In this paper the discard ban policy within the Portuguese fisheries sector is discussed and the opportunities and impact in the fisheries economy that arise from sales of unwanted fish under the new landing obligation are evaluated. The decadal mean price of fish (€/kg, adjusted for inflation) rose from the 1940s until the 1970s, dropping thereafter. The yearly averaged economic income estimated for discards sales between 1969 and 2009 ranged from 419345€ to 2164379€. Discard ban sales could contribute from 10% to 53% of the total landed value and 9–34% of the total catches (landings + discards). Under a discard ban policy, the fishing sector with the largest economic contribution for total discards sales would be multispecies (54%), followed by trawl (26%) and seine (20%). On average, fishing sales contributed with 0.63% to gross domestic production (GDP) between 1938 and 2009. Discard sales can increase 1.07–1.46 times more than the fish landing contribution to GDP. After 1983 the average landings/imports economic ratio was 0.28:1, which means that fish imports surpassed landings economic value 3.57 fold. The discard ban policy can create economic opportunities in the national context thus helping to revitalize some specific fisheries sectors.  相似文献

This study presents the first comprehensive estimation of discard amounts in the Galician fishing fleet, in order to provide an integral view of this increasing environmental problem at a regional scale. Subsequently, a series of improvement actions relating to discard minimization are suggested with the goal of enhancing the performance of the Galician fishing fleet through discard minimization. Discard estimates were constructed individually for the different Galician fisheries by aggregating primary data obtained from a total of 89 fishing vessels and secondary data for those fleets that were not directly sampled. Results showed that roughly 60,250 t of marine organisms were discarded by the Galician fleet in 2008, representing 16.9% of the total capture. Moreover, an important percentage of these discards were linked mainly to trawling vessels and to a lesser extent, to certain long lining fisheries. Therefore, improved management measures in target stocks should take into account the fact that alternative fishing gears other than trawl nets may reduce the amount of discards for certain species. This estimation may improve the assessment of stocks and help to quantify the damage that discards may have on wild ecosystems.  相似文献

The landing obligation recently adopted by the European Union's (EU) Common Fisheries Policy aims to eradicate discards in EU fisheries. The objective of this paper is to investigate the potential social and economic impacts of the discard ban in European small-scale fisheries (SSF) and the critical factors for its successful implementation. An exhaustive systematic literature review and a stakeholder consultation were carried out in order to (i) collect detailed information about current knowledge on discards in EU SSF and gauge stakeholder perceptions about potential impacts of the discard ban in European SSF, (ii) examine the capacity of the SSF industry to implement the discard ban, and (iii) explore the limits and feasibility of implementing such a measure.The results of this study show that little attention has been given by the scientific community to discards in EU SSF. Indeed, the systematic literature review shows that this problem is relatively unexplored in the EU. In addition, the effectiveness of a discard ban in industrial fisheries is still unclear, mainly because discard data are not systematically collected by fisheries authorities. Stakeholders mostly perceive that the new landing obligation was developed with industrial fisheries in mind and that compliance with the landing obligation in EU SSF will be difficult to achieve without high economic costs, such as those related to the handling and storage of unwanted fish on board.  相似文献

Discard management needs to draw on scientific research and advice, usually supported by specific statistical modeling analysis. A wide range of statistical analysis methods were applied to fishery data in an attempt to distinguish factors that influence the species discard composition. While such approaches are important, they are still incomplete for disaggregating the economic and spatial-temporal factors for analyzing of this process and obtain a whole view of this issue. Our study aims to fill this gap by identifying, describing, and quantifying factors that influence discards of trawl fisheries using a multivariate approach based on five complementary aspects: “economic”, “vessel characteristics”, “spatial”, “temporal” and “environmental”. In addition, a spatial multi-criteria approach were used to investigate discard hot-spot areas using ecological criteria such as vulnerability and resilience of the discarded species. Using these ecological criteria will concentrate conservation efforts on the most relevant sites minimizing discards of a variety of potentially vulnerable species. This approach was applied to a case study of a multi-species demersal bottom trawl fisheries in north Spain, Cantabrian Sea (ICES area VIIIc). Results showed how spatial and economic factors highly affect species discard composition, identifying specific spatial-temporal discard hot-spots to be preferentially avoided by fishers. Mitigation measures for future fisheries management strategies should be implemented at multiple stages of the discarding process, both in the selection of the fishing grounds and the economic valorization of the discarded species.  相似文献

A feasibility study was conducted on the impacts of the new Common Fisheries Policy (CFP) rules requiring catches in regulated fisheries to be landed and counted against quotas of each Member State - the landing obligation (LO), and that catch of species subject to the LO below a minimum conservation reference size (MCRS) be restricted to purposes other than direct human consumption. The aim was to estimate the level of discarded fish likely to be covered by the new rules, the impact of the rules on EU fisheries and the regulatory challenges and responses to them. Data from EU's Scientific, Technical and Economic Committee on Fisheries (STECF) database were analysed to estimate the volume of unwanted catches produced by EU fisheries. Views were sought from policy officials and fisheries scientists through a questionnaire on the implications of the LO and the control of fisheries across Member States, and the potential adjustments that might be needed. Findings show that 11% (44,000 t) of the total catches of EU countries from which data were available are of fish under MCRS. The species with the highest volume of undersized discards associated with the lowest quota, which would potentially restrict the fishing opportunities for other quota species (i.e. choke species), are plaice and haddock with 18,000 and 14,000 t of undersized fish respectively, followed by whiting and cod with 5000 and 6000 t of undersized fish respectively. Discards data shows that the Netherlands, United Kingdom, France and Belgium will be most affected by landings for non-human markets. Findings also show that existing infrastructure at landing ports in all Member States is limited because there are currently limited facilities in place to handle animal by-products produced by the catching sector. Policy officials maintained that while they could support the fishing industry through funding programmes, it is the responsibility of fishers to ensure they have the right infrastructure to handle unwanted catches. The expectation is that the LO combined with the restriction to non-human consumption purposes will encourage fishers to internalise the costs of catching unwanted fish and motivate them to avoid unwanted catch. This will be realised if sufficient flexibility is given to fishers to find their own solutions to reducing unwanted catches. It is concluded that gear technology measures exist to enable the regulated fisheries to increase gear selectivity.  相似文献

Although overexploitation of commercial fish stocks in European waters has been in the public debate now for more than 20 years, the European Union has so far failed to implement sustainable fisheries management. Millions in subsidies paid to the fishing industry have led to significant excess capacity in the fishing fleet. Various feeble attempts to stop overexploitation of marine resources have failed. The cause is that fishing policy is highly dominated by short-term socioeconomic interests. There is an urgent need for a new fisheries management system in Europe that supports reductions in the fishing fleet, increases responsibility among fishers and guarantees long-term conservation of natural marine resources.Transferable rights to fish have proved a reliable and effective means of creating incentives to conserve marine resources. By strengthening individual fishing rights under flexible quota management systems, the EU Member States could, within the Common Fisheries Policy, make a significant contribution to conserving fish stocks, to reducing excess capacity and to raising the profitability of the fisheries industry. A closer look at existing reservations against a flexible management system shows most of the objections to be overstated or capable of resolution.  相似文献

The performance of the EU long-term management plan for cod stocks, in force since 2009, is analysed focusing on the human and institutional factors. The plan operates through landings quotas (TACs) and effort restrictions following a Harvest Control Rule, and deploys a novel instrument allowing Member States to ‘buy back’ or increase fishing effort for fleet segments engaged in cod-avoidance measures. The stipulated fishing mortality reductions have not been achieved. On the positive side, the ‘buy-back’ instrument has led to increased uptake of selective gear and implementation of permanent and real-time temporary closures. On the negative side, ignoring the dimension of fishers as reactive agents in the design, the impact assessment, and the annual implementation of the measures has contributed to the failure to adequately implement the plan and achieve its objectives. The main problem is that the landings quotas taken in a mixed fishery did not limit catches because fishers were incentivised to continue fishing and discard overquota catch while quota for other species was available. The effort limitations intended to reduce this effect were insufficient to adequately limit fishing mortality in targeted fisheries, although fishers experienced them as prohibiting the full uptake of other quotas. Recommendations for future plans include (i) management through catch rather than landings quotas, (ii) the internalisation of the costs of exceeding quotas, (iii) use of more selective gear types, (iv) the development of appropriate metrics as a basis for regulatory measures and for evaluations, (v) participatory governance, (vi) fishery-based management, (vii) flexibility in fishing strategy at vessel level.  相似文献

Korea's coastal and offshore fisheries have experienced reduction in their catch in the early 2000. The amount of catch from coastal and offshore fisheries dropped from 1.7 million tons in 1986 to 1 million tons in 2004. To address such catch reduction, fish stock enhancement programs have been constantly developed and implemented. However, as fish stocks have been estimated to decrease since 2000 in spite of various management measures, the Korean Government genuinely acknowledges the necessity to enhance fisheries productivity through the recovery of depleted fish stocks. Based on such acknowledgement, a fish stock rebuilding plan (FSRP) combined with conventional fish stock enhancement programs was established in 2005. For stocks which have shown drastic decrease, a FSRP was set up and promoted. So far, 10 FSRPs have been established and operated, and plan is being made to expand them to 20 species by 2012. The result of pilot projects shows that stocks have been increasing after the introduction of FSRPs. For instance, the catch per unit effort (CPUE) of sandfish in the East Sea has increased from 0.44 in 2005 to 0.78 in 2011. Consequently, fishing income has increased by 15%. The key lessons learned during the implementation of FSRP are: the causes for the decrease of stock vary and are complicated and it is necessary to adjust and eliminate some conventional policies that could have unforeseen negative impacts on fish stocks. The FSRP-based fisheries management policy in Korea carries great significance, for it has changed the focus of policy from simply maintaining the status quo to stock recovery and it allows relevant stakeholders to get actively involved in the procedures of establishing and promoting the plan, leading to effective implementation of the plan. The current FSRP is operated with species, but if it can be gradually expanded to encompass the whole ecosystem, it will greatly contribute to more effective management and fish stock recovery for all species in offshore and coastal waters surrounding Korea.  相似文献

Discards refer to that part of the catch returned to the sea during fishing operations. This study assesses the consequences, causes, and potential solutions to the discard problem using the example of North Sea fisheries. Fishermen's immediate objectives during fishing operations and the low confidence in projected gains from discard reduction measures have promoted use of unselective trawls while the poor enforcement of the quota system has exacerbated discard quantities. It is concluded that a reduction in discard rates is required for a long-term solution to the ecological and economic costs of discarding and the development of fishing opportunity incentives can promote the use of more selective fishing techniques.  相似文献

There is an increasing pressure on the fisheries to avoid bycatch and discards. In the EU this is seen in landing obligations in the new Common Fisheries Policy. The European fisheries are thus under pressure to be highly selective both in adjusting catches to the individual or collective quota combinations and to be size selective in order to optimise the economic outcome of the available quota. This paper proposes a strategy of time-place selectivity by sharing real-time data and information between vessels about areas with high abundance of unwanted species and sizes (hotspots). The paper examines use of time-place regulation, risks/benefits of sharing knowledge and experiences from a previous real-time information sharing system as basis for developing the four models for fisher's sharing of information. The models differ with regard to data and information collection methods, who owns and access the data and hotspot warnings. The models are tested through a discussion of the possible application of the models in the context of the nephrops trawl fishery in Kattegat and Skagerrak. Based on this the models are proposed as possible tools for the fishing industry and managers when adjusted to specific local conditions, and a recommendation for policy support of development of information sharing systems is outlined.  相似文献

Several tuna regional fisheries management organizations (t-RFMOs) have adopted retention requirements for skipjack, bigeye and yellowfin tunas caught by purse seine vessels to reduce discards, create disincentives to catch small fish, and incentivize the development and adoption of more selective technologies. Although retention policies in the t-RFMOs have been limited to target tunas in purse seine fisheries, some have advocated for an expansion of those policies, and t-RFMOs could consider expanding retention policies to a greater number of species and/or to other gear types. This paper discusses the benefits and costs of broader retention policies for purse seine and longline tuna fisheries in the western and central Pacific Ocean (WCPO). Using bycatch data from observers and logbooks from the U.S. purse seine and longline fleets operating in the WCPO, this paper documents the types and magnitude of fish discarded. For the purse seine fishery, this information was used to estimate direct impacts of having to off-load at the initial point of landing in key Pacific Island ports. For the longline fishery, estimates of direct impacts were limited to Honolulu and Pago Pago, American Samoa, the two primary ports where U.S. catch is landed. Expanding retention policies beyond the target tunas and to other gear types would further reduce discarding and possibly provide stronger incentives to develop and use more selective techniques. Beyond impacts to the ecosystem and fisher behavior, adopting broader retention policies may have other implications, and this paper explores those implications on vessels, processors, and communities. In general, as is the case with most direct interventions on fishing operations, there will be both benefits and costs, and the magnitude of those impacts will depend on the scope and extent of any expanded retention policy.  相似文献

General data would seem to indicate that aquaculture and extractive fishing are primary activities with a greater presence in developing and less industrial economies. Despite the scant importance of fishing in the EU (in terms of GDP and employment), it remains a focal point of EU activity by means of the Common Fisheries Policy (CFP). The CFP establishes measures aimed at supporting fishing, often assuming that it is localized activity in rural, less developed regions. This study looks to quantify the importance and economic and social impact of primary fisheries and aquaculture activities in a European urban region (the area of the Ria of Vigo, in Galicia, Spain) through an exercise based on an input–output approach. The exercise carried out will provide results that imply a total impact that could reach around 7% of the study region's income and employment. From these results it can be concluded that fishing as a primary activity may also be relevant in EU urban areas; therefore, fishery management and support measures within the CFP should bear this differentiated reality in mind.  相似文献

This paper analyses the extent to which specialisation gains can be achieved by liberalising access to fishing quotas within the European Union (EU). Fishing quotas are today exchanged between EU member states at a rate of 4% of total turnover in EU fisheries. Germany, Belgium, Denmark and the Netherlands are the most active. Only one fourth of these exchanges are permanent. With the management systems in EU fisheries differing among countries, comparative advantages in fisheries exist in member states with the best management practices. Hence, although positive but small specialisation gains exist in EU fisheries today, these gains might potentially be increased by liberalising access to fishing quotas and allowing transferability of quotas between individuals from different countries on a permanent basis. The European common fisheries policy (CFP) advocates measures to sustain small-scale fisheries; hence, in the European Commission's proposal for a reformed CFP, these are exempted from a mandatory system with tradable fishing concessions. This opens up for management actions designed for small-scale fisheries, but also implies new management issues. This article provides insights into the topic based on a Swedish small-scale herring fishery in the western Baltic Sea that was exempted from an ITQ-system. The fishery has been profitable since the system was introduced, and the increasing effort of both incumbent fishermen and new entrants implies a situation where fishermen compete for a limited quota. The migratory pattern of the herring implies high densities in the southern parts of the fishing areas during spring and in the northern parts during autumn. This forms the basis for two different fisheries in the area, as well as for the current management proposal to divide the quota into a spring and an autumn part. This and other management proposals are discussed in the paper. The main conclusion from the case study is that, when exempting a fishery from tradable fishing concessions, it is important to build other institutions dealing with the fundamental problem of access to the quota. Failure to do so might result in an over-capacity issue and threaten the long-run development of an otherwise successful small-scale fishery.  相似文献

A landing obligation was formally implemented in the European Union (EU) for the first time, as part of the recent reform of the EU Common Fisheries Policy (CFP). Given the reasonable success of the landing obligation in some countries such as the Faroe Islands, Iceland and Norway, this policy is seen as a viable approach to tackle the long-recognized discarding problem in EU waters. However, there has been some debate on whether there is sufficient evidence to support the feasibility of such a measure in the EU-CFP. The EU landing obligation will implicitly include all small-scale fisheries (SSF) provided the species captured are subject to catch limits or minimum sizes (in the case of the Mediterranean). SSF were included irrespective of the fact that the discarding problem in the EU has been historically associated with medium- to large-scale fleets (in particular largely mixed species trawl fisheries). Additionally, past experiences with a discard ban policy are still limited to specific countries and/or specific fisheries. This paper examined the appropriateness and feasibility of the recently implemented EU landing obligation in SSF. The effects in the long-term are unpredictable, but available evidence suggests that in the short to medium-term a landing obligation is likely to bring more negative social, economic and ecological impacts than benefits.  相似文献

The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance of fishing activities for specific local communities emerges more clearly in respect of previous studies. The map of fisheries dependent coastal communities identifies in 2010, 388 communities, out of 1697, with dependency ratios above 1%. Around 54% of total fishery employment is estimated in these areas. In terms of policy support, identifying and mapping these local fishing coastal communities is of key importance considering the strong priority assigned by the new European Union's Common Fishery Policy to fishery management at the regional level.  相似文献

What are the effects of transitioning traditionally managed fisheries to incentive-based catch shares fisheries? In a study of all major United States federal catch share fisheries and associated shared stock fisheries in British Columbia, catch shares result in environmental improvements, economic improvements, and a mixture of changes in social performance, relative to the race for fish under traditional management. Environmentally, compliance with total allowable catch increases and discards decrease. Economically, vessel yields rise, total revenues grow, and long-term stock increases are encouraged. Socially, safety increases, some port areas modestly consolidate, needed processing capacity often reduces, and labor markets shift from part time jobs to full time jobs with similar total employment. Newer catch shares address many social concerns through careful design.  相似文献

The failure of the command and control approach to fisheries management has encouraged governments to look for new ways of balancing the requirement to conserve fish stocks and yet maintain a flow of benefits that will meet economic and social targets. In the quest to establish a system for sustaining production in the Common Pond, the European Union (EU) has begun to investigate alternatives to the current management system. This research paper examines the problems associated with the current management regime operating in the EU in the light of alternatives for managing the fisheries. The research seeks to establish whether, given the serious problems confronting the EU's fishing industries, fishermen would be prepared to accept change and offer their ideas and support to develop an alternative management system. The research draws on the opinions of fishermen from Shetland and discusses the findings gained from interviewing key informants in conjunction with the results of an opinion survey of skippers and boat owners.  相似文献

Over the past two decades profound changes have taken place in the European Union's (EU) fisheries policy. Partly these changes have occurred within the EU's Common Fisheries Policy itself, but partly policy change has been effected by the application of environmental legislation and policy instruments to fisheries issues. This article argues that the process of policy change in EU fisheries policy can best be understood in terms of the interaction of policy images and policy venues that is at the core of the punctuated equilibrium theory of policy-making. As a result of the rise of a biodiversity perspective on fisheries issues, environmental policy-makers have become active in fisheries issues, which has led to profound changes in both the content of fisheries policies and the institutional organisation around this issue area.  相似文献
