This paper identifies why the Veddhas, the indigenous population of Sri Lanka, have been exposed to forced relocation and marginalization at various historical junctures. Their history is a dramatic story of eviction, expulsion and marginalization, and a sad story of deprivation, ethnic discrimination and lack of human rights. The disempowerment of the Veddhas primarily relates to the dominating powers of authority of the Sri Lankan State and its effectuation of detrimental development policies and practices. The key concepts of marginalization, eviction and expulsion are discussed in relation to an analytical model illustrating how external and internal factors, collective capabilities and individual characteristics interact on and influence people's coping capacity. Veddhas in two villages have given accounts of their understanding of the situation. It is concluded that the disempowerment and disappearance of the Veddha culture are due to ignorance and the unwillingness of the State to procure an enabling environment that would improve the coping capacity of its indigenous population.  相似文献

More than half of Australia's lands and coastal regions are now encompassed within the boundaries of native title claims. The claims and the 'native title communities' who have lodged them are shaping a new geography of Australia's lands and seascapes. These communities derive from traditional ownership and thus have a different, and more fundamentally authoritative, basis to the indigenous 'residential communities' whose representative organisations are the mechanism through which governments have promoted indigenous self-management and which dominate in public affairs. Recognition of native title provides some opportunities for indigenous people to negotiate for benefits which will address their marginalised and economically dependent status but these are limited by the protection given to non-indigenous interests and are often proving they can be very difficult to realise. Overcoming indigenous marginalisation, promoting co-existence between indigenous and other Australians, and securing sustainability in rural regions requires that institutional reform goes beyond legally bounded interpretations of where native title does and does not still exist. Rebuilding indigenous institutions for governance of country is fundamental to achieving necessary change but political will and resources to support the process are critically lacking.  相似文献

从自发组建的非政府组织到北极事务中颇具影响力的权力组织,原住民组织已经成长为北极事务中不可忽视的利益攸关方。在获取北极事务参与权及实施行动决策中,北极原住民组织展现了独特的思考和实践。基于批判地缘政治学的理论视角观察因纽特环北极理事会为代表的原住民组织的发展历程,发现:(1)北极原住民组织强调基于文本生产的知识权力获取方式;(2)制度性参与是原住民组织的主要行动路径。北极事务参与权的获取及针对性行动策略的实施帮助原住民组织成功影响和重塑了北极的治理理念、身份认同与地理空间,推动北极地区向着善治和良治发展。通过对因纽特环北极理事会案例的解析,可以为中国拓展自身在北极地区的合作空间提供参考。  相似文献

The notion of community participation in sustainable environmental management is well documented, but applications between environmental scientists and indigenous Australians are less known. Many indigenous Australians are socially and culturally marginalized, and agencies debate over appropriate designs for collaborative, cross-cultural environmental programmes that will alleviate marginalization. This paper presents two case studies from northern Australia, where indigenous people participated in an environmental project exploring the commercial potential of the local sea cucumber resource. A framework with principles of participation and knowledge exchange guided project implementation at both localities. Participant observation data that related to these principles suggests that abuse of power imbalances and exploitation (institutional racism) may be more easily disguised within formalized governance structures than in the informal networks and structures that can be supported through less formalized representation. Linking informal and formal governance structures and canvassing a range of governance modalities will ultimately connect the human behaviours and governance structures needed to progress indigenous environmental management in Australia.  相似文献

乡村发展与乡村振兴倚仗于良好的乡村治理。从本质上认识乡村治理,需要把乡村治理放置于中国发展的时代背景下加以考量。目前中国出现的种种乡村发展问题和治理乱象,某种意义上是传统中国乡村在遭遇迅速现代化过程中的各种“不适”之后的必然反应。从现代性与认同的互动关系的理论视角出发,采取问卷调查与深度访谈的质性研究方法,重点探讨现代性进入乡村后的诸种遭遇,聚焦现代性对乡村4种类型治理主体的影响过程与作用机制,具体表现为村干部的角色认同从“当家人”向“代理人”转变;作为“资本下乡”的主体,返乡创业企业主难以站在村民的立场推进乡村治理;外出务工人员因为思想分化、凝聚力差,成为乡村治理的阻梗;留守者因为“能人”的标准发生变化在乡村治理过程中发挥的作用有限。最后,着重分析村民基于自身身份认同的角度是如何面对和调试现代性,从农民文化认同、治理主体性形塑和外部支撑条件等方面提出优化当代中国乡村治理的主要路径。  相似文献

迈向城乡共治:改革开放以来城乡关系演变解读   总被引:5,自引:3,他引:2  
城乡关系历来是经济社会发展的重要关系及党和政府关注的重大问题。为探究城乡关系及其治理逻辑,论文借助CiteSpace软件分析改革开放以来城乡关系的研究热点,结合时代背景解读城乡关系的演变历程,进而揭示城乡关系的脉络特征与治理变革的内在逻辑。研究表明:改革开放以来城乡关系的演变经历了4个阶段,形成了“城乡关系向好发展—城乡关系再度失衡—城乡关系调整完善—城乡关系一体化发展”的演变脉络;折射出“打破城乡分割”“偏向城市领域”“统筹城乡发展”“推进城乡一体化”的治理逻辑;十九大以来,城乡关系向着城乡融合的方向发展,迈向城乡共治是新时代城乡融合发展的内在要求与治理趋势。最后,文章从废除城乡二元体制、建立新的配套体制机制,打破学科界限、融合跨学科知识和实践交叉应用,新型城镇化和乡村振兴两大战略有机结合等方面对城乡融合发展与城乡共治进行了研究展望。  相似文献

This paper seeks to position socialist China in the mobility of global socialism in the context of Cold-War politics. It examines how the techno-politics of China and the Soviet-bloc's socialist tropical architecture differently reconfigured thermal exchanges between the environment, human body and a series of other multi-scalar things in Africa during the 1960s−1980s. Drawing on the theories of thermal material culture, techno-politics and science and technology studies (STS), it constructs a cross-cultural comparison between China and Soviet-bloc, aiming to achieve a more nuanced techno-political understanding of mid-late twentieth century socialist architecture in the Global South. It also hopes to contribute to recent scholarship about thermal comfort and governance in the context of climate change.  相似文献

This article examines the practices and process that (re)produce neighborhoods. I argue that the practices producing neighborhoods in the 1970s inform the practices (re)producing neighborhoods today. Drawing upon Lefebvre's concepts of social space and spatial practice, Bourdieu's concepts of practice and habitus, and Pred's concept of place as a historically contingent process, I examine the (re)production of Milwaukee's Riverwest neighborhood as a process. Practices of institution building and protest were central to the production of this relatively socially inclusive and activist neighborhood. Over the past 30 years, through what could be defined as the habitus of place, the process of neighborhood (re)production continued many of the practices first established in the 1970s, as new practices addressed social and cultural changes. A focus on practices and process draws our attention to the (re)production of a relatively stable, consistent, long-term neighborhood identity.  相似文献

通过对粤港澳大湾区环境合作相关新闻报道的统计分析和对粤港澳三地环境规制政策文本的对比分析,梳理大湾区环境协同治理历程,研究其特点、问题与限制因素,寻求进一步协同治理的可能。研究发现,大湾区环境合作逐步深化,但以小范围的合作为主,区域性合作较少;以会议会谈和相关文件签署为主,实质性行动合作较少;且多关注水体和大气的保护和治理。粤港澳三地环境治理各成体系,治理模式和负责执行主体、规制对象、执法途径和力度、监管内容和标准、信息获取范围均有不同,是限制协同治理与环境合作的主要因素。为此,未来大湾区环境协同治理可以从多尺度推动环境治理的协同联动、多种形式提高合作的可操作性、多领域拓展环境协作内容等方面予以推进。  相似文献

珠三角作为中国东南沿海的巨型城市区域,旨在构建跨越经济社会系统的多元协同的综合一体化地区。本文以深汕特别合作区与穗莞深城际铁路两个区域合作项目为例,借鉴“新国家空间”理论,基于区域治理所面临的经济发展困境与行政治理困境,分析区域治理过程中的权力上移和下移,即省市关系调整的弹性应对策略。研究发现:区域产业合作项目中,为克服城市间合作的制度化不足的行政治理困境,省政府进行了包括资源注入、事权下放、去管制和扩大地方自主权的区域治理权力的尺度下移;区域基础设施项目中,为了解决省政府财权不足的行政治理困境,省政府进行了水平权力重组以构建综合博弈体、强制性地方事权上收和以收权导向的行政奖励的区域治理权力的尺度上移。由此,本文认为珠三角区域治理并非单向、机械的尺度建构过程,而是区域项目建设导向下,以修复行政治理困境为目标,灵活多向的尺度重配过程。  相似文献

国际发展研究指相对发达国家的发展经验和知识在发展中国家本地化的研究,是西方地理学的经典议题。本文梳理和总结了20世纪中叶以来国际发展研究的发展历程,包括其出现背景、兴起过程和学科格局,系统评述了国际发展知识演变的4个阶段,即现代化理论阶段(20世纪50—70年代)、新自由主义阶段(20世纪80—90年代)、新结构主义阶段(21世纪初10年),以及新现代化理论阶段(21世纪10年代至今)。借鉴西方经验,对照当前中国崛起的过程,提出中国已经到了需要为发展中国家提供国际发展知识的新阶段,应积极推动国际发展地理学。结合高质量共建“一带一路”的必然要求,立足学科优势,建议了中国开展国际发展地理学研究的4个方向,包括基于中国的区域发展经验和空间治理模式研究,针对发展中国家现代化地理研究,“一带一路”建设海外重大项目案例研究和国际发展融资地理研究。  相似文献

以广州市本土制造企业为例,通过半结构式问卷及有序多分类logistic模型,从企业微观尺度阐明全球-地方背景下本土企业研发行为的演变,从技术联系、生产联系及劳动力联系3个方面探究跨国资本技术溢出对本土企业研发行为演变的影响与机制。结果表明:20世纪90年代以来,本土企业研发行为经历由技术依赖型向自主研发主导下兼有研发内部化与国际化扩张的模式转变。跨国与本土企业技术差距减小、更紧密地嵌入全球产业链、劳动力从跨国向本土企业流动均显著提升本土企业的自主研发强度,国际技术采购则具有显著的负效应。  相似文献

中国的区域治理模式长期以来呈现出阶段性演化的特征。特别是近些年,传统省-市分层设权的权力组织关系被动态的、反复连续性的博弈所取代。本研究借助政治经济学与人文地理学关于“国家空间再中心化”及组织社会学者的“行政发包制”理论,立足区域基础设施项目,即“珠三角城际铁路网”展开实证,系统分析其规划、建设及运营过程。并聚焦其中的事权与财权动态演变过程,解析省政府的角色定位和省市关系的演变等两大关键问题,揭示中国城市区域治理重构的内在逻辑。研究发现:一方面,省政府的角色定位由“分包商”和“协调者”逐渐转变为协调与发展并重的新角色定位;同时,省市关系由结构化的“行政发包”转化为多轮协商的动态博弈连续体。  相似文献

The renaissance in geographical 'bloc' development in the 1990s has generated expectations that prevailing international regionalism is compatible with the dominant global integration model. Nascent regionalism in the Asia Pacific best captures this trend with regional initiatives being established on the basis of 'open' regionalism as opposed to 'closed' regionalism that is associated potentially with institution building and regional governance. In this paper, I examine the shape and nature of Asia Pacific regionalism. I show how countries here favour a process of regime building that is centred on network building among state and private actors without any goal towards institution building. Asia Pacific regionalism is less concerned with the production and governance of regional space than the assertion of a collective Asian political culture that preserves state sovereignty.  相似文献

京津冀区域治理是伴随三地协作发展的进程,从政府层面的管制转向各利益主体协调治理,从自上而下的竞争合作转向上下结合的协同合作的一系列有效应对举措。经过30多年的努力,学界和政府部门已经形成了较为丰富的京津冀区域治理研究成果。通过梳理自1984年以来相关区域的研究,尝试从时空维度厘清京津冀区域治理的研究脉络及其变化,剖析目前京津冀区域治理所涉及的治理模式、协调体系、以及形成的发展策略,为改进和提高京津冀区域治理效果提供参考。京津冀协同治理过程是学术界与政府的互动融合过程,其中政府的作用居主导地位。未来将在治理主体、治理机制、治理效果评价和文化、医疗、养老等领域的协调发展方面得到深化和细化。  相似文献

河西走廊西端灌丛沙丘发育过程及其对沙漠化的指示意义   总被引:2,自引:1,他引:1  
在风沙活动强烈的荒漠地区开展环境变化研究常缺乏符合要求的地质测年材料。灌丛沙丘是干旱区发育的一种特殊生物地貌类型,具有计年和储存环境信息的功能,可以用来重建沙丘的发育过程和过去的环境变化。以河西走廊西端花海盆地发育的灌丛沙丘沉积剖面为研究对象,基于AMS14C年代学及沉积物粒度、碳酸盐含量、地球化学元素等代用指标的分析,与文献记载、沙漠化监测数据和近几十年的器测气象资料对比分析,试图揭示区域灌丛沙丘的发育过程及其环境指示意义。结果表明:花海盆地灌丛沙丘的发育时间已超过800 年;20世纪60年代中后期至70年代早期人类活动的干扰曾使灌丛沙丘的堆积过程中断,但丰富的物源随后又促使灌丛沙丘再次快速发育。沙丘物源曾发生过剧烈的变化,使得灌丛沙丘沉积物中的粗颗粒组分和中值粒径并不适于作为环境代用指标重建区域的风沙环境变化,而细颗粒组分(<63 μm和<10 μm)和碳酸盐含量的变化,则揭示了研究区在20世纪70-80年代(沙丘高度300~420 cm)时获得了丰富的物质来源。灌丛沙丘沉积物中的Zr/Rb比值,能够作为良好的环境代用指标指示1970-1988年(沙丘高度300~420 cm)区域处在风沙活动较强烈的环境;近几十年花海盆地土地沙漠化明显,尤其是20世纪70年代和80年代。灌丛沙丘可以作为有较高可信度的地质记录载体,在河西走廊西端重建较长时间尺度的、高分辨率的区域气候环境演变历史。  相似文献

文章旨在通过系统梳理西方区域环境治理的研究进展和前沿问题,以拓展国内区域环境治理研究,对认识粤港澳大湾区乃至中国深入发展以来面临的经济发展—环境保护矛盾和探索可持续发展政策有所启示。文章回顾了20多年以来西方区域环境治理研究的主要成果,总结出区域环境治理研究的理论进展、治理模式与影响效应3个重点议题。政府和非政府主体共同参与区域层面环境问题的应对已成为环境治理转变的重要特征之一。各主体之间采用了由国家政府或者地方行动者主导的协调方式,形成了不同的管理模式。区域层面的环境参与受到了经济、政治、社会等多重因素的影响,同时也对资源环境、经济、政治等方面产生了重要影响。最后,文章提出粤港澳大湾区环境治理研究应重点关注中国特色“一国两制”政策背景下粤港澳大湾区环境治理的组织框架,实施环境治理的地域因素、影响效应,探索促进区域发展的制度安排。  相似文献

伴随着快速城镇化,生态环境剧烈变化与社会经济结构深刻转变使中国城乡发展问题愈发突出,城乡治理面临新挑战。社会—生态韧性理论与城乡治理实践存在紧密关联,但对两者关系的研究欠缺。论文以中国城乡发展问题为导向,厘清社会—生态韧性与城乡发展的关系,构建社会—生态韧性视角下城乡治理的逻辑框架。将社会—生态韧性的核心理念(耦合、自组织和学习)引入城乡规划、个体参与和政策制定,将促进城乡融合和可持续发展。在未来的城乡治理中,需要将社会与生态问题统筹考虑,贯彻人地耦合的理念,形成多层级的城乡协同治理网络,促进适应性治理,培育不同尺度城乡治理主体的合作和创新,尤其要重视城乡社区的学习、适应能力构建。实践中需要充分利用空间规划工具,将生态系统服务纳入城乡空间治理范畴,协调城乡生态系统服务与居民福祉的关系,增强城乡对不确定性的缓冲和应对能力。  相似文献

首先探索了城市体检治理的新模式,明确了涵盖“市?区?镇街?社区”不同尺度行政主体纵向传导、横向联动的规范化城市体检组织模式。其次,基于“指标设计?征求意见?指标筛选?指标确认”4个步骤完善城市体检指标体系,提出了数据收集的标准化、模块化工作思路。再次,城市体检的指标评价应坚持多维度、差异性、定量定性相结合等原则,以六维分析法为基础对城市问题进行识别与诊断。另外,城市体检的公众参与过程需要充分体现市民的知情权、参与权和监督权。城市政府需要搭建市民深度参与的常态化、共治型治理平台,各部门需要以问题为导向,开展协同式、全周期系统治理,最终推动建立全社会共建共治共享的常态化工作机制。  相似文献

In 2013, it was announced that Timor‐Leste's Oecussi enclave would become the site of a special economic zone. Arid, and inhabited mostly by semi‐subsistence farmers from West Timor's Meto ethno‐linguistic group, the plan entails remaking the enclave as an industrial, transport and tourism hub. To facilitate this, in mid‐2015 the authorities began the process of clearing hundreds of indigenous gardens and homes from land slated for mega‐projects intended to make the region attractive to foreign investors. In this paper, I describe how, for many Meto, land tends to be experienced as a spiritually mediated ‘geography of affect’ (Lea & Woodward, 2010) in which questions of place, belonging, spirituality and personal fortune cannot easily be divided, a reality that raises questions about the suitability of the plan's vision of globalized and investment driven ‘development’. Drawing on Scott, I argue that in Oecussi, spirits associated with the land are not apolitical, but are sometimes perceived as acting to protect locals against powerful outsiders – a characteristically Meto ‘weapon of the weak’ that is in keeping with their previous encounters with colonial regimes.  相似文献
