A value chain analysis is conducted to identify upgrading, that is, improvements in quality and product design that enable producers to gain enhanced value or through diversification in the product lines served. However, a range of data and information of use to managing small-scale fisheries can be also be produced. Eight value chain studies, carried out for specific fish species in different locations around the Philippines, are examined. Policy and management lessons learned and interventions resulting from the value chain analysis for small-scale fisheries management are discussed. Recommendations for using value chain analysis in small-scale fisheries management include stricter regulation on size limits of harvest, monitoring schemes, certification processes, post-harvest facilities, seasonal closures, social enterprises, credit facilities, and habitat protection.  相似文献

Over the past year, scandals around what has been labelled slave labour in the industrial fisheries sector in Thailand have revealed not only the connections between northern buyers and southern labour practices, but also the relative lack of research on fisheries labour in Asia and the global South. The slavery and trafficking framings pervading these depictions have been very useful for drawing attention to and acting on criminal activities in labour recruitment and abuse, but have limits as a basis for addressing the underlying causes of forced labour in fisheries. Insights from research on regional labour migration as well as the work of civil society organisations in Thailand suggest that broader improvements in labour relations will require changes in migration management, with a focus on addressing vulnerabilities that restrict the abilities of migrant workers to obtain better working conditions. This analysis provides the basis for assessing the potential and limits of recent programmes to improve labour relations on the oceans, including anti-trafficking policies, IUU enforcement, buyer efforts to ensure that supply chains do not involve forced or illegal labour relations, and Thai government actions.  相似文献

The economic value of marine fisheries can be measured by the resource rent that may potentially be earned, which represents a flow of real wealth for the community at large. For the island state of the Maldives we estimate that the resource rent that could be generated by the marine fisheries is in the order of $50 million per annum, constituting some 27% of the current value of landings. This rent is lost due to the de facto open-access nature of fishing. A wealth-based approach to fisheries management would seek to capture the rent, and the paper discusses the constraints and trade-offs that would be faced in applying this in the Maldivian context. We argue that such an approach is entirely consistent with the aim of the 7th National Development Plan which rightly emphasises the need to ensure the sustainability of marine resources for present and future generations.  相似文献

National wealth can be estimated via the System of National Accounts (SNA). According to SNA-numbers, Norwegian fisheries contributed negatively to the national wealth in the period 1984–2016 with exception of the years 2010–2011 and 2015–2016. Because all parameter values entering the calculation of national wealth are conditional on the existing management regime, the potential value of the natural resources may be concealed. This paper finds that this is the case for the Norwegian fishery sector. Using a numerical optimization model, the paper estimates the contra factual resource rent to be 1.6 billion USD if the fishing quotas were harvested efficiently with the currently available technology. This is 1.2 billion USD more than the observed resource rent in 2011 and means that Norwegian fisheries contribute to national wealth four times more than indicated by 2011 SNA-numbers. Hence, national wealth calculations based on official statistics may trivialize the role of natural resources.  相似文献

The human appetite for seafood has intensified and so has overfishing and damage to marine ecosystems. Recently, the response to the fisheries crisis has included a considerable effort directed toward raising the seafood awareness of consumers in North America and Europe. The resulting campaigns aim to affect the seafood demand and to lead to a sustainable seafood supply. Though there are indicators of some regional successes, lack of support by the Asian market and the proliferation of self-serving seafood labels are but two of the many significant limitations of these campaigns. This contribution investigates the difficulties and successes of seafood awareness campaigns, as well as the need for indicators of campaign effectiveness.  相似文献

This study, carried out in five fishing communities along the Kenyan coast, examined fisheries-derived income of fishers and traders in two different invertebrate fisheries (octopus and sea cucumber) and tested if differences in global market integration of these two products could explain differences in income inequalities among actors involved in the two fisheries. The structure of the value chains was mapped, differences in income between fishers and traders tested, and income inequalities among actors in each fishery examined. Although the octopus fishery included a greater diversity of actors and thereby provides income to a larger group of people, income inequality in this fishery was higher among fishers and traders than in the sea cucumber fishery. Thus, the often cited relationship between increasing market integration and income inequality may require a re-evaluation and a more nuanced treatment.  相似文献

Identifying socio-economic drivers of small-scale fisheries is a fundamental step to understand impacts and pressures on fishery resources, and the behaviour of seafood trade actors. It is especially relevant for developing countries where such information is usually lacking and fisheries management is greatly needed. To address this gap, this study maps the structure of value chains of fish and marine invertebrates caught by small-scale fisheries from São Vicente, Cape Verde (West Africa), and examines the main socio-economic drivers behind the seafood trade on the island. Specifically, it shows how drivers, such as tourism and the local market, shape the preferences for certain species and how they affect the distribution of income among actors involved in the seafood trade. To collect this information, interviews were done with fishers, small-scale traders, market vendors, and restaurant owners, in all fishing communities of the island of São Vicente, in 2015. Tourism and the local market drive the exploitation of a wide variety of marine species, from small demersal low trophic level fish and marine invertebrates, to large pelagic high trophic level fish species. Moreover, the local seafood market, and especially tourism dynamics, contribute to the unequal distribution of income among actor groups, benefiting mostly restaurant owners due to their direct access to tourist consumers. Such findings have implications for local fishery resources management, food security, and fishing communities’ livelihoods.  相似文献

This study analyzes how overall changes in political and economic life during the last decade have affected the Estonian coastal fishery of the Baltic Sea. At the beginning of the nineties, the opportunity to export fish to the European market emerged. Opening of this new market resulted in rapidly increasing pressure on fish stocks. Some of the most important coastal fishery resources were over-fished because of high export market demand coupled with insufficient resource management and ineffective control and enforcement mechanisms. The costs associated with fishery have grown much more than the first-buyer prices. Additionally, dynamic development of the Estonian economy has resulted in substantial increases in earnings in other economic sectors and therefore the relative wealth of fishermen has steadily declined. This has resulted in increasing social problems. In conclusion, countries in transition may encounter serious difficulties in the fisheries sector, arising from privatization and economic reforms, which may affect the fisheries even years after the establishment of new ruling principles.  相似文献

This paper suggests that detrimental effects of certain neoliberal fisheries policies are key drivers behind the development of alternative seafood marketing programs in North America. It examines the structures, market and non-market values, and challenges of these programs. The primary aim of the research, based on interviews involving 20 programs and a conference workshop, was to advance understanding of the market value of alternative seafood marketing to fishers and communities. However, the importance of a broader set of non-market values was repeatedly highlighted by those engaged in these programs. Overall, the research suggests that alternative seafood marketing can enable fishers to participate in fisheries managed by neoliberal, market-based policies, through the promotion of market values along their diverse value chains. At the same time, alternative seafood marketing appears to resist market-based fishing systems, sometimes through the promotion of broader, non-market outcomes. Common challenges along these alternative seafood value chains highlight the structural conflicts that exist while simultaneously participating in and resisting neoliberal fisheries structures.  相似文献

What have been the moral values and practices allowing equitable economic opportunities and a sense of fairness in North American small-scale fisheries? How have these “moral economies” been affected by neoliberal policies with their emphasis on efficiency, rational self-interest, and wealth accumulation? Focusing especially on the salmon and halibut fisheries in British Columbia, Canada, this discussion summarizes key findings on the manner in which small-scale fisheries and their moral practices tend to be marginalized and undervalued under neoliberal regimes. The paper considers the value of these moral economies for promoting social, economic, and ecological welfare as grounds for the expansion of small-scale fisheries.  相似文献

The integration of the South African fisheries into the global economy has operated as a powerful constraint on post-apartheid fisheries reform. The shedding of South Africa's international pariah status and currency depreciation enhanced access to and competitiveness on global markets, sparking a demersal-led export boom, which has favoured incumbent producers. Increased exports have also allowed the post-apartheid state and nascent black capital to maximise their returns from the fisheries through cost recovery and share purchases. The protection and promotion of the fisheries’ “international competitiveness”, inter alia sought through “sustainable fishery” certification of the hake industry with the Maritime Stewardship Council (MSC), has in turn provided a cover-all for the refusal of populist redistribution demands and special treatment for black small capital.  相似文献

In this paper the discard ban policy within the Portuguese fisheries sector is discussed and the opportunities and impact in the fisheries economy that arise from sales of unwanted fish under the new landing obligation are evaluated. The decadal mean price of fish (€/kg, adjusted for inflation) rose from the 1940s until the 1970s, dropping thereafter. The yearly averaged economic income estimated for discards sales between 1969 and 2009 ranged from 419345€ to 2164379€. Discard ban sales could contribute from 10% to 53% of the total landed value and 9–34% of the total catches (landings + discards). Under a discard ban policy, the fishing sector with the largest economic contribution for total discards sales would be multispecies (54%), followed by trawl (26%) and seine (20%). On average, fishing sales contributed with 0.63% to gross domestic production (GDP) between 1938 and 2009. Discard sales can increase 1.07–1.46 times more than the fish landing contribution to GDP. After 1983 the average landings/imports economic ratio was 0.28:1, which means that fish imports surpassed landings economic value 3.57 fold. The discard ban policy can create economic opportunities in the national context thus helping to revitalize some specific fisheries sectors.  相似文献

Indicators of the economic performance of fishing vessels are frequently computed in various countries. In this paper, we use different types of information to assess capital value and the economic performance of fishing vessels. On the one hand, field surveys provide technical and financial information on the main components of fishing capital. On the other hand, book values are given in bookkeeping databases. We use both sources of information on fishing capital are used for the same set of vessels, namely the commercial fishing fleet of the French region of Brittany. Based on these two sources, measures of economic performance can be produced for the short term using gross surplus; and for the long term including the cost of capital. The measures of performance obtained are presented and the differences between them are then discussed.  相似文献

Community supported fishery (CSF) programs are emerging as appealing alternatives to large-scale industrial fisheries for some seafood consumers and commercial fishers. While CSFs provide many social, economic, and environmental benefits to their local communities, the associated financial costs can make it difficult for such programs to remain solvent. The goal of this research was to identify specific features that influence the financial performance of CSF programs. Using data collected online and from surveys of past and current North American CSFs, this research identified a combination of three key features associated with positive profit margins: engaging in social media, offering a retail option, and having a fisher as a founding member. The potential reasons behind the influence of these features on financial performance is explored, and recommendations for how they can be incorporated into CSF programs are presented. It is hoped that through integrating these features, prospective and currently operating CSFs could potentially improve their long-term financial performance, enabling them to focus on their non-financial goals and increase their overall economic viability.  相似文献

Inshore fisheries are coming under increasing pressure to account for wider environmental impacts and relations with other users of marine space. However approaches to inshore fisheries management across Britain’s devolved governments are becoming even more strikingly divergent. While in England the century old local Sea Fisheries Committees are to be replaced with modernised structures, and in Scotland there are efforts to move to a locally driven management system, in Wales there has been a retreat from local co-management. Not only do the reforms pose ongoing challenges for good governance, not least in the handling of cross-scale interactions and user group participation, but they may also fall short in providing for systematic and full integration of fisheries and marine environmental management.  相似文献

Artisanal fishing communities are often in conflict with the interests of the oil extraction industry, industrial fishing fleets and tourism. This paper considers Lobitos, a fishing enclave in northern Peru, where the oldest oil settlement in Latin America was established. The primary focus is community organization and development of the fisheries. Using a mixed methods approach, intensive ethnographic observation and analysis of the social networks of the skippers of small-scale fishing vessels was conducted by in-depth interviews with 30 artisanal fishermen, together with a social network survey involving 43 boat captains in Lobitos. The results showed the mistrust and negative attitudes of fishermen towards oil companies and the industrial fishing fleet. However, they expressed positive expectations regarding tourism development, as well as favorable attitudes towards the diversification of fishing activity through tourist services. The networks of acquaintances, social support and exchange of ecological information allowed us to identify three different groups of fishermen according to preferential fishing zones. The skippers of vessels that prefer to fish in intermediate zones have a prominent role, both in terms of local leadership and through the connection with boats belonging to other bays near Lobitos. This subgroup acts as an intermediary in the networks a whole and has an integrated vision of the coastal ecosystem. Network measures and preferential fishing zones can be used as indicators to assess the degree of availability and preparation for the implementation of new uses in the fisheries sector associated with tourism and heritage.  相似文献

Over the past two decades, there has been a proliferation of consumer-facing, market-based initiatives for marine conservation—most notably in seafood eco-labels and sustainability certifications. Yet, despite the growing recognition of these initiatives by consumers and retailers in North America and Europe and the (subsequent) acceptance of their role in seafood distribution by fisheries and fish marketing industries around the world, seafood certification programs have thus far made little progress in Japan. Here, the evolution of the three seafood eco-label and certification programs in Japan is examined and insights into the ongoing challenges they face in terms of the domestic supply chain network, consumer preference and their social-cultural attitude toward sustainability are provided. Despite an initial lack of success, seafood certification programs in Japan can be useful in enhancing consumer awareness for fisheries resource conservation and identifying Japanese domestic small-scale fisheries that are already engaged in sustainable fishing practices. A possible pathway for developing an eco-certification program suitable for the Japanese seafood market is provided through integration of environmental and cultural sustainability under the existing certification framework.  相似文献
