The reform of the European Union’s Common Fisheries Policy (CFP) is focusing attention on EU distant water fishing activities, including the agreements signed with developing coastal states. Here, the EU’s fishing agreement with Madagascar, among the poorest countries to hold such an agreement, is examined. Incomes received by Madagascar since the first agreement with the EU in 1986 are documented, in both nominal and real terms, and discussed in the context of other conditions tied to the agreement, in particular support provided by the EU to improve Madagascar’s fisheries management capacity. Results indicate that since 1986, EU quotas increased by 30% while the fees paid by the EU decreased by 20%. Yet, Madagascar’s treasury income from these agreements decreased by 90%. This shows that the EU agreements with Madagascar are in direct contradiction to the goals set forth by the CFP, which states that benefits of agreements should be directed towards developing countries, and not towards private EU entities. This raises profound ethical questions that the CFP reform must address. A new framework is proposed, prioritizing fisheries sustainability and equitable benefit sharing, in which reasonable quotas are set, fees are indexed to the landed value of catches, and all costs of agreements are borne directly by the benefiting industries. EU development assistance should be decoupled from these agreements, and should focus on enhancing the host countries’ monitoring and enforcement capacities. This new framework would increase the benefits to Madagascar while reducing costs to EU taxpayers.  相似文献

The management of marine ecosystems requires adequate knowledge of both environmental and human dimensions, as well as their interrelationships. In this study, the aquaculture and fisheries activities are analyzed in one of most important fishing regions in Europe, Galicia (NW Spain). In particular, the intensity and characteristics of the fishing dependency are evaluated in terms of income and employment. Thus, nine marine economic activities for nine Maritime Zones have been defined, considering the social and economic relevance of the provided ecosystem services to these communities. This paper highlights the entire Galician coast as fishing-dependent, independently of the urbanization level. Furthermore, the contribution of different fishery segments to the income and employment of these coastal communities is reviewed, including fluctuations on whether the activity is small or large-scale. Finally, this study establishes a strong relationship among the marine activities, which generate most employment, and the regulatory framework of the Regional Government. Therefore, the conclusions are relevant to design and implement policies that affect Galicia׳s Region and all its related marine ecosystems.  相似文献

This paper provides a global analysis of recent trends in the EU fishing fleet. Analysis of the capital productivity, labour rates, and economic benefits of the fleet revealed that considerable replacement of fishermen by better technology and well-equipped vessels occurred between 1990 and 2006. The analysis confirms that the Common Fisheries Policy (CFP) has been ineffective in reducing fishing capacity. In addition, the changes in capacity that occurred in this time interval differed among the different sectors of the fleet. Some members of the high sea fishing fleet increased their capacity (range 11–57%), and the deep-sea sector, which has greater tonnage and fishing power, increased its fishing capacity by 34–44%. These results confirm the ineffectiveness of the CFP in reducing overcapacity and illustrate the continuing threat of overcapacity to the long-term sustainability of fishery resources.  相似文献

By comparing the real reductions in fishing capacity of the European Union (EU) and the effects of technological efficiency, this paper presents the first comprehensive analysis since the creation of the Common Fisheries Policy (CFP). Using a standard methodology and a conservative value of ±4.4% for annual technological progress, the results obtained for tonnage indicated that the EU-13 fleet's fishing capacity was reduced by >4% for only three years (1991, 2004, and 2006) in the 1987–2006 period.  相似文献

The southern Mexican states on the coast of the Gulf of Mexico produce approximately 85% of the total national oil production. The region has also attracted attention due its important economic influence in terms of fisheries, aquaculture and agriculture, and for its ecosystem diversity. The justification for more integrated approaches to aquaculture development is significant, as coastal aquaculture has brought economic and employment benefits to both national economies and coastal people. The aim of this study is the analysis of Mecoacan fishing communities’ perception on coastal resources management and to assess group awareness of the potential benefits and impacts of coastal aquaculture. Although aquaculture practices have been implemented as an alternative to fishing and to improve current levels of fisheries production, the results showed that conditions within Mecoacan fisheries have deteriorated significantly, as collective aggregation is not producing a positive outcome for the local communities. However, fishermen regarded the restructuring of fishing organisations as a means of integrating employment and income generation alternatives such as aquaculture practices. Therefore, a key to success will be to demonstrate the ability of good coastal management to promote capacity building within coastal communities in the context of a participatory intervention strategy through formal and informal organisations.  相似文献

The dismal record of fisheries management worldwide is often blamed on managers' and scientists' bigoted pursuit of the flawed Maximum Sustainable Yield (MSY) objective. This paper aims at clarifying that MSY has never been a key element in the EU Common Fisheries Policy (CFP), and has not been for several decades the basis of scientific advice provided in support of that policy. The recent emergence of MSY in debates about the CFP might be a rhetoric response to international pressure rather than a willing change in policy. The major danger of assigning the notorious failure of the CFP to a wrong culprit, MSY, is to distract research efforts away from investigating the real causes that likely lay in the institutional set-up. Many objections against the reference points associated with MSY, as targets or limits, are well-founded but controversies among experts, when left unbridled, just provide the opportune climate for politicians to delay actions in the direction of reduced fishing impacts on fish stocks and marine ecosystems.  相似文献

The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance of fishing activities for specific local communities emerges more clearly in respect of previous studies. The map of fisheries dependent coastal communities identifies in 2010, 388 communities, out of 1697, with dependency ratios above 1%. Around 54% of total fishery employment is estimated in these areas. In terms of policy support, identifying and mapping these local fishing coastal communities is of key importance considering the strong priority assigned by the new European Union's Common Fishery Policy to fishery management at the regional level.  相似文献

This paper uses an input–output model to quantify the socioeconomic impact of fishing and aquaculture on Galicia, one of Spain's most important maritime regions. Results indicate that the carryover effects of these production activities are important for Galicia's economy because they contribute not only to job creation but also to possibilities for obtaining income in other economic sectors. These sectors’ combined production in 2013 was almost a million euros, and that production was estimated to account for nearly 2% of the regional economy's value added and for more than 17,000 full-time jobs. Together these contributions amounted to some €1.7 billion in production and €975 million in value added to other Galician economic activities. At the same time, fishing and aquaculture were responsible for creating the equivalent of more than 14,000 full-time jobs in other economic activities.  相似文献

When the Regional Advisory Councils (RACs) were created during the last reform of the Common Fisheries Policy (CFP) in 2002, it was recognised that in addition to the five geographically orientated stakeholder lead advisory bodies, a separate RAC dedicated exclusively to pelagic fisheries was needed because of it being so distinctly different from other fisheries. Pelagic fishing is different mostly due to the fact that the targeted fish species behave in a unique manner by grouping in schools in mid-water unlike other commercially targeted fishes, which typically reside on or near the ocean floor. For this reason, as well as the fact that they are usually widely distributed, researching and managing this dynamic group of fishes across the borders of many countries requires a unique approach. Fortunately, despite these complexities, policy makers have succeeded to establish a reasonably well functioning management framework, which has lead to the situation that most pelagic fish stocks are harvested biologically sustainable. While a majority of Europe's fish stocks still need rebuilding, and the main aim accordingly is to reduce fishing mortality, the current focus for pelagic fish stocks is to improve the performance of already implemented Long Term Management plans in terms of their biological as well as social and economical objectives. This paper reflects upon experiences of the Pelagic Regional Advisory Council (PRAC) in its role as advisor to the EU institutions. Subsequently, in the context of ideas presented in the European Commission's Green paper, the authors discuss the future of the PRAC and conclude that its main development potential lies not with the current EU's CFP reform, but rather should be sought in a wider international context.  相似文献

A feasibility study was conducted on the impacts of the new Common Fisheries Policy (CFP) rules requiring catches in regulated fisheries to be landed and counted against quotas of each Member State - the landing obligation (LO), and that catch of species subject to the LO below a minimum conservation reference size (MCRS) be restricted to purposes other than direct human consumption. The aim was to estimate the level of discarded fish likely to be covered by the new rules, the impact of the rules on EU fisheries and the regulatory challenges and responses to them. Data from EU's Scientific, Technical and Economic Committee on Fisheries (STECF) database were analysed to estimate the volume of unwanted catches produced by EU fisheries. Views were sought from policy officials and fisheries scientists through a questionnaire on the implications of the LO and the control of fisheries across Member States, and the potential adjustments that might be needed. Findings show that 11% (44,000 t) of the total catches of EU countries from which data were available are of fish under MCRS. The species with the highest volume of undersized discards associated with the lowest quota, which would potentially restrict the fishing opportunities for other quota species (i.e. choke species), are plaice and haddock with 18,000 and 14,000 t of undersized fish respectively, followed by whiting and cod with 5000 and 6000 t of undersized fish respectively. Discards data shows that the Netherlands, United Kingdom, France and Belgium will be most affected by landings for non-human markets. Findings also show that existing infrastructure at landing ports in all Member States is limited because there are currently limited facilities in place to handle animal by-products produced by the catching sector. Policy officials maintained that while they could support the fishing industry through funding programmes, it is the responsibility of fishers to ensure they have the right infrastructure to handle unwanted catches. The expectation is that the LO combined with the restriction to non-human consumption purposes will encourage fishers to internalise the costs of catching unwanted fish and motivate them to avoid unwanted catch. This will be realised if sufficient flexibility is given to fishers to find their own solutions to reducing unwanted catches. It is concluded that gear technology measures exist to enable the regulated fisheries to increase gear selectivity.  相似文献

The European common fisheries policy (CFP) advocates measures to sustain small-scale fisheries; hence, in the European Commission's proposal for a reformed CFP, these are exempted from a mandatory system with tradable fishing concessions. This opens up for management actions designed for small-scale fisheries, but also implies new management issues. This article provides insights into the topic based on a Swedish small-scale herring fishery in the western Baltic Sea that was exempted from an ITQ-system. The fishery has been profitable since the system was introduced, and the increasing effort of both incumbent fishermen and new entrants implies a situation where fishermen compete for a limited quota. The migratory pattern of the herring implies high densities in the southern parts of the fishing areas during spring and in the northern parts during autumn. This forms the basis for two different fisheries in the area, as well as for the current management proposal to divide the quota into a spring and an autumn part. This and other management proposals are discussed in the paper. The main conclusion from the case study is that, when exempting a fishery from tradable fishing concessions, it is important to build other institutions dealing with the fundamental problem of access to the quota. Failure to do so might result in an over-capacity issue and threaten the long-run development of an otherwise successful small-scale fishery.  相似文献

This study presents the response of fisheries management to the extreme climatic events that affect marine capture fisheries and mariculture in Taiwan. Two regional approaches that can be applied universally to help capture fisheries and mariculture adapt to extreme weather events are also proposed. In the winter of 2008, an anomalously strong and continuous northeasterly wind caused by a La Niña event drove the cold China Coastal Current southward to penetrate the southern Taiwan Strait, and a portion of this current intruded eastward to the southern Penghu Archipelago. The cold current intrusion appreciably damaged marine aquaculture and the wild fish population, causing the death of more than 73 t of wild fish and 80% of cage aquaculture fish at the Penghu Islands. This extremely cold seawater event occurred between late January and the beginning of February 2008. To recover fishery resources around the waters of Penghu, fishery-related agencies adapted recovery measures over 3 years starting in April 2008 that included hatchery juvenile release, environmental monitoring, fishery subsidies, and ecological field investigations. This study suggests that responding to extreme climatic influences on fisheries and mariculture should include (1) establishing an early warning system by connecting fisheries agencies and marine research institutions to assist decision makers in performing time-adaptive measures, (2) temporarily suspending fishing activities after the occurrence of a natural disaster to help recover fishery resources and ecosystems, (3) altering the governance of farming fishing right so that fish farmers can temporarily transfer their aquaculture cages from high-risk areas to waters outside the influence of extreme weather events, and (4) continually filing surveys to understand the recovery status of marine ecosystems.  相似文献

Fishing limitations to protect fish stocks can develop to different types of property rights. A move towards full private rights is promoted by some authors. The article questions whether such a move is desirable and it also investigates whether private rights are indeed becoming more important in EU fisheries. A study on property rights in the Danish, Dutch and UK fishery (WP Davidse, ed., Property Rights in Fishing, LEI-DLO, The Hague, 1997, OV159) sector forms the background of this approach.Bromley’s definition of property rights (D W Bromley, Environment and Economy: Property Rights & Public Policy, Blackwell, Oxford, 1991), including ‘a right to a benefit stream’, has been used to identify rights in these three EU fishing sectors. These property rights regimes vary from a domination of state property, the Danish one, to a complete system of individual rights, the Dutch case. The UK position is between these extremes, showing characteristics of common property, apart from kinds of state- and individual property of fishing rights.The article ends with a consideration of the review of the Common Fisheries Policy (CFP) in 2002 from the viewpoint of property rights. Negotiations in the run up to 2002 will demonstrate conflicts between views on state property and on private property rights. This regards the tension between the principle of relative stability of quota allocations and the EU principle of free movement of capital, goods and services. Finally, two possibilities are suggested to combine both these principles.  相似文献

The herring stock in the Celtic Sea collapsed in 2004. The stock is managed under the European Union's (EU) Common Fisheries Policy (CFP), but with a large measure of local stakeholder involvement through the Pelagic Advisory Council and a local Irish stakeholder committee. An iterative process, initiated by the local committee culminated in a formal rebuilding plan, which ran until 2012, by which time, the stock had fully recovered. Subsequent analyses of stock development over this period suggest that the stock was already recovering by the time the final plan was implemented. Did the stock rebuild by good fortune or did the governance measures put in place achieve their aims? This question is answered by way of examination of stock trends over time, analyses of the main elements of the rebuilding measures, including a management strategy evaluation (MSE) along with analyses of the legal and institutional arrangements in Ireland and in the EU CFP, including the development of the Pelagic Advisory Council. Important innovations in the CFP are revealed as having been crucial for the rebuilding process.  相似文献

Illegal, unreported and unregulated (IUU) fishing activities are widely considered a main cause of unsustainable fisheries across the globe. The EU has taken a leading role in the fight against IUU fishing, using both its market and normative power to advance its EU IUU Regulation (no. 1005/2008) and wider fisheries sustainability agenda outside its territory. This paper examines how successful the EU has been in using its market and normative power to influence regulatory strategies and frameworks governing tuna fisheries in the Pacific Islands region of the Western Pacific Ocean. The results indicate that while the market power of the EU remains an influential factor, the diminishing normative power of the EU in WCPO is weakening any attempts to implement its IUU fishing regulation and Pacific Island nations have promoted their own regulatory agenda. We conclude that the changing asymmetries between market and normative power has led to a differentiated geography of regulatory uptake, and while market power will remain a dominant strategy for the EU, normative power, when exercised should focus on cooperation rather than ‘teaching’ the benefits of an EU regulatory approach.  相似文献

For decades, cetacean bycatch has been a major conservation and welfare concern in Europe, with high numbers of harbour porpoises, dolphins and whales continuing to die each year. Despite binding legal requirements to reduce bycatch, there has been limited effective monitoring or mitigation. Bycatch is also an important welfare issue. At this critical juncture, with discussion of incorporating monitoring and mitigation of bycatch of protected species in Europe into the Data Collection Framework and Technical Measures Framework taking place to help deliver the reformed Common Fisheries Policy (CFP), a clear, effective strategy could identify the steps that are required by all EU Member States to reduce bycatch towards zero. Here, implementation of current monitoring and mitigation obligations are reviewed. Recommendations are made for the provision of clear EU guidance in order to improve and unify population surveillance and bycatch monitoring, with enhanced implementation and enforcement from Member States. A more regionalised evidence-based approach to monitoring and mitigation is in line with the move to more regionalised management under the CFP, with Member States robustly showing that bycatch levels are decreasing over a set period of time (e.g. 5 years) by a specified amount. To this end, an EU Action Plan on Cetacean Bycatch, comparable to the existing 2012 Action Plan for reducing incidental catches of seabirds in fishing gear, might be beneficial and could ultimately form a model for an international Food and Agricultural Organisation (FAO) Cetacean Bycatch Reduction Action Plan.  相似文献

Industrial longline fishing can be understood as a case study of the cultural, economic, environmental and social impacts of unsustainable fishing technology. While much attention has been attributed to the impact of industrial longlines on the marine ecosystem, little is known about the impact of longline fishing on local food security, employment, cultural belief systems and traditions, revenue generation from marine tourism and climate change. New data demonstrate that the contributions of Marine Protected Areas, marine tourism and recreational fishing to local coastal economies dwarf the contributions of longline fishing. When combined with the impact of overfishing on coastal fishing communities and fish consumers, policies promoting sustainable fisheries must be expanded to take these other factors into account along with issues of biodiversity.  相似文献

Mauritania, one of the most dependent fish trade nations in the world, has an important octopus fishery within its EEZ. Fishing treaties between the EU and this Sub-Saharan nation have permitted 24 Spanish cephalopod trawling vessels to target this species for its export as a frozen product, mainly to Spain, Italy and Japan. This article presents Life Cycle Assessment (LCA) methodology in order to assess and compare the environmental impacts related to the capture, processing and exportation of packed frozen octopus from this fishery to the main importing nations. Environmental results show that frozen common octopus presented a remarkable dominance of the fishing vessel activities, due to the high energy intensity of the fishery and to the fact that these activities include harvesting, processing and preliminary packaging. Post-harvesting activities presented low relative contributions in all impact categories, minimizing the food mile effect of exporting to Japan, thanks to the slow transportation through marine freight of frozen octopus. The results for fishery-specific indicators showed regular trends for trawling fleets, with high discard and seafloor impact rates. Therefore, improvement actions focused on the minimization of energy use and fishery-specific impacts and the shift to less ozone layer damaging cooling agents are the main targets in order to improve the sustainability of this product, as long as the slow freighting characteristics of the imported product are maintained.  相似文献

Worldwide demand for energy is growing and predicted to increase by up to three times by 2050. Renewable energy will play a vital role in meeting this demand whilst maintaining global climate change targets. Around the British Isles, development of wind farms has entered Round three, with large, high capacity wind parks being planned to enhance energy security and achieve 2020 renewable energy targets. Such developments place additional pressure on existing sea space and may result in conflicts with other marine activities and users. Co-location of certain activities, marine protected areas, aquaculture and commercial fishing in particular, has therefore been proposed as an option to ease demands on space. Using the UK guided by EU and regional policy, as a case study, following the criteria-based planning system, co-location is legally feasible. Crucially, co-location options will depend on site specific characteristics and site management plans. The biology, ecology and hydrology of the site as well as consideration of important commercial and economic factors will be determining factors of success. For marine protected areas compatibility with conservation objectives for the site will be fundamental. Where possible, it is suggested that activities suitable for co-location will develop in tandem with renewable energy projects. The importance of developing joint projects in this manner is particularly true for aquaculture projects to ensure tenure security and commercial viability. Adaptive management will be a basis for evolution of the concept and practice of co-location. Pilot projects and continued monitoring will be essential in shaping the future of co-location of activities. As the Marine Management Organisation continues the development of marine plans for the English inshore and offshore waters, a study into potential solutions for resolving sea use conflicts is timely. This paper therefore provides a concise overview of the current regulation affecting co-location of key marine activities within wind farm zones and provides suggestions on how co-location projects can be adopted and taken forward, using the UK as a case study.  相似文献
