This paper explores the links between economic growth and the impacts of climate change. Inclusive, pro-poor growth is central to the development of low-income countries. There is also a broad consensus that growth and development are important to reduce vulnerability to climate change. Growth does not automatically reduce vulnerability, only the right kind of growth does. The paper aims to develop a better understanding of what the ??right kind of growth?? may be. We find that many growth policies, such as investment in skills and access to finance, indeed reduce vulnerability to climate change. However, climate change calls for some adjustments in growth policy. In particular, investment in infrastructure and efforts to stimulate entrepreneurship and competitive markets must take more of a risk management perspective and recognise climate risks. 相似文献

Based on predicted changes in the magnitude and distribution of global precipitation, temperature and river flow under the IPCC SRES A1B and A2 scenarios, this study assesses the potential impacts of climate change and CO2 fertilization on global agriculture. The analysis uses the new version of the GTAP-W model, which distinguishes between rainfed and irrigated agriculture and implements water as an explicit factor of production for irrigated agriculture. Future climate change is likely to modify regional water endowments and soil moisture. As a consequence, the distribution of harvested land will change, modifying production and international trade patterns. The results suggest that a partial analysis of the main factors through which climate change will affect agricultural productivity provide a false appreciation of the nature of changes likely to occur. Our results show that global food production, welfare and GDP fall in the two time periods and SRES scenarios. Higher food prices are expected. No matter which SRES scenario is preferred, we find that the expected losses in welfare are significant. These losses are slightly larger under the SRES A2 scenario for the 2020s and under the SRES A1B scenario for the 2050s. The results show that national welfare is influenced both by regional climate change and climate-induced changes in competitiveness. 相似文献

We describe a set of global climate change scenarios that have been used in a series of studies investigating the global impacts of climate change on several environmental systems and resources — ecosystems, food security, water resources, malaria and coastal flooding. These scenarios derive from modelling experiments completed by the Hadley Centre over the last four years using successive versions of their coupled ocean–atmosphere global climate model. The scenarios benefit from ensemble simulations (made using HadCM2) and from an un-flux-corrected experiment (made using HadCM3), but consider only the effects of increasing greenhouse gas concentrations. The effects of associated changes in sulphate aerosol concentrations are not considered. The scenarios are presented for three future time periods — 30-year means centred on the 2020s, the 2050s and the 2080s — and are expressed with respect to the mean 1961–1990 climate. A global land observed climatology at 0.5° latitude/longitude resolution is used to describe current climate. Other scenario variables — atmospheric CO2 concentrations, global-mean sea-level rise and non-climatic assumptions relating to population and economy — are also provided. We discuss the limitations of the created scenarios and in particular draw attention to sources of uncertainty that we have not fully sampled. 相似文献

Projections of climate impacts on crop yields simulated for different General Circulation Model (GCM) scenarios are used, in a recursively dynamic general equilibrium framework, to account for potential economy-wide impacts of climate change in Egypt. Comparing these impact projections to those obtained under a reference, business-as-usual, scenario assuming some moderate changes in the political, economic or technological spheres, indicates that global warming has potentially negative effects. The analysis is based on a global assessment of potential climate change-induced variations in world commodity production and trade. The Egyptian agricultural sector, and the non-agricultural sector to a lesser extent, are projected to be increasingly less self-sufficient. Specific potential adverse impacts are identified. The simulation results show that high-cost adaptation measures involving major changes in the agricultural system and practices may mitigate these adverse impacts. Stimulating economic development of the rural areas and creating appropriate conditions for effective diffusion and development of technologies — particularly for the agricultural sector — would seem a desirable strategy. Perhaps, more importantly, the simulation results show that the assumption of exogenously determined technological progress may be inappropriate, in which case the potential adverse impacts of a future warming of the global climate are likely to be fewer than is indicated in this study — if prevailing constraints on productivity growth in the major food and feed grains are ‘released’ by endogenous advances in technology. 相似文献

Climate change is likely to exacerbate the dry conditions already experienced in southern Africa. When rainfall does come, it is likely to be in bursts of greater intensity, leading to erosion and flood damage. However, these predictions have had very little influence on policy in southern African countries. Computable general equilibrium (CGE) model simulations for Namibia indicate that over 20 years, annual losses to the Namibian economy could be up to 5% of GDP, due to the impact that climate change will have on its natural resources alone. This will affect the poorest people the most, with resulting constraints on employment opportunities and declining wages, especially for unskilled labour in rural areas. Namibia must take steps to ensure that all its policies and activities are ‘climate proofed’ and that it has a strategy to deal with displaced farmers and farm workers. The need to mainstream climate change into policies and planning is clear, and it is the responsibility of industrialized nations, who have largely created the problem of climate change, to help Namibia and other vulnerable countries cope with climate change impacts and plan for a climate-constrained future. 相似文献

Scenarios of water supplies reflecting CO2-induced climatic change are used to determine potential impacts on levels of the Laurentian Great Lakes and likely water management policy implications. The water supplies are based on conceptual models that link climate change scenarios from general circulation models to estimates of basin runoff, overlake precipitation, and lake evaporation. The water supply components are used in conjunction with operational regulation plans and hydraulic routing models of outlet and connecting channel flows to estimate water levels on Lakes Superior, Michigan, Huron, St. Clair, Erie, and Ontario. Three steady-state climate change scenarios, corresponding to modeling a doubling of atmospheric CO2, are compared to a steady-state simulation obtained with historical data representing an unchanged atmosphere. One transient climate change scenario, representing a modeled transition from present conditions to doubled CO2 concentrations, is compared to a transient simulation with historical data. The environmental, socioeconomic, and policy implications of the climate change effects modeled herein suggest that new paradigms in water management will be required to address the prospective increased allocation conflicts between users of the Great Lakes.GLERL Contribution No. 645. 相似文献

analysis in which the identification of critical yield thresholds applies. Research results show that risk (conditional probability
of not exceeding the critical yield thresholds) increased more or less across all locations under the most likely climate
change. Wheat production in drier areas such as Minnipa, Orroroo and Wanbi will not be economically viable under the most

The PRUDENCE project has generated a set of spatially and temporally high-resolution climate data, which provides new opportunities for assessing the impacts of climate variability and change on economic and human systems in Europe. In this context, we initiated the development of new approaches for linking climate change information and economic studies. We have considered a number of case studies that illustrate how linkages can be established between geographically detailed climate data and economic information. The case studies included wheat production in agriculture, where regional climate data has been linked to farm enterprise data in an integrated model of physical conditions, production inputs and outputs, and farm management practices. Similarly, temperature data were used to assess consequences of extreme heat and excess mortality in urban areas. We give an introduction of an analytical approach for assessing economic impacts of climate change and discuss how economic concepts and valuation paradigms can be applied to climate change impact evaluation. A number of methodological difficulties encountered in economic assessments of climate change impacts are described and a number of issues related to social and private aspects of costs are highlighted. It is argued that, in particular, detailed climate information matters in relation to understanding how private agents react to observed climate data. 相似文献

This study uses a model of snow-cover duration, an observed climate data set for the Australian alpine area, and a set of regional climate-change scenarios to assess quantitatively how changes in climate may affect snow cover in the Australian Alps. To begin, a regional interannual climate data set of high spatial resolution is prepared for input to the snow model and the resulting simulated interannual and spatial variations in snow-cover duration are assessed and compared with observations. The model provides a reasonable simulation of the sensitivities of snow-cover duration to changes in temperature and precipitation in the Australian Alps, although its performance is poorer at sites highly marginal for snow cover. (In a separate comparison, the model also performs well for sites in the European Alps.) The input climate data are then modified in line with scenarios of regional climate change based on the results of five global climate models run in enhanced greenhouse experiments. The scenarios are for the years 2030 and 2070 and allow for uncertainty associated with projecting future emissions of greenhouse gases and with estimating the sensitivity of the global climate system to enhanced greenhouse forcing. Attention focuses on the climate changes most favourable (best-case scenario) and least favourable (worst-case scenario) for snow cover amongst the range of climate changes in the scenarios. Under the best case scenario for 2030, simulated average snow-cover duration and the frequency of years of more than 60 days cover decline at all sites considered. However, at the higher sites (e.g., more than 1700 m) the effect is not very marked. For the worst case scenario, a much more dramatic decline in snow conditions is simulated. At higher sites, simulated average snow cover duration roughly halves by 2030 and approaches zero by 2070. At lower sites (around 1400 m), near zero average values are simulated by 2030 (compared to durations of around 60 days for current climate).These simulated changes, ranging between the best and worst case, are likely to be indicative of how climate change will affect natural snow-cover duration in the Australian Alps. However, note that the model does not allow directly for changes in the frequency and intensity of snow-bearing circulation systems, nor do the climate-change scenarios allow possible changes in interannual variability (particularly that due to the El Niño-Southern Oscillation) and local topographical effects not resolved by global climate models. The purpose of this study was to quantify the decadal-scale time trends in air temperature, precipitation phase and intensity, spring snowmelt timing, and lake temperature in the Tahoe basin, and to relate the trends to large-scale regional climatic trends in the western USA. Temperature data for six long-term weather stations in the Tahoe region were analyzed for trends in annual and monthly means of maximum and minimum daily temperature. Precipitation data at Tahoe City were analyzed for trends in phase (rain versus snow), decadal standard deviation, and intensity of rainfall. Daily streamflow data for nine gaging stations in and around the Tahoe basin were examined for trends in snowmelt timing, by two methods, and an existing record for the temperature of Lake Tahoe was updated. The results for the Tahoe basin, which contrast somewhat with the surrounding region, indicate strong upward trends in air temperature, a shift from snow to rain, a shift in snowmelt timing to earlier dates, increased rainfall intensity, increased interannual variability, and continued increase in the temperature of Lake Tahoe. Two hypotheses are suggested that may explain why the basin could be warming faster than surrounding regions. Continued warming in the Tahoe basin has important implications for efforts to manage biodiversity and maintain clarity of the lake. 相似文献

The assessment of potential impacts of climate change is progressing from taxonomies and enumeration of the magnitude of potential direct effects on individuals, societies, species, and ecosystems according to a limited number of metrics toward a more integrated approach that also encompasses the vast range of human response to experience and risk. Recent advances are both conceptual and methodological, and include analysis of some consequences of climate change that were heretofore intractable. In this article, I review a selection of these developments and represent them through a handful of illustrative cases. A key characteristic of the emerging areas of interest is a focus on understanding how human responses to direct impacts of climate change may cause important indirect and sometimes distant impacts. This realization underscores the need to develop integrated approaches for assessing and modeling impacts in an evolving socioeconomic and policy context. 相似文献

We analyse the observed climate-driven changes in summer wildfires and their future evolution in a typical Mediterranean environment (NE Spain). By analysing observed climate and fire data from 1970 to 2007, we estimate the response of fire number (NF) and burned area (BA) to climate trends, disentangling the drivers responsible for long-term and interannual changes by means of a parsimonious Multi Linear Regression model (MLR). In the last forty years, the observed NF trend was negative. Here we show that, if improvements in fire management were not taken into account, the warming climate forcing alone would have led to a positive trend in NF. On the other hand, for BA, higher fuel flammability is counterbalanced by the indirect climate effects on fuel structure (i.e. less favourable conditions for fine-fuel availability and fuel connectivity), leading to a slightly negative trend. Driving the fire model with A1B climate change scenarios based on a set of Regional Climate Models from the ENSEMBLES project indicates that increasing temperatures promote a positive trend in NF if no further improvements in fire management are introduced. 相似文献

Rice (Oryza sativa L.) production is an important contributor to China’s food security. Climate change, and its impact on rice production, presents challenges in meeting China’s future rice production requirements. In this study, we conducted a comprehensive analysis of how rice yield responds to climate change under different scenarios and assessed the associated simulation uncertainties of various regional-scale climate models. Simulation was performed based on a regional calibrated crop model (CERES-Rice) and spatially matched climatic (from 17 global climate models), soil, management, and cultivar parameters. Grain-filling periods for early rice were shortened by 2–7 days in three time slices (2030s, 2050s, and 2070s), whereas grain-filling periods for late rice were shortened by 10–19 days in three time slices. Most of the negative effects of climate change were predicted to affect single-crop rice in central China. Average yields of single-crop rice treated with CO2 fertiliser in central China were predicted to be reduced by 10, 11, and 11% during the 2030s, 2050s, and 2070s, respectively, compared to the 2000s, if planting dates remained unchanged. If planting dates were optimised, single-crop rice yields were predicted to increase by 3, 7, and 11% during the 2030s, 2050s, and 2070s, respectively. In response to climate changes, early and single-crop rice should be planted earlier, and late rice planting should be delayed. The predicted net effect would be to prolong the grain-filling period and optimise rice yield. 相似文献

This paper studies some impacts of climate change on electricity markets, focusing on three climate effects. First, demand for electricity is affected because of changes in the temperature. Second, changes in precipitation and temperature have impact on supply of hydro electric production through a shift in the inflow of water. Third, plant efficiency for thermal generation will decrease because the temperature of water used to cool equipment increases. To find the magnitude of these partial effects, as well as the overall effects, on Western European energy markets, we use the multi-market equilibrium model LIBEMOD. We find that each of the three partial effects changes the average electricity producer price by less than 2%, while the net effect is an increase of only 1%. The partial effects on total electricity supply are small, and the net effect is a decrease of 4%. The greatest effects are found for Nordic countries with a large market share for reservoir hydro. In these countries, annual production of electricity increases by 8%, reflecting more inflow of water, while net exports doubles. In addition, because of lower inflow in summer and higher in winter, the reservoir filling needed to transfer water from summer to winter is drastically reduced in the Nordic countries. 相似文献

This study evaluated the effects of climate change on sugarcane yield, water use efficiency, and irrigation needs in southern Brazil, based on downscaled outputs of two general circulation models (PRECIS and CSIRO) and a sugarcane growth model. For three harvest cycles every year, the DSSAT/CANEGRO model was used to simulate the baseline and four future climate scenarios for stalk yield for the 2050s. The model was calibrated for the main cultivar currently grown in Brazil based on five field experiments under several soil and climate conditions. The sensitivity of simulated stalk fresh mass (SFM) to air temperature, CO2 concentration [CO2] and rainfall was also analyzed. Simulated SFM responses to [CO2], air temperature and rainfall variations were consistent with the literature. There were increases in simulated SFM and water usage efficiency (WUE) for all scenarios. On average, for the current sugarcane area in the State of São Paulo, SFM would increase 24 % and WUE 34 % for rainfed sugarcane. The WUE rise is relevant because of the current concern about water supply in southern Brazil. Considering the current technological improvement rate, projected yields for 2050 ranged from 96 to 129 t?ha?1, which are respectively 15 and 59 % higher than the current state average yield. 相似文献

The Eastern Mediterranean and the Middle East (EMME) are likely to be greatly affected by climate change, associated with increases in the frequency and intensity of droughts and hot weather conditions. Since the region is diverse and extreme climate conditions already common, the impacts will be disproportional. We have analyzed long-term meteorological datasets along with regional climate model projections for the 21st century, based on the intermediate IPCC SRES scenario A1B. This suggests a continual, gradual and relatively strong warming of about 3.5–7°C between the 1961–1990 reference period and the period 2070–2099. Daytime maximum temperatures appear to increase most rapidly in the northern part of the region, i.e. the Balkan Peninsula and Turkey. Hot summer conditions that rarely occurred in the reference period may become the norm by the middle and the end of the 21st century. Projected precipitation changes are quite variable. Annual precipitation is expected to decrease in the southern Europe – Turkey region and the Levant, whereas in the Arabian Gulf area it may increase. In the former region rainfall is actually expected to increase in winter, while decreasing in spring and summer, with a substantial increase of the number of days without rainfall. Anticipated regional impacts of climate change include heat stress, associated with poor air quality in the urban environment, and increasing scarcity of fresh water in the Levant. 相似文献

Significant and various impacts of climate change have been observed in China, showing both positive and adverse effects, dominantly the latter, in different sectors and regions. It is very likely that future climate change would cause significant adverse impacts on the ecosystems, agriculture, water resources, and coastal zones in China. Adoption of adaptive measures to climate change can alleviate the adverse impact, therefore such measures should be incorporated into the medium-and long-term national economic and social development plans. Because China has done relatively limited research on impact assessment and our understanding of climate change is incomplete, the current impact assessment methodologies used and results obtained contain many uncertainties. To reduce the uncertainties and develop effective and practical climate change adaptive measures in China, it is necessary to emphasize regional case studies on adaptive measures, enlarge the scope of climate change research, and strengthen the assessment of the impacts resulted from extreme weather/climate events. 相似文献
