An examination of the relationship between large organizations and local labour markets which draws attention to the role of the extended internal labour market (EILM). This paper explores recruitment strategies in the local labour market amongst 52 major employers in the metal sectors in the Sheffield local labour market. It shows how dependence on the external labour market rather than the internal labour market varies with the different occupations recruited within the local area and that, in some occupations, the EILM plays an important role. Where recruitment difficulties are experienced there are a variety of responses, all of which have particular implications for the amount and type of labour sought from the external labour market. The paper concludes by arguing for a greater emphasis on the recruitment strategies of larger firms in employer surveys to provide new insights into the operation of local labour markets and, in particular, the operation of the EILM.  相似文献

This paper examines the increasing complexity of interactions between temporary staffing agencies and their client firms within the local labour market of Birmingham, UK. Temporary Staffing Agencies have been identified as active and influential agents in local, national and international labour markets. Their influence on local labour market functioning, national labour regulation and international regulatory frameworks is growing. Existing literature demonstrates the power of large multinational temporary staffing agencies in both established and emerging temporary staffing markets. Such analyses also contend that multinational agencies operate in very different ways to smaller independent ‘back-street’ temporary staffing agencies, with different types of clients and at different ends of the market. However, the research conducted in Birmingham, UK suggests that the reality is more complex. It is argued that there can be more subtle and intricate nuances of relevance to the temporary staffing industry in respect of the relationships that exist between large and small temporary staffing agencies, as well as between such agencies and their clients. We highlight how smaller agencies in Birmingham are utilising a variety of strategies and tactics to creatively ‘bolt-on’ to more formalised national agreements established by multinational agencies with their clients. Moreover, smaller agencies – in some instances – are able to exploit their knowledge of local labour markets to subvert, sabotage and/or infiltrate the activities of multinational agencies in increasingly astute ways. In turn, this generates a series of questions for understanding the nature of ‘market making’ associated with the temporary staffing industry more broadly.  相似文献

The neo-classical rationale for deregulation of the labour market argues that capital and labour should have greater choice in their relationship with each other, in particular employers should have greater flexibility to affect wages and conditions in accord with specific product markets and local conditions. Decentralised decision making, it is argued, will lead to greater market efficiency than a centrally controlled system of employment relations and wage setting. Such was the rationale for the Employment Contracts Act (ECA) in 1991. Although it did even out the relative power granted to capital and labour the Employment Relations Act (ERA) introduced a decade later preserved the general thrust of the 1991 legislation. The ECA completed the dismantling of centralised regulation of employment relationships in New Zealand. But over ten years later there is still no clear consensus on its labour market impact. The immediate effects of the legislation on unionisation and levels of work stoppages are relatively easy to document. However, outcomes related to the functioning of the labour market as a whole – unemployment rates, labour force participation rates, wage levels, labour productivity and on-the-job-training – have proved far more difficult to tie directly or even indirectly to the ECA. It is argued here that the impact of the ECA on efficiency and growth has been extremely modest and that any net improvement in conventional labour market measures has been negligible. Rather the Act has been more influential in redistributing available paid work, including the redistribution of a greater share of the surplus from labour to capital itself. Any categorical conclusions on the impacts of the ECA and the ERA require a far more carefully specified research design than has been applied to date. Since employment problems vary widely between individual localities, the definition of local labour market areas is of considerable importance for employment policy. The paper describes the results of studies undertaken to identify changes in self-contained labour market areas (LMAs) throughout Great Britain between 1961 and 1971. LMAs are defined by the application of a gravity formula to commuter flows between areas. The number of LMAs fell by one third over the decade, reflecting longer average work journeys. LMAs tended to combine on stable and predictable lines, through the strengthening of their main previous commuter links. The studies also show marked contrasts in LMA patterns between the central and peripheral regions of Britain. Most of the conurbations comprise a number of separate LMAs (some of them extending far into the surrounding countryside) and thus cannot be regarded as unified labour markets. Over one half of the 25 largest LMAs are located outside the conurbations, representing large self-contained economic communities which are inadequately recognised in conventional geographical categories. The paper also notes recent changes in the Department of Employment's “travel to work areas” based on similar criteria. Finally, it seems likely that LMAs have continued to expand since 1971 as the result of interconnected developments in housing, employment and transport.  相似文献

I argue that the characterisation of the lower end of the service sector as innately poorly paid, casualised and unorganised confuses cause and effect. It describes the effects of an institutional vacuum that allows this sector to suffer severe wage competition, which results in low wages and poor working conditions. There is nothing innate in the lower end of the service sector that makes these jobs poorly paid except the lack of institutions, such as unions and the state, structuring this segment of the labour market. Pay and working conditions vary within the sector and between specific locations, and depend on institutions, or the lack of institutions, to structure the local labour market. I use the case of hotel employees and restaurant employees in Las Vegas to show that not only can high union densities affect wages and other measurable benefits but a strategically unionised labour market also can transform the structure of the labour market itself.  相似文献

There is currently an expansion of local energy initiatives, underpinned by the desire to reduce energy-related carbon emissions and in recognition of the importance of the local arena to achieving such change. Much of the research on these initiatives has been framed by a conventional economic approach, identifying barriers, drivers and incentives to explain their emergence (or not). Here a new economic sociological approach is taken which sees markets as socio-materially constructed and points to the importance of tracing exchange flows and determining modalities of valuation for such exchanges. Artefacts or market devices are seen to play a particular role in connecting actors and technologies within coordinating institutional arrangements and offer the potential for making innovative projects conventional. These aspects are explored in four international case-studies from Wales, Sweden, Germany and USA, mapping relations, identifying exchange flows, pinpointing how artefacts coordinate and showing the multiple modalities of valuation involved in each case. Conclusions concerning the importance of negotiation against a market backdrop and rendering exchange flows more certain are drawn.  相似文献

This article follows the industry employment histories of all individuals who at some point have been affiliated with the declining German or the dismantling Swedish shipbuilding industry during 1970–2000. We analyse the situation of the individual workers leaving shipbuilding, investigating the extent to which they were employed at all, tended to move to related sectors within or outside the region, and whether such moves were beneficial for the individuals. Combining insights from labour geography and redundancy studies with evolutionary economic geography, we find remarkably similar results for the West German and Swedish cases. Our findings indicate a notable impact of the regional industry structure on the labour market outcomes for workers leaving shipbuilding. This suggests that more attention should be devoted to the specific structures of the absorptive capacity of regional labour markets. The findings are discussed within the context of a mature industry.  相似文献

This paper combines labour history and labour geography through an analysis of the making of labour demands in Glasgow during the early twentieth century. The paper asserts how revisiting histories such as Red Clydeside reveals complexities within labour movements and links to more recent debates within labour geography. Archival research provides a relational account of the place-based politics of Glasgow that emerged during the forty hours movement in 1919. This allows the paper to juxtapose the broader international linkages forged by Scottish workers alongside racialised hostilities within the city. In particular, the paper compares and contrasts the progressive internationalism of the strike newspaper with the Broomielaw race riot between local and foreign sailors during the same month as the strike. This comparison also raises the longer-term trajectories of labour grievances to foreground the ambivalent and contested nature of labour demands, identities and histories. In particular, the paper pays close attention to contrasting practices of labour internationalism emerging from the relevant archives. This historical approach makes a broader contribution to debates within labour geography by engaging with the complexities and tensions of labour organising and demand making.  相似文献

In this paper an attempt is made to study the spatial division of labour in Britain, through an investigation of the changing structure of employment in the manufacturing sector between 1971 and 1981. The separate impacts of loss in the volume of manufacturing employment, change in the balance between production and non-production activities in the occupational structure and the spatial shift of the population employed in manufacturing upon spatial variations in manufacturing employment change are tentatively identified. Data on the socio-economic composition of the population employed in manufacturing from the Small Area Statistics of the Censuses of Population for 1971 and 1981 are used to measure the impact of these processes at the local labour market area (LLMA) scale and to draw conclusions for the future employment prospects of different parts of Britain.  相似文献

This paper reports on a study of the effects of migration on constructions of masculinities among Chinese skilled male migrants to Australia over the past 50 years. Data were collected in in-depth, semi-structured interviews of a sample of 40 Chinese male migrants in Brisbane city. The respondents came from a variety of countries of origin and varied in marital status, sexuality, age and previous migration experiences as well as duration of settlement in Australia. Because of an immigration policy based on a points system for measuring skill potential among migrants, these informants were of middle to upper-middle socio-economic status. Core ideas which emerged from the study included: Chineseness; insularity; the centrality of family, kin and friendship networks; Chinese males in the workplace; the division of labour in the household; employment and the fears of unemployment. These Chinese skilled male migrants displayed qualities of hegemonic masculinity in their households where traditional Chinese division of labour persisted. The markers of masculinity included: centrality of work and education; being a successful provider and protector; the accumulation of wealth and power. Unlike local hegemonic variants of masculinity these males placed little emphasis on sport, sexual prowess and performance and alcohol consumption. There were no ambitions among this sample of males to model local variants of masculinities, however gay males in the sample while experiencing marginalisation, racism and homophobic behaviour at the hands of local hegemonically masculine males, were more like the local dominant males in terms of an emphasis on sexual performance and preferences for well-muscled and fit bodies. Gay males in the Chinese sample found it necessary to restrict their social circles and physical locales. This Australian study has demonstrated the importance of the cultural sensitivity of concepts in doing comparative studies, and of considering sexuality as a dimension of identity in migration research that seems to assume a heteronormativity in its samples.  相似文献

Natural disasters are one of the main channels through which ecological and socio-economic systems interact. In particular, the severe impacts of earthquakes could disrupt activities in the labour market. However, the literature barely researched the long-term effects of such events. To investigate this issue, this article is concentrated in Chile that is subject to recurring seismic movements. The 27 February 2010 Bío-Bío Chile earthquake (Mw 8.8) was the second strongest in the history of the country. This natural disaster can be used to evaluate the response of the labour market to an exogenous shock. Besides, the capacity for resilience in the labour market is crucial for people who rely on their job. This document analyses the impacts of the 2010 Bío-Bío earthquake and tsunami on Chilean labour market outcomes, in particular, the quality of employment. With this objective, different data are combined for analysing the effect in the short and long term. Also, distinct econometric techniques and exogenous measurements of seismic acceleration are used. The evidence shows that these catastrophes harmed the labour market in the short term. However, in the long term, the government’s reconstruction efforts and other factors could have attenuated the adverse effects over some variables in the most affected zones.

Today “rural diversification” is high on the agenda in rural development. This article analyses rural diversification under conditions of post-socialist economic transition using case areas in Latvia and Estonia. The study shows that transition from centrally planned economy to market economy has had an enormous impact in the rural areas. Agricultural production and employment has decreased dramatically and rural unemployment is high. The conditions for rural diversification the first years after independence depended a lot on the local presence of non-farm activities before the split up of collective farming, in both production facilities but also in the skills and relations people had. Since independence, markets for traditional rural services and products have decreased. The extent to which local businesses find markets outside the local area and people have been able to integrate into the new labour market of service and construction jobs often in urban areas are essential for the diversification of the rural economy. Most rural inhabitants only have skills in large-scale agriculture and limited contacts to outside the local area which makes exploiting new opportunities difficult. The local capacity for withholding, developing and inducing new activities is weak. The challenge for rural development policy is to extend the possibilities of the rural inhabitants to exploit new opportunities.  相似文献

This paper seeks to further understanding about children’s experiences and knowledges of home and employment reconciliation. The paper, which draws on empirical research with children living in socio-economically diverse areas of North West England, makes three contributions. Firstly, it argues that children must be included in studies of work-balance, as the strategies parents adopt affect the way children are socialised towards appropriate divisions of domestic, caring and labour force responsibilities. Secondly, it contributes to research which considers the temporal and spatial boundaries between home and paid work to add the verbal dimension; demonstrating that children have varying levels of conversational interaction with their parents about employment in the home sphere. Finally, the paper contends that these distinct approaches to the verbal and spatial boundaries of production and reproduction are influenced by class dispositions, localised parenting cultures and constructions of childhood. This results in some children being shielded from the realities of paid work, whilst others are socialised to cope with labour market instability.  相似文献

One way to analyse the geographical pattern of wages is to consider the component in this which is independent of variations from place to place in economic structure. A number of possible explanations can be offered for spatial variations in wages that result in this way. Bearing in mind data availability, the New Zealand case considers these under the headings of labour demand-supply variations (linked to the urban-rural structure of the space economy), unemployment levels, patterns of corporate headquarters, cost of living, and local labour market dominance by a small number of large industries and firms. The concept 'new economy' is widely used to characterise the outcomes of contemporary restructuring processes – but in contrasting ways: by globalisation and the increasing use of communication and information technologies as well as by deregulation, polarisation, feminisation of employment and new, more flexible patterns and hours of work. These tendencies are interlinked and partly account for growing social and gender divisions. They pose problems for social sustainability but also develop differently in different economic and social formations. This paper develops a theoretical understanding of widening social divisions and their gendered form, indicates how these tendencies have developed to different degrees within the European Union and illustrates how the divisions are experienced by people in a local labour market in the neo liberal UK, where social and gender divisions are particularly wide. The housing outcomes of immigrants in Canada vary mainly along ethnicity. However, many other factors including place of birth, length of stay in Canada, labour market outcomes, and discrimination among others also play a role. Although general patterns are observable at broad ethnic group levels, vast intra-group differences exist—with housing outcomes potentially being influenced by specific group behaviours such as transnational (housing) activities. This study investigates the relationship between homeownership in Canada and Ghanaian immigrant transnational housing investment. Logistic regression models are fitted on survey data collected among Ghanaian immigrants resident in the Greater Toronto Area. The results show an association between homeownership status in Canada and transnational housing investment. Interestingly, we found that immigrants with on-going housing projects in Ghana were more likely to own a house in Canada. Theoretically the findings demonstrate the importance of including a transnational perspective in immigrant housing integration research. The findings show that it is possible to simultaneously engage in transnational activities and remain integrated in the society of destination areas. This has wider implications for the transnationalism-integration debate within immigrant receiving nations across the world. Recognition of transnationalism as a possible conduit for enhancing integration in destination societies should result in eschewing alarmist perspectives which have been relied on to formulate anti-immigration policies.  相似文献

The governance of labour in global production networks (GPNs) has become a critical area of concern amongst academics and policymakers alike. To date, GPN research has focused on the role of private company codes and multi-stakeholder ethical initiatives primarily driven by lead-firms. Other GPN studies highlight the critical role of civil society organisations (CSOs) in challenging lead-firm purchasing practices and shaping regulatory outcomes at local production sites. However, GPN research has not sufficiently incorporated the role of nation states in regulating work through legislative frameworks and enforcement regimes, often referred to in the literature as ‘state’ or ‘public’ governance. This is despite a ‘regulatory renaissance’ taking place across certain developing countries, seeking to strengthen their national regulatory labour institutions (Piore and Schrank, 2008:1).The GPN framework provides an analytical lens through which to conceptualise cross-cutting strands of trans-scalar governance regimes, involving complex networks of state, private and civil society actors operating at multiple scales. Notions of territorial and societal embeddedness are used to elucidate how global ethical standards derived from particular country contexts become enmeshed in national regulatory frameworks and local societal relations, shaping governance outcomes for precarious workers incorporated into GPNs. The paper draws attention to the ‘trans-scalar embeddedness’ of labour governance regimes which interact across geographical scales and, in the case of South African fruit, reflect a ‘trans-scalar governance deficit’ for precarious workers. It is argued that the influence of national regulatory regimes should be more fully incorporated into analytical frameworks for understanding governance outcomes in GPNs.  相似文献

While a bottom-up approach to identifying problems affecting food production among small-scale farmers has been urged as an appropriate means of finding sustainable solutions, few studies have determined the practical process of doing so and measured the outcomes of such an approach. This paper uses information gained mainly through focus groups with small-scale farmers and semi-structured interviews, to identify farmers’ perceptions of reasons behind low yields and low agricultural production in three communities of Cameroon’s North West region. Three biophysical factors are identified as the main reasons of low production: the long and more frequent dry spells and late start of the start of the rainy season. Three socio-economic reasons are identified as most important: land scarcity, money to invest in agriculture and labour scarcity. Farmers rank their reasons based on the importance to their agricultural production in their local area. Some of the important claims made by farmers are tested using field data and statistical analysis. These include the claims that: (1) the rainy season is increasingly starting later than it used to; and (2) the length of dry spells are increasingly longer than they used to be. The results of these statistical tests are significant, showing that farmers’ knowledge of some of the local problems affecting their activities can serve as an important input into formal research and policy design. Peoples’ understanding of a problem affects the way they will act on it—in terms of searching for solutions and implementing change. Farmers can therefore provide useful insights on why they think there are large yield gaps within their local production environments. The current agricultural development policy of the Cameroon government is advocating greater public–private engagement and can benefit from farmers’ inputs and opinions in the design of relevant policies. In the same light, nonlocal based researchers and research institutions can draw on farmers’ knowledge to create and accumulate knowledge on sustainable solutions to problems of low yields and low food production in Cameroon.  相似文献

Labour geography aims to explore aspects of workers’ agency that have not yet been at the centre of research, this includes: the links between working-class politics and local communities, the interdependence of global economic networks and working-class activities, and the spatial dimension of workers’ organisations. Although these aspects are relevant for the dynamics of mass strikes, an analysis of mass strikes has been largely absent from debates in labour geography. Rosa Luxemburg’s seminal analysis of strikes in Russia demonstrated the rapid spatial expansion of these movements without any central organisation. Similar phenomena have occurred in recent mass strikes in the emerging economies. This text shows how mass strikes in Brazil, India and South Africa can be investigated through a labour geography lens and calls for a renewed debate on how a ‘strike wave’ is defined or understood.  相似文献
