Flexible management of fishing rights and a sustainable fisheries industry in Europe 总被引:3,自引:0,他引:3
Although overexploitation of commercial fish stocks in European waters has been in the public debate now for more than 20 years, the European Union has so far failed to implement sustainable fisheries management. Millions in subsidies paid to the fishing industry have led to significant excess capacity in the fishing fleet. Various feeble attempts to stop overexploitation of marine resources have failed. The cause is that fishing policy is highly dominated by short-term socioeconomic interests. There is an urgent need for a new fisheries management system in Europe that supports reductions in the fishing fleet, increases responsibility among fishers and guarantees long-term conservation of natural marine resources.Transferable rights to fish have proved a reliable and effective means of creating incentives to conserve marine resources. By strengthening individual fishing rights under flexible quota management systems, the EU Member States could, within the Common Fisheries Policy, make a significant contribution to conserving fish stocks, to reducing excess capacity and to raising the profitability of the fisheries industry. A closer look at existing reservations against a flexible management system shows most of the objections to be overstated or capable of resolution. 相似文献

This study examined the perceptions of fishers from two fishing communities with differing use histories and involvement in the long-standing (16 yr) multiple use Mafia Island marine protected area (MIMP), Tanzania. A randomly distributed questionnaire indicated that 94% of fishers believed that without the MIMP, there would be overfishing, dynamite use, destroyed habitats, and few fish. Fishers were more positive about core zones (no-take fishery closures) than general use zones (areas allowing selective fishing) as a consequence of increases in fishing pressure. Those that reported increased catches and sizes of fish since the creation of the MIMP were more likely to agree with present zone locations and more positive in general about fisheries and conservation planning. Most thought that fish size and gear restrictions were preferable to permanent closures. Perceptions differed among communities and gear users. Community and gear type explained 46% of the variance in responses about the perception that fisheries and conservation are compatible goals. Somewhat surprisingly, these effects were more important than catch increases or involvement in MIMP-related activities. The differences in perception between communities may be partly attributed to different fishing histories. Multiple-use zoning provides a means to identify and resolve conflicts and achieve what are likely universal objectives for fisheries sustainability and conservation. 相似文献

There has been a gradual evolution in fisheries management over the past decades from a focus on sustainability of a single species or stock and resources to a focus on marine ecosystems. Among the issues to be addressed for effective implementation of ecosystem based fisheries management (EBFM) are the appropriate governance arrangements and scale for management. The purpose of this paper is to examine these issues of governance and scale as related to EBFM in tropical developing countries through an analysis of approaches being taken in the Philippines to manage fisheries on a multi-jurisdictional level. The management of fisheries and coastal resources in a number of bays and gulfs, which represent marine ecosystems, is presented. The opportunities and constraints to ecosystem based fisheries management in the Philippines are discussed and lessons for broader application of these governance structures in tropical developing country marine ecosystems are presented. 相似文献

Fish stocks associated with seamounts may be particularly susceptible to overexploitation. From January to July 2001, the Spanish Oceanographic Institute (IEO) conducted an experimental fishing survey entitled ‘Palguinea-2001’ on the seamounts of the Sierra Leone Rise. Beryx splendens (commonly called alfonsino) is the main commercial demersal fish associated with this area. The aim of this study was to investigate the effects of a demersal longline fishery targeting B. splendens on the previously unexploited small Machucambo Seamount over a short time-scale, and also to consider trends in pooled catch rate at another four seamounts. During 110 fishing days at Machucambo, a total catch of 207 tonnes of B. splendens was taken with a fishing effort of 1 309 070 hooks. A spectral analysis and red-noise spectra procedure (REDFIT) algorithm was used to identify the red-noise spectrum from the gaps in the observed time-series of catch per unit effort by weight. Our results show the potential impact of longline fishing pressure on an unexploited ecosystem – after approximately 50 fishing days, the stock appeared to decline substantially, as reflected by a marked drop in catch per unit effort. The apparent rapid decline of the stock might be related to the small size and the virgin state of the Sierra Leone seamounts. The results could be extrapolated to similar small seamounts elsewhere. 相似文献

Despite its legal prohibition since 1998, the nylon monofilament net is still widely used in Senegalese artisanal fisheries. To achieve a complete ban on monofilament use, it is necessary to understand the main arguments for its continued use and what alternatives exist. Using a field experiment among local fishers as well as empirical knowledge and a literature review, this article highlights the challenges to the eradication of nylon monofilament. Our study shows that in a context where decision-makers pay too much attention to social, economic and political stakes, the efficiency of nylon monofilament nets confers a major advantage upon which fishers rely, and this counters any regulatory action against this type of gear. Moreover, numerous studies globally have indicated that communication campaigns that focus on the ghost-fishing power of this type of net seem to be inappropriate. We concluded that the issue of continued use of monofilament should be addressed through an integrated fisheries management programme that reduces overcapacity and fosters sustainable fishing practices. 相似文献

Safety at sea is a serious issue for the commercial fishing industry; it ranks highly in all assessments of occupational dangers including risk-taking, injuries, and fatalities. This paper examines the impact of fisheries management on safety at sea and the use of fishermen's input in the safety regulatory and management process. Using case study techniques of analysis, 22 boatowners, captains and crew all with a minimum of 10 years experience in the commercial fishing industry and from a common New England port (New Bedford) are interviewed. Findings strongly suggest that regulations that have been primarily designed to reduce pressure on fish stocks may also result in increased pressure on fishermen and decreased safety at sea. Attitudes about the role of the New England Fisheries Management Council and improvements to the safety regulatory and management process particularly with regard to the increased participation by fishermen are also examined. 相似文献

Failing the high seas: A global evaluation of regional fisheries management organizations 总被引:1,自引:0,他引:1
Regional fisheries management organizations (RFMOs) collectively manage the largest distinct area of the world, the high seas, but their effectiveness in conserving the fish stocks therein has been questioned lately, as many stocks have declined. This study quantitatively assesses the effectiveness of the world's 18 RFMOs, based on a two-tiered approach, concentrating first on their performance ‘on paper’ and secondly, in practice. The former was determined by assessing how well RFMOs scored against 26 criteria that together reflect current RFMO best practices. The latter assessment referenced the current state of the stocks RFMOs manage, through biomass and fishing mortality reference points and biomass trends through time. Results show low performance of RFMOs for both assessments, i.e., average scores of 57% and 49%, respectively. The latter result is emphasized by findings that reflect two-thirds of stocks fished on the high seas and under RFMO management are either depleted or overexploited. Findings also indicate that there is no connection between the two sets of scores, suggesting a disparity between organization intent and action. 相似文献

Long-term interannual changes in abundance, biomass, diversity and structure of littoral fish assemblages were examined between 1993 and 2009 by experimental trammel net fishing up to six times per year, within the warm period - May to September, at multiple areas along the eastern Adriatic coast with the aim of testing for the consistency of patterns of change across a large spatial scale (∼600 km). The results revealed spatially consistent increasing trends of total fish abundance and biomass growing at an average rate of 15 and 14% per year, respectively. Of the diversity indices analysed, the same pattern of variability was observed for Shannon diversity, while Pielou evenness and average taxonomic distinctness measures Δ∗ and Δ+ showed spatial variability with no obvious temporal trends. Multivariate fish assemblage structure underwent a directional change displaying a similar pattern through time for all the areas. The structural change in fish assemblages generally involved most of the species present in trammel net catches. A large pool of fish species responsible for producing the temporal pattern of assemblage change was relatively different in each of the areas reflecting a large geographic range covered by the study. An analysis of 4 fish species (Symphodus tinca, Pagellus erythrinus, Mullus surmuletus, Scorpaena porcus) common to each of the study areas as the ones driving the temporal change indicated that there were clear increasing trends of their mean catches across the years at all the study areas. A common pattern among time trajectories across the spatial scale studied implies that the factor affecting the littoral fish assemblages is not localised but regional in nature. As an underlying factor having the potential to induce such widespread and consistent improvements in littoral fish assemblages, a more restrictive artisanal fishery management that has progressively been put in place during the study period, is suggested and discussed. 相似文献
