Since it was first proposed in 2000, the concept of the Anthropocene has evolved in breadth and diversely. The concept encapsulates the new and unprecedented planetary-scale changes resulting from societal transformations and has brought to the fore the social drivers of global change. The concept has revealed tensions between generalized interpretations of humanity’s contribution to global change, and interpretations that are historically, politically and culturally situated. It motivates deep ethical questions about the politics and economics of global change, including diverse interpretations of past causes and future possibilities. As such, more than other concepts, the Anthropocene concept has brought front-and-center epistemological divides between and within the natural and social sciences, and the humanities. It has also brought new opportunities for collaboration. Here we explore the potential and challenges of the concept to encourage integrative understandings of global change and sustainability. Based on bibliometric analysis and literature review, we discuss the now wide acceptance of the term, its interpretive flexibility, the emerging narratives as well as the debates the concept has inspired. We argue that without truly collaborative and integrative research, many of the critical exchanges around the concept are likely to perpetuate fragmented research agendas and to reinforce disciplinary boundaries. This means appreciating the strengths and limitations of different knowledge domains, approaches and perspectives, with the concept of the Anthropocene serving as a bridge, which we encourage researchers and others to cross. This calls for institutional arrangements that facilitate collaborative research, training, and action, yet also depends on more robust and sustained funding for such activities. To illustrate, we briefly discuss three overarching global change problems where novel types of collaborative research could make a difference: (1) Emergent properties of socioecological systems; (2) Urbanization and resource nexus; and (3) Systemic risks and tipping points. Creative tensions around the Anthropocene concept can help the research community to move toward new conceptual syntheses and integrative action-oriented approaches that are needed to producing useful knowledge commensurable with the challenges of global change and sustainability.  相似文献

Despite the growth in work linking climate change and national level development agendas, there has been limited attention to their political economy. These processes mediate the winners, losers and potential trade-offs between different goals, and the political and institutional factors which enable or inhibit integration across different policy areas. This paper applies a political economy analysis to case studies on low carbon energy in Kenya and carbon forestry in Mozambique. In examining the intersection of climate and development policy, we demonstrate the critical importance of politics, power and interests when climate-motivated initiatives encounter wider and more complex national policy contexts, which strongly influence the prospects of achieving integrated climate policy and development goals in practice. We advance the following arguments: First, understanding both the informal nature and historical embeddedness of decision making around key issue areas and resource sectors of relevance to climate change policy is vital to engaging actually existing politics; why actors hold the positions they do and how they make decisions in practice. Second, we need to understand and engage with the interests, power relations and policy networks that will shape the prospects of realising climate policy goals; acting as barriers in some cases and as vehicles for change in others. Third, by looking at the ways in which common global drivers have very different impacts upon climate change policy once refracted through national levels institutions and policy processes, it is easier to understand the potential and limits of translating global policy into local practice. And fourth, climate change and development outcomes, and the associated trade-offs, look very different depending on how they are framed, who frames them and in which actor coalitions. Understanding these can inform the levers of change and power to be navigated, and with whom to engage in order to address climate change and development goals.  相似文献

Understanding how science, technology and innovation can best help to accelerate progress in achieving sustainable development remains a grand challenge for researchers and practitioners. In the context of the global consultation process for preparing a post-2015 Sustainable Development Agenda, various science-based actor networks have emerged, aiming to translate research into political decision-making and to inform transformations towards sustainability. Over the last years, these networks seem to have taken an ever-growing role in structuring the science-policy interface in global sustainability governance. The question arises, however, how they understand and organize ‘scientific knowledge integration’ in sustainability politics.This study offers a structured comparison of twelve global science-based actor networks engaged in the implementation of the Sustainable Development Goals. It shows that these networks use two types of strategies to foster scientific knowledge integration in sustainability governance. A new framework emerges, in which each strategy corresponds to two main approaches of scientific knowledge integration: The entrepreneurial strategy generally seeks to advance advice-oriented and solution-oriented knowledge processes, while assessment-oriented and learning-oriented processes in scientific knowledge integration are mainly promoted through a mediating strategy.  相似文献

The role of agency in overcoming path dependence and enabling sustainability transitions is receiving increasing attention. Currently lacking are more empirically derived explanations of the co-evolutionary dynamics between actors and institutional change that could potentially provide guidance on facilitating such transitions into the future. This paper investigates these dynamics through a longitudinal case analysis of Melbourne's transition to improved stormwater quality treatment. The complex data collection, analysis and validation approach, which included oral histories, semi-structured interviews, industry workshops and documentary analysis, examined the nuances of the actor-related strategies and institutional enabling processes throughout the different phases of the transition over the last fifty years. The results revealed the importance of a small group of loosely connected frontrunners from across government, private, community and scientific sectors who, through a mix of creating and disrupting institutional strategies, managed to facilitate a growing and diverse actor-network that steered this transition over decades. The establishment of networked bridging organisations was also instrumental because they formed different types of networks and alliances over time for protecting and deepening the reach of the transition dynamics across the city. The findings suggest there is no single cause–effect relationship nor one dominant intervention or action that shifted the urban stormwater management regime. Rather, it showed that the co-evolutionary processes between the broader transitional dynamics were played into by frontrunners and their actor-networks in such a way that emerging new narratives diffused, giving meaning to the evolving scientific agendas and on-the-ground experiments, which led to new institutional structures and enabling administrative tools. It seems as though each one of these dimensions is as crucial as the other in explaining the outcomes of this successful sustainability transition.  相似文献

Science-based stakeholder dialogues are structured communication processes linking scientists with societal actors, such as representatives of companies, NGOs, governments, and the wider public. Stakeholders possess knowledge needed by scientists to better comprehend, represent and analyse global change problems as well as decision-makers’, managers’ and other stakeholders’ mental models. We will examine the relevance of three theoretical frameworks for science-based stakeholder dialogues in the context of sustainability science. These are Rational Actor Paradigm, Bayesian Learning and Organisational Learning. All three contribute to a better theoretical framework for dialogue practice and the understanding of stakeholders as actors in society and in research in particular. Furthermore, these theories are important for tool development. A combination of analytical and communication tools is recommended to facilitate stakeholder dialogues. The Sustainable Development Goals (SDGs), adopted as reference and universal guidepost for transitioning to Sustainable Development by the United Nations in 2015 as part of the 2030 Agenda for Sustainable Development, are intended to be used as a set of interconnected goals and global targets for ‘Transforming our world’, as the 2030 Agenda is titled. This is a far more challenging task than business as usual; it requires systems thinking for understanding the conditions that generate and propagate sustainability challenges, moving away from the reductionist and anthropocentric thinking that created them in the first place. Taking a systems approach to addressing these challenges has been gaining currency with academics and policymakers alike, and here we make the case for holistic, integrated, and interdisciplinary thinking that challenges assumptions and worldviews, crucially based on public participation and engagement, to create the enabling conditions for sustainability to emerge. System transformations require interconnected changes to technologies, social practices, business models, regulations and societal norms, an intentional process designed to fundamentally alter the components and structures that cause the system to behave in its current unsustainable ways, a paradigm shift enabling the transition to sustainability.  相似文献

Knowledge systems are mechanisms that can drive climate adaptation through the pursuits of enhancing resource sharing, collaboration, and learning, while at the same time helping to develop trust and credibility among individuals and intuitions. While these goals are widely discussed, less is known about the activities and strategies that knowledge systems undertake to achieve these goals. We analyze the Global Framework of Climate Services (GFCS) as a knowledge system organized around the translation of weather and climate information for decision-making. The GFCS brings together the World Meteorological Organization, national meteorological and hydrological services, and some of the world’s largest multilateral scientific, humanitarian, and development organizations. Our analysis draws on key informant interviews, focus groups conducted in African countries, and an online survey of GFCS participants. We describe the main activities pursued by the GFCS that shaped the vision of climate services, built capacity in national climate adaptation, and created connections among diverse actors and organizations worldwide. We show how these activities generated tensions about the purpose of the GFCS and how influence among the knowledge system was distributed. Based on our results, we illustrate new ways to conceptualize the strategies of knowledge systems, which we describe as (1) theorizing the norms of practice and mechanisms of change, (2) legitimizing actors, and (3) managing knowledge. These strategies identify pathways for, and pitfalls to, a knowledge system’s pursuit of its goals, providing guidance to managers of knowledge systems and an analytical framework to evaluate their impacts.  相似文献

There is widespread belief that meaningful interaction between scientists and practitioners, or co-production, increases use of scientific knowledge about sustainability and environmental change. Although funders are increasingly encouraging co-production, there have been few empirical studies assessing the outcomes of these efforts in shaping knowledge use. In this study, we systematically analyze research project reports (n = 120) and interview project participants (n = 40) funded by the U.S. National Estuarine Research Reserve System from 1998 to 2014 to support coastal management. Our analysis shows that escalating funding requirements for collaboration with users change research practice and strengthen connections between research outcomes and knowledge use. In consequence, a new model for science funding emerges, where sponsor, researcher, and user are more interactive with one another.  相似文献

Despite a keen awareness of climate change, northern Indigenous Peoples have had limited participation in climate-change science due to limited access, power imbalances, and differences in worldview. A western science emphasis on facts and an indigenous emphasis on relationships to spiritual and biophysical components indicate important but distinct contributions that each knowledge system can make. Indigenous communities are experiencing widespread thawing of permafrost and coastal erosion exacerbated by loss of protective sea ice. These climate-induced changes threaten village infrastructure, water supplies, health, and safety. Climate-induced habitat changes associated with loss of sea ice and with landscape drying and extensive wildfires interact with northern development to bring both economic opportunities and environmental impacts. A multi-pronged approach to broadening indigenous participation in climate-change research should: 1) engage communities in designing climate-change solutions; 2) create an environment of mutual respect for multiple ways of knowing; 3) directly assist communities in achieving their adaptation goals; 4) promote partnerships that foster effective climate solutions from both western and indigenous perspectives; and 5) foster regional and international networking to share climate solutions.  相似文献

This paper elaborates a ‘pathways approach’ to addressing the governance challenges posed by the dynamics of complex, coupled, multi-scale systems, while incorporating explicit concern for equity, social justice and the wellbeing of poor and marginalised groups. It illustrates the approach in relation to current policy challenges of dealing with epidemics and so-called ‘emerging infectious diseases’ such as avian influenza and haemorrhagic fevers, which involve highly dynamic, cross-scale, often-surprising viral–social–political–ecological interactions. Amidst complexity, we show how different actors in the epidemics field produce particular narratives which frame systems and their dynamics in different ways, promote particular goals and values, and justify particular pathways of disease response. These range from ‘outbreak narratives’ emphasising threat to global populations, to alternative but often marginalised narratives variously emphasising long-term structural, land use and environmental change, local knowledge and livelihood goals. We highlight tendencies – supported by cognitive, institutional and political pressures – for powerful actors and institutions to ‘close down’ around narratives that emphasise stability, underplaying longer term, less controllable dynamics. Arguing that governance approaches need to ‘open up’ to embrace strategies for resilience and robustness in relation to epidemics, we outline what some of the routes towards this might involve, and what the resulting governance models might look like. Key are practices and arrangements that involve flexibility, diversity, adaptation, learning and reflexivity, as well as highlighting and supporting alternative pathways within a progressive politics of sustainability.  相似文献

Theorizations of sustainability transformation have foregrounded the construction (making) of novel socioecological relations; however, they generally have obscured processes of deliberate deconstruction (unmaking) of existing, unsustainable ones. Amidst ever more compelling evidence of the simultaneous unsustainability and continued reproduction of capitalist modernity, it is misguided to assume that transformation can happen by the mere construction of supposed ‘solutions’, be they technological, social or cultural. We rather need to better understand whether and how existing institutions, forms of knowledge, practices, imaginaries, power structures, and human-non-human relations can be deconstructed at the service of sustainability transformation. This paper demonstrates the usefulness of a lens that attends to processes of making and unmaking in sustainability transformations through an analysis of an ongoing sustainability transformation, the territorios campesinos agroalimentarios (TCA) endogenous territorial figure and peasant movement in Colombia. TCA is transforming territory beyond capitalism on the basis of relational ontologies and principles of autonomy, dignity and sufficiency. This paper identifies processes of unmaking of capitalism in the TCA and demonstrates how they are concretely entangled in the construction of post-capitalist realities. This paper sketches a research agenda on sustainability transformation that is sensitive to and theoretically equipped for the analysis of transformation as a multifaceted, multilevel process that entails the deconstruction of capitalist modernity and the construction of post-capitalist realities. Central to this agenda is a plural engagement with theories of social change from across the social sciences and humanities, which have not previously been mobilized for this endeavour.  相似文献

In the context of global environmental change much hope is placed in the ability of resilience thinking to help address environment-related risks. Numerous initiatives aim at incorporating resilience into urban planning practices. The purpose of this paper is to open up a conversation on urban resilience by unpacking how diverse science methods contribute to the production of different narratives of urban resilience mobilizing different experts and forms of evidence. A number of scholars have cautioned against uncritical approaches to resilience and asked what resilience means and for whom, also pointing out the normative dimension of the concept. Building on this emerging scholarship we use insights from science and technology studies (STS) and critical social sciences to look at the knowledge infrastructures and networks of actors involved in the development of resilience strategies. Drawing on fieldwork in Manila, Nairobi, and Cape Town, we map different narratives of urban resilience identifying the ways in which science serves to legitimate or alienate particular perspectives on what should be done. We discuss the multiple roles that science methods have for resilience planning. Whereas urban resilience is often portrayed as consensual, we show that a range of narratives, with diverse socio-material implications, exist at the city level. In this way we unearth the conflict that lies beneath an apparent consensus for resilience policy and outline future research directions for urban sustainability.  相似文献

This article examines sustainability transitions in the Global South, focusing on the adoption of rooftop photovoltaic (PV) systems in Indonesia as a case study. Based on 55 in-depth interviews and a secondary data review, we develop an alternative analytical framework that draws insights from geographical political economy and political ecology. This alternative lens allows us to better inform the socio-technical transition literature by uncovering both the spatial implications of renewable energy transitions and the power differentials underpinning them. We find that the emergence of rooftop PV technology in Indonesia has provoked resistance, as it challenges the incumbent power company’s monopoly over urban space, the Java-Bali grid system’s dependency on coal-based electricity, and state-led practices that prioritise the implementation of small-scale solar in rural and remote areas. We argue that paying attention to the asymmetric power relations among institutions and actors across multiple scales offers a more-fine grained approach to analysing the dynamics of sustainability transitions. Our findings also call for greater attention to diverse and divergent perspectives among niche actors, emphasising the need to genuinely embrace local voices and knowledge that might otherwise be marginalised by the dominant globally and nationally driven narratives of renewable transition.  相似文献

The long-standing academic and public debate on economic growth, prosperity and environmental sustainability has recently gained new momentum. It lacks, however, a broad perspective on public opinion. Prior opinion surveys typically offered a simple dichotomous choice between growth and environmental protection. This study examines public beliefs and attitudes about a wider range of aspects of the growth debate. To this end, we conducted an online questionnaire survey including a country-wide, representative sample of 1008 Spanish citizens. Using factor analysis, we identify six distinct dimensions of public attitudes, referred to as: prosperity with growth; environmental limits to growth; general optimism; wrong priority; overrated GDP; and governmental control. We further analyze several specific questions associated with the growth debate, such as those concerning the desired GDP growth rate, the preferred growth-environment position, and beliefs about, as well as reasons for, a possible end or continuation of growth. We find that most respondents favor GDP growth rates of more than 3%. A majority views growth and environmental sustainability as compatible (green growth), while about one-third prefers either ignoring growth as a policy aim (agrowth), or stopping it altogether (degrowth). Only very few people want growth unconditionally (growth-at-all-costs). About one-third of the respondents believe that growth may be never-ending. We examine how support for or disagreement with different statements on growth are related to each other, as well as how they are influenced by socio-demographic, knowledge and ideology/values variables. Overall, our findings can inform public debates about the growth paradigm and its potential alternatives by providing a more nuanced understanding of public opinion. We make suggestions for future research, including modifying poll questions on growth and environment through offering a more diverse set of response options.  相似文献

A dramatic escalation of extreme climate events is challenging the capacity of environmental governance regimes to sustain and improve ecosystem outcomes. It has been argued that actors within adaptive governance regimes can help to steer environmental systems toward sustainability in times of crisis. Yet there is little empirical evidence of how acute climate crises are navigated by actors operating within adaptive governance regimes, and the factors that influence their responses. Here, we qualitatively assessed the actions key governance actors took in response to back-to-back mass coral bleaching – an extreme climate event – of the Great Barrier Reef in 2016 and 2017, and explored their perceptions of barriers and catalysts to these responses. This research was, in part, a product of collaboration and knowledge co-production with Great Barrier Reef governance actors aimed at improving responses to climate crises in the region. We found five major categories of activity that actors engaged with in the wake of recurrent mass coral bleaching: assessing the scale and extent of bleaching, sharing information, communicating bleaching to the public, building local resilience, and addressing global threats. These actions were both catalyzed and hindered by a range of factors that fall within different domains of adaptive capacity; such as assets, social organization, and agency. We discuss the implications of our findings as they relate to existing research on adaptive capacity and adaptive governance. We conclude by coalescing insights from our interviews and a participant engagement process to highlight four key ways in which the ability of governance actors, and the Great Barrier Reef governance regime more broadly, can be better prepared for, and more effectively respond to extreme climate events. Our research provides empirical insight into how crises are experienced by governance actors in a large-scale environmental system, potentially providing lessons for similar systems across the globe.  相似文献

Grassroots activities so far have not been sufficiently appreciated as sources of innovation. Transition processes towards more sustainable socio-technical energy, transport or production systems, however, are hardly imaginable without a broader participation of engaged citizens. This paper presents and compares three cases of successful grassroots innovations for sustainability. In particular we compare the development of wind technology in Denmark, the solar collector do-it-yourself movement in Austria, and the development of car sharing in Switzerland. The paper aims at a better understanding of the preconditions, patterns of growth and change and factors of success of grassroots innovations for more sustainable socio-technical regimes such as energy and transport. In the analysis we focus on dimensions such as the structural conditions and resources of origin, motivations of social actors involved, learning processes and outcomes, competences and activities of those actors, processes of institution-building, and the relationships to mainstream market actors. Based on the empirical background the paper discusses implications for the theorisation of grassroots innovations for greater sustainability and draws implications for further research.  相似文献

The United Nations 2030 Agenda catalysed the development of global target-seeking sustainability-oriented scenarios representing alternative pathways to reach the Sustainable Development Goals (SDGs). Implementing the SDGs requires connected actions across local, national, regional, and global levels; thus, target-seeking scenarios need to reflect alternative options and tensions across those scales. We argue that the design of global sustainability-oriented target-seeking scenarios requires a consistent process for capturing multiple and contrasting perspectives on how to reach the goals, including the perspectives from multiple scales (e.g. local, national, regional) and geographic regions (e.g. the Global South). Here we propose a novel approach to co-design global target-seeking scenarios, consisting of (a) capturing global perspectives on pathways to the SDGs through a review of existing global scenarios; (b) a multi-stakeholder process to obtain multiple sub-global perspectives on pathways to sustainability; (c) an analysis of convergences, and crucially, divergences between global and regional perspectives on pathways to reach the SDGs, feeding into the design of new target-seeking scenario narratives. As a case study, we use the results of the 2018 African Dialogue on The World in 2050, discussing the future of agriculture and food systems. The identified divergent themes emerging from our analysis included urbanization, population growth, agricultural practices, and the roles of different actors in the future of agriculture. The results challenge some of the existing underlying assumptions of the current sustainability-oriented global scenarios (e.g. population growth, urbanisation, agricultural practices), indicating the relevance and timeliness of the proposed approach. We suggest that similar approaches can be replicated in other contexts to better inform the process of sustainability-oriented scenario co-design across scales, regions and cultures. In addition, we highlight the implications of the approach for scenario quantification and the evolution of modeling tools.  相似文献

Through the case of the salmon aquaculture sector in Chile, the risks involved in the development of a non-traditional export sector are reviewed, in order to point to failings (lessons not learned) and opportunities (lessons learned, new plans), and the changing scales of stakeholder interactions. In particular the paper highlights the ways in which sustainability considerations have gained ground in terms of evaluating sectoral development and what is expected from this development. These considerations have emerged as a result of the increasing globalisation of the sector, through investment, exports and international ‘attention’ from an increasingly diverse set of stakeholders. These sustainability considerations have generated a range of conflicts linked to these diverse actors. The actors are local, national and global, operating through alliances to bring pressure on others. The conflicts relate to environmental quality, foreign direct investment (FDI), local socio-economic development, regional development, national economic strategies, and new globalised issues relating to the production and consumption of foodstuffs. The contemporary panorama in the sector is significantly different from the early origins in the 1980s under the dictatorship – the period of ‘the socio-ecological silence’ – also different from the 1990s period of economic expansion – ‘the economic imperative’. Over the past twenty-five years, the Chilean aquaculture sector has evolved from experimental production to a major global industry. Regulatory frameworks and civil society awareness and mobilisation have struggled to ‘catch up’ with the dynamism of the sector, however the gap has reduced and the future of the sector within the contemporary context of ‘glocal’ sustainability is now under the microscope: the ‘sustainable globalisation perspective’. The collapse of the sector during the period 2008–2010 as a consequence of the ISA virus is a key moment with production severely diminished. The way out of the crisis, via new legislation and inspection regimes, will create a new structure of aquaculture governance. Nevertheless, the crisis marks a turning point in the industry, revealing the weaknesses built into the former productive system.  相似文献

Climate change mitigation has two main characteristics that interact to make it an extremely demanding challenge of governance: the complexity of the socio-technical systems that must be transformed to avoid climate change and the presence of profound uncertainties. A number of tools and approaches exist, which aim to help manage these challenges and support long-term decision making. However, most tools and approaches assume that there is one decision maker with clearly defined objectives. The interaction between decision makers with differing perspectives and agency is an additional uncertainty that is rarely addressed, despite the wide recognition that action is required at multiple scales and by multiple actors. This article draws inspiration from dynamic adaptive policy pathways to build on current decision support methods, extending analysis to include the perspectives and agency of multiple actors through a case study of the UK construction sector. The findings demonstrate the importance of considering alignment between perspectives, agency and potential actions when developing plans; the need for mobilizing and advocacy actions to build momentum for radical change; and the crucial influence of interaction between actors. The decision support approach presented could improve decision making by reflecting the diversity and interaction of actors; identifying short-term actions that connect to long-term goals and keeping future options open.

Payments for ecosystem services (PES) are increasingly promoted as nature-based solutions to climate, environmental, and business challenges. While participation in PES schemes is mandated in countries such as China, Costa Rica, and Vietnam, it remains unclear how PES schemes emerge in countries devoid of national mandates. This article investigates how actors have attempted institutional change to enable PES, by reinterpreting or adapting national laws, policies, and plans. We present an analytical framework theorising how geographical variations in (1) institutional frameworks, and (2) actor capabilities, dictate which institutions actors attempt to change. We then apply this framework to multi-scalar actors and institutions in Thailand and the Philippines. Our empirics reveal the types of institutional work that actors perform such as advocacy, education, mimicry, and networking, and demonstrate how this creates legal and discursive support, and improves stakeholder awareness and acceptance of PES as an environmental management strategy. Eight formal institutions are shown to have undergone change to enable PES across these countries, including those related to indigenous people, energy production, protected areas, pollution control, carbon offsetting, and decentralised governance. We show institutional change to be a geographical and contextual process that requires actors to match the right types of institutional work, with the right mechanism of institutional change, and a suitable target institution if they are to be successful in effecting change. Yet, we also report failed attempts, and explain how informal cultural norms act as challenges to formal institutional change. Through our comparative analysis of multiple institutions, actors, and national settings, we identify trends and make recommendations with global relevance to PES scholars and practitioners, and that can aid other initiatives that seek to address climate change and promote environmental sustainability.  相似文献
