Community-based coastal resource management (CBCRM) is a major conservation and fisheries management strategy in the tropics. In this study, the performance of 16 CBCRM programs in the Philippines was assessed using a meta-analysis of eight indicators that represented the perceptions of local resource users. Overall, the CBCRM programs in the Philippines were perceived to have a significant positive impact. However, the performance of each of the indicators was mixed. Although the CBCRM programs were perceived to be effective in empowering the local fishing communities, their perceived impact on improving the state of the local fisheries resources remained limited. This highlights the importance of incorporating ecological and socio-economic considerations in setting fisheries management regimes. 相似文献

Social-ecological complexity challenges conservation-oriented interventions even in settings with a small number of actors and conflicts involved. This article examines the development and trajectory of King and Snow Crab fisheries in the Cape Horn Biosphere Reserve (BR), the highly remote but globally connected Southern tip of the Americas. The feasibility of the Chilean legal instrument of Marine Management Areas (MMA) is assessed as a tool for mitigating impacts of overfishing in the area. Examining the local fishers’ perspectives in complement to a context analysis we find that external management models such as the MMA are not suited to make Cape Horn fisheries sustainable. Instead, efforts should be dedicated to a continuous process of stakeholder collaboration for developing site-specific management concepts and structures. These should be embedded in the larger BR initiative. Considering the area's particular conditions, several recommendations for such a process are formulated. 相似文献

Safety at sea is a serious issue for the commercial fishing industry; it ranks highly in all assessments of occupational dangers including risk-taking, injuries, and fatalities. This paper examines the impact of fisheries management on safety at sea and the use of fishermen's input in the safety regulatory and management process. Using case study techniques of analysis, 22 boatowners, captains and crew all with a minimum of 10 years experience in the commercial fishing industry and from a common New England port (New Bedford) are interviewed. Findings strongly suggest that regulations that have been primarily designed to reduce pressure on fish stocks may also result in increased pressure on fishermen and decreased safety at sea. Attitudes about the role of the New England Fisheries Management Council and improvements to the safety regulatory and management process particularly with regard to the increased participation by fishermen are also examined. 相似文献

Using the Celtic Sea and the North Sea as case studies, the fleet-based approach is shown to be the pathway to implement an effective ecosystem approach to fisheries management (EAFM) in European seas. First, a diagnostic on the health of each ecosystem is proposed based on the reconstruction of long time-series of catch, the analysis of mean indicators or stocks trajectories derived from ICES stock assessment results, and the analysis of ecosystem indicators. Then, a fleet-based synthesis is presented using indicators of both the ecological impact and the economic performances of the major fleets operating within each ecosystem. In particular, assessment diagrams show whether each fleet segment, on average, sustainably exploits the stocks. Although results are preliminary due to the poor quality of available data, the analysis shows that simple indicators can be estimated and clearly highlight contrasts between fleet segments. Such an approach contributes to the evolution from a stock-based to a fleet-based management, which reflects the ecological, economical and social pillars of the sustainable development of fisheries. 相似文献

Flying fish play a vital role in maintaining the balance of marine ecosystems. In Taiwan, flying fish resources are mainly utilized in three ways. The Tao aboriginal people regard them as an important, and spiritual, source of food and utilize the resource sparingly and cautiously. Conversely, in northern Taiwan, fisheries harvest flying fish roe, which may in the future lead to ecosystem damage. Thirdly, large quantities are caught for promoting seafood to tourists at various events. The latter two utilizations may cause overfishing and scarcity.In 2007, the Taiwanese government began to adjust fisheries management policies for monitoring the utilization of flying fish resources. The current policies protect aboriginal marine culture and employ ‘total allowable catch’ (TAC) as a transitional mechanism in flying fish caviar harvesting. In the future, the government should employ collaborative measures at a regional level, including quota allocation based on scientific evidence, in order to maintain ecosystem balance and ensure the sustainability of fish resources. Activities to promote seafood, and the catching of adult fish on a large scale, must be stringently managed according to the amount of resources available. Finally, the most appropriate and least risky approach, is to designate flying fish spawning grounds as marine protected areas. 相似文献

To understand small-scale fisheries in Mexico, the spatial and temporal distribution of the landed catch of several species was analyzed, including abalone, clams, snails, octopus, squids, lobsters, shrimps, blue crabs, sharks, rays and finfish along the 349 km of the Gulf of Ulloa coast. Data reported by fishers from 1998 to 2009 on catch volume and value per group of species and per fishing locality, together with the number of landing events, were used to define fishing zones and the relative importance of each fishery. Finfish turned out the primary fishery in the region, but the other fisheries showed relevant spatial changes that should be considered when establishing management goals and fishing regulations according to resource availability, fleet efficiency, processing capacity, commercialization of fishing products and profit distribution. 相似文献

Managing small-scale fisheries in a developing country like the Philippines is very challenging because of high pressures from expanding fishing population, poverty and lack of alternative options. Thus, resource-focused fisheries management initiatives such as marine protected area (MPA) establishment will likely result in further marginalization of the poor fishers which could pose more serious problems in coastal communities. In this study, the status of small-scale fisheries in 44 coastal towns in the Philippines was assessed using FISHDA (Fishing Industries' Support in Handling Decisions Application), a simple decision support tool which requires minimal or easily-generated data. Results showed that 68% (30 out of 44) of the studied towns have unsustainable fisheries unless 58% of their fishing grounds are protected from all fishing activities. Alternatively, 53% of the active fishers in towns with unsustainable fisheries must totally stop fishing to avert fishery collapse. Alarming as it may sound, this is still an underestimate as catches incurred by the highly efficient and destructive illegal fishing activities such as blast, poison and large-scale fishing, which are reported to be still rampant in many coastal areas in the Philippines, were not accounted for in this study. This study demonstrated that MPAs alone may not be enough to avert fishery collapse even if MPA size is increased from the current 3% to 15% of the municipal waters, i.e. up to 15 km from the shore, as required by the Philippine law. Resilience defines the ability of a system to retain control of function and structure despite changing conditions. In human-natural systems this is related to the capabilities of social institutions. This paper presents insights into institutional and ethical dimensions of resilience, focusing on case studies in the Pacific Northwest that involve cooperative management of Pacific salmon by tribal, state and federal governments. Several characteristics enhance resilience, including institutional nesting and linkages, responsiveness, flexibility, adaptive capacity, opportunities for cross-cutting cleavages, collaborative problem definition, routinization of conflict, knowledge generation, dissemination and feedback loops, and ethical underpinnings that enlarge the boundaries of community. 相似文献

In the past decade, the European Commission has developed the Marine Strategy Directive and the Maritime Policy. Both policies aim at governing the marine environment; yet the two policies have a differing signature in policy formulation and implementation. From a fisher's perspective these policies present a change in institutional setting; major policy measures no longer descend from the EU Common Fisheries Policy alone, but increasingly are derived from general environmental policy developments. One of the reasons for the failure of some Marine Protected Areas (MPAs) is the lack of respect for their boundaries and regulations, which intensifies the need to assess the attitudes of stakeholders affected by MPAs. To this end, it is necessary to know the perception and behavior of resource users in these areas in relation to the management process. This study addressed the perception of different groups of fishermen in three MPAs that allow sustainable use of resources on the Brazilian northeastern coast. The perception analysis was based on four aspects: biodiversity conservation, flexibility and adaptability of fishermen, participation in management and opinions about the MPA. The interviewed fishermen (n=100) were classified into natives or immigrants,≥than 40 years old or <40, predominant use of selective or nonselective fishing gear and part or full time fishermen. The results showed that younger fishermen and the ones who use selective fishing gear presented a more conservation prone perception; nonselective fishermen and part-time fishermen were more flexible and adaptable to changes; and younger fishermen tended to agree more with the establishment of the MPAs. Taking these differences in perceptions among fishermen into account could serve as a basis for improvements in the management and conservation of fishing resources, besides helping predict possible future behavior due to changes in management policies. 相似文献

This paper examines why market and government institutions failed to prevent over fishing in the Southern Gulf snow crab fishery, whereas non-market institutions succeeded. A general conclusion is that the institutional environment in which economic behaviour must be coordinated for successful fisheries management is complex. More specifically, collective action dilemmas arise from the interdependency of human and fish species interactions. However, successful institutions are capable of resolving these dilemmas when they achieve credible commitment. Coordination mechanisms such as co-management contracts, horizontal patterns of communication and win–win negotiations all contribute to building an institutional arrangement in which participants are motivated to comply with conservation objectives. 相似文献

The main objectives of fisheries management are generally similar throughout the world. These are often stated in policy documents such as the Common Fisheries Policy and the Magnuson–Stevens Fishery Conservation and Management Act. However, at the local level often the key objectives of management are more detailed, characterised by both the overriding management structure and the status and type of fishery concerned. In this paper, we consider case study fisheries from the UK, France, Spain and Denmark to compare some of the various types of fisheries and fisheries management systems that exist in the European Union. Marine fisheries in Costa Rica have become characterized by overexploitation, ineffective centralized management and increased conflict among fishing sectors. Despite high economic and socio-cultural importance of small-scale fisheries, no formal mechanisms existed until recently to facilitate the participation of fishers in management. Marine Areas for Responsible Fishing (Áreas Marinas para la Pesca Responsable, AMPR) were legally recognized in 2009 as a co-management approach, enabling the designation of spatial management areas to be implemented collaboratively by artisanal fishers and government agencies. In this paper, we examine property and access relations shaping this emerging participatory management model using case studies primarily from the Gulf of Nicoya region. The policy demonstrably improves upon some aspects of management, for instance, by allowing artisanal fishers to determine gear restrictions within designated areas. However, the model lacks other attributes of more successful co-management scenarios, particularly exclusive access. The fugitive nature of resources further complicates property relations over these fisheries. The cases explored also illustrate broader institutional and systemic issues that preclude effective participatory management. Lessons from the region are used to propose significant shifts to the management of small-scale fisheries in Costa Rica. 相似文献

No-take marine protected areas (MPAs), where all fishing is prohibited, have been shown to provide benefits that include greater productivity of fish stocks due to increased densities, average sizes, and reproductive output. A critical component of this success is the effective management of MPAs to ensure that only those activities deemed permissible, are allowed to occur. As of 2008, 161 MPAs had been designated on the Pacific coast of Canada by federal, provincial or municipal authorities. The objective of this study was to discover how many of these MPAs are intended to provide full protection to habitats and species from commercial fishing and whether management measures were put in place to actualize this conservation intent. The comprehensive spatial dataset was built illustrating commercial fisheries closures and this was overlaid with MPA locations in a GIS. The majority of MPAs were designated as IUCN Strict Nature Reserve (Type Ia), Wilderness Area (Type Ib), and National Park (Type II) marine reserves, which are intended to be free from exploitation. It was found that 160 of the 161 MPAs are open to some commercial harvesting within their bounds. One small municipal MPA and portions of three other MPAs are not open to commercial harvesting. The incongruence between management intent and fisheries permitted suggests a management failure between designation of MPAs and implementation of fisheries management regulations. 相似文献

The Continuous Plankton Recorder (CPR) survey was conceived from the outset as a programme of applied research designed to assist the fishing industry. Its survival and continuing vigour after 70 years is a testament to its utility, which has been achieved in spite of great changes in our understanding of the marine environment and in our concerns over how to manage it. The CPR has been superseded in several respects by other technologies, such as acoustics and remote sensing, but it continues to provide unrivalled seasonal and geographic information about a wide range of zooplankton and phytoplankton taxa. The value of this coverage increases with time and provides the basis for placing recent observations into the context of long-term, large-scale variability and thus suggesting what the causes are likely to be. Information from the CPR is used extensively in judging environmental impacts and producing quality status reports (QSR); it has shown the distributions of fish stocks, which had not previously been exploited; it has pointed to the extent of ungrazed phytoplankton production in the North Atlantic, which was a vital element in establishing the importance of carbon sequestration by phytoplankton.The CPR continues to be the principal source of large-scale, long-term information about the plankton ecosystem of the North Atlantic. It has recently provided extensive information about the biodiversity of the plankton and about the distribution of introduced species. It serves as a valuable example for the design of future monitoring of the marine environment and it has been essential to the design and implementation of most North Atlantic plankton research. 相似文献

New Zealand fisheries legislation provides commercial fishing rights to holders of individual transferable quota (ITQ). The settlement of fisheries claims against the Crown by Mäori, New Zealand's indigenous people, brought about the transfer of ITQ holdings to Mäori, and an obligation on the Crown to recognise and provide for indigenous (customary) fishing rights over fishing grounds and other areas that have been of special significance to Mäori. Some types of customary fishing areas exclude commercial fishing and could affect recreational fishing. Fisheries legislation requires that regulatory measures be put in place to avoid, remedy or mitigate the adverse effects of fishing. The Government also aims to protect marine biodiversity by having 10% of New Zealand waters in some form of protection by 2010. The legislative processes for protecting the marine environment and establishing customary fishing areas include assessment of effects on fishing rights. This paper explores the conflicts that arise from legislative obligations to uphold the rights of fishers, to sustain fishstocks and to protect the marine environment. The paper concludes that inconsistent legislative obligations and their disparate processes have led to spatial conflicts and a race for the allocation of space. Legislative obligations need to be integrated to maintain a balance between use of fisheries resources and protection of the marine environment. 相似文献

This study investigated the interpretation and level of support of government regulations in Bahía de Kino, Sonora, one of the most important fishing communities in terms of diving extraction of benthic resources in the Northern Gulf of California. Research was conducted from April to August 2007, focusing on the small-scale fisheries sector of commercial divers. Information on fishers’ awareness of current policies, fishers’ attitudes concerning different aspects of fisheries regulation, and fishers' suggestions on how their fisheries should be managed, was gathered through structured interviews (including open and closed-ended questions), informal talks and participant observation. Results provide further evidence supporting the need for formally recognizing the fishers as key stakeholders in local fisheries, and for working cooperatively towards the design of management strategies and regulations that provide better stimulus for resource stewardship and discourage overfishing. Very importantly, this study suggests that there is strong support from resource users for implementing regulatory measures for local fisheries. Results could be used as a preliminary baseline to initiate the discussion among fishery stakeholders towards the development of species-specific management plans for the area, as required by the recently enacted fisheries act in Mexico, the “Ley General de Pesca y Acuacultura Sustentables”. 相似文献

International conservation efforts and cooperation are increasingly necessary, particularly at an ecoregion level, for the achievement of international targets for protecting biodiversity and degradation of ecosystems. Whereas more than 11 percent of land is protected, less than 1 percent of marine space is similarly protected. Transboundary networks of marine protected areas and transboundary marine protected areas (TBMPAs) are an essential form of cooperation for meeting these international targets. This paper explores the diplomatic and political options for regional and sub-regional cooperation between Tanzania, Mozambique, and South Africa, for the establishment of transboundary conservation mechanisms in the Eastern African Marine Ecoregion (EAME). Five options for the establishment and management of these mechanisms are presented, together with actions to be taken to facilitate cooperation. The paper deal with a proposed strategy for the implementation of transboundary conservation mechanisms, focusing on TBMPAs, between the three countries at a biogeographical/sub-regional level, supported by lessons learnt in other transboundary marine conservation experiences. The paper concludes that although political will may exist among States sharing borders to establish TBMPAs, the complexity of dealing with sub-regional realities is a difficult obstacle to overcome in a single step. The situation at each border must be taken into account in order that different multi-scale and multivariate solutions, supported by a common baseline will ultimately converge in a common trilateral framework. Finally, a two-step approach seems to be in course with the declaration (October 2009) of a TBMPA linking Ponta do Ouro in Mozambique to iSimangaliso Wetland Park in South Africa, following one of the options formerly presented. 相似文献

Commercial fisheries are heavily dependent upon the combustion of fossil fuels and as such contribute to increased atmospheric concentrations of greenhouse gases and the concomitant impact on the world's climate. The fuel use and greenhouse gas intensity of a fishery is a function of several variables. One that has not been previously investigated is the role of fisheries management. Using historical gear-specific fuel use and landings data, we employ scenarios to examine the potential impact that recent changes in the management of the New England fishery for Atlantic herring (Clupea harengus) may have on fishery-related fuel use and greenhouse gas emissions. Specifically, we consider the direct effect of the seasonal ban of midwater trawling in favor of purse seine and fixed gears within Atlantic herring fishing Area 1A. We also evaluate the indirect effect of reductions to the Area 1A total allowable catch of Atlantic herring on the regional supply of bait and the resulting potential need to import bait herring from Canada. Our results indicate that because of the five-fold lower fuel intensity of purse seining, relative to midwater trawling (21 L/ton versus 108-118 L/ton), the seasonal ban on midwater trawling has the potential to markedly reduce overall fuel use and greenhouse gas emissions associated with the herring fishery. These results indicate that management decisions can strongly influence energy demands and resulting greenhouse gas emissions of fisheries. We urge those involved with fisheries management to take this into account when developing policy and management measures. 相似文献
