The Canadian seal hunt is the world's largest commercial slaughter of marine mammals and, as such, has been the subject of veterinary scrutiny for half a century. In that time, veterinary experts have made multiple recommendations to improve welfare at the seal hunt, some of which have been included in Canadian sealing regulations. Yet analysis of video material and studies on the outcomes of the hunt suggest that the potential for suffering during the hunt continues, and may, in fact, be increasing. In the past decade, numerous countries have taken action to prohibit their trade in products of commercial seal hunts in response to public concerns about the welfare of the seals. With these actions now being examined at the World Trade Organization, it is important to determine if these concerns are warranted. This paper reviews relevant veterinary science, exploring the intrinsic elements of commercial sealing and unique physical adaptations of seals that prevent effective and consistent application of humane slaughter methods at the seal hunt. The review of available data indicates that generally accepted principles of humane slaughter cannot be carried out effectively or consistently in the commercial seal hunt.  相似文献

Canada's commercial seal hunt warrants close examination in that it is the largest kill of marine mammals on earth, it exists for commercial reasons, it targets deep diving seals with unique physical adaptations, and it is conducted in a particularly remote and uncontrolled environment amidst unstable sea ice and extreme weather conditions. For these reasons, commercial sealing in Canada has been the subject of regular veterinary scrutiny for more than five decades. In that time, despite repeated recommendations and some changes to the regulations, considerable evidence continues to be presented during each new season of poor welfare outcomes for seals.To add to the discussion we (Butterworth and Richardson) (2013) [1] reviewed multiple studies on commercial sealing, government reports, trade journal articles and recommendation reports, in an attempt to answer the question of why, despite the efforts of veterinary advisors and government to improve the situation, seals continue to die in inhumane ways. In examining the available evidence, the environment in which commercial sealing occurs, and the physical adaptations of seals, the authors concluded that generally accepted principles of humane slaughter cannot be implemented effectively and consistently in the context of commercial sealing.  相似文献

The roots of the Canadian harp seal hunt can be traced to the 16th Century. But in the mid-20th century, opposition to the commercial hunt became widespread after television images of seal pups being killed with clubs on the pack ice off the coast of Newfoundland were broadcast around the world. International conservation groups, animal welfare groups, animal rights groups, and foreign governments have been calling for the Canadian government to end the commercial seal hunt on the grounds that it is inhumane and that harvest levels are unsustainable. The Canadian government defends the traditional practices of hunting harp seals, argues that seal pelts are an important source of income for sealers, and insists that the killing methods are humane and that harvest levels are sustainable. Emotions run high on both sides of the debate. The purpose of this paper is to evaluate whether or not there is a purely economic argument for ending Canada's commercial seal hunt. The paper finds that the benefits of ending the commercial hunt exceed the costs, but not unequivocally. However, the paper argues there should be a higher criterion—the Pareto criterion—for ending the commercial hunt; that is the hunt should end only if winners compensate the losers. The paper goes on to argue that an effective way to satisfy this criterion is to introduce a system of individual transferable quotas (ITQs) and let the market reveal the value of the commercial seal hunt. In addition to many other advantages such as improving the safety and efficiency of the hunt, the ITQ market could provide a mechanism by which those willing to pay to end the hunt could do so directly to sealers thereby ensuring that the hunt is scaled back or ultimately ended only when it is economically efficient and unambiguously welfare-improving.  相似文献

The Norwegian minke whale hunt was resumed in 1993, despite considerable international opposition. This paper investigates economic aspects of the 1993–1996 hunts. It is shown that the hunts were profitable for the participating vessels. Interactions between seals and the fishing industry are an on-going problem in Ireland and indeed globally across the range of most seal species. These interactions occur at both the operational (seal damage to catches and fishing gear) and biological (competition for shared resources) level. With declines in fish stocks there has been increased interest in the extent of competition for resources between commercial fisheries and seals. High levels of seal damage perceived by the fishing industry has led to frequent calls for seal culls, highlighting the significance of the problem. However, the scale of interaction between seals and commercial fishing and aquaculture in Ireland heretofore remained unclear. A comprehensive review of existing data, augmented with data from key stakeholders on the current state of play is presented to provide a realistic and representative account of the situation. This suggests that seal interactions with commercial fisheries in Ireland are most significant in inshore (<12 nautical miles from shore) static-net (or passive) fisheries (e.g. gill/tangle nets) and have increased following the driftnet ban in 2006, which suggests displacement of seal interactions from salmon to other fisheries. The industry highlighted pollack, angler fish, cod, and turbot fisheries as the main inshore fisheries currently impacted by operational damage to gear and catch by seals. Seal damage to line-caught salmon continues, with industry feedback suggesting large geographical variation in the range of damage levels reported. Salmon farming installations are also increasingly being targeted by seals, with significant losses due to seal depredation being reported. In the absence of robust data on seal depredation, the extent to which changes in fishing gear and practices have reduced damage levels, or resulted in displacement of seal foraging effort, is unknown. Recommendations are made to suggest how research efforts should be focused to address critical data gaps identified in the study.  相似文献

The Canadian Beaufort Sea is one of the last places on Earth that has not experienced large-scale commercial fisheries. The aboriginal people of the western Canadian Arctic, the Inuvialuit, have become increasingly concerned about the potential effects of large-scale commercial operations on key subsistence species of fish and marine mammals and the marine ecosystem upon which they depend. A 1984 comprehensive land settlement agreement (treaty) between Canada and the Inuvialuit established a co-management regime for limited aspects of fish and marine mammal resource management, and gave the Inuvialuit rights to subsistence fisheries and existing commercial fisheries but no preference for new commercial fisheries. The Fisheries Joint Management Committee (the fisheries co-management body), the Canada Department of Fisheries and Oceans, the Inuvialuit Regional Corporation and the Inuvialuit Game Council have developed an integrated fisheries management framework agreement for the review and assessment of any proposed commercial fisheries within the Canadian Beaufort Sea. The agreement provides clarity and transparency for decision making and strengthens the protection of fish stocks. The development of the framework depended upon a history of cooperation between the parties and a bridging initiative by the Fisheries Joint Management Committee and an NGO that brought together the Inuvialuit and the government.  相似文献

The so-called zebra sole includes a group of small flatfishes characterized by transverse band pairs on the ocular side and distributed throughout shallow waters along the coast of the Indo-West Pacific Ocean. Sev-eral species of the zebra sole have been recorded from the coastal waters of China. Morphological analysis of 1 107 specimens of the zebra sole from 15 successive localities along the China’s coast demonstrated that no significant variations among these localities were found on the basis of meristic counts and morphometric characters. Phylogenetic analysis based onCOI gene sequences of 14 individuals and D-loop of 22 indi-viduals from eight localities showed that they were indistinguishable among these localities. Therefore, both morphological and molecular evidence supported the occurrence of a single species of the zebra sole along the China’s coast. The available name for this species isZebriaszebrinus (Temminck and Schlegel, 1846) in-stead ofZ.zebra (Bloch, 1787).Zebrias fasciatus(Basilewsky, 1855) andSolea ommatura (Richardson, 1846) are considered here as two synonyms ofZ. zebrinus.  相似文献

This is a historical review of Canadian policy at the Third UN Conference on the Law of the Sea. Canadian objectives with regard to the territorial sea, fisheries, pollution prevention and the continental shelf are outlined and the role played by the Canadian delegation at UNCLOS is described. The article then examines the impact of the Convention on Canada, particular attention being paid to the Canadian Exclusive Economic Zone and the Canadian role in the controversy over seabed mining. The author concludes by arguing that Canada was a major beneficiary of the Convention, but that US opposition has placed the future of the Convention in jeopardy.  相似文献

Species differences in sensitivity to related planar halogenated aromatic hydrocarbons (PHAH) add significant uncertainty in assessing the ecological risk to aquatic mammals. To investigate mechanisms of PHAH sensitivity in aquatic mammals, we cloned and sequenced the cDNA of Baikal seal aryl hydrocarbon receptor (AHR), an intracellular protein that initiates PHAH-mediated effects. The Baikal seal AHR cDNA has an open reading frame of 843 amino acid residues with a predicted molecular mass of 94.6 kDa. Comparison of AHR amino acid sequences indicated a high degree of sequence conservation (98%) between Baikal and harbor seals. The high conservation of AHRs between Baikal and harbor seals indicates that these seals express AHR proteins closely related structurally. In our previous report (Kim & Hahn, 2002), the dioxin-binding affinity of the harbor seal AHR was at least as high as that of the AHR from a dioxin-sensitive strain of mice, suggesting that this seal species may be sensitive to PHAH effects. This implies that Baikal seal may also be sensitive to dioxin effects.  相似文献

Non-indigenous species (NIS) can create significant risks when introduced to foreign ecosystems. One of the many vectors facilitating the global transport of NIS is ballast water, and as commercial shipping increases so does the threat of ballast water-mediated introductions. Despite Canadian regulations, consistent with international guidelines put forth by the International Maritime Organization in the early 1990s, ballast water remains a potential vector for the introduction of many NIS to Canadian marine ecosystems: there have been no new introductions in the Laurentian Great Lakes Region since 2006, yet marine ecosystems continue to see the introduction and establishment of NIS. This paper details and analyzes the development of Canadian ballast water management (BWM), in the context of marine ecosystems, and identifies issues therein. BWM in Canada has a number of management gaps that have persisted since large-scale BWM began in the late 1980s. These include BWM exemptions for vessels not exiting the North American continental shelf, and limitations of effectiveness of mid-ocean exchange as the predominant management method in marine ecosystems. In addition, ballast water regulations for the Canadian Arctic may require additional consideration as the Arctic will likely continue to see an increase in both warming and commercial shipping in the future, thereby increasing the potential risk of NIS. In order to adequately protect all Canadian marine ecosystems, it is recommended that the current BWM regime: fill gaps in management to help prevent further introduction and spread of NIS; focus equally on both marine and freshwater regions, and; look to other aggressive BWM strategies such as those being developed by the state of California.  相似文献

The recent moratorium on the commercial at-sea driftnet fishery for wild Irish Atlantic salmon (Salmo salar L.) attempts to halt the decline witnessed in these stocks over the past three decades. The research investigated stakeholder attitudes to the perceived effects on stock recovery, in Irish rivers and estuaries, of seal predation and seal culling. Structured interviews conducted with 10 key stakeholders during June 2007 revealed divisive attitudes and a feeling of powerlessness in relation to stock recovery, which are impeding successful management of salmon stocks. However, areas of common ground exist between stakeholders, which lay the foundation for a sustainable way forward.  相似文献

Sequential megafaunal collapse in the North Pacific Ocean: an ongoing legacy of industrial whaling? Proceedings of the National Academy of Sciences 100 (21), 12,223–12,228] hypothesized that great whales were an important prey resource for killer whales, and that the removal of fin and sperm whales by commercial whaling in the region of the Bering Sea/Aleutian Islands (BSAI) in the late 1960s and 1970s led to cascading trophic interactions that caused the sequential decline of populations of harbor seal, northern fur seal, Steller sea lion and northern sea otter. This hypothesis, referred to as the Sequential Megafaunal Collapse (SMC), has stirred considerable interest because of its implication for ecosystem-based management. The SMC has the following assumptions: (1) fin whales and sperm whales were important as prey species in the Bering Sea; (2) the biomass of all large whale species (i.e., North Pacific right, fin, humpback, gray, sperm, minke and bowhead whales) was in decline in the Bering Sea in the 1960s and early 1970s; and (3) pinniped declines in the 1970s and 1980s were sequential. We concluded that the available data are not consistent with the first two assumptions of the SMC. Statistical tests of the timing of the declines do not support the assumption that pinniped declines were sequential. We propose two alternative hypotheses for the declines that are more consistent with the available data. While it is plausible, from energetic arguments, for predation by killer whales to have been an important factor in the declines of one or more of the three populations of pinnipeds and the sea otter population in the BSAI region over the last 30 years, we hypothesize that the declines in pinniped populations in the BSAI can best be understood by invoking a multiple factor hypothesis that includes both bottom–up forcing (as indicated by evidence of nutritional stress in the western Steller sea lion population) and top–down forcing (e.g., predation by killer whales, mortality incidental to commercial fishing, directed harvests). Our second hypothesis is a modification of the top–down forcing mechanism (i.e., killer whale predation on one or more of the pinniped populations and the sea otter population is mediated via the recovery of the eastern North Pacific population of the gray whale). We remain skeptical about the proposed link between commercial whaling on fin and sperm whales, which ended in the mid-1960s, and the observed decline of populations of northern fur seal, harbor seal, and Steller sea lion some 15 years later.  相似文献

Conclusions L. King (GSC II-10) renews the inspiring discussion initiated by Drake et al. (1959) which compares modern passive margins with ancient geosynclines. The comparison still remains very attractive despite the fact that classical geosynclinal nomenclature appears to become more and more untenable in the light of geophysical and subsurface mapping of presently preserved basins. This ought to present a challenge to students of ancient folded belts!If the comparison is valid, most ancient geosynclines should reveal a drifting and rifting phase of formation, as indeed has been shown by recent studies of Alpine geologists. The shelf margins of supposed miogeosynclines should be characterized by slope unconformities, growth faulting and conceivably by diapiric structures. A comparison of various types of unconformities and hiatuses seen on passive margins with those seen in reconstructed fold belt sequences could be most intriguing. Obviously modern oceanographic results combined with the results of offshore exploration demand that textbooks concerned with stratigraphic principles have to be rewritten.Maybe the oceanographers should search for explanations of the shelf margin anomalies by looking into ancient folded belts. For instance, what would the magnetic anomalies look like which are generated by the Proterozoic sills of the Purcell in the southern Canadian Cordillera if modeled on an adequate reconstruction? Little, if any, work has been done to compare and contrast the western Canadian Cordilleran geosyncline with the Atlantic shelf.Members of the same Canadian Survey and Canadian academic institutions work on both ancient and modern geosynclines. The time appears to be ripe to intensify the dialogue between continentologists and oceanographers.Returning to the two books here reviewed, we should congratulate our Canadian colleagues for a job well done, speedily published and with very substantial documentation. Obviously many problems remain, some of which were suggested, and we trust that they will pursue these and other problems with due diligence, vigor and joy.  相似文献

Sub-Arctic marine ecosystems are some of the most productive ecosystems in the world's oceans. The capacity of herbivorous zooplankton, such as Calanus, to biosynthesize and store large amounts of lipids during the short and intense spring bloom is a fundamental adaptation which facilitates the large production in these ecosystems. These energy-rich lipids are rapidly transferred through the food chain to Arctic seals. The fatty acids and stable isotopes from harp seal (Phoca groenlandica) and hooded seal (Cystophora cristata) off East Greenland as well as their potential prey, were analysed. The results were used to describe the lipid dynamics and energy transfer in parts of the East Greenland ecosystem. Even if the two seal species showed considerable overlap in diet and occurred at relatively similar trophic levels, the fatty acid profiles indicated that the bases of the food chains of harp and hooded seals were different. The fatty acids of harp seals originate from diatom-based food chain, whereas the fatty acids of hooded seals originate from dinoflagellate and the prymnesiophyte Phaeocystis pouchetii-based food chain. Stable isotope analyses showed that both species are true carnivores on the top of their food chains, with hooded seal being slightly higher on the food chain than harp seal.  相似文献

The cod stocks in the Baltic Sea are important not only for fisheries but for the entire ecosystem utilized by numerous stakeholders around the coast. All such activities have economic values. In this note the economics of the Swedish Baltic Sea cod fishery is estimated in relation to the sector's interaction with other users of the Baltic Sea ecosystem. The results show a negative resource rent for the fishery, € −5 million without public expenses (subsidies and administrative costs), and € −13 million including public expenses. The interactions between the fisheries and tourism, seal population, carbon dioxide emissions, recreational fishing, and discards are discussed, and when monetary estimates are available these are related to the estimated resource rent.  相似文献

There are two types of interactions between seals and commercial fisheries in South Africa: biological (potential competition for shared resources between the two "predators") and operational (conflicts during fishing operations). Using data for the 1980s, a comparison is made of relative consumption by different predators in South African waters. Seals and fisheries are not the major consumers in the system, but they do take comparable amounts. This has resulted in calls for a reduction in the seal population, but to date, no studies have shown that reducing seal predation of commercial species will make more fish available for the fisheries. Most fisheries are subject to some form of operational interaction with seals. These interactions include consumption of catches (operational consumption), disturbance of fishing operations (operational disturbance) and damage to fishing gear (operational gear damage); they vary in degree of severity, both seasonally and regionally. Estimates of the consumption by seals from fishing operations in South Africa show it to be a minimal percentage of fishery catches and a small proportion of the total predation by seals. Preliminary calculations of overall economic losses resulting from seal interference show this to be small in comparison with the wholesale value of the catches. Seals die as a result of fishing operations, and estimates of the potential mortality through entanglement, drowning and deliberate killing indicate this mortality to be of a magnitude that should be monitored.  相似文献

Under what conditions can an aboriginal fishing community keep a commercial fishery closed because of persistent low stock abundance when the federal government insists on opening it to commercial fishing? This paper explores a decades long effort by the Haida Nation to protect local herring stocks on Haida Gwaii through a precautionary approach to commercial fishing, recently resulting in a Federal Court-granted injunction that prevented the Canadian Minister of Fisheries and Oceans from opening a commercial herring fishery on Haida Gwaii in 2015. The successful effort by the Haida Nation to protect herring stocks ultimately required a combination of strategies involving confrontation, negotiation and litigation that occurred across two management scales (local and coast-wide) and two levels of dispute resolution. Strategies were successful as a result of four key factors: (a) ongoing conservation concerns about probable harm to herring populations, (b) the existence of aboriginal rights that raises standards for federal government consultation and accommodation, (c) an existing negotiated co-management agreement between the Haida and Canada about the area where most herring stocks are located, and (d) strategic interactions among local and coast-wide forums where herring closures were debated.  相似文献

Reduced sea ice has made the Arctic Ocean more accessible for vessel traffic. In turn, the heightened interest to better understand rapidly changing sea ice dynamics, ecosystems, and related ocean processes in the Arctic Ocean has led to closer interactions with and the need to avoid potential conflicts between scientific researchers and Indigenous coastal communities. In particular, researchers need to minimize spatial and temporal overlap of science activities with subsistence hunts as the Arctic is essential to Indigenous communities for their food security and cultural heritage. In this regard, a Community and Environmental Compliance Standard Operating Procedure (CECSOP) was recently developed for the R/V Sikuliaq, which is owned by the National Science Foundation and operated by the University of Alaska Fairbanks College of Fisheries and Ocean Sciences and is part of the University-National Oceanographic Laboratory System. The CECSOP was developed with input and guidance from Alaska Indigenous community groups, state and federal agencies, and sea-going scientists. Here the document's basic principles and procedures are described, as well as its utility in helping guide constructive discussions and interactions between scientific users of R/V Sikuliaq and subsistence hunting communities when research and subsistence hunt activities have spatial and temporal overlap. The CECSOP is a “living” document and subject to future modifications and improvements. It may serve as a model for other scientific, commercial and industrial vessel operators to ensure best practices between subsistence hunting communities and vessel operators in the Arctic.  相似文献

The range of the Cape fur seal Arctocephalus pusillus pusillus population largely coincides with the region of the cold, nutrient-rich Benguela Current Large Marine Ecosystem (BCLME) adjoining the west coast of South Africa, Namibia and Angola. Range-wide scientific monitoring of the seal population was initiated in the 1970s to inform on population management questions related to commercial seal harvesting and seal–fishery interactions. Since the 1970s, seal-related management goals have changed, especially in South Africa where seal harvesting ceased in 1990 and government has conformed to scientific advice against the culling of seals for the intended benefit of fisheries. However, renewed impetus has been provided to seal research and monitoring through the expansion of the ‘ecosystem-based management’ concept in the region, as well as improved international cooperation in the management of marine resources. Together with wide-scale ecosystem changes in the marine environment, and forecast effects of global climate changes, this has justified the continuation and improvement of range-wide scientific monitoring of Cape fur seals. We prioritised seal monitoring based on cost, effort, and relevance to monitoring objectives that have been identified for the region, with consideration given to the conservation status of top predators, interspecific and predator-fishery interactions and the potential use of Cape fur seals as indicators of ecosystem health. An integrated approach incorporating a suite of life-history attributes of seals is recommended, useful monitoring tools are discussed and the need for coordinated monitoring effort and standardisation of sampling techniques is emphasised.  相似文献
