Climate change is upon us. While debates continue over how to mitigate emissions, it is evident that many parts of the world will need to adapt to an increasingly unstable climate. However, the persistence of climate denial presents a significant barrier to climate change response; if a future in which the climate has dramatically changed cannot be imagined, there is little motivation to act. Using qualitative interview data, our research investigates community responses to climate change adaptation planning in a coastal region of Australia identified as highly vulnerable to future sea level rise. While the local council engaged in extensive consultation to develop an adaptation plan, community opposition to proposed development changes ultimately resulted in a ‘wait and see’ response. We show how the community’s local understandings of place informed temporalities that led to a practice of climate denial. We outline three processes by which climate denial is socially organised: anchoring the past via historical reference; projecting continuity through a nostalgic lens of managing disaster; and enclosing the present by prioritising existing economic value. We show how these processes result in the social organisation of climate denial, and an inability to plan for a climate changed future.  相似文献

Empirical work on the relationship between environmental stress and human migration has blossomed over the last 10 years. While such work has provided important insights into this relationship, there has been, to date, limited effort expended on generating a generalisable framework for apprehending such interactions. This paper seeks to address this deficit. Based on semi-structured interviews in two sending and four receiving areas in northern Ethiopia, it explores dominant mobility narratives among populations whose livelihoods are exposed to a range of environmental stresses. Analysis of these narratives corroborates findings from other empirical studies on the subject, highlighting how the impact of environmental stress on human mobility can only be understood within the context in which it occurs. To this end the paper attempts to generate a typology of interactions between environmental and non-environmental factors shaping mobility. The typology is based on four effects: additive, enabling, vulnerability and barrier effects. It is thought to provide a generalisable conceptual language which is capable of describing the role of environmental stress in mobility decisions and thereby offering a systematic means for thinking through the processes by which environmental stress impacts upon mobility. While the framework is hypothesised to be suitably generalisable to account for other contexts and other environmental stresses, this still needs to be tested. In addition it is acknowledged that the framework suffers from some major limitations. Most notable is reliance on a conceptually false distinction between environmental and non-environmental factors, and the inability to account for the non-environmental features which shape perceptions of migration.  相似文献

Media accounts routinely refer to California's Assembly Bill 32 (AB 32), the Global Warming Solutions Act of 2006, as “landmark” climate change legislation. On its surface, this label is an accurate reflection of the state's forward-thinking stance across many environmental issues including pesticides, toxic substances, solid waste, and air quality. For all its promise, however, AB 32 can also be considered a low point in the landscape of conflict between state environmental regulators and California's environmental justice movement. While the legislation included several provisions to address the procedural and distributive dimensions of environmental justice, the implementation of AB 32 has been marked by heated conflict. The most intense conflicts over AB 32 revolve around the primacy of market mechanisms such as “cap and trade.” This article examines the drivers and the manifestations of these dynamics of collaboration and conflict between environmental justice advocates and state regulators, and pays particular attention to the scalar and racialized quality of the neoliberal discourse. The contentiousness of climate change politics in California offers scholars and practitioners around the world a cautionary tale of how the best intentions for integrating environmental justice principles into climate change policy do not necessarily translate into implementation and how underlying racialized fractures can upend collaboration between state and social movement actors.  相似文献

When extreme weather events occur, people often turn to social media platforms to share information, opinions and experiences. One of the topics commonly discussed is the role climate change may or may not have played in influencing an event. Here, we examine Twitter posts that mentioned climate change in the context of three high-magnitude extreme weather events – Hurricane Irene, Hurricane Sandy and Snowstorm Jonas – in order to assess how the framing of the topic and the attention paid to it can vary between events. We also examine the role that contextual factors can play in shaping climate change coverage on the platform. We find that criticism of climate change denial dominated during Irene, while political and ideological struggle frames dominated during Sandy. Discourse during Jonas was, in contrast, more divided between posts about the scientific links between climate change and the events, and posts contesting climate science in general. The focus on political and ideological struggle frames during Sandy reflects the event’s occurrence at a time when the Occupy movement was active and the 2012 US Presidential Election was nearing. These factors, we suggest, could also contribute to climate change being a more prominent discussion point during Sandy than during Irene or Jonas. The Jonas frames, meanwhile, hint at lesser public understanding of how climate change may influence cold weather events when compared with tropical storms. Overall, our findings demonstrate how event characteristics and short-term socio-political context can play a critical role in determining the lenses through which climate change is viewed.  相似文献

Climate change impacts on marine environments have been somewhat neglected in climate change research, particularly with regard to their social dimensions and implications. This paper contributes to addressing this gap through presenting a UK focused mixed-method study of how publics frame, understand and respond to marine climate change-related issues. It draws on data from a large national survey of UK publics (N = 1,001), undertaken in January 2011 as part of a wider European survey, in conjunction with in-depth qualitative insights from a citizens’ panel with participants from the East Anglia region, UK. This reveals that discrete marine climate change impacts, as often framed in technical or institutional terms, were not the most immediate or significant issues for most respondents. Study participants tended to view these climate impacts ‘in context’, in situated ways, and as entangled with other issues relating to marine environments and their everyday lives. Whilst making connections with scientific knowledge on the subject, public understandings of marine climate impacts were mainly shaped by personal experience, the visibility and proximity of impacts, sense of personal risk and moral or equity-based arguments. In terms of responses, study participants prioritised climate change mitigation measures over adaptation, even in high-risk areas. We consider the implications of these insights for research and practices of public engagement on marine climate impacts specifically, and climate change more generally.  相似文献

Debates about climate justice have mainly occurred at the international scale, and have focussed on the rights and responsibilities of nation-states to either be protected from the effects of climate change, or to take action to reduce emissions or support adaptation. In this paper, we argue that it is both productive and necessary to examine how climate justice is being pursued at the urban scale, which brings into focus the need for attention to issues of recognition as well as rights and responsibilities. Building on work from environmental justice, which has conceptualized justice as trivalent, we propose that climate justice can be understood as a pyramid, the faces of which are distributions, procedures, rights, responsibilities and recognition. We then apply this conceptual framework to examine climate change interventions in five cities; Bangalore, Monterrey, Hong Kong, Philadelphia and Berlin. Arguing that the politics and practices of urban climate change interventions are constantly engaging with and refracting the idea of justice, we examine how justice was articulated, practiced and contested across our cases. The perspective of recognition emerges as a particularly useful entry point through which to explore the types of rights, responsibilities, distributions and procedures required to respond justly to climate change. We conclude by reflecting on our framework, arguing that it is useful both as an analytical device to interrogate climate justice and to shape the design of climate change interventions which seek to ensure climate justice.  相似文献

The emergence of concern about and evidence of climate change has been argued to create a cultural milieu unique to the Millennial generation (born between 1981 and 1996) and iGeneration (aka iGens or Generation Z born after 1997). The present research tested a) claims of unique angst about climate change among younger versus older generations, b) growing generational discrepancies over time in emotions about climate change, c) generational differences for several emotions about climate change, and d) the implications of these emotions for motivating people to discuss climate change with others, potentially aiding coping with climate change and facilitating action to address climate change. Survey data gathered from 2010 to 2019 of a representative sample of United States residents (N = 22,468) document greater increases in worry about climate change and, to a lesser degree, anger and guilt about climate change, within the two youngest generations relative to changes among Generation X, Baby Boomers, and the Silent and Greatest Generations. Although generational differences were small and suggest overstatements of unique effects for younger generations, increases in younger generations’ emotions transform into the two youngest generations reporting the strongest emotions in 2019. Over ten years, these differential shifts in emotions explain more substantial increases in the frequency of discussing climate in the youngest generations.  相似文献

Climate change is likely to drive migration from environmentally stressed areas. However quantifying short and long-term movements across large areas is challenging due to difficulties in the collection of highly spatially and temporally resolved human mobility data. In this study we use two datasets of individual mobility trajectories from six million de-identified mobile phone users in Bangladesh over three months and two years respectively. Using data collected during Cyclone Mahasen, which struck Bangladesh in May 2013, we show first how analyses based on mobile network data can describe important short-term features (hours–weeks) of human mobility during and after extreme weather events, which are extremely hard to quantify using standard survey based research. We then demonstrate how mobile data for the first time allow us to study the relationship between fundamental parameters of migration patterns on a national scale. We concurrently quantify incidence, direction, duration and seasonality of migration episodes in Bangladesh. While we show that changes in the incidence of migration episodes are highly correlated with changes in the duration of migration episodes, the correlation between in- and out-migration between areas is unexpectedly weak. The methodological framework described here provides an important addition to current methods in studies of human migration and climate change.  相似文献

Abstract

Learning—i.e. the acquisition of new information that leads to changes in our assessment of uncertainty—plays a prominent role in the international climate policy debate. For example, the view that we should postpone actions until we know more continues to be influential. The latest work on learning and climate change includes new theoretical models, better informed simulations of how learning affects the optimal timing of emissions reductions, analyses of how new information could affect the prospects for reaching and maintaining political agreements and for adapting to climate change, and explorations of how learning could lead us astray rather than closer to the truth. Despite the diversity of this new work, a clear consensus on a central point is that the prospect of learning does not support the postponement of emissions reductions today.  相似文献

While scientific consensus and political and media messages appear to be increasingly certain, public attitudes and action towards the issue do not appear to be following suit. Popular and academic debate often assumes this is due to ignorance or misunderstanding on the part of the public, but some studies have suggested political beliefs and values may play a more important role in determining belief versus scepticism about climate change. The current research used two representative postal surveys of the UK public to: measure scepticism and uncertainty about climate change; determine how scepticism varies according to individual characteristics, knowledge and values; and examine how scepticism has changed over time. Findings show denial of climate change is less common than the perception that the issue has been exaggerated. Scepticism was found to be strongly determined by individuals’ environmental and political values (and indirectly by age, gender, location and lifestyle) rather than by education or knowledge. Between 2003 and 2008, public uncertainty about climate change has remained remarkably constant, although belief that claims about the issue are exaggerated has doubled over that period. These results are interpreted with reference to psychological concepts of motivated reasoning, confirmation bias and ‘finite pool of worry’. Implications for communication and policy are discussed.  相似文献

The Amazon region has been undergoing profound transformations since the late ‘70s through forest degradation, land use changes and effects of global climate change. The perception of such changes by local communities is important for risk analysis and for subsequent societal decision making. In this study, we compare and contrast observations and perceptions of climate change by selected Amazonian communities particularly vulnerable to alterations in precipitation regimes. Two main points were analysed: (i) the notion of changes in the annual climate cycle and (ii) the notion of changes in rainfall patterns. About 72% of the sampled population reports perceptions of climate changes, and there is a robust signal of increased perception with age. Other possible predictive parameters such as gender, fishing frequency and changes in/planning of economic activities do not appear overall as contributing to perceptions. The communities’ perceptions of the changes in 2013–2014 were then compared to earlier results (2007–2008), providing an unprecedented cohort study of the same sites. Results show that climate change perceptions and measured rainfall variations differ across the basin. It was only in the southern part of the Amazon that both measured and perceived changes in rainfall patterns were consistent with decreased precipitation. However, the perception of a changing climate became more widespread and frequently mentioned, signalling an increase in awareness of climate risk.  相似文献

This paper analyses climate science as a discourse to reveal how it enables and constrains climate change negotiations and action. Focusing on long-term outcomes projected in the Intergovernmental Panel on Climate Change’s Fifth Assessment Report and the World Bank’s “Turn Down the Heat” reports, this paper examines processes of discourse structuration and institutionalization to identify the dominant discourses which frame climate action. We trace the dominant discourses identified in the scientific reports – Survivalism, Ecological Modernisation and Economic Rationalism – through the Paris Agreement and selected Leader Statements and Intended Nationally Determined Contributions from COP21. From the 24 states included in this analysis, Papua New Guinea (PNG) is developed as a case study to investigate the hybridity and institutionalization of discourses. Even though PNG’s rhetoric and commitments at COP21 express Survivalism, the state’s policy frameworks rarely move beyond solutions found in Economic Rationalism and Ecological Modernisation. This suggests that states strategically adopt hybrid discourses drawn from climate science in line with their positionality, political economy and interests. Understanding how discourses drawn from climate science manifest in national policies has significant implications not only for how science is communicated at the international level but also for understanding different state positions in the global climate governance regime.  相似文献

The potential CO2-induced impacts on the geographical shifts of wheat growth zones in China were studied from seven GCMs outputs. The wheat growth regions may move northward and westward under the condition of a doubling CO2 climate. The wheat cultivation features and variety types may also assume significant changes. Climatic warming would have a positive influence in Northeast China, but high temperature stress may be produced in some regions of central and southern China. Higher mean air temperatures during wheat growth, particularly during the reproductive stages, may increase the need for earlier-maturing and more heat-tolerant cultivars.  相似文献

In recent years, the empirical literature linking environmental factors and human migration has grown rapidly and gained increasing visibility among scholars and the policy community. Still, this body of research uses a wide range of methodological approaches for assessing environment–migration relationships. Without comparable data and measures across a range of contexts, it is impossible to make generalizations that would facilitate the development of future migration scenarios. Demographic researchers have a large methodological toolkit for measuring migration as well as modeling its drivers. This toolkit includes population censuses, household surveys, survival analysis and multi-level modeling. This paper's purpose is to introduce climate change researchers to demographic data and methods and to review exemplary studies of the environmental dimensions of human migration. Our intention is to foster interdisciplinary understanding and scholarship, and to promote high quality research on environment and migration that will lead toward broader knowledge of this association.  相似文献

In this paper we present an empirically driven language to discuss climate change skepticism. We conceptualize skeptic/skepticism as an umbrella term that includes those who actively reject climate science and those who are uncertain about climate change. We propose four categories for better empirical analysis of climate skepticism: epistemic deniers, epistemic doubters (borrowing from Capstick and Pidgeon 2014), attribution deniers, and attribution doubters (borrowing from Rahmstorf 2004). Using a unique dataset of surveys (n = 1000) and interviews (n = 33) with residents of the U.S. Pacific Northwest who are skeptical about climate change, we compare those four groups across several predictors and demographic variables (age, race, gender, political ideology, religiosity, income, education, and level of trust in science) and outcome variables (environmental concern, policy support, and conspiracy ideation (adherence to the belief that climate change is a “hoax”). We demonstrate the importance of considering attitudinal uncertainty in the analysis of climate skepticism by providing evidence for the presence of a continuum of thought wherein epistemic deniers and attribution doubters make up the two ends of a continuum with more complicated distinctions between epistemic doubters and attribution deniers.  相似文献

Mobility is a key livelihood and risk management strategy, including in the context of climate change. The COVID-19 pandemic has reinforced long standing concerns that migrant populations remain largely overlooked in economic development, adaptation to climate change, and spatial planning. We synthesize evidence across multiple studies that confirms the overwhelming preponderance of in-country and short distance rather than international migration in climate change hotspots in Asia and Africa. The emerging findings highlight the critical importance of addressing immobility and the intersecting social determinants that influence who can move and who cannot in development policy. This evidence suggests a more focused climate mobilities research agenda that includes understanding multiple drivers of mobility and multi-directional movement; intersecting social factors that determine mobility for some and immobility for others; and the implications for mobility and immobility under climate change and the COVID-19 recovery.  相似文献

The question whether and how climatic factors influence human migration has gained both academic and public interest in the past years. Based on two meta-analyses, this paper systematically reviews the quantitative empirical literature on climate-related migration from a methodological perspective. In total, information from 127 original micro- and macro-level studies is analyzed to assess how different concepts, research designs, and analytical methods shape our understanding of climate migration. We provide an overview of common methodological approaches and present evidence on their potential implications for the estimation of climatic impacts. We identify five key challenges, which relate to the i) measurement of migration and ii) climatic events, iii) the integration and aggregation of data, iv) the identification of causal relationships, and v) the exploration of contextual influences and mechanisms. Advances in research and modelling are discussed together with best practice cases to provide guidance to researchers studying the climate-migration nexus. We recommend for future empirical studies to employ approaches that are of relevance for and reflect local contexts, ensuring high levels of comparability and transparency.  相似文献

Climate change views have their socioeconomic foundations but also specific geographies. In merging these perspectives, this analysis uses ESS Round 8 data from 23 European countries to examine whether climate change scepticism and concern, pro-environmental personal norm and a willingness to engage in energy-saving behaviour exhibit, first, urban–rural and/or regional differences, and second, if these attitudes can be explained at individual level by socioeconomic position and wellbeing resources. We find that climate change scepticism and concern do exhibit urban–rural differences, where living in a country village is associated with greater climate scepticism and lower concern compared to living in a big city. Also, higher climate change concern and pro-environmental norms are associated with living in a region with constant population growth. These geographical differences are independent of individual-level socioeconomic attributes as well as one’s political orientation. Additionally, the results show that both climate change attitudes and reporting energy-saving behaviour are strongly stratified by level of education and reveal that those in lower income deciles feel less pro-environmental norm but nonetheless report greater engagement with energy-saving behaviour. In sum, the results highlight that climate change mitigation is not a uniform project either spatially or within certain socioeconomic strata. Hence, our results suggest that socioeconomic disadvantage (belonging to the lowest education and income levels) and spatial marginalisation (living in more rural surroundings and declining regions) should be better acknowledged when reworking climate change and environmental policies in the EU.  相似文献
