This paper identifies and examines current coastal issues and conflicts in the northwest Europe region through the use of questionnaire surveys. The overall management concerns and outstanding problems across the region are highlighted and the results are presented in relation to previously identified management issues in northeast England, east Grampian in Scotland, and France. The survey presents a list of identified issues, each of which has a direct relationship to one of the 3 pillars of sustainable development, (environment, economic and social), and therefore the Lisbon Agenda (economic and social) and the Gothenburg Agenda (environment and environmental risk). The survey reveals that the important coastal management issues across the region are the large-scale concerns traditionally associated with ICZM: land-use planning, estuary management, natural resource and landscape protection, and water quality. Generally, respondents considered that management response to these issues is poor. Dissatisfaction levels were particularly high in France and Ireland, and to a lesser extent, in England. Water quality management escapes general criticism. This can be regarded as a positive finding, because it indicates that pan-European initiatives (the water-related EU directives) can deal effectively with this pan-European problem. The paper considers the links between the main issues across North West Europe and aims to distinguish how current coastal management practices have affected the range of issues arising.  相似文献

A survey of coastal and marine resource use conflicts in Tanzania was carried out to highlight them, investigate their origin and finally, suggest ways of minimizing them. Although Tanzania is putting emphasis on environmental issues, including coastal zone management, integrated coastal area management has not yet been integrated into the government management structure/approach. Many conflicts are the result of sectoral approach to coastal and marine resources management, and improper or poor implementation of government policies. Additionally, the local coastal community, who are the foremost stakeholder, were most often not involved in the planning, decision and implementation of many projects and policies even those that affect them directly. Ignorance about the linkages of coastal and marine ecosystems and resources is also an important factor. I suggest that integrated coastal area management which is the foundation for sustainable development, as far as coastal and marine resources are concerned, should be integrated into the government administrative structure. A lead agency with full authority on all activities on the coastal area, including issuance of permits for environmental sensitive businesses/activities, should be nominated or established. This will reduce conflicts by bringing about national coordination of coastal area management.  相似文献

The recognition of the economic value of nature and the services it provides to humanity has become increasingly essential in the context of coastal zone management. In this paper we review the progress to date on both the necessary conceptual framework and empirical valuation studies required to bolster decision support systems (DSS) targeted at integrated coastal zone management goals. We highlight the importance of using an ecosystem services approach and recommend some basic sequential, although overlapping, analytical steps for appropriate environmental valuation and policy assessment: spatial explicitness; marginal changes; double counting; non-linearities; and threshold effects. We illustrate the practical use of the DSS by reviewing an existing UK case study on managed coastal realignment along the Eastern coast of England, and a new UK case study on managed realignment implemented in a southern area on the same coast. Comparing the two studies, the importance of spatial explicitness and the need for a sequential decision support system when dealing with ecosystem services valuation and project policy appraisal become particularly evident.  相似文献

The coastal regions of the Mediterranean are the site of countless economic and recreational activities, but are threatened by dramatic dangers of misuse and pollution. Adequate tools are needed to study the environmental pressure imposed on these regions by the conflicting needs of protecting their ecological balance and exploiting their natural resources. Coastal ecosystems are very sensitive to the environmental impact of land use in watersheds, along the coast and further inland, of fluvial discharges, and of marine processes. Weathering, erosion, or waste disposal on land, as well as other activities at sea, such as shipping, dumping or oil extraction, are but a few of the factors which would require that the coastal areas be suitably monitored. Modern techniques of environmental assessment call for the use of integrated observation systems. The collection of data with traditional coastal installations remains an important component of such research. However, the large space scales and short time scales of many near-coastal and/or marine processes require the use of (orbital) remote sensors. In particular, optical sensors, operating in the visible/infrared spectral region, have shown their usefulness for providing novel information on physical, geo-chemical and biological processes of the coastal area. Optical remote sensing of the coastal zone finds applications in studies of land use, surface cover, hydrology and coastal ecology at large; of water quality and sediment transport, coastal runoff and circulation, or dynamical processes (looking, e.g., at the evolution of pigment and/or temperature patterns, and their distribution as related to plankton dynamics, currents or river plumes); as well as in those of energy transfer, carbon cycling and climatology in general. Selected applications of optical observation techniques in the Mediterranean region, conducted in the framework of international demonstration programmes (i.e. the Ocean Colour European Archive Network, OCEAN, Project), provide examples of the remote sensing potential in the field of integrated coastal/marine environmental management.  相似文献

Marine management has typically prioritised natural science methodological traditions as an evidence base for decision-making; yet better integration of social science methods are increasingly shown to provide a more comprehensive picture to base management decisions. Specifically, perceptions-based assessments are gaining support, as they can provide efficient and holistic evaluation regarding management issues. This study focuses on coral reefs because they are particularly threatened ecosystems, due to their ecological complexity, socio-economic importance, and the range of environmental drivers that impact them. Research has largely concentrated on assessing proximate threats to coral reefs. Less attention has been given to distal drivers, such as socio-economic and governance factors. A common understanding of threats related to coral reef degradation is critical for integrated management that takes account of peoples’ concerns. This study compares perceptions of drivers of reef health among stakeholders (n = 110) across different sectors and governance levels, in four Caribbean countries. Interview data identified 37 proximate and 136 distal drivers, categorised into 27 themes. Five sub-groups of themes connecting proximate and distal drivers were identified. Perceptions of two of these narratives, relating to ‘fishing and socioeconomic issues’ and ‘reef management and coastal development’, differed among respondents from different countries and sectors respectively. However, the findings highlight a shared perception of many themes, with 18 of the 27 (67%) mentioned by > 25% of respondents. This paper highlights the application of perceptions data for marine management, demonstrating how knowledge of proximate and distal drivers can be applied to identify important issues at different context-specific scales.  相似文献

The need for building human and institutional capacity has been identified in Agenda 21 of the UNCED conference as well as by a number of international environmental institutions as essential for integrated coastal management (ICM) and sustainable development in developing coastal states. There is a growing need for coastal management practitioners and organizations with expertise in planning and implementation for ICM. The application of strategies for institutional development and building human capacity in coastal management and other fields shows that short-term intensive training efforts and long-term institutional strengthening programs are appropriate to address the issues and needs of ICM. An overview of the experience of the URI/USAID International Coastal Resources Management Program in Sri Lanka, Thailand and Ecuador presents lessons learned for strengthening ICM efforts in developing countries.  相似文献

Management of the interactions between social/economic interests and the coastal environment requires practical, interdisciplinary assessment techniques. Backbarrier systems are critical natural resources that provide both economic and social benefits. Activities such as aquaculture, fishing, shipping and port activities, sediment mining, salt extraction, and tourism all take place in these ecosystems but are often not compatible with each other. Therefore, a program to manage such a system must congregate many different types of activities and stakeholders with potentially conflicting interests. In this paper, we develop a proposed coastal management program (CMP), based on the driving-pressure-state-impact-response (DPSIR) framework and the integrated coastal management (ICM) cycle, for the management of channels located in backbarrier systems subject to dredging operations. The conceptual model involves the application of regional sediment management (RSM) actions and is applied to a case study, Faro Channel, located in the Ria Formosa backbarrier system in Algarve, Portugal. The CMP provides results on the interactivity between scientists, stakeholders, and decision-makers, by defining and clarifying the economic and environmental aspects of decision-making processes through the utilisation and measurement of local coastal indicators. The proposed CMP proved to be a useful tool in the definition of coastal management initiatives for channels inside backbarrier systems, since it identified management problems and allowed management solutions to be formulated. The CMP could be used within a broader ICM program but would also be effective when used on its own.  相似文献

Simple, conceptual geomorphic models can assist environmental managers in making informed decisions regarding management of the coast at continental and regional scales. This basic information, detected from aerial photographs and/or satellite images, can be used to ascertain the relative significance of several common environmental issues, including: sediment trapping efficiency, turbidity, water circulation, and habitat change due to sedimentation for different types of clastic coastal depositional environments. The classification of 780 Australian clastic coastal depositional environments based on their geomorphology is used to derive a coastal regionalisation, comprised of a distinctive suite of environments for each region. Because of the close link between the relative influence of waves and tides and the geomorphology of clastic coastal depositional environments, a basic understanding of the broad geomorphic and sedimentary characteristics by environmental managers will assist them in ascertaining the relative significance of environmental issues in each region. The benefit of this approach is that it provides guidance in tailoring management schemes differently for each region, resulting in more effective and efficient treatment of these issues.  相似文献

The Mexican coast can be regionalized according to the main economic activities performed in it; for the purpose of this work we are considering five regions: North Pacific, Mar de Cortes, outh Pacific, Gulf of Mexico, and Caribbean. According to the national census, the population of the coastal zone in Mexico is increasing at a higher rate than the national average. The main industries located in the coastal and marine zones are oil and gas, fisheries, aquaculture, tourism, maritime transportation and ports, chemical industries, and minerals. Mexico has developed an environmental legal framework based on the Ley General del Equilibrio Ecologico y la Proteccion al Ambiente (LGEEPA), and the coastal management paradigm is strengthened through several other legal tools developed specifically for this purpose. There are three management strategies identified in this work for the coastal zone in Mexico: (1) Agency Leadership, (2) Protected Areas, and (3) Land Ordinance. Each one of these strategies includes stages for eventually developing an Integrated Coastal Zone Management (ICZM) plan that considers vertical and horizontal integration, scientific research of natural resources and ecosystems, and socioeconomic issues.  相似文献

The coastal and marine environments and resources of the Red Sea and Gulf of Aden are globally significant and generally in a healthy state. Current regional issues include localized destruction of coral reefs, seagrass and mangroves; declines in some fisheries; exploitation of some endangered species; pollution from the development and transport of petroleum; and disposal of industrial and municipal wastes. The underlying causes of these issues are the natural vulnerability of the Red Sea due to its semi-enclosed nature; economic reliance on the petroleum industry; significant navigation risks; a rapidly increasing coastal population and associated developments; lack of fisheries information, surveillance and management; poor coastal zone planning; and limited technical expertise. Strategic actions addressing these issues will need to be implemented regionally and focus on coastal zone management that integrates environmental planning, environmental assessment and review; training and institutional development; public awareness and participation; information gathering especially fisheries statistics; reducing navigation risks; and the development of resource management and conservation strategies.  相似文献

This paper proposes a method for the participatory design of an indicator system as a tool for coastal management at village level. The method includes three phases: (1) a participatory process where stakeholders have the opportunity to decide the orientation of the indicator system and to define indicators, (2) the design of a hierarchical indicator structure based on the derivation of principles and criteria from stakeholder priorities and (3) a filtering process for the selection of stakeholder-defined indicators that can reflect the viability and performance of the coastal region. A case study in the Bragança coastal region of northern Brazil is presented to illustrate the method's applicability. The resultant hierarchical indicator system design includes four principles, 11 criteria and 35 indicators linked to the environmental, social, governance and economic dimensions. The indicator system can be used as a tool for measuring changes and to influence local ICM policies.  相似文献

Geoindicators provide a management tool for rapid assessment of natural hazard risk potential, either as a supplement to long-term environmental auditing and monitoring, or for initial coastal assessment as in developing countries. Using examples of barrier island and bluffed coasts, indicators of process/response are examined regionally, locally, and site-specifically; the latter being the primary indicators of property-threatening hazards. Tabled evaluation parameters range from general (elevation and vegetation) to specific characteristics such as shoreline stability and configuration, inlet proximity, and barrier-island interior geomorphology. Geoindicators also provide guidance for local mitigation of hazard impacts. A case study of Bogue Banks, North Carolina, shows that the geoindicators approach is applicable to communities with extant management plans. Bogue Banks’ five communities must reevaluate mitigation strategies after every storm and because of changes induced through development. By applying the geoindicators approach, shoreline reaches as well as interior areas may be reassigned as to the level of risk, and appropriate mitigation actions taken.  相似文献

Management of the coastal zone often focuses on “islands” of high value ecosystems, in terms of economic value or conservation. However, integrated management requires landscape-level analysis of all ecosystem values. The biodiversity portfolio analysis (BPA) method is derived from the logic used in share (equity) portfolio management in terms of balancing within a portfolio the returns with the risks. Optimising the returns from a share portfolio, or a suite of ecosystems in a landscape, is dependent on the relationship between the units in terms of risk and return. Three case studies are then presented to test the applicability of the BPA method at the international (North West Europe), regional (Durham Heritage Coast, UK) and local (part of South Uist, Outer Hebrides, UK) spatial scale. The Biodiversity Portfolio Analysis for NW Europe showed that risk and return were highly correlated in the studied Member States. The ranking of risk and return, with the highest first, was Ireland > UK > France=Netherlands > Belgium. For these Member States the risks to ecosystem service provision were positively correlated with GNI (r=0.97, P<0.01); suggesting that the higher the economic importance of coastal and marine resources in a Member State the more at risk the resources are. The regional and local case studies were more focussed on providing information on which to base Integrated Coastal Zone Management (ICZM) decision making; both case studies used stakeholder participation to determine risks and returns. The conclusions from these two case studies show how the BPA method can be useful in terms of setting ICZM priorities and in addressing local coastal issues. The BPA involves making a number of assumptions, however, it does provide coastal managers with a potential tool to strategically plan due to increased awareness of the interaction between the ecosystems in the portfolio.There is a need for such techniques, which involve stakeholder participation and which create objective outcomes, to support the implementation of ICZM.  相似文献

India's Sundarbans region lies within the state of West Bengal and is part of the world's largest mangrove ecosystem. Low-intensity shrimp aquaculture is present, but the potential exists for more intensive development. We argue for avoiding environmental damage and social conflict by adopting appropriate policies now. In this study, we combine ecological simulations and a choice experiment to evaluate several policy scenarios. Such comparative evaluations combining different disciplinary tools are rare. While our ecological modelling supports severe restrictions on shrimp farming activities, local stakeholders prefer a more diverse strategy. Both models indicate that large-scale commercial shrimp aquaculture is least desirable.  相似文献

Evidence-based decision making is an essential process for sustainable, effective, and efficient marine spatial planning (MSP). In that sense, decision support tools (DSTs) could be considered to be the primary assistant of planners. Although there are many DSTs listed in tool databases, most of them are conceptual and not used in real MSP implementation. The main objective of this review is to: (i) characterize and analyse the present use of the DSTs in existing MSP implementation processes around the world, (ii) identify weaknesses and gaps of existing tools, and (iii) propose new functionalities both to improve their feasibility and to promote their application. In total, 34 DSTs have been identified in 28 different MSP initiatives with different levels of complexity, applicability and usage purposes. Main characteristics of the tools were transferred into a DST matrix. It was observed that limited functionality, tool stability, consideration of economic and social decision problems, ease of use, and tool costs could be considered as the main gaps of existing DSTs. Future developments are needed and should be in the direction of the specific need of marine planners and stakeholders. Results revealed that DST developments should consider both spatial and temporal dynamics of the ocean, and new tools should provide multi-functionality and integrity; meanwhile they should be easy to use and freely available. Hence, this research summarised current use, gaps, and expected development trends of DSTs and it concludes that there is still a big potential of DST developments to assist operational MSP processes.  相似文献

在全球气候变化和人类活动影响加剧的背景下,作为河口海岸重要子系统的三角洲正在发生快速变化。长江三角洲地处长江入东海交汇处,是中国最重要的经济核心区之一,对邻近区域乃至整个长江经济带经济社会发展都起着重要作用。由于全球变暖、海面上升和强烈人类活动引发了三角洲系统状态转换,因此以往基于恒定系统状态而获得的有关长江三角洲的认识已不能满足未来需求,迫切需要对未来海面变化、极端事件、流域与河口工程影响下的三角洲物质循环条件、物理过程、地貌冲淤演化、源-汇格局调整等科学问题进行深入研究。在三角洲系统行为、未来演化趋势的预测能力建设中,应重视从海面到海底的综合立体观测系统的发展,以获取关键数据;基于三角洲系统的时、空演化特征,建立三角洲本征态和衍生态的谱系理论。未来需针对系统状态转换而调整原先的经济社会发展模式,以便保护自然资源、重建生态系统,更好地支撑长江经济带发展,重绘长江三角洲发展蓝图。  相似文献

As a result of declining and overfished small-scale nearshore fisheries in Southeast Asia, there are increasing conflicts and social tensions between and among different user groups, leading to coastal “fish wars”. A challenge facing fishers, resource managers and national decision makers in the region is to identify more appropriate governance and public policy mechanisms to manage conflicts over fishery resources and to resolve them productively in the interests of both long-term sustainability and short-term economic feasibility. A quantitative analysis undertaken in selected coastal communities in Indonesia, the Philippines, Thailand and Vietnam with and without co-management indicate that co-management does lead to reduced resource conflict levels. The analysis has also shown that when resource conflicts are reduced, food security improves.  相似文献

Marine biodiversity conservation is a common issue in the world. Due to rapid economic development in coastal area in China, marine biodiversity conservation faces great pressure. In this paper, the idea of the integrated coastal zone management (ICZM) was applied as a framework in marine biodiversity conservation. At first, the relationship between integrated coastal zone management and the marine biodiversity conservation was discussed. Then, as a case study in Fujian Quanzhou bay, a set of strategies on marine biodiversity conservation based on ICZM were put forward, which included how to define management boundary of marine biodiversity conservation, the impact assessment model of human activities in the coastal area on marine biodiversity, the planning and management of marine biodiversity conservation, and the monitoring system of the marine biodiversity. Finally, the framework of the comprehensive decision support system based on GIS was suggested.  相似文献
