世界城市都市农业发展的经验借鉴

世界城市是国家竞争力提升和城市化推进的主要载体,而都市农业则是世界城市可持续发展的重要方向。本文以世界城市、都市农业的概念入手,着重对伦敦、纽约、巴黎、东京和阿姆斯特丹五大世界城市的都市农业发展特点、历程、功能等方面进行系统梳理和总结。在此基础上提出了世界城市都市农业发展的现代产业化农业、多功能社区农园、生态绿地型农业三大模式,并给出了我国世界城市打造过程中都市农业的发展路径和政策建议。     

世界城市都市农业发展的经验借鉴

国外都市农业发展经验对我国的启示

国外都市农业发展较早,积累了相当多的经验,而我国都市农业仍属新生事物。笔者简要介绍了日本、德国、新加坡和荷兰发展都市农业的成功做法和经验,进一步分析了都市农业的基本功能,并结合我国国情提出了六个方面的措施与建议,即:科学规划,合理布局;加强政府对都市农业的支持力度;拓宽投资、融资渠道;提高都市农业的科技含量,扩大都市农业园区的规模;高度重视观光休闲农业的建设和发展;加强宣传,转变观念。     

上海市现代化都市型农业建设发展初探

本文从主体功能转换、产业结构调整、产业发展组织和空间结构组合,探讨了上海市现代都市农业的建设发展。     

上海市现代都市农业发展中若干问题探讨

上海正在向现代化生态型国际大都市发展，农业的功能地位在发生着转变。该文分析上海农业发展的四个背景，即城市化的快速推进、农用地减少和用地结构的调整、农业形态的组团式和条带式发展以及农业功能向服务于城市多样化需求的方向发展。探讨了上海现代都市农业未来的四个功能定位：城市的生态环境服务功能、产业化组织和示范带动功能、农业观光旅游和文化教育等服务功能、优质无公害农产品生产功能。指出了上海都市农业产业发展的战略方向，并在农业空间结构调整的原则基础上，规划了未来上海市农业生产布局与空间结构。     

西安都市农业水源涵养功能测评

都市农业作为城市生态系统的重要组成部分,在城市生态系统服务功能的发挥及城市可持续发展维持方面具有重要价值。利用生态经济学方法,从都市农业的自然属性、社会经济属性出发,通过引入农用地与建设用地的蓄水系数之差和水源涵养价值发展系数等参数,构建了都市农业水源涵养功能测算模型。对2011年西安都市农业圈水源涵养功能进行了评估和分析,结果表明:2011年西安都市农业圈涵养水源物质量16.6×108m3,价值量1.05×108元,其中周至、蓝田、户县、临潼、长安是主要贡献者;粮食作物种植是西安都市农业圈水源涵养服务的主体,但从单位面积水源涵养的能力来看,果木水源涵养能力最强;西安都市农业圈农业水源涵养功能在空间上呈现明显的带状结构,即东西高,中间低的格局,与西安市城市发展格局相反,说明城市的发展对都市农业生态服务功能具有负面影响。     

俄罗斯农业的近今发展

农业是俄罗斯国民经济的重要基础产业,但其发展长期落后于世界其他农业大国。在上世纪90年代的俄罗斯经济危机中,农业生产全面下滑。新世纪以来,随着国家宏观经济环境的改善,俄罗斯农业出现了转机,相关农业指标呈现出可喜的增长势头。从宏观视角看,俄农业在国家经济中的地位仍然不高;但从微观角度看,由于土地私有化的推行,俄罗斯的农业生产组织已经发生了质的变化,农业部门结构和生产效率都有了明显的改善,同时农业生产的区域分布也更趋于专业化。俄罗斯农业未来的发展在很大程度上取决于改革的进一步深入及其对农业发展潜力的影响。     

昆明市都市型农业功能区划空间发展战略研究

昆明具有多功能特征的外向型都市农业格局正在形成,综合运用文献分析、专家咨询等方法建构了由生产、经济社会效益、资源禀赋和生态、农业现代化四位一体的功能区划指标体系,采用逐步判别聚类法将昆明市都市型农业分为滇池沿湖发展区、城市近中郊特色支柱产业发展区、北部农业综合开发区3个功能区,并结合现代昆明大都市建设提出了3区的功能定位、发展方向等。     

都市农业加工型企业的发展机理与模式

都市农业是城市化进程中崭新的农业形态,但缺乏对其组织形式和生产方式的实证研究。本文基于对互润(国际)食品集团的调查实例,详细分析了都市农业加工型企业的成长机理,指出制度平台、政府行为和社区沟通是企业发展的外层机理,是企业平稳运行的基础;生产经营活动及其不断的扩张构成了企业发展的内层机理;创新和企业管理及市场的内、外部控制所形成的内核机理是企业发展的核心动力。据此,文章总结了都市农业加工型企业的发展模式,并就都市农业加工型企业如何发展提出了建议。
