Recent moves by national and local policy makers have sought to encourage individuals to engage in a wide range of pro-environmental practices to address both discrete environmental problems and major, global challenges such as climate change. The major framing device for these developments is the notion of ‘citizen–consumers’, which positions individual ecological responsibilities alongside consumer choice logics in a Neo-liberal socio-economic framework. In the environmental social sciences, there have been recent moves to interpret the citizen–consumer through adopting a social practices approach, which advances the notion that in understanding environmental commitments, a deeper appreciation of underlying norms, values, identity politics and consumption is required to uncover the complex processes that lead to environmental practices in specific contexts. This paper argues that whilst these approaches have considerable utility in tracing the normalisation of established and discrete environmental practices in particular contexts, the issue of climate change represents an independent and over-arching discursive conflict between new and embedded practices that challenges the ability of citizen–consumers to act as agents for change. Accordingly, the data presented in this paper suggest that climate change can be seen as an unsettling and dynamic issue that generates discursive conflict in its own right around fundamental issues of knowledge, responsibility, scale and place. The paper therefore argues that a new and more critical perspective is required within environmental social science to understand (conflicting) discourses of sustainable living between the ‘passive’ normalisation of conventional environmental practice and the ‘contested’ ambiguities of climate change.  相似文献

Citizens’ support for policies that aim to curb carbon emissions and energy use is often seen as informed by their values, attitudes and perceptions of the environmental problem in question. We argue that we also need to understand how people conceptualise policies and the governance approaches underpinning them to be able to judge the likely acceptance of policy change.In this study, we draw on qualitative interviews (n = 202) from five European countries to explore citizens’ views on governance approaches to stimulate behavioural change in the field of resource use, including regulations, price changes, collective action, technological change and education.We found that many of our interviewees referred to generalised characteristics of humankind and contemporary society to back up their arguments for or against specific governance approaches. In particular, many interviewees concurred that people in general were so self-centred, driven by habit and money- and consumption-oriented that only strict regulations, drastic price changes and technological innovation could possibly achieve widespread behavioural change. As a consequence, such ‘folk psychologies’ can have substantial impact not only on public acceptance, but also on the success of policy measures that aim to reduce citizens’ resource use.  相似文献

In current scientific efforts to harness complementarity between resilience and vulnerability theory, one response is an ‘epistemological shift’ towards an evolutionary, learning based conception of the ‘systems-actor’ relation in social-ecological systems. In this paper, we contribute to this movement regarding the conception of stakeholder agency within social-ecological systems. We examine primary evidence from the governance of post-disaster recovery and disaster risk reduction efforts in Thailand's coastal tourism-dependent communities following the 2004 Indian Ocean Tsunami. Through an emerging storyline from stakeholders, we construct a new framework for conceptualising stakeholder agency in social-ecological systems, which positions the notion of resilience within a conception of governance as a negotiated normative process. We conclude that if resilience theory is proposed as the preferred approach by which disaster risk reduction is framed and implemented, it needs to acknowledge much more explicitly the role of stakeholder agency and the processes through which legitimate visions of resilience are generated.  相似文献

The extent to which nations and regions can actively shape the future or must passively respond to global forces is a topic of relevance to current discourses on climate change. In Australia, climate change has been identified as the greatest threat to the ecological resilience of the Great Barrier Reef, but is exacerbated by regional and local pressures. We undertook a scenario analysis to explore how two key uncertainties may influence these threats and their impact on the Great Barrier Reef and adjacent catchments in 2100: whether (1) global development and (2) Australian development is defined and pursued primarily in terms of economic growth or broader concepts of human well-being and environmental sustainability, and in turn, how climate change is managed and mitigated. We compared the implications of four scenarios for marine and terrestrial ecosystem services and human well-being. The results suggest that while regional actions can partially offset global inaction on climate change until about mid-century, there are probable threshold levels for marine ecosystems, beyond which the Great Barrier Reef will become a fundamentally different system by 2100 if climate change is not curtailed. Management that can respond to pressures at both global and regional scales will be needed to maintain the full range of ecosystem services. Modest improvements in human well-being appear possible even while ecosystem services decline, but only where regional management is strong. The future of the region depends largely on whether national and regional decision-makers choose to be active future ‘makers’ or passive future ‘takers’ in responding to global drivers of change. We conclude by discussing potential avenues for using these scenarios further with the Great Barrier Reef region's stakeholders.  相似文献

Climate change equity debates tend to focus on achieving a fair and global ‘allocation’ of emission rights among countries. Allocation proposals typically envision, if implicitly, two purposes for international emissions trading. First, trading is expected to serve as a cost-effective means of promoting compliance with emissions targets. Second, trading is posited as a means to generate financial transfers, typically from industrialized to transitioning and developing countries.This article investigates the common assumption that international emissions trading will effectively serve both of these purposes. We conclude that the two purposes might not be mutually supportive, and that efforts to use international emissions trading as a financial transfer mechanism may potentially undermine cost-effectiveness goals. International emissions trading on a global scale would create new risks in terms of both cost-effectiveness and environmental performance, some of which will be challenging to manage. In particular, uncertainties over market prices and trading eligibility, coupled with the costs of participation, may together be the Achilles heel of some allocation proposals that entail large financial transfers from industrialized to developing countries. Any proposal for an ‘equitable’ allocation of emission allowances, we conclude, must be cognizant of the risks and costs implied by a reliance on international emissions trading. The challenge to produce enough food is more urgent than ever. We argue that the dominant food regime has responded to this challenge by a ‘narrow’ ecological modernisation process within agriculture which may decrease environmental effects to a certain extent, but also causes new negative side-effects and exposes some important missing links. In this paper we explore what might be a ‘real’ ecological modernisation process, including social, cultural, spatial and political aspects. The central question concerns: is there evidence in practice that agro-ecological approaches can contribute to the future demand for food production, especially in developing countries? We illustrate this by describing examples from Africa, Brazil and China, showing a rich variety of such approaches in agricultural practices.Our conclusion is that agro-ecological approaches could significantly contribute to ‘feeding the world’, and thereby contribute to a ‘real green revolution’; but that this requires a more radical move towards a new type of regionally embedded agri-food eco-economy. This is one which includes re-thinking market mechanisms and organisations, an altered institutional context, and is interwoven with active farmers and consumers’ participation. It also requires a re-direction of science investments to take account of translating often isolated cases of good practice into mainstream agri-food movements.  相似文献

In this paper we explore the dominant position of a particular style of scientific modelling in the provision of policy-relevant scientific knowledge on future climate change. We describe how the apical position of General Circulation Models (GCMs) appears to follow logically both from conventional understandings of scientific representation and the use of knowledge, so acquired, in decision-making. We argue, however, that both of these particular understandings are contestable. In addition to questioning their current policy-usefulness, we draw upon existing analyses of GCMs which discuss model trade-offs, errors, and the effects of parameterisations, to raise questions about the validity of the conception of complexity in conventional accounts. An alternative approach to modelling, incorporating concepts of uncertainty, is discussed, and an illustrative example given for the case of the global carbon cycle. In then addressing the question of how GCMs have come to occupy their dominant position, we argue that the development of global climate change science and global environmental management frameworks occurs concurrently and in a mutually supportive fashion, so uniting GCMs and environmental policy developments in certain industrialised nations and international organisations. The more basic questions about what kinds of commitments to theories of knowledge underpin different models of complexity as a normative principle of good science are concealed in this mutual reinforcement. Additionally, a rather technocratic policy orientation to climate change may be supported by such science, even though it involves political choices which deserve to be more widely debated.  相似文献

The relentless loss of biological diversity, which will have a direct impact on human society and degrade ecosystem buffers against the extremes of climate perturbation, requires a strong global governance response. Of the numerous international legal instruments relating to the protection of nature, the Convention on Biological Diversity (CBD) is the most comprehensive. This paper examines its current emphasis on global biodiversity targets to extend our understanding of its trajectory, and its evolving nature as an instrument of global governance. We review CBD documents, and early examinations of its emergent character, in the context of the distinction between hard and soft law approaches, and combine analysis on the issue of targets from the literature on development, climate change and conservation biology. We emphasise that the CBD, created as a hard law instrument with a framework character, had the clear facility to develop subsidiary hard law instruments in the form of protocols but has not significantly followed this route. We document how its approach - which has been typically ‘soft’, as exemplified by its focus on global biodiversity targets which are not backed up by obligations - suggests it operates de facto as policy rather than an instrument requiring state action. The adoption of global targets has parallels with other initiatives within global governance and may influence international political agendas, but they have failed to provide practical instruments for national implementation. Conditions may now exist for the CBD to develop focussed hard legal instruments in specific areas of its wide remit that support realistic targets.  相似文献

While scientific consensus and political and media messages appear to be increasingly certain, public attitudes and action towards the issue do not appear to be following suit. Popular and academic debate often assumes this is due to ignorance or misunderstanding on the part of the public, but some studies have suggested political beliefs and values may play a more important role in determining belief versus scepticism about climate change. The current research used two representative postal surveys of the UK public to: measure scepticism and uncertainty about climate change; determine how scepticism varies according to individual characteristics, knowledge and values; and examine how scepticism has changed over time. Findings show denial of climate change is less common than the perception that the issue has been exaggerated. Scepticism was found to be strongly determined by individuals’ environmental and political values (and indirectly by age, gender, location and lifestyle) rather than by education or knowledge. Between 2003 and 2008, public uncertainty about climate change has remained remarkably constant, although belief that claims about the issue are exaggerated has doubled over that period. These results are interpreted with reference to psychological concepts of motivated reasoning, confirmation bias and ‘finite pool of worry’. Implications for communication and policy are discussed.  相似文献

This paper examines the assertion that individuals with seemingly high levels of commitment to the environment at home may also be those engaged in less sustainable leisure and tourism behaviours, including a high dependency on air travel. This potential difference in environmental commitments between different consumption settings is placed within the context of recent policy developments that have seen the rise of segmentation as a commonly applied technique used to understand and encourage pro-environmental behaviours through the notion of ‘sustainable lifestyles’ and social marketing campaigns. Using data derived from a questionnaire of consumers in the UK, three distinctive, empirically-defined ‘lifestyle’ groups are identified, based on the respondents’ environmental behaviours. Significant differences emerged in reported environmental commitments according to their consumption setting. Those with higher levels of commitment in and around the home also tended to be those who flew furthest and most frequently, whilst those with moderate-to-high commitments ‘at home’ often failed to transfer these activities to their holiday environments. The paper concludes by arguing that both academics and policy-makers need to address the role of different consumption settings in which behaviours are undertaken and the ways in which these relate to underlying social practices within these settings.  相似文献

In 2001, the four global change research programmes ‘urgently’ called for ‘an ethical framework for global stewardship and strategies for Earth System management’. Yet this notion of ‘earth system management’ remains vaguely defined: It is too elusive for natural scientists, and too ambitious or too normative for social scientists. In this article, I develop an alternative concept that is better grounded in social science theory: ‘earth system governance’. I introduce, first, the concept of earth system governance as a new social phenomenon, a political programme and a crosscutting theme of research in the field of global environmental change. I then sketch the five key problem structures that complicate earth system governance, and derive from these four overarching principles for earth system governance as political practice, namely credibility, stability, adaptiveness, and inclusiveness. In the last part of the article, I identify five research and governance challenges that lie at the core of earth system governance as a crosscutting theme in global change research. These are the problems of the overall architecture of earth system governance, of agency beyond the state, of the adaptiveness of governance mechanisms and of their accountability and legitimacy, and of the modes of allocation in earth system governance—in short, the five A's of earth system governance research.  相似文献

The relevance of climate change for society seems indisputable: scientific evidence points to a significant human contribution in causing climate change, and impacts which will increasingly affect human welfare. In order to meet national and international greenhouse gas (GHG) emissions reduction targets, there is an urgent need to understand and enable societal engagement in mitigation. Yet recent research indicates that this involvement is currently limited: although awareness of climate change is widespread, understanding and behavioral engagement are far lower. Proposals for mitigative ‘personal carbon budgets’ imply a need for public understanding of the causes and consequences of carbon emissions, as well as the ability to reduce emissions. However, little has been done to consider the situated meanings of carbon and energy in everyday life and decisions. This paper builds on the concept of ‘carbon capability’, a term which captures the contextual meanings associated with carbon and individuals’ abilities and motivations to reduce emissions. We present empirical findings from a UK survey of public engagement with climate change and carbon capability, focusing on both individual and institutional dimensions. These findings highlight the diverse public understandings about ‘carbon’, encompassing technical, social, and moral discourses; and provide further evidence for the environmental value-action gap in relation to adoption of low-carbon lifestyles. Implications of these findings for promoting public engagement with climate change and carbon capability are discussed.  相似文献

Trade unions are actively engaging with the climate change agenda and formulating climate change policies. Although governments are placing considerable effort on changing consumer behaviour, arguably the most significant impacts on climate change will be through changes in production. Even changes in consumption will have consequences for production. Changes in production will affect workers through the loss of jobs, the changing of jobs, and the creation of new jobs. The jobs versus environment dilemma is a significant issue affecting workers worldwide. In this paper we focus on the ways in which international trade unions are conceptualising the relationship between jobs and the environment, which provide the point of departure from which climate change policies can be formulated. Extended interviews were conducted with senior policy makers in national and international trade unions. On the basis of their responses, four discourses of trade union engagement with climate change are discussed: ‘technological fix’, ‘social transformation’, ‘mutual interests’ and ‘social movement’, which are theorised in the context of the different international histories and models of trade unionism. All discourses imply a re-invention of unions as social movements but do not see nature as a partner in human development.  相似文献

China's unprecedented economic growth path over the last two decades has been paralleled by an exponential growth in the consumption of natural resources and in pollution. Initially, China mainly exploited domestic resources to fuel its rapid industrial development. But over the last decade, increasing shares of China's natural resources consumption and environmental impacts relate to peripheral regions, including sub-Saharan Africa. China's environmental impacts in peripheral regions seem in line with World-Systems Theory predictions for ascending world powers. This paper assesses the extent to which the World-Systems Theory idea of ‘environmentally unequal exchange’ between ascending world powers and peripheral economies reflects current behaviour of Chinese governmental authorities and companies in sub-Saharan Africa. It concludes that the theory only partly does so. Behaviour of Chinese governmental authorities and firms is conditioned and guided by environmental norms, as well. World-Systems Theory has to make conceptual space for such new environmental behaviour of ascending world powers, to understand the contemporary and future world-systems. At the same time, China has a long way to go before becoming the ‘green’ exemplar for the world to follow.  相似文献

The paper considers the extent to which social–ecological systems research might contribute to an improved understanding of the social and environmental impacts of teleconnections inherent in economic globalisation. Recognising the importance and specificity of regional interconnections, wherein actions in certain parts of the world impact quite specifically on the sustainability of certain other spatially distant places and systems, the paper reflects on the social and environmental implications of increasingly interconnected agri-food systems and intersecting global commodity chains. Key elements of social–ecological systems approaches, which have purported relevance to research on globalisation, are critically examined, and aspects of social–ecological systems thinking that pose challenges for its application in this context are considered. Wider implications and limitations of social–ecological systems approaches to research and practice in (global) governance for sustainability are discussed. The general conclusion is that social–ecological systems research may offer insights into the governance of social and environmental impacts of agri-food systems and other complex systems at certain scales. However, the formal utility of concepts like resilience, vulnerability and adaptability becomes considerably less clear as research turns to analyses of larger, complex, globally teleconnected systems, where the main contribution of such concepts may lie in their metaphorical appeal to important aspects of interconnectivity and interdependence.  相似文献

This paper evaluates the effectiveness of a wide range of emission scenarios in protecting climate (where ‘protecting climate’ Is used here to mean minimizing ‘dangerous anthropogenic interference with the climate system’ which results in impacts to society and the natural environment). Under baseline (no action) conditions there is a significant Increase in emissions, temperature and climate impacts. Controlling only CO2 emissions (ie freezing emissions in year 2000 at 1990 levels, and decreasing them afterwards at 1%/yr) and only in Annex I countries, does not significantly reduce the impacts observed under the baseline scenario. However, impacts are substantially reduced when emissions are controlled in both Annex I and non-Annex I countries, and when both CO2 and non-CO2 emissions are controlled. It was also found that stabilizing CO2 in the atmosphere below 450 ppm substantially reduces climate impacts. But in order to follow the pathway to stabilization at 450 ppm specified by the IPCC, global emissions can only slightly increase in the coming decades, and then must be sharply reduced. On the other hand, stabilizing CO2 in the atmosphere above 450 ppm can have significant impacts, which indicates that stabilization of greenhouse gases in the atmosphere will not necessarily provide a high level of climate protection. Results from these and other scenarios are synthesized and related to climate protection goals through a new concept — ‘safe emission corridors’. These corridors indicate the allowable range of near-term global emissions (equivalent CO2) which complies with specified short- and long-term climate goals. For an illustrative set of climate goals, the allowable anthropogenic global emissions in 2010 are computed to range from 7.3 to 14.5 GtC/yr equivalent CO2 (1990 level = approximately 9.6 GtC/ yr); when these limits are set twice as strict (ie divided by two), the allowable range becomes 7.6 to 9.3 GtC/yr. To fall within this lower corridor, global emissions must be lower in 2010 than in 1990.  相似文献

Analyses of emissions, and consequent chlorine loading, show that projected use of 2,2-dichloro-1,1,1-trifluoroethane (HCFC-123) will result in a virtually indiscernible impact on stratospheric ozone. Parametric scenarios uphold this conclusion, even for extreme levels of emissions far exceeding those of current technologies and practices. Additional scenarios reaffirm the conclusion for continued use – beyond the scheduled phaseout date – as a refrigerant in closed systems. By contrast, use of this compound offers unique opportunities to reduce global warming. Moreover, time-dependent analyses show that the minimal contribution to stratospheric chlorine from HCFC-123 emissions will not peak until more than a decade after the residual peaks of chlorine and bromine, from prior chlorofluorocarbon and halon releases, subside. While no single index exists to compare the relative demerits of ozone depletion and climate change, three conclusions are clear. First, reversal of the buildup of bromine and chlorine (i.e., healing of the ozone layer) is underway and progressing on target, while sufficient practical remedies for global climate change are far more difficult. Second, the analyses show that phaseout of all chlorinated, and conceptually – but much less probably – all brominated, compounds of anthropogenic origin targets some compounds that provide environmental benefits. Most chlorinated and brominated compounds do warrant phaseout; the exceptions are those with very short atmospheric lifetimes, and consequent low ozone depletion potential (ODP), that also offer offsetting environmental benefits. And third, since new global environmental concerns may, and probably will, be identified in the future, a more scientific approach is needed to determine environmental acceptability or rejection.  相似文献

Public deliberative platforms have been argued as potentially beneficial in fostering adaptive capacity to respond to climate change. However, little is known about the veracity of such claims, and indeed how deliberation and adaptive capacity can and do intersect. In response, this paper reports on findings from a project into public responses to climate change in the Australian Capital Region. It utilises quantitative analysis—in the form of Q methodology—and qualitative analysis, to compare discourses that emerged from individual scenario-based interviews with those that emerged at the end of a 4-day public deliberative process. It shows that while the scenario interviews had an impact on participants, this impact is not sustained. By contrast, the deliberative process gave rise to new discourses, one of which (labelled ‘Collective Action Imperative’) is argued as indicative of a potentially constructive personal and collective adaptive capacity. However, advocating deliberative processes still requires caution, as less adaptive discourses prevailed, suggesting strong governance signals and leadership are still essential for fostering a positive public response to the challenges of climate change.  相似文献

This article introduces and evaluates the implications for global environmental change of the rising power and authority of big brand companies as global environmental governors. Contributing to the private governance literature and, in particular, addressing the gap in this research with respect to the political implications of individual firm ‘buyer power’, the article provides evidence and analysis of how big brand sustainability is altering the power relations within global supply chains, and the governance prospects and limits of this trend. The authors argue that recent brand company efforts through their global supply chains, while still a long way off from their goals, are achieving environmental gains in product design and production. Yet, these advances are also fundamentally limited. Total environmental impacts of consumption are increasing as brand companies leverage corporate sustainability for competitive advantage, business growth, and increased sales. Big brand sustainability, while important, will not on its own resolve the problems of global environmental change. In conclusion, the article highlights the importance of a co-regulatory governance approach that includes stronger state regulations, sustained advocacy, more responsible individual consumerism, and tougher international legal constraints to go beyond the business gains from big brand sustainability to achieve more transformational, ‘absolute’ global environmental progress.  相似文献

Global modelling has developed over the last two decades largely because of the needs of policymaking, yet it has not yet realized its full potential in assisting policymaking. While the first wave of global models in the 1970s had a clear influence on policy discourse, these models were eventually undermined by attacks on their scientific underpinning. The second wave of global models in the 1990s had a stronger scientific footing than the first wave because they were built on a much larger base of knowledge about the global system. Although the improved scientific credibility of global models has increased their use in policymaking, a more subtle yet important factor has been the direct contact of global model developers with policymakers. Taking an example from the field of climate policy, a global modelling team has conducted formal workshops with a group of international climate policymakers with the aim to increase the relevance of modeling activities to policy issues. This interaction has inspired policyrelevant uses of a global model (IMAGE 2) and spawned the development of a new policy concept ‘Safe Emission Corridors’, which has been discussed in the frame of international climate negotiations. A preliminary conclusion is that both improved scientific credibility and improved interaction between modelers and policymakers are critical ingredients for enhancing the policy-relevance of global models.  相似文献
