The Holocene coastal plain of French Guiana is an open chenier plain. The shoreline is characterized by vast migrating shoreface-attached mudbanks. Cheniers develop within the interbank zone. These sandbodies, which rest on the Demerara marine clays, have also been observed in the inner parts of the coastal plain.

This paper deals with the coastal area between Mahuri and the Maroni Rivers in French Guiana. An overview of the present state of knowledge regarding the coastal research in this area is given, and based on new evidence the problem of the provenance of the sandy accumulations will be discussed and further defined.  相似文献

The article describes an on-going struggle between local planning authorities, regional fishery authorities and environmental authorities over the management of the Norwegian coastal zone. Particular reference is made to a recent planning project in Nordland County where 18 peripheral communes with weak planning traditions joined forces to produce structure plans for their coastal areas. Concepts of rationality and power are used as points of departure for an interpretation of the actions of the parties involved. The discursively rational nature of the planning project, embodying principles of consensus building, social integration and personal growth, is contrasted to the strictly instrumental behaviour of regional fishery and environmental authorities. The article also relates conflicts between communes and regional sector authorities to the power structure of the field of coastal management and the habitus of the different institutional actors. The actions of the fishery authorities are seen as a defence of their monopoly of the production of ideology in marine management, while the actions of the communes are interpreted as a bid by the periphery for greater control over local resources.  相似文献

The present study analysed the major features of two important acts and an ordinance in Bangladesh that govern coastal and marine fishery exploitation and conservation. The problems with the implementation of these regulations were identified, and the level of compliance among fishers and reasons for their noncompliance were assessed. Based on two case studies on coastal and marine ecosystems, the findings revealed that the level of noncompliance is highly prevalent, particularly in hilsa sanctuaries in the Meghna River estuary. The study identified coastal poverty, the inadequate and improper distribution of incentives, insufficient logistic support, limited alternative occupations, political interference and a lack of awareness regarding fishery regulations as the major limitations in the implementation. The drawbacks of proper implementation and the noncompliance of fishery regulations lead to fishery degradation, directly affect the sustainability of the coastal and marine ecosystem of Bangladesh and may be barriers to achieving Goal 14 of the Sustainable Development Goals (SDGs). Establishing a co-management mechanism for sanctuary management, creating economic opportunities outside of fishery sectors, declaring more protected areas in the coastal and marine ecosystem, enhancing logistic support to the enforcing agencies and building awareness are critical to improving the compliance level among fishers. Finally, the study submits that understanding the fishers’ reasons for compliance and noncompliance of the regulations is important for devising fishery policies through the consultation and engagement of stakeholders at all levels.  相似文献

ITQs have not yet been introduced by the Government of Japan. In coastal areas, fishery cooperative associations have traditionally played an important role in managing fisheries through self-imposed rules and peer-monitoring systems. Recently, however, the economic competitiveness of Japanese fisheries in the international market is being questioned. In this paper, a detailed examination of the pros and cons of the current system in Japan is compared to the current fishery management measures of Iceland and the United States, where attaining economically or biologically efficient outcomes may be prioritized in making fisheries management decisions. For many coastal fisheries in Japan, maintaining a management scheme in which stakeholders play an active role in determining fisheries measures seems more relevant if their priority is to maintain the stability of coastal communities and equity of stakeholders. Intensive dialog among stakeholders would be necessary to identify shared objectives of their fishery operations and to make decisions to establish specific steps toward the goal of increasing economic efficiency, environmental sustainability, or stability of communities and equity of stakeholders.  相似文献

Fishery in Ca Mau, Viet Nam’s most southern province in the Mekong Delta, plays locally an important role for human nutrition and has great potentials for export earnings. The overexploitation of inshore fishing resources is a major problem in Viet Nam’s coastal areas along the Mekong Delta. As a result, the Catch per Unit of Effort of small-scale fishing enterprises has decreased, undermining the sustainability of livelihoods of fishing families. The paper focuses on livelihoods’ strategies and diversification in the context of overexploitation and exhaustion of near-shore resources in relation to fishery policies. The results show that overexploitation is unavoidable in near-shore waters because of the lack of enforcement of fishery regulations for offshore vessels and the limitation of alternative sources of income and opportunities for livelihood diversification for small-scale fishers. The present policies to prevent overexploitation need to be reconciled with livelihood sustainability and fishery management, resource conservation and socio-economic goals  相似文献

The paper presents the results of evaluation of compliance of the bag net fishery of Maharashtra coast, India with the relevant clauses of Article 7 (Fisheries management) of the Code of Conduct for Responsible Fisheries (CCRF). Questionnaire-based approach that covered ten categories of stakeholders responsible wholly or partially for the management of the bag net fishery was used in the present study. Evaluation of the Code revealed an overall compliance level of 67.52%. The study identified the critical areas of low compliance levels that require immediate attention. Though the bag net fishery is the most common and traditional fishery of Maharashtra that supports livelihood of several fishers, there is no specific policy to regulate, develop and ensure sustainability of the bag net fish resources. Therefore the Code could be taken as a reference document to facilitate responsible management of the bag net fishery taking the local conditions into account. The findings of the present study could be used as a diagnostic tool to help in suggesting measures to ensure sustainability of the bag net fishery resources achievable by making amendments to the fisheries policies of the State.  相似文献

In determining the importance of fisheries sustainability indicators, stakeholders’ interest plays a defining role in the fisheries management practices. The indicator based tools such as RAPFISH have been available for sustainability assessment of fishery resources. In the present study, procedures to validate the pre-selected RAPFISH, which is a multidisciplinary indicator based evaluation tool for measuring the sustainability of fishery resources, are applied. The sustainability indicators were subjected to validation process based on feedback from resource owners, users and experts, using Multi-Criteria Analyses such as Weighted Sum Model and Analytic Hierarchy Process. Based on the validation results, suggestions have been made to improve methodology and its effective application in practice. This paper demonstrates RAPFISH as a potentially effective multidisciplinary tool for evaluation of sustainability of fishery resources.  相似文献

As a result of declining and overfished small-scale nearshore fisheries in Southeast Asia, there are increasing conflicts and social tensions between and among different user groups, leading to coastal “fish wars”. A challenge facing fishers, resource managers and national decision makers in the region is to identify more appropriate governance and public policy mechanisms to manage conflicts over fishery resources and to resolve them productively in the interests of both long-term sustainability and short-term economic feasibility. A quantitative analysis undertaken in selected coastal communities in Indonesia, the Philippines, Thailand and Vietnam with and without co-management indicate that co-management does lead to reduced resource conflict levels. The analysis has also shown that when resource conflicts are reduced, food security improves.  相似文献

A coupled population dynamics and economic model is applied to the purse seine anchovy-fishery in the Gulf of Cádiz. The model simulates the population dynamics, landings and profits on a probabilistic frame. These simulations are used to assess the biological and economic consequences of an individual quota management framework enveloped by a fixed Total Allowable Catch (TAC), the present strategy used to manage this stock in the Spanish fishery. Our results accurately indicate that this strategy magnifies the biological and economic vulnerabilities associated with the exploitation of the stock, thus jeopardizing the sustainability of this fishery. Alternative strategies, such as an adaptive TAC, are explored. The results indicate that even a basic implementation of an adaptive TAC seems more favorable than the present strategy in the necessary equilibrium between profits and sustainability. This paper provides tools and an assessment that may also be useful for other small pelagic fisheries.  相似文献

Overcapacity in the fishing fleets is considered as the most serious threat to sustainable fisheries. More effective fishing vessels and catching gear contribute to increased catch capacity. Increased catch capacity causes environmental problems such as overexploitation and calls for larger quotas. The problem of overcapacity indicates the need for a stronger integration of technological aspects into fisheries management. This article assesses the differences in sustainability between the Norwegian ocean and coastal fishing fleets in the cod fisheries, by using systems engineering methods. Attributes of sustainability in the Norwegian cod fishing fleets are investigated, as well as acceptance criteria and performance indicators. The results show that there are huge differences in the performance between the vessel groups, and that the results of an evaluation of sustainability in the fishing fleets are dependent on which attributes are explored. Thus, the discussion may contribute to a better decision basis and improved sustainability in fisheries management.  相似文献

A complex controversy emerged when the grey seal population in the Baltic Sea recovered after decades of stagnation. The seals now cause substantial economic losses to coastal fisheries. The paper analyses the attempts taken in Finland to mitigate the problems of fishermen. The mitigation attempts include the hunting of seals, fishing technology development, economic compensations and more comprehensive management approaches. These measures are discussed in light of the long-term sustainability and adaptability of a coastal fishery. This question is important with respect to further discussions on the possibility of the coastal fishery’s co-existence with seals and sheds light on more general goals for the adaptability in the management of social–ecological systems. The paper concludes that the more comprehensive measures taken have acknowledged the need to enhance the fishery’s adaptability, but the managerial approach they represent falls short of the requirements for successful adaptive management, especially in terms of embedding the management into specific coastal contexts.  相似文献

The coastal lands are very important boundaries in the natural system. But these areas are under pressure that has threatened their health by short-sighted planning policies. The management options have focused on economic production and human benefits rather than the natural systems that guaranty sustainability of them. Evaluation of sustainability in coastal lands needs some critical criteria and indicators. The purpose of this paper is to demonstrate an innovative reliable method for identification of the most important criteria and indicators using multi criteria techniques, especially the Analytic Network Process (ANP). Analytic Network Process as a new approach has potential to be applied into the field of coastal land use development. This is the first time ANP has been used for criteria selection to ensure sustainability in coastal land use planning. The integration of social, economic and environmental criteria within the planning framework in this paper has provided a holistic approach for integrated coastal land use development.  相似文献

The current study was carried out over a period of one year to characterise the coastal migrant fishery of Kenya. The study looked at gears and vessels used, and ownership, demographic factors including ages of the fishers and family sizes, migrant activity and resource conservation at two main fishing villages in Kenya; Vanga and Mayungu in the south and north coasts, straddling at 4.663°S and 39.215°E and 3.214°S and 40.135°E respectively. Further, the fishers were categorised with regard to fishing, gear and vessel operation and trade, and evolution upon entry into the fishery was also assessed in order to define fisher-stake in the fishery for resource management and conservation planning. Structured questionnaires were used to interview the fishers, and data and information recorded from 1018 fishers during the survey. Migrants accounted for over 63% of the fishers in the two study sites, with majority of the fishers lying in the 15–45 year age bracket. Dependence level averages at 4–6 person families per fisher. Entry to the fishery was mainly at seamen level, progressing to fishermen and finally to fish dealers (tajiris), with the latter holding >62% capital in the fishery. Resource management in the fishery was low and only 10% of the fishers were active participants in marine conservation and community beach management issues. Fisher migrations were mainly monsoon season-linked (>58%) although social factors such as family location determined to a great extent the expanse of the migrations. The revival of fisheries cooperatives and active participation in community resource management and conservation groups is envisaged as the key to the sustainability of both the marine resources and the economies associated with this high mobility, cross-border fishery.  相似文献

Good governance is paramount to the sustainability of fisheries, and inclusiveness of stakeholder groups has become the centerpiece in the ethos of managing small-scale fisheries. Understanding the effect of governance network structures on fishery sustainability can help guide governance to achieve desired outcomes. Data on resource users, fishing methods, governance networks and classifications of stock health were compiled for 17 sea cucumber fisheries in the Indian Ocean. The subjective influence of the actors and the complexity of governance networks on the health of wild stocks were analyzed. The fisheries differed widely in their resource users, fishing methods and governance networks. Little correspondence was found between the number of nodes in the governance networks and the health (exploitation status) of wild stocks. Government entities dominated the networks but neither their relative influence in the networks nor their proportionate contribution to the number of entities in the networks greatly affected stock health. These findings do not refute the benefits of inclusive governance, but rather suggest that multiple other factors (e.g. inadequate regulations, weak enforcement, high number of fishers) are also likely to play a role in influencing sea cucumber fishery sustainability. Stakeholders’ perceptions can influence the success of a fishery. It is important to take these perceptions into account when evaluating the development of a management system and its conservation policies. Structured questionnaires were used to determine fishers’ management and conservation perceptions of the Asturian gooseneck barnacle co-management system. Perceptions were analyzed for the entire fishery and for different socioeconomic factors, these were: location, age, years in the management system, way of access, alternative income sources and income. Fishers’ perceptions varied widely among socioeconomic factors. In fact, a trade-off between management and conservation perceptions was observed for the different categories within each socioeconomic factor, particularly for the years in the management system, location and income factors. Despite the heterogeneity in perceptions, the co-management system has successfully generated a strong conservation ethic in its resource users. Furthermore, as a group, gooseneck barnacle fishers hold positive perceptions on the performance of the management system. When generating management policies, fisheries’ managers must take the heterogeneity of resource users present in the fishery into account. The gooseneck barnacle co-management system demonstrates that even within the same fishery there can be multiple paths to sustainability.  相似文献

Fishers from several ethnic groups on islands in eastern Indonesia seasonally fish for sea cucumbers at Scott Reef in Australia's Exclusive Economic Zone in the Timor Sea. Despite evidence suggesting that sea cucumbers are severely over-exploited fishers continue to voyage to the reef. How the traditional fishery operates under this condition and more broadly what economic drivers cause fishers to make the long and arduous voyage is vital to understanding this small-scale fishery and developing appropriate strategies for management. This study is the first to investigate these dynamic livelihood aspects using semi-structured interviews and fishers’ voluntarily recorded data on their catches, costs of fishing and the sales of those catches and income received over a six year period. The study demonstrated that costs, borrowings, and revenues differed between crews, leading to widely varying profits. Nevertheless, every crew that recorded the sale of their catches made a profit. Rapidly appreciating prices for their sea cucumber harvest, predominantly comprising low value species, was critical to maintaining the fishery's profitability. The income earned by some crews and boat owners were far greater than those potentially available to them through other livelihood strategies such as agriculture, coastal fisheries or trade opportunities. This study also suggests the depletion of high value sea cucumber species is ongoing. This Indonesian sea cucumber fishery at Scott Reef illustrates the linkages between stock sustainability, fishers’ livelihood outcomes, and the burgeoning Asian demand for sea cucumbers and the findings can inform the current management discourse on this small-scale transboundary fishery.  相似文献

The improvement of fishing technology has been detrimental to the sustainability of fisheries, which is particularly clear for the bottom trawl fishery. Reducing its environmental impact is a key point for the development of a more sustainable fishery. The present work analyzed different possibilities to mitigate the impact of gears on the seabed and to increase the efficiency of the bottom trawl fishery of the Western Mediterranean. The analysis of three experiments showed that innovative technical and regulation measures can lead to benefits such as the reduction of fishing effort, the improvement of the cost-benefit relation and the reduction of the direct impact on the seabed and the indirect effect on the ecosystems through reduce discards and the emission of CO2 into the atmosphere. After years of studies focused on improving the sustainability of this fishery, it's about time to turn this improvement into reality.  相似文献

This article discusses application of systems engineering principles and trade-off analysis of sustainability in the fishing fleet. Sustainability in the fishing fleet may be characterized by seven attributes measured by performance indicators. Evaluations show that the energy consumption is higher for the Norwegian ocean going fleet than the coastal fleet, whereas the opposite is the case for the number of fatalities. An important part of the systems engineering process is analysis and optimization of system alternatives. Thus, the main objective of the article is to investigate ranking of the sustainability attributes, which implies use of multi-attribute decision-making methods. The analytic hierarchy process was used to interview stakeholders to the fishing fleet about their preferences. The article concludes that if “accident risk” is weighted as the most important attribute, the smallest fishing vessels are not as sustainable as often claimed.  相似文献

自1998年“捕捞降低海洋食物网”概念首次提出以来,渔获物平均营养级(Mean trophic level of fisheries landings,MTL)广泛用于评估捕捞活动对生态系统完整性的影响,并指导管理机构的政策制定。近年来研究表明,掌握MTL的潜在变化机制对于以MTL作为渔业可持续性指标至关重要。根据联合国粮农组织FAO提供的渔获统计数据,结合Fishbase提供的相关鱼种营养级,本文探讨了全球三大洋14个FAO渔区MTL的变化趋势,并进一步分析不同MTL变化趋势下高营养级鱼种和低营养级鱼种渔获量的变动情况。研究表明, MTL呈上升和回升状态均可能伴随着低营养级鱼种渔获量的下降。此外,通过观察营养级高于3.25鱼种的MTL以区分“捕捞降低海洋食物网”和“捕捞沿着海洋食物网”现象需考虑生态系统的群落结构和开发历程。利用渔获物平均营养级评价渔业可持续性必须综合考虑高营养级和低营养级鱼种,以及群落结构和开发历程的掩盖效应。  相似文献

Several research projects have studied Swedish coastal fishery to investigate the conflict between seals and fishery. In recent years, a strategy of participation by means of co-management has been unfolding. Realising that maintaining the coastal fishery requires societal support and knowledge integration, attempts have been made to introduce the principle of participatory management into the centralised Swedish fisheries management system. However, this co-management approach, presently implemented in six pilot projects, will take a long time to develop through a sustained process of experimentation and improvement.  相似文献
