Bangladesh is one of the most natural hazard-prone countries in the world with the greatest negative consequences being associated with cyclones, devastating floods, riverbank erosion, drought, earthquake, and arsenic contamination, etc. One way or other, these natural hazards engulfed every corner of Bangladesh. The main aim of this research paper is to carry out a multi-hazards risk and vulnerability assessment for the coastal Matlab municipality in Bangladesh and to recommend possible mitigation measures. To this aim, hazards are prioritized by integrating SMUG and FEMA models, and a participation process is implemented so as to involve community both in the risk assessment and in the identification of adaptation strategies. The Matlab municipality is highly vulnerable to several natural hazards such as cyclones, floods, and riverbank erosion. The SMUG is a qualitative assessment, while FEMA is a quantitative assessment of hazards. The FEMA model suggests a threshold of highest 100 points. All hazards that total more than 100 points may receive higher priority in emergency preparedness and mitigation measures. The FEMA model, because it judges each hazard individually in a numerical manner, may provide more satisfying results than the SMUG system. The spatial distributions of hazard, risk, social institutions, land use, and other resources indicate that the flood disaster is the top environmental problem of Matlab municipality. Hazard-specific probable mitigation measures are recommended with the discussion of local community. Finally, this study tries to provide insights into the way field research combining scientific assessments tools such as SMUG and FEMA could feed evidence-based decision-making processes for mitigation in vulnerable communities.  相似文献

The concept of a natural hazard is a human construct. It is the interaction with human communities and settlements that defines a natural phenomenon as a natural hazard. Thus the end point of hazard mitigation and hazard vulnerability assessment must involve an attempt to reduce, or mitigate, the impact of the natural hazard on human communities. The responsibility to mitigate hazard impact falls primarily upon governments and closely connected non-government and private institutional agencies. In particular, it is most often local government that takes the responsibility for safeguarding its own communities, infrastructure and people. Hazard vulnerability of specific local communities is best assessed by the local government or council, which then faces the responsibility to translate that assessment into community education and infrastructural safeguards for hazard mitigation. This paper illustrates the process of local government engagement in hazard mitigation in Australia, through the Natural Disaster Risk Management Studies, as a first step towards natural disaster reduction.  相似文献

Although for decades, public participation in disaster risk management has been strongly advocated for, in reality, it remains elusive. Planners and practitioners are still struggling to find ways to meaningfully involve the local community in disaster management programs; so far, apparently successful projects and initiatives have seldom been scaled up or replicated. The reason for this is that no comprehensive framework for participatory disaster risk management exists, and no systematic evaluation has been made to assess the necessary elements and appropriate paths for meaningful public participation in disaster management. This study attempts to examine the process and identify outcome-based factors that account for successful participatory disaster risk management. To accomplish this, we have evaluated reconstruction projects in earthquake-affected rural Gujarat, India, where the government envisioned a people-centric reconstruction project, but provided no public participation framework or guidelines. As a result, several reconstruction models pursuing different levels and types of public participation ultimately emerged. We selected three dominant reconstruction approaches and examined the extent to which various processes and outcome-based factors were successful in promoting ideal levels of public participation during these reconstruction projects. This study is considered an example of pioneering research in defining factors that account for successful participatory disaster risk management.  相似文献

An understanding of vulnerability is not only crucial for the survival of the exposed communities to extreme events, but also for their adaptation to climate change. Vulnerability affects community participation in hazard mitigation, influences emergency response and governs adaptive capacity for the changing environmental and hazards characteristics. However, despite increased awareness, assessments and understanding of the processes that produce vulnerability, disaster risks prevail. This raises questions on the effectiveness of vulnerability assessments and their applications for hazard mitigation and adaptation. The literature includes a range of vulnerability assessment methods, wherein frequently the selection of any particular method is governed by the research objectives. On the other hand, hazard mitigation plans and policies even though mention vulnerability, their implementation pays less attention to the variations in its nature and underlying causes. This paper explores possible reasons for such gaps by exploring a case study of the Hutt Valley, New Zealand. It brings out the limitations of different vulnerability assessment methods in representing the local vulnerability and challenges they bring in planning for the vulnerability reduction. It argues that vulnerability assessment based on any particular method, such as deprivation index, principle component analysis, composite vulnerability index with or without weight, may not reveal the actual vulnerability of a place, and therefore, a comprehensive vulnerability assessment is needed.  相似文献

Perception about people’s behaviour during emergencies defines, to a large extent, the course of planning and resource allocation for community emergency response as well as development of mitigation measures. During the past decade, there has been a paradigm shift in the approach to disaster management. A recent trend has been to encourage more community participation as opposed to the top-down approach of the past. It is believed that community participation will bring about a comprehensive and accurate appreciation of people’s perception regarding hazards, risk, vulnerability, and resilience, and this research is an attempt to achieve just that. In order to accomplish our goal, we engaged a group of women that would typically fall into the category of “vulnerable group” in a focus group interview setting. The participants were mainly over 40 years old, the majority with little education, unemployed, facing language barriers, of low income, and reliant on public transit. Many participants identified that they lived in the vicinity of rivers, lakes, railways, or power plants, but did not seem to be aware of their exposure to potential threats—indicating a lack of education and awareness. The most common hazards and mitigation measures they were aware of, included floods (including basement flooding), fire, fire alarm, and smoke detectors. Additionally, illness and loneliness were mentioned as factors contributing to their increased vulnerability, hence reduced resiliency. With the help of the focus group members’ participation, we were able to discuss the importance of communities being aware of their surroundings, available resources and help, and permit them to voice their concerns in order to be able to cope during emergencies. We trust and hope that more community participation will lead to stronger and more resilient cities.  相似文献

The present state-of-the-art for natech risk and management is discussed. Examples of recent natechs include catastrophic oil spills associated with Hurricane Katrina and hazardous chemical releases in Europe during the heavy floods of 2002. Natechs create difficult challenges for emergency responders due to the geographical extent of the natural disaster, the likelihood of simultaneous releases, emergency personnel being preoccupied with response to the natural disaster, mitigation measures failing due to the effects of the natural disaster, and others. Recovery from natechs may be much more difficult than for “normal” chemical accidents, as the economic and social conditions of the industrial facility and the surrounding community may have been drastically altered by the natural disaster. Potential safeguards against natechs include adoption of stricter design criteria, chemical process safeguards, community land use planning, disaster mitigation and response planning, and sustainable industrial processes, but these safeguards are only sporadically applied. Ultimately, the public must engage in a comprehensive discussion of acceptable risks for natechs.

Taiwan has long made efforts to increase community emergency response capability, due to its vulnerability to earthquakes, typhoons, landslides and debris flows. Not until recent major natural disasters, such as the 1999 Chi–Chi Earthquake, Typhoon Toraji and Typhoon Nari, has the government reformed its policy toward empowering the community to take actions in hazard mitigation, emergency preparedness and emergency response. A new initiatve, Integrated Community-Based Disaster Management Program (ICBDM), was launched in 2001 by the Executive Yuan to achieve the goal of strengthening community resistance. The paper, taking Shang-An Village as an example, describes Taiwan’s new community-based disaster management program. Through a participatory process, community residents have learned how to analyze vulnerable conditions, discover problems, develop solutions and establish an organization to implement disaster management tasks. Further, basic response training courses and a disaster scenario were held in order to improve their emergency response capability. Based on the case study, a phased process, including initiation, assessment, planning and practice, is generalized.  相似文献

The National Tsunami Hazard Mitigation Program (NTHMP) Steering Committee consists of representatives from the National Oceanic and Atmospheric Administration (NOAA), the Federal Emergency Management Agency (FEMA), the U.S. Geological Survey (USGS), and the states of Alaska, California, Hawaii, Oregon, and Washington. The program addresses three major components: hazard assessment, warning guidance, and mitigation. The first two components, hazard assessment and warning guidance, are led by physical scientists who, using research and modeling methods, develop products that allow communities to identify their tsunami hazard areas and receive more accurate and timely warning information. The third component, mitigation, is led by the emergency managers who use their experience and networks to translate science and technology into user-friendly planning and education products. Mitigation activities focus on assisting federal, state, and local officials who must plan for and respond to disasters, and for the public that is deeply affected by the impacts of both the disaster and the pre-event planning efforts. The division between the three components softened as NTHMP scientists and emergency managers worked together to develop the best possible products for the users given the best available science, technology, and planning methods using available funds.  相似文献

High rates of urbanization, environmental degradation, and industrial development have affected all nations worldwide, but in disaster-prone areas, the impact is even greater serving to increase the extent of damage from natural catastrophes. As a result of the global nature of environmental change, modern economies have had to adapt, and sustainability is an extremely important issue. Clearly, natural disasters will affect the competitiveness of an enterprise. This study focuses on natural disaster management in an area in which the direct risks are posed by the physical effects of natural disasters such as floods, droughts, tsunamis, and rising sea levels. On a local level, the potential impact of a disaster on a company and how much damage (loss) it causes to facilities and future business are of concern. Each company must make plans to mitigate predictable risk. Risk assessments must be completed in a timely manner. Disaster management is also very important to national policy. Natural disaster management mechanisms can include strategies for disaster prevention, early warning (prediction) systems, disaster mitigation, preparedness and response, and human resource development. Both governmental administration (public) and private organizations should participate in these programs. Participation of the local community is especially important for successful disaster mitigation, preparation for, and the implementations of such measures. Our focus in this study is a preliminary proposal for developing an efficient probabilistic approach to facilitate design optimization that involves probabilistic constraints.  相似文献

This paper examines the factors promoting theadoption of mitigation measures during long-term recoveryfollowing Hurricane Hugo in the United States. Recovery fromdisaster offers opportunities for improving community resilienceto future disasters and for promoting sustainability. Variousdynamics during recovery, however, can interfere with mitigationof hazards. In this study the adoption of mitigation duringrecovery in three case communities after Hurricane Hugo isevaluated, with a focus on the influence of various regulations onhazard mitigation. There is a very strong connection betweendevelopment management and hazard mitigation; resourcemanagement also contributes to hazard mitigation. Conditionsthat influence advancement of hazard mitigation at thecommunity level include local leadership, a linkage betweenwell-established ways of doing things and new policies,adaptation to dynamic local conditions, monitoring andcompliance strategies tailored to suit local conditions, recognitionof local rights, and stakeholders' involvement in developingstrategies.  相似文献

Understanding and evaluating disaster risk due to natural hazard events such as earthquakes creates powerful incentives for countries to develop planning options and tools to reduce potential damages. The use of models for earthquake risk evaluation allows obtaining outputs such as the loss exceedance curve, the expected annual loss and the probable maximum loss, which are probabilistic metrics useful for risk analyses, for designing strategies for risk reduction and mitigation, for emergency response strategies and for risk financing. This article presents, based on probabilistic risk models, the design and implementation of a risk transfer instrument to cover the private buildings of the city of Manizales, Colombia. This voluntary collective instrument provides financial protection to both, the estate tax payers and the low-income homeowners through a cross-subsidy strategy; besides, it promotes not only the insurance culture but also the solidarity of the community. The city administration and the insurance industry are promoting this program using the mechanism of the property tax payment. This collective insurance helps the government to access key resources for low-income householders recovery and improve disaster risk management at local level.  相似文献

Typhoon-induced disaster is one of the most important factors influencing the economic development and more than 250 million in China. In view of the existing state of typhoon disaster prediction, prevention, and mitigation, this paper proposes a new probability model, Multivariate Compound Extreme Value Distribution (MCEVD), to predict typhoon-induced extreme disaster events. This model establishes prevention criteria for coastal areas, offshore structures, and estuarine cities, and provides an appropriate mitigation scheme for disaster risk management and decision-making.  相似文献

While laboratory and analytical studies can provide valuable information about earthquake hazard mitigation, the most effective educator is the impact of a full-scale earthquake on a full-scale city. The recent earthquakes in Turkey showed that the governmental as well as individual attitudes towards earthquakes did not represent proportionate responses to the risk levels concerned. Turkey had weaknesses in preparing, planning, mitigating and responding to disasters in spite of the known seismic vulnerability of the country. Many steps have been taken after 1999 earthquakes in Turkey, however, the preparations largely concentrate on the response and recovery phases and a fundamental step to reform the current disaster management system and steps to rehabilitate the vulnerable building stock has not been undertaken until today. This would involve changing the present laws and regulations and de-centralising the disaster management system. The aim of this paper is to propose a national mitigation strategy for Turkey for a time-frame of 10 years. The model proposed is a very comprehensive model for earthquake risk reduction in Turkey and within this context, the legislative and technical aspects of mitigation will be discussed in detail. Strategies for mitigating and retrofitting the existing building stock will also be proposed.  相似文献

A significant proportion of the urban areas in Turkey is subject to high seismic risk. An important step for seismic risk mitigation is to define the hazard and damage after an earthquake. This paper proposes an integrated seismic hazard assessment and disaster management processes for Turkey. The proposed methodology utilizes information technologies in its seismic assessment component that provides fast results for assessment. First, image process methodology by using satellite images was implemented in the seismic assessment process for fast evaluation right after an earthquake. Second, the seismic assessment process was integrated with disaster management process. As a result, through integrated seismic hazard evaluation and disaster management procedure, an effective, fast and dependable estimation of loss for Turkey was planned.  相似文献

While the principle of public participation is an acknowledged requirement of planning in most Western countries there is continuing debate, and insufficient empirical evidence, on the effectiveness of public participation in practice. This research examines the power of public participation in local planning in Scotland with particular reference to the pressing issue of conflict over residential development in the metropolitan green belt. The paper first defines key concepts underlying the research, and identifies the principal actors in the residential development process. The post-2006 institutional framework for planning in Scotland is explained to establish the legislative and procedural context for a case study of conflict between developers and the local community in a village in Glasgow’s green belt. Using a combination of analysis of planning documents, interviews with local planners and developers, and a survey of village residents the empirical study provides detailed insight on the principles, practice, problems for public participation in local planning in Scotland. Finally, a number of conclusions are presented on the prospects for public participation in Scotland.  相似文献

Pakistan is an earthquake-prone region due to its tectonic setting resulting in high hazard with moderate-to-strong ground motions and vulnerability of structures and infrastructures, leading to the loss of lives and livelihood, property damage and economic losses. Earthquake-related disaster in Pakistan is a regular and serious threat to the community; however, the country lack tools for earthquake risk reduction through early warning (pre-earthquake planning), rapid response (prompt response at locations of high risk) and pre-financing earthquake risk (property insurance against disaster). This paper presents models for physical damageability assessment and socioeconomic loss estimation of structures in Pakistan for earthquake-induced ground motions, derived using state-of-the-art earthquake loss estimation methodologies. The methodologies are being calibrated with the site-specific materials and structures response, whereas the derived models are tested and validated against recent observed earthquakes in the region. The models can be used to develop damage scenario for earthquakes (assess damaged and collapsed structures, casualties and homeless) and estimate economic losses, i.e., cost of repair and reconstruction (for a single earthquake event as well as all possible earthquakes). The models can provide help on policy- and decision-making toward earthquake risk mitigation and disaster risk reduction in Pakistan.  相似文献

地质灾害应急响应是一种涉及因素多、技术含量高、时间要求紧、工作任务重和社会影响大的危机事件管理行为,也是一种跨阶段、高要求、大集成、快反应和求实效的非常规防灾减灾行动。针对重大地质灾害的应急响应,为了探索减小地质风险和在风险下生存的途径,必须创建一个有灾害意识、有充分准备的政府或社区应急管理技术支撑体系。技术体系包括人才团队、技术装备、理论方法等方面。人才团队要求科学技术素养深厚,工作高效实用;技术装备要求简单、快速并有效;理论方法追求支撑防灾减灾决策的"满意解"或"有用解"。技术支撑具体针对地质灾害"险情应急"和"灾情应急"2种类型,前者突出预测预警与应急处置的防灾方法,后者重在成因分析与减灾行动。工作程序上划分为响应启动、调查评价、监测预警、会商定性、防控论证、决策指挥、实施检验和总结完善8个阶段。技术路线包括地质环境信息获取、分析研判、预测预警、模拟仿真、技术方案论证、风险评估与决策支持6个步骤。为了促进地质灾害应急响应从经验走向科学,从感性判断走向理性量化,尽快提升和加强对重大地质灾害应急管理的技术支撑能力,立足于国家层面的决策需求初步提出了重大地质灾害应急响应的科学技术工作框架体系。  相似文献

The biophysical characteristics of a place not only bring variations in natural hazards, but also influence people??s associated perception and response to the hazard. Although these influences are noted in the literature, their relationship has been less explored for planning hazard mitigation and disaster response. This paper evaluates the role of place in a hazardscape by using a case study of the Wellington Region, New Zealand. The study explores the differences between the physical and perceived susceptibility to natural hazards and how this affects people??s response to a hazard. The analysis is based on a questionnaire survey and interviews conducted with local people. It finds that disparities between physical and perceived hazard susceptibility engender different motivations and types of response. A close alignment of the two produces a high response rate for earthquakes and droughts, whereas a significant divergence leads to a poor response as observed for volcanic ash fall. The relationship, however, is not linear, as indicated by the poor response even to such well-perceived hazards as tsunami and bushfire. The reasons behind this uneven response can be related back to place characteristics, such as the nature of hazard susceptibility, as well as factors such as fatalism or blasé effect. It is concluded that mapping physical and perceived susceptibility to hazards over space, understanding their relationship and ultimately narrowing the gap between perception and reality can contribute to effective hazard management at a place.  相似文献
