Abstract

Industrial land development has become a key feature of urbanization in Greater Jakarta, one of the largest metropolitan areas in Southeast Asia. Following Suharto's market-oriented policy measures in the late 1980s, private developers have dominated the land development projects in Greater Jakarta. The article investigates the extent to which these private industrial centers have effectively reduced the domination of Jakarta in shaping the entire metropolitan structure. The analysis indicates that major suburban industrial centers have captured most of the manufacturing employment that has dispersed from Jakarta. The industrial centers have now increasingly specialized and diversified. It is likely that a polycentric metropolitan structure will emerge in the future.  相似文献

Climate change in cities has received much focus in the past few decades. Heat stress in urban areas has an adverse effect on human health and is expected to worsen in the future due to the global warming. Vegetation has been shown to mitigate this effect, but introducing ‘green’ areas into the metropolitan space is a challenging task. We assessed the thermal load in terms of surface temperature in Tel Aviv, the biggest metropolitan area of Israel. The thermal effect of four different urban land uses was estimated. Specifically, we compared the cooling effect of residential areas with high vegetation cover (referred here as ‘green’ residential) to that of small to medium size (2–40 ha) public parks. To this end, we used satellite data of land surface temperature (LST) and the Normalized Difference Vegetation Index (NDVI), as a surrogate for vegetation cover. High-temporal data were combined with high spatial resolutions data to produce 10-year average LST and NDVI maps at high spatial resolution over Tel Aviv. As expected, industrial areas had the highest LST due to lowest ratio of vegetation to free space area (1%), while ‘green’ areas displayed the lowest LST. Green residential and small-medium public parks had comparable thermal loads, with green residential having slightly lower LST (by 0.5 °C). In general, small-medium public parks displayed higher LST than expected. Inefficient use of free spaces for vegetation, i.e., relatively low vegetation cover to free space ratio, was probably the main cause for this. Public parks had a higher local cooling effect, but a less continuous one on the proximate surrounding (30–90 m from the park), probably due to their relative location in the urban fabric. Our results suggest that ‘greening’ areas within the private urban space should be encouraged at the expense of building new small-medium parks in metropolitan areas that lack the sufficient free space for larger parks. The outcome of this study may have key implications for urban planners seeking to mitigate urban heat island effects under the limitation of existing dense urban layout.  相似文献

The recent phenomenon of relative metropolitan decline and non-metropolitan growth is set into two broader frameworks: first, decentralization is an expected consequence of earlier industrialization and metropolitanization; and, second, the change follows a parallel shift in power, industrialization, and urbanization from the core to the periphery of the country. Evidence is found for both. The older industrial states thus exhibit non-metropolitan growth, whereas many newly industrializing states continue to show vigorous metropolitanization.  相似文献

This research tests the spatial mismatch hypothesis by comparing the employment probabilities of central city versus suburban African American males in nine metropolitan areas. Treatment effects models are used to control for the effects of both individual characteristics and residential self-selection on the probability of employment. A positive effect of suburban residential location on employment is found for the residents of Dallas, Los Angeles, New York, and Washington, while no effect is found for the residents of Cleveland, Houston. Jackson, Memphis, and Newark. The general conclusion to be drawn is that the spatial mismatch effect is contingent on the particular characteristics of each metropolitan area. Preliminary analysis shows that metropolitan areas with a spatial mismatch effect are large in terms of total population and total land area, and have less efficient transportation systems.  相似文献

The fiscal-disparities approach to understanding the fiscal problems of many older American central cities neglects the role of property-tax exemptions. This paper, grounded in the metropolitan fiscal setting of Onondaga County and Syracuse, New York, outlines an argument that emphasizes the link between property-tax exemptions, city age, and regional centrality. Central cities are seen as suffering from fiscal burdens imposed partly by their growth as regional centers. It is concluded that, when the financial problems of central cities are being examined, these cities should not be treated as fiscal equivalents to other metropolitan political units but that due regard should be given to their particular historical development.  相似文献

大都市是区域发展的引擎,大都市产业布局是相关研究的重点领域。随着城市化发展,大都市区正在通过多种方式进行更新,从而促使都市空间和产业格局不断优化。通过近二十年来上海市餐饮业空间数据分析,研究城市更新背景下大都市区餐饮业空间格局演化特征,分析影响因素,揭示影响关系。① 近二十年来,餐饮业总体分布格局由“一轴双核两片多点集中”的初始形态,逐步演化为“三核四轴四片多点集聚”的现状格局,餐饮业分布逐渐从“内环-中环-外环”向外扩散,呈现多方向多轴线、区轴连面的演化趋势。② 不同类型餐饮业分布与演化特征差异明显,地方菜以老城区布局为主,并向商业街区、金贸区、大学城等区域集聚演化明显;国际餐饮围绕历史租界街区布局,并向城市副中心、旅游吸引物区域集聚演化;休闲餐饮趋于城市公园、景区景点和科教中心周边集中分布。③ 餐饮业整体呈现“中度集聚-中高集聚-高高集聚”的集聚演化特征,休闲餐饮、国际餐饮的集聚演化更加显著;地理空间上餐饮业由市中心向城市东西向演化明显。④ 人口密度、经济发展、交通条件以及旅游格局是影响餐饮业空间格局形成与演化的基础性因素;城市更新引发的公共服务与旅游空间变迁,是不同类型餐饮业格局演化的主导性因素。⑤ 城市更新改变了都市区发展肌理,促进了区域空间的结构性变化,推动了发展要素与环境变迁,不同类型餐饮业依据市场定位与选址偏好,在地理空间上随之快速响应,推动了大都市餐饮业分布格局演化与更替。鉴于餐饮业对城市旅游产业的重要支撑作用,研究可为大都市旅游空间格局优化以及城市旅游可持续发展提供理论和实践指导。  相似文献

以长沙都市区为例,基于1978—2020年制造业企业数据,运用标准差椭圆、核密度分析法和空间计量回归模型等方法,探讨长沙都市区制造业空间演变特征及其影响因素。结果表明:1978—2020年,长沙都市区制造业空间扩张规模较大,以“西北—东南”向扩张为主,由中心区扩张转变为郊区集聚重组。其中,劳动密集型制造业以接触性扩散和等级扩散为主,呈“中心集聚、分散布局”的空间特征,资本密集型制造业呈“大范围扩散、小范围集聚”的空间特征,技术密集型制造业受国家级开发区吸引较大,区位指向性强。在制造业空间演变过程中,社会经济、生产成本和政府行为等因素产生显著影响。3类制造业的关键影响因素有所不同:劳动密集型制造业主要受经济基础、生产成本和政府行为的影响;对于技术密集型制造业而言,社会经济、劳动力成本、交通可达性、工业园区数和创新能力作用突出;资本密集型制造业对人口数量、生产成本、交通可达性和工业园区数的依赖性强。所有制造业均明显受到对外开放水平的负向影响。  相似文献

China's overseas industrial parks contribute to political and economic cooperation,cultural exchange between home and host countries.Current studies mainly discuss the ef-fect of overseas industrial parks from the perspective of institutional and cultural difference,multi-scale coupling,as well as key partnerships,while little attention has been paid to the comprehensive analysis of overseas industrial parks.Based on a theoretical framework,this paper explores the overall effect of China's overseas industrial parks from the geo-effects perspective by using field interviews and a case study approach.The research shows that:(1)the geo-effects reveal the over effect of overseas industrial parks from the multiple and com-plementary dimensions of geopolitics,geo-economics,geo-society and geo-culture;(2)the Cambodia Sihanoukville Special Economic Zone,as a flagship BRI project,has produced the prominent and positive geo-effects;(3)the institutional-economic-cultural-environmental adaptability of overseas industrial parks is becoming important.Overseas industrial parks must be rooted in the politics,economy,society,and culture of host country;embedded in local social networks;balance the rights and interests of all stakeholders;and form the community of interests,community of destiny,and community of responsibility with political mutual trust,economic integration,cultural inclusiveness,and social harmony.The paper not only deepens the understanding about the overall effect of overseas industrial parks,but also provides decision support and theoretical reference for government policy makers and the overseas investment of enterprises.  相似文献

Abstract

Urbanization in China is proceeding rapidly in step with population growth and a structural shift in employment from farming to industrial, commercial, and service jobs. Two additional causal factors drive the recent rapid urbanization. First, policies related to migration and household registration have been relaxed to allow more farmers to move to cities as transient workers. Second, economic reforms have resulted in new rules and regulations that promote foreign investment and trade activities in coastal areas. The results are seen in the emergence of four extended metropolitan regions in coastal areas (Shanghai-Nanjing, Beijing-Tianjin-Tangshan, Canton-Hong Kong, and Dalian-Shenyang). These metro regions have markedly different demographic, employment, migration, and foreign investment patterns from other parts of China. Such patterns presage the likely future form of China's urbanization as the country enters a period of accelerated urbanization.  相似文献

我国许多城市通过开发区建设,在短时间内完成了产业和人口的集聚,实现了城市地域空间和人口规模的跳跃性增长和产业结构的转型。由于在这种城市空间增长过程中,开发区建设起了决定作用,因此,这种以开发区带动整个地区城市化的方式可称为"开发区模式"。开发区驱动城市化的机制表现在开发区自身区域的城市化和开发区带动周围农村地区城市化两个层面,并具有快速跳跃性、外驱性和不稳定性、人为性、经济增长模式的单一性和基础设施建设的高标准性等特征。针对开发区建设中出现的问题,提出了促进其健康发展的建议。  相似文献

绅士化成为全球各类城市更新的核心现象,受地理、城市和规划等学科关注。以宁波和丰创意广场形成为例,运用问卷调查和访谈数据,借助扎根理论和结构方程模型分别构建和验证涵盖空间生产、推拉模式和创意集群孕育在内的老工业区绅士化动力机制。研究发现:① 生成和丰创意广场的创意修复过程呈现典型绅士化现象,且该现象具有高端写字楼主导的开放性和多元景观特征,入园企业私营化、生产要素创意化和生产关系外向化的业态特征以及年轻化、情怀化、创意化和服务化的群体特征;② 和丰绅士化现象是老工业区以推拉方式形成的社会空间置换,权力、资本和创意联结而成的再生产关系主导空间实践;建筑规划师和创意阶层主导的物质性空间营造和创意实践形成空间表征;空间表征推动创意集群内生发展和演化,催化了基于文化、理想和情感体验的文化共识和身份认同,升华为表征性空间,形成了“地方元素的感性认可→资本要素和关系力量的理性约束→地方元素、资本要素和关系力量协同→关系力量的反馈”逻辑路径,激活了老工业区空间演化。③ 和丰创意集群育成取决于文化氛围、办公环境、经济区位、政府政策和社会关系网络等要素相互作用。  相似文献

The development of overseas industrial parks is a key component of the Belt and Road Initiative and an expected experimental way of promoting inclusive globalization by inventing new forms of cooperation between China and local host countries. Policy mobility, a classic theory within international political geography addressing the connection between local and global policies, has implications for overseas industrial parks development. In this paper, we argue that policies are not easily moved directly from one place to another; instead, policies are embedded due to the role of local actors in policy mobility. This article first provides an overview of seven China-Southeast Asia economic and trade cooperation zones identified by the Ministry of Commerce, and analyzes their key participants. It then discusses policy mobility by looking into the roles of revenue, land, and talent in developing these industrial parks. The paper finds that these parks face challenges, such as the complicated geographical environments of host countries, huge pressure from enterprise investment capital, the lack of overseas service platforms, and underdeveloped agglomeration economies. In the light of the current situation, policy suggestions for the future sustainable development of overseas industrial parks are put forward.  相似文献

With rapid globalization, industrial parks are playing an increasingly important role in the national and regional development. Since the Belt and Road Initiative(BRI) was put forward, national-level overseas industrial parks of China have emerged with new development features and trends. It is of great importance to carry out a comparative study on domestic and overseas industrial parks of China. Based on the perspective of spatiotemporal evolution, this paper compares and analyzes national-level overseas industrial parks along the Belt and Road(BR) and domestic industrial parks of China. In time, China's industrial parks have experienced four stages with distinctive state-led characteristic. There are different development paths and modes for overseas industrial parks along the BR and domestic industrial parks. In space, the national-level overseas industrial parks are invested and constructed by Chinese enterprises(mostly from the coastal developed cities), and mainly distributed in the countries along the BR. Through typical cases comparison of Thai-Chinese Rayong Industrial Zone and Tianjin Economic-Technological Development Area, the paper finds that national-level overseas industrial parks are basically market-driven and concentrated in traditional advantageous industries, while domestic industrial parks are mainly government-led high-tech industries. Localization of overseas industrial parks and remote coupling with domestic industrial parks become very important.  相似文献

ABSTRACT

Departing from localized accounts of the role of local governments in the financialization of the built environment, this article outlines their contribution to the process through increasing attendance at global real estate fairs such as the Marché international des professionnels de l’immobilier (Mipim), where they showcase investment opportunities. Following urban political economy approaches centered on the transcalar intermediations of financialization, Mipim is conceptualized as a site of the circulation of the expectations of investors that involves spatial and temporal dimensions. Based on a comparison of two local authorities in France, namely the Grand Lyon metropolitan authority and Saint-Ouen municipality, the article examines the motives, modalities, and outcomes of their attendance. If both committed to the event despite opposite political agendas, the impact of Mipim has been more significant in the case of the Grand Lyon, where the metropolitan authority adjusted not only the type of showcased projects over the years, but also their content as well as its local planning strategy. The article explains why and how, and discusses under which conditions Mipim is not a mere display showcase, but instead can actively contribute to the adjustment of urban space and governance to the requirements of financial markets.  相似文献
