankering). Typical city pairs were used to analyse the conditions under which such tankering strategies are economically attractive. The analysis shows that the attractiveness of tankering depends substantially on the relationship between fuel prices and allowance prices. If the price relation as of March 2006 is taken as a basis, tankering would be attractive within a radius of up to 4,000 km especially on southbound and eastward routes. Emissions trading could, under unfavourable conditions, be evaded for up to 20% of the total fuel consumption in aviation with the help of tankering. Although this value is only a theoretical upper limit, more than 10% of fuel consumption could be affected by tankering.  相似文献

基于中国风电及光伏国家核证自愿减排量(CCER)现状及发展趋势,针对CCER供给、抵销和价格形成等关键机制问题,运用电力部门细分的递推动态可计算一般均衡(CGE)模型,模拟了在取消电价补贴的背景下全国碳市场引入风电及光伏CCER交易及抵销机制的经济影响。研究发现:引入CCER交易及抵销机制会降低碳配额交易价格,并缓解取消电价补贴对风电和光伏电力的负面影响,但也会削弱全国碳市场的碳减排效果,且随着CCER供给总量增加这些作用更明显;全国碳市场引入CCER交易及抵销机制后,碳排放强度较高的控排行业将选择购买更多的CCER,其中火电行业是主要的CCER需求方;未来我国如果不放开CCER项目备案审批则风电行业将是主要受益方,而未来适度放开CCER项目备案审批则风电和光伏行业都将从中受益。因此,全国碳市场在引入CCER交易及抵销机制的同时需从紧设置初始碳配额发放量,并可考虑适时重启CCER项目备案审批工作以更好地促进风电和光伏电力的发展,但允许的CCER清缴比例上限应结合碳减排目标合理设定,以避免对全国碳市场产生较大冲击。  相似文献
