适应气候变化在国际公约谈判及国内适应实践中成为重要的关注内容,明晰适应相关的术语含义具有科学参考价值和实践指导意义。本文通过比较适应相关术语认为,适应是行为方式或对策措施的界定,可不需量化数据支持;适应能力需有明确评价指标体系,并最终产生量化性评价结果;适应性更偏重于能力属性,其基本结论是有或无、强或弱的判断,在适应性有量化结论支持或明确强弱确定时则等同于适应能力。脆弱性评价中,暴露度体现主体对象与气候变化相关的基本处境概况,敏感性表明气候变化对主体对象的影响,适应能力则是经济资本、自然资源、技术水平、社会保障四大要素的综合评价,各要素涵盖的具体指标需要酌情依据适应主体属性予以判别和遴选。适应气候变化与灾害风险管理在主体范畴、驱动因子、行动目的上有所区别,但两者共同关注提高对气候变化/气候灾害风险的抵御、承受、恢复能力,以降低不利影响,实现可持续发展为共同目标。  相似文献

That the climate is changing and societies will have to adapt is now unequivocal, with adaptation becoming a core focus of climate policy. Our understanding of the challenges, needs, and opportunities for climate change adaptation has advanced significantly in recent years yet remains limited. Research has identified and theorized key determinants of adaptive capacity and barriers to adaptation, and more recently begun to track adaptation in practice. Despite this, there is negligible research investigating whether and indeed if adaptive capacity is translating into actual adaptation action. Here we test whether theorized determinants of adaptive capacity are associated with adaptation policy outcomes at the national level for 117 nations. We show that institutional capacity, in particular measures of good governance, are the strongest predictors of national adaptation policy. Adaptation at the national level is limited in countries with poor governance, and in the absence of good governance other presumed determinants of adaptive capacity show limited effect on adaptation. Our results highlight the critical importance of institutional good governance as a prerequisite for national adaptation. Other elements of theorized adaptive capacity are unlikely to be sufficient, effective, or present at the national level where national institutions and governance are poor.  相似文献

The usefulness of adaptation strategies to changing climate depends on the characteristics of the system that must adapt. Divergent views on whether climate change will seriously affect society and what society can do about it can be traced, in part, to divergent views on these characteristics of systems. Issues of scale and how impacts are measured are also important. We identify a set of fundamental characteristics of natural systems and social systems that help to make underlying assumptions in climate change adaptation studies explicit. These are: Short-run autonomous flexibility; short-run non-autonomous flexibility; knowledge and capacity to undertake short-run actions; long-run autonomous flexibility; long-run non-autonomous flexibility; and knowledge and capacity to plan for and undertake adaptations that require changes in long-lived assets. Applications to crop agriculture and ecosystems illustrate how these portraits can be used. We find that if empirical research is to resolve questions of adaptability, more careful specification of the exact measure of impact and far richer models of the process of adaptation, able to test implicit assumptions in much of the existing empirical research, are needed.  相似文献

Human systems will have to adapt to climate change. Understanding of the magnitude of the adaptation challenge at a global scale, however, is incomplete, constrained by a limited understanding of if and how adaptation is taking place. Here we develop and apply a methodology to track and characterize adaptation action; we apply these methods to the peer-reviewed, English-language literature. Our results challenge a number of common assumptions about adaptation while supporting others: (1) Considerable research on adaptation has been conducted yet the majority of studies report on vulnerability assessments and natural systems (or intentions to act), not adaptation actions. (2) Climate change is rarely the sole or primary motivator for adaptation action. (3) Extreme events are important adaptation stimuli across regions. (4) Proactive adaptation is the most commonly reported adaptive response, particularly in developed nations. (5) Adaptation action is more frequently reported in developed nations, with middle income countries underrepresented and low-income regions dominated by reports from a small number of countries. (6) There is limited reporting on adaptations being developed to take advantage of climate change or focusing on women, elderly, or children.  相似文献

With climate change increasingly affecting individuals’ day-to-day lives, interest is growing in the personal and household adaptation behaviors that people can engage in. Many of these behaviors focus on actions to protect oneself or one's household in response to immediate hazards rather than ones that may achieve longer-term adaptation goals. We conducted a content analysis of 75 publications identified through a systematic literature review to learn how researchers from a range of disciplines conceptualize adaptive behavior in the context of climate change and what kinds of specific actions they describe. Based on this review, we propose a comprehensive definition of personal and household adaptation behavior that considers its purpose (i.e., preventing harm or gaining benefits), timing (i.e., proactive or reactive), time scale (i.e., short-term or long-term), as well as who acts (i.e., the individual alone or with others) and who is affected by those actions (i.e., the individual, other people, or the environment). We classify specific individual adaptation behaviors into civic engagement, consumption, coping, household protection, learning, lifestyle changes, migration, and self-protection. Research is needed to better understand the personal and societal benefits of adaptation behaviors and how to more equitably support these actions in different contexts.  相似文献

There are two forms of capacity to adapt to global change: those associated with fundamental human development goals (generic capacity), and those necessary for managing and reducing specific climatic threats (specific). We argue that these two domains of capacity must be addressed explicitly, simultaneously and iteratively if climate change adaptation and sustainable development goals are to be attained. We propose a simple heuristic to understand the four main ways these two capacities interact, leading to more or less desirable outcomes. Drawing from three case studies of agricultural adaptation to climatic risk (Phoenix, AZ; Northeast Brazil; Chiapas, Mexico) we argue that the institutional context of adaptation can implicitly or explicitly undermine one form of capacity with repercussions for the development of the other. A better and more strategic balance of generic and specific capacities is needed if the promised synergies between sustainable development and adaptation are to be achieved.  相似文献

Climate change is putting Colombian agriculture under significant stress and, if no adaptation is made, the latter will be severely impacted during the next decades. Ramirez-Villegas et al. (2012) set out a government-led, top-down, techno-scientific proposal for a way forward by which Colombian agriculture could adapt to climate change. However, this proposal largely overlooks the root causes of vulnerability of Colombian agriculture, and of smallholders in particular. I discuss some of the hidden assumptions underpinning this proposal and of the arguments employed by Ramirez-Villegas et al., based on existing literature on Colombian agriculture and the wider scientific debate on adaptation to climate change. While technical measures may play an important role in the adaptation of Colombian agriculture to climate change, I question whether these actions alone truly represent priority issues, especially for smallholders. I suggest that by i) looking at vulnerability before adaptation, ii) contextualising climate change as one of multiple exposures, and iii) truly putting smallholders at the centre of adaptation, i.e. to learn about and with them, different and perhaps more urgent priorities for action can be identified. Ultimately, I argue that what is at stake is not only a list of adaptation measures but, more importantly, the scientific approach from which priorities for action are identified. In this respect, I propose that transformative rather than technical fix adaptation represents a better approach for Colombian agriculture and smallholders in particular, in the face of climate change.  相似文献

The challenge of climate change in glaciated mountain systems is significant and cannot be met without adaptation actions and research that addresses the interwoven scientific, human, and socio-ecological dimensions of climate change. However, our understanding of the effectiveness of existing efforts in meeting this challenge is lacking, a shortcoming compounded by a lack of consistent and comparable information about adaptation action and research in glaciated mountain systems. This study develops a typology of the challenge of climate change in glaciated mountain systems and uses formal systematic review methods to critically evaluate existing adaptation actions and research in light of this framework. Our results––based on an evaluation of 170 English-language peer-reviewed and grey literature documents––indicate that socially-relevant climate-related changes are already manifesting in glaciated mountain systems, with the most commonly documented stimuli for adaptation being hydrological changes related to the degradation of the high mountain cryosphere. Some degree of adaptation action has occurred in 78% of countries with glaciated mountain ranges, but most adaptations are reactions to experienced climatic stimuli and carried out without guidance from a formal adaptation plan. The study also identified the emergence of explicitly mountain-focused adaptation research, yet studies framed in this way are still relatively scarce and have only been carried out in about half of the countries with glaciated mountain ranges. Although we document several laudable adaptation action and research efforts, few initiatives are adequately addressing the difficulties outlined in our evaluation framework for the challenge of climate change. The study discusses the consequences of observed shortcomings and identifies recommendations for more fully meeting the challenge of climate change in glaciated mountain systems.  相似文献

Urban water systems need to serve increasing numbers of people under a changing climate. Studies of systems facing extreme events, such as drought, can clarify the nature of adaptive capacity and whether this might support incremental (marginal changes) or transformative adaptation (fundamental system shifts) to climate change. We conducted comparative case studies of three major metropolitan water systems in the United States to understand how actions taken in response to drought affected adaptive capacity and whether the adaptive capacity observed in these systems fosters the preconditions needed for transformative adaptation. We find that while there is ample evidence of existing and potential adaptive capacity, this can be either enabled or diminished by the specific actions taken and their cascading effects on other parts of the system. We also find social dimensions, such as public acceptance, learning, trust, and collaboration, to be as critical as physical elements of adaptive capacity in urban water systems. Finally, we suggest that changes in practices initiated during drought, combined with sustained engagement, collaboration, and education, can lead to substantial and long-lasting changes in values around water, a precursor to transformative adaptation.  相似文献

Adaptation is already a necessary response to climate change for northern communities. The City of Prince George, in British Columbia, Canada, has been adjusting to impacts for years and there is a high level of local awareness of climate change. The purpose of this study was to collaborate with City staff and other organizations to undertake action-oriented research with the goal of creating a local adaptation strategy. Steps taken toward this goal included: producing downscaled climate scenarios; facilitating a workshop with local practitioners to prioritize impacts; gathering public feedback regarding impacts; and triangulating sources of information to determine community adaptation priorities. Changes to forests and increased flooding are the top local adaptation priorities, and impacts related to transportation, severe weather and water supply are high priorities. Other impacts, such as health effects and agricultural changes, are also important but did not rank highly using a risk framework focused on negative physical effects. Local impacts, actions the City is undertaking to address them and suggestions for implementing adaptation measures are summarized. The process of creating an adaptation strategy has proven highly valuable in Prince George and has precipitated further engagement and action. Due to the low profile of adaptation and limited resources in many communities, researchers and practitioners must capitalize on opportunities to incorporate adaptation into existing plans and processes. Lessons from the Prince George experience can be applied to other communities as they strive to effectively adapt to climate change.  相似文献

Drawing attention to the production of vulnerability across scales in Sri Lanka, we contribute to knowledge of why certain people and social groups are vulnerable. We build our contribution on the theoretical application of ‘situated adaptation’. A situated analytical approach identifies, assesses, and responds to the everyday realities and politics of those living in climate changed environments. It highlights uneven geographies of vulnerability and opportunity, while identifying new imaginations and possibilities for transformative action that counter the production of vulnerability. We illustrate the utility of ‘situated adaptation’ by filling an empirical gap relating to experiences of political-economic and environmental change in Sri Lanka’s Dry Zone. We detail situated experiences by drawing on field research in the Anuradhapura District, revealing how the lives and livelihoods of farmer participants are structured by a productivity-vulnerability paradox. We demonstrate how a prevalent adaptation-development paradigm (whereby development and adaptation programs co-exist in theory and practice) is unable to address the structural drivers of vulnerability in Sri Lanka’s Dry Zone. A situated adaptation approach both explains why this is the case and highlights opportunities for alternative transformative actions, potentially identifying a more democratic and egalitarian politics of co-determining socionatural change.  相似文献

This paper investigates whether and to what extent a wide range of actors in the UK are adapting to climate change, and whether this is evidence of a social transition. We document evidence of over 300 examples of early adopters of adaptation practice to climate change in the UK. These examples span a range of activities from small adjustments (or coping), to building adaptive capacity, to implementing actions and to creating deeper systemic change in public and private organisations in a range of sectors. We find that adaptation in the UK has been dominated by government initiatives and has principally occurred in the form of research into climate change impacts. These government initiatives have stimulated a further set of actions at other scales in public agencies, regulatory agencies and regional government (and the devolved administrations), though with little real evidence of climate change adaptation initiatives trickling down to local government level. The sectors requiring significant investment in large scale infrastructure have invested more heavily than those that do not in identifying potential impacts and adaptations. Thus we find a higher level of adaptation activity by the water supply and flood defence sectors. Sectors that are not dependent on large scale infrastructure appear to be investing far less effort and resources in preparing for climate change. We conclude that the UK government-driven top-down targeted adaptation approach has generated anticipatory action at low cost in some areas. We also conclude that these actions may have created enough niche activities to allow for diffusion of new adaptation practices in response to real or perceived climate change. These results have significant implications for how climate policy can be developed to support autonomous adaptors in the UK and other countries.  相似文献

Even with aggressive global action to reduce greenhouse gas emissions, the climate will continue to change for decades due to previous emissions and the inertia in biogeophysical and social systems. Therefore, as a complement to mitigation actions, society must also focus on enhancing its capacity to adapt to the unavoidable impacts of climate change that we are already experiencing and will continue to experience over the next few decades. Resource managers, regional planners, and government agencies need to consider climate risks in their planning. We provide an overview of climate change scenarios for California and suggestions on the use of climate projections in state and regional planning efforts in the future.  相似文献

Improving the adaptive capacity of small-scale irrigation systems to the impacts of climate change is crucial for food security in Asia. This study analyzes the capacity of small-scale irrigation systems dependent on the Asian monsoon to adapt to variability in river discharge caused by climate change. Our study is motivated by the Pumpa irrigation system, a small-scale irrigation system located in Nepal that is a model for this type of system. We developed an agent-based model in which we simulated the decisions farmers make about the irrigation strategy to use according to available water flow. Given the uncertainty associated with how climate change may affect the Asian monsoon, we simulated the performance of the system under different projections of climate change in the region (increase and decrease in rainfall, reduction and expansion of the monsoon season, and changes in the timing of the onset of the monsoon). Accordingly to our simulations, farmers might need to adapt to rainfall intensification and a late onset in the monsoon season. The demands for collective action among farmers (e.g. infrastructure repair, meetings, decisions, etc.) might increase considerably due to climate change. Although our model suggests that investment in new infrastructure might increase the performance of the system under some climate change scenarios, the high inequality among farmers when water availability is reduced might hinder the efficiency of these measures due to a reduction of farmers’ willingness to cooperate. Our modeling exercise helps to hypothesize about the most sensitive climate change scenarios for smallscale irrigation farming in Nepal and helps to frame a discussion of some possible solutions and fundamental trade-offs in the process of adaptation to improve for food and water security under climate change.  相似文献

Transformative actions are increasingly being required to address changes in climate. As an aid to understanding and supporting informed decision-making regarding transformative change, we draw on theories from both the resilience and vulnerability literature to produce the Adaptation Action Cycles concept and applied framework. The resulting Adaptation Action Cycles provides a novel conceptualisation of incremental and transformative adaptation as a continuous process depicted by two concentric and distinct, yet linked, action learning cycles. Each cycle represents four stages in the decision-making process, which are considered to be undertaken over relatively short timeframes. The concept is translated into an applied framework by adopting a contextual, actor-focused suite of questions at each of the four stages. This approach compliments existing theories of transition and transformation by operationalising assessments at the individual and enterprise level. Empirical validation of the concept was conducted by collaborating with members of the Australian wine industry to assess their decisions and actions taken in response to climate change. The contiguous stages represented in the Adaptation Action Cycles aptly reflected the diverse range of decision-making and action pathways taken in recent years by those interviewed. Results suggest that incremental adaptation decision-making processes have distinct characteristics, compared with those used in transformative adaptation. We provide empirical data to support past propositions suggesting dependent relationships operate between incremental and transformative scales of adaptation.  相似文献

As part of a long-term effort to both improve access to information on climate change and freshwater resources, and to understand the state of the science, we compiled an electronic bibliography of scientific literature in that area. We analyzed the distribution of information on climatic impacts on freshwater resources, with an emphasis on differences between developed and developing regions as well as differences in the types and focus of research carried out among regions. There has been more research overall in developed countries than in the developing world. Proportionally more of the available research on natural and human systems pertains to developed regions, while most of the analysis done in developing countries is limited to higher-level climatology and hydrology. We argue that scientific information and understanding are important elements of the ability to adapt to potential climatic changes. The distribution of the scientific literature in our database suggests that the types of science most directly relevant to adaptive capacity are skewed towards developed countries, which may exacerbate existing disparities in adaptive capacity, and ultimately worsen the consequences of climatic impacts in developing countries.  相似文献

Local government has a crucial role to play in climate change adaptation, both delivering adaptation strategies devised from above and coordinating bottom-up action. This paper draws on a unique longitudinal dataset to measure progress in adaptation by local authorities in Britain, comparing results from a national-scale survey and follow-up interviews conducted in 2003 with a second wave of research completed a decade later. Whereas a decade ago local authority staff were unable to find scientific information that they could understand and use, we find that these technical-cognitive barriers to adaptation are no longer a major problem for local authority respondents. Thanks to considerable Government investment in research and science brokerage to improve the quality and accessibility of climate information, local authorities have developed their adaptive capacity, and their staff are now engaging with the ‘right’ kind of information in assessing climate change risks and opportunities. However, better knowledge has not translated into tangible adaptation actions. Local authorities face substantial difficulties in implementing adaptation plans. Budget cuts and a lack of political support from central government have sapped institutional capacity and political appetite to address long-term climate vulnerabilities, as local authorities in Britain now struggle even to deliver their immediate statutory responsibilities. Local authority adaptation has progressed farthest where it has been rebranded as resiliency to extreme weather so as to fit with the focus on immediate risks to delivering statutory duties. In the current political environment, adaptation officers need information about the economic costs of weather impacts to local authority services if they are to build the business case for adaptation and gain the leverage to secure resources and institutional license to implement tangible action. Unless these institutional barriers are addressed, local government is likely to struggle to adapt to a changing climate.  相似文献

Climate change will affect agricultural production by subsistence farms in crop centers of origin, where landraces are conserved in situ. Various strategies for adaptation to climate change have been proposed. In this paper we examine the prospects of what we call the ‘transgenic adaptation strategy’, i.e. the appeal to use transgenic seeds to adapt to climate change, through the lens of smallholder maize farming in Mexico. Landraces are the bedrock of maize production in Mexico. We consider how maize farmers may respond to climate change and the effects of those responses on crop diversity. In this paper, we argue that the promotion of the transgenic adaptation strategy is problematic for biological and social reasons. Smallholder livelihoods in southern Mexico could suffer a disproportionate negative impact if transgenic technology is privileged as a response to climate change. Agroecological and evolutionary approaches to addressing the effects of climate change on smallholder agriculture provides an alternative adaptive strategy.  相似文献
