The Stern Review has played an enormous role in making the world of business aware of the challenge of long-term climate change. In order to make real progress on the basis of this awareness, it is important to pay attention to the difference between human suffering and losses of gross domestic product (GDP). The Review has compared climate change to experiences of suffering like World War I. That war, however, hardly affected global GDP. The long-term damages to be expected from business-as-usual greenhouse gas emissions include loss of the coastal cities of the world over the next millennia. This would be an act of unprecedented barbarism, regardless of whether it would slow down economic growth or perhaps even accelerate it. Business leaders worried about climate change need to pay attention to the tensions between ethical and economic concerns. Otherwise, a credibility crisis threatens global climate policy. An important step to establish the credibility needed for effective climate policy will be to gradually move towards a regime where emission permits are auctioned, not handed out as hidden subsidies. The revenues generated by permit auctions should be used to establish a global system of regional climate funds.  相似文献

Increase in the amplitudes of microseisms within the range from the tenths of hertz to 10 kHz leads to increase in the values of air polar conductivity and to decrease in atmospheric electric field. As the frequency of microseisms decreases, the efficiency of microseismic impact increases. In case of low amplitudes of microseisms, decrease in atmospheric electric field is observed only as a result of multimonth active impact on the geologic environment.  相似文献

Abstract

The Kyoto Protocol allows a group of Annex B countries to fulfill their emissions limitation commitments jointly by forming a “bubble” equal to their collective commitment. Annex B countries, whether members of a bubble or not, can use the Kyoto mechanisms to help meet their emissions limitation commitments. I argue that Kyoto mechanism rules should be applied to Parties individually regardless of their membership in a bubble. This means there are virtually no advantages to joining a bubble, but it is not clear that the option to form a bubble should confer benefits on the members relative to other Annex B Parties that do not join a bubble.  相似文献

The MAPS programme, which seeks to deepen mitigation ambition in developing countries, is engaged in exploring the concepts of Nationally Appropriate Mitigation Actions (NAMAs) and Low Carbon Development Strategies (LCDS) from a developing country perspective. Here, climate mitigation practitioners in six developing countries were surveyed for their understanding of these concepts (anonymous, personal communications with climate mitigation practitioners in Argentina, Brazil, Chile, Colombia, India, and South Africa). It is found that there is much scope for clarity and conceptual elaboration in this policy space. NAMAs are largely interpreted as mitigation activities packaged for submission to the United Nations Framework Convention on Climate Change (UNFCCC) registry, but are not held to constitute the full set of mitigation activity in a developing country. New terminology may be needed to describe this broader set. A tighter interpretation of LCDS to distinguish between a strategic or coordinating policy action may be useful. Other themes arising include the way ‘national appropriateness’ is reflected in the concepts, and the role of international policy in deepening mitigation action in developing countries.  相似文献

Indigenous Australians’ knowledge of weather and climate   总被引:1,自引:1,他引:0  
Although the last 200 years of colonisation has brought radical changes in economic and governance structures for thousands of Aboriginal and Torres Strait Islanders living in remote areas of northern Australia, many of these Indigenous people still rely upon, and live closely connected to, their natural environment. Over millennia, living ‘on country’, many of these communities have developed a sophisticated appreciation of their local ecosystems and the climatic patterns associated with the changes in them. Some of this knowledge is recorded in their oral history passed down through generations, documented in seasonal weather calendars in local languages and, to a limited degree, transcribed and translated into English. This knowledge is still highly valued by these communities today, as it is used to direct hunting, fishing and planting as well as to inform many seasonally dependant cultural events. In recent years, local observations have been recognised by non-Indigenous scientists as a vital source of environmental data where few historic records exist. Similar to the way that phenological observations in the UK and US provide baseline information on past climates, this paper suggests that Indigenous observations of seasonal change have the potential to fill gaps in climate data for tropical northern Australia, and could also serve to inform culturally appropriate adaptation strategies. One method of recording recent direct and indirect climate and weather observations for the Torres Strait Islands is documented in this paper to demonstrate the currency of local observations of climate and its variability. The paper concludes that a comprehensive, participatory programme to record Aboriginal and Torres Strait Islander knowledge of past climate patterns, and recent observations of change, would be timely and valuable for the communities themselves, as well as contributing to a greater understanding of regional climate change that would be useful for the wider Australian population.  相似文献

A changing climate will exacerbate many of the problems currently faced by California’s public health institutions. The public health impacts of climate change include: an increase in extreme heat events and associated increases in heat-related morbidity and mortality, increases in the frequency and severity of air pollution episodes, shifts in the range and incidence of vector-borne diseases, increases in the severity of wildfire, increased risks of drought and flooding, and other extreme events. This article assesses the readiness of California’s public health institutions to cope with the changes that will accompany a changing climate and how they relate to strategies laid out in the state’s Climate Adaptation Strategy. County-level health offices are the front line actors to preserve public health in the face of numerous threats, including climate change. Survey results show that local health officers in California believe that climate change is a serious threat to public health, but feel that they lack the funding and resources to reduce this risk. Local health agencies also have a number of tools in place that will be helpful for preparing for a changing climate.  相似文献

In this essay we discuss the development of and estimation of uncertainties in the global surface temperature record. We briefly discuss the similarities in and differences between the records from the institutions that produce such series. We then consider the numerous issues that must be addressed to enable accurate estimates to be derived. We consider these in their order of importance with respect to the record: biases in the sea surface temperature data, exposure of land-based thermometers before about 1900, urbanization effects in some series, and, finally, the homogeneity of individual land-based records.  相似文献

Summary The surface low of a mature extra-tropical cyclone is often surmounted by a troposphere-spanning column of anomalously high potential vorticity (PV). In this study the growth and decay of such a PV-tower is traced for one major North Atlantic frontal-wave cyclone using the ECMWF analysis fields and adopting both Eulerian and Lagrangian frameworks. A tower’s structure and composition relates intimately to the strength, scale and structure of the associated surface cyclone. It is shown that the tower comprised a vertical superposition of three elements: (?) a quasi-seclusion of stratospheric air extruded from an upper-level trough, (ℬ) a mid-tropospheric layer of intermingled air from diverse sources, but with a substantial component originating from the system’s cold front, and (?) a low-tropospheric layer of diabatically-induced PV that was linked to and originated from flow along a bent-back warm front. An examination of the tower’s growth and decay helps identify the factors influencing the onset and rapidity of the cyclogenesis. There was first an in-phase development of a surface baroclinic wave with the precursor of element (?), and also the emergence of element (ℬ) in the form of a low-level elongated band of PV aligned along the cold front. Thereafter a short period of rapid growth was marked by the appearance of a low-level band of PV along the warm front (element ?), and it co-spiraled with and beneath the upper-level stratospheric intrusion (element ?). Demise of the tower followed a loss of amplitude of its central portion and a loss of coherency aloft. Evidence of the modulating as opposed to the dominating influence of diabatic processes upon the cyclone’s structure and strength is derived from consideration of: the tower’s durable and ephemeral potential vorticity, the PV production along the warm front, and sets of model simulations of the event that selectively suppress diabatic PV production. Proxy and instrumental records reflect a quasi-cyclic 50–80-year climate signal across the Northern Hemisphere, with particular presence in the North Atlantic. Modeling studies rationalize this variability in terms of intrinsic dynamics of the Atlantic Meridional Overturning Circulation influencing distribution of sea-surface-temperature anomalies in the Atlantic Ocean; hence the name Atlantic Multidecadal Oscillation (AMO). By analyzing a lagged covariance structure of a network of climate indices, this study details the AMO-signal propagation throughout the Northern Hemisphere via a sequence of atmospheric and lagged oceanic teleconnections, which the authors term the “stadium wave”. Initial changes in the North Atlantic temperature anomaly associated with AMO culminate in an oppositely signed hemispheric signal about 30?years later. Furthermore, shorter-term, interannual-to-interdecadal climate variability alters character according to polarity of the stadium-wave-induced prevailing hemispheric climate regime. Ongoing research suggests mutual interaction between shorter-term variability and the stadium wave, with indication of ensuing modifications of multidecadal variability within the Atlantic sector. Results presented here support the hypothesis that AMO plays a significant role in hemispheric and, by inference, global climate variability, with implications for climate-change attribution and prediction.  相似文献

This study aims to characterize the spatiotemporal features of the low frequency Atlantic Multidecadal Oscillation (AMO), its oceanic and atmospheric footprint and its associated hydroclimate impact. To accomplish this, we compare and evaluate the representation of AMO-related features both in observations and in historical simulations of the twentieth century climate from models participating in the IPCC’s CMIP5 project. Climate models from international leading research institutions are chosen: CCSM4, GFDL-CM3, UKMO-HadCM3 and ECHAM6/MPI-ESM-LR. Each model employed includes at least three and as many as nine ensemble members. Our analysis suggests that the four models underestimate the characteristic period of the AMO, as well as its temporal variability; this is associated with an underestimation/overestimation of spectral peaks in the 70–80 year/10–20 year range. The four models manifest the mid-latitude focus of the AMO-related SST anomalies, as well as certain features of its subsurface heat content signal. However, they are limited when it comes to simulating some of the key oceanic and atmospheric footprints of the phenomenon, such as its signature on subsurface salinity, oceanic heat content and geopotential height anomalies. Thus, it is not surprising that the models are unable to capture the majority of the associated hydroclimate impact on the neighboring continents, including underestimation of the surface warming that is linked to the positive phase of the AMO and is critical for the models to be trusted on projections of future climate and decadal predictions.  相似文献

Environmental attitude and behavior are at the roots of a sustainable future, yet little is known about their developmental origins in early childhood. This longitudinal study is the first to examine how children’s environmental attitude and behavior develop throughout childhood (ages 7 to 18, N = 118). Environmental attitude and behavior form around the age of 7, increase until the age of 10, level off until the age of 14, and then decline again. Environmental behavior develops from childhood to early adolescence and starts consolidating from age 10 onwards, whereas environmental attitude remains in flux at least through early adulthood.  相似文献

Perceptions of a continuing crisis in managing Sahelian resources are rooted in five dimensions of the Sahel Drought of 1972–1974 as it was understood at the time: crises in rainfall (drought), food supply, livestock management, environmental degradation, and household coping capabilities. A closer examination of household livelihood and farming systems shows that adaptive strategies have been evolved in response to each of these imperatives. Illustrations are provided from recent research in north–east Nigeria. A systematic understanding of indigenous adaptive capabilities can provide a basis for policies enabling a reduction of dependency on aid assistance in the Sahel.  相似文献

ABSTRACT

REDD+ is an international policy aimed at incentivizing forest conservation and management and improving forest governance. In this article, we interrogate how newly articulated REDD+ governance processes established to guide the formulation of Nepal’s REDD+ approach address issues of participation for different social groups. Specifically, we analyse available forums of participation for different social groups, as well as the nature of their representation and degree of participation during the country’s REDD+ preparedness phase. We find that spaces for participation and decision-making in REDD+ have been to date defined and dominated by government actors and influential civil society groups, whereas the influence of other actors, particularly marginalized groups such as Dalits and women’s organizations, have remained limited. REDD+ has also resulted in a reduction of influence for some hitherto powerful actors (e.g. community forestry activists) and constrained their critical voice. These governance weaknesses related to misrepresentation and uneven power relations in Nepal cast doubt on the extent to which procedural justice has been promoted through REDD+ and imply that implementation may, as a consequence, lack the required social legitimacy and support. We discuss possible ways to address these shortcomings, such as granting greater prominence to neglected civil society forums within the REDD+ process, allowing for an increase in their influence on policy design, enhancing capacity and leadership of marginalized groups and institutionalizing participation through continued forest governance reform.

In addition to lower carbon dioxide emissions, policies to reduce fossil fuel combustion can yield substantial air quality co-benefits via reduced emissions of co-pollutants such as particulate matter and air toxics. If co-pollutant intensity (the ratio of co-pollutant impacts to carbon dioxide emissions) varies across pollution sources, efficient policy design would seek greater emissions reductions where co-benefits are higher. The distribution of co-benefits also raises issues of environmental equity. This paper presents evidence on intersectoral, intrasectoral and spatial variations in co-pollutant intensity of industrial point sources in the United States, and discusses options for integrating co-benefits into climate policy design to advance efficiency and equity.  相似文献

I offer some theoretical insights to help us better understand the moderator effect of political orientation that Larry Hamilton and others have found in recent years. Reflexive modernization theory highlights an emerging tension between those who direct attention to the negative consequences of industrial capitalism such as climate change (e.g., the scientific community and environmental organizations) and those who defend the economic system against such critiques (e.g., the conservative movement). Political divisions in the American public increasingly map onto these societal divisions between critics and defenders of the industrial capitalist order—especially for the issue of climate change. This alignment is facilitated by increased polarization among political elites and balkanization of the news media. Strong evidence of the moderator effect is consistent with the expectations of information processing theory and elite cues hypothesis from political science. Recent empirical findings in political psychology and neuroscience also seem pertinent for explaining this moderator effect. I end by outlining a few implications for climate change research and communication.  相似文献

Partitioning of semivolatile organic compounds between gas, organic aerosol, and aqueous aerosol phases has been described in atmospheric models using Raoult’s Law and/or Henry’s Law, with activity coefficients accounting for nonideal behavior in the aerosol solutions. Raoult’s Law and Henry’s Law are thermodynamically consistent with each other as long as the parameters defining their different reference states are accurately known. Unfortunately, saturation vapor pressures, Henry’s law constants, and activity coefficients for organic aerosol compounds must typically be estimated. As a result, thermodynamic inconsistencies can arise when using Raoult’s and Henry’s Law approaches together due to errors in estimation methods. A test of predicted partitioning parameters for representative semivolatile organics suggests overall errors of at least an order of magnitude. Box model simulations with a simplified partitioning scenario demonstrate that these estimation errors can significantly alter partitioning for many compounds and, more importantly, that thermodynamic inconsistencies will lead to even greater errors than those due solely to uncertain parameters. To avoid these errors, a common reference state should be used to define equilibrium among all phases, improved estimation methods and measurements should continue to be pursued, and alternative reference states that better represent typical organic aerosol mixtures should be explored.  相似文献

We developed a volume-to-biomass method based on age groups representative of forest development stages to estimate live tree biomass, C, and biomass and C accumulation rates of Chinas forests between 1973 and 1993. The data were from plot-level forest inventory, national-level inventory statistics, and ecological site studies specified to estimate biomass in different tree components. Our results indicate that carbon storage in Chinas forests was 4.34 Pg C in the early 1990s, an increase of 13% since the early 1970s. The annual forest C sequestration rate from the late 1980s to early 1990s was 0.068 Pg C/yr and approximately four- to five-times higher than in the 1970s and 1980s. The large C sink in Chinas forests in the early 1990s was likely related to age structure changes that had developed to more productive stages, a consequence of reforestation and afforestation programs from the 1960s. The results were compared with other C store estimates, which were based on the same inventory data. Various methods can produce estimates that differ in the direction of C flux as well as its magnitude. Separating age groups with the volume–biomass method could cause a 27% difference in estimated carbon pools but an 89% difference in C sequestration rates whereas the biomass density method would provide an estimate that differs by 65% in the C pools.  相似文献
