Drawing on an EU-funded project titled “Sharing responsibilities in fisheries management” this paper assesses the institutional landscape of fisheries management in a number of European countries, with a particular emphasis on stakeholder involvement in regulatory decision-making. What are their roles and responsibilities in the chain of governance? What are the specific characteristics of each country, and what is similar and what is different as compared with other sectors? Although there is a move towards devolvement and decentralisation in some European countries, there is quite an ambivalence regarding such reforms in other countries. These differences in stakeholder involvement are partly a result of institutional traditions within each country, but also a reflection of how management authorities struggle with the dilemmas pertaining to such reforms of participatory practices. Thus, we argue that even within a reformed fisheries management system that allows greater participation of stakeholder groups, there can hardly be one European model that fits all.  相似文献

There are considerable efforts by governments, non-governmental organizations (NGOs), and academia to integrate marine conservation initiatives and customary practices, such as taboos that limit resource use. However, these efforts are often pursued without a fundamental understanding of customary institutions. This paper examines the operational rules in use and the presence of institutional design principles in long-enduring and dynamic customary fisheries management institutions in Papua New Guinea, Indonesia, and Mexico. Rather than a “blue print” for devising long-enduring institutions, this study relies on the design principles as a starting point to organize an inquiry into the institutional diversity found in customary governance regimes. Three important trends emerged from this comparative analysis: (1) despite it being notoriously difficult to define boundaries around marine resources, almost 3/4 of the cases in this study had clearly defined boundaries and membership; (2) all of the customary institutions were able to make and change rules, indicating a critical degree of flexibility and autonomy that may be necessary for adaptive management; (3) the customary institutions examined generally lacked key interactions with organizations operating at larger scales, suggesting that they may lack the institutional embeddedness required to confront some common pool resources (CPR) challenges from the broader socioeconomic, institutional and political settings in which they are embedded. Future research will be necessary to better understand how specific institutional designs are related to social and ecological outcomes in commons property institutions.  相似文献

Inspired by Rittel and Webber [Dilemmas in a general theory of planning. Policy Sciences 1973;4:155–69], it is argued that fisheries and coastal governance is confronted with problems that are inherently “wicked.” Problems are wicked (as opposed to “tame”) when they are difficult to define and delineate from other and bigger problems and when they are not solved once and for all but tend to reappear. Wicked problems have no technical solution, it is not clear when they are solved, and they have no right or wrong solution that can be determined scientifically. Instead, for wicked problems governance must rely on the collective judgment of stakeholders involved in a process that is experiential, interactive and deliberative. In this paper, the wicked problem is identified as a governability issue, recognizing that there are limitations to how rational and effective fisheries and coastal governance can possibly be. The paper offers a framework which could help us locate the wicked problems within the fisheries and coastal governance system, as well as examine their governability.  相似文献

The Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI), adopted recently in response to the degradation of coastal and marine environments in the Southeast Asia-Pacific’s Coral Triangle, emphasises the need for using existing international and regional fora to promote implementation. Large-scale marine initiatives, including the CTI, very often must contend with a remarkably complex institutional system. This raises the question of whether and how such complexity can be conducive to marine resources management. To answer this question, this paper aims to better understand the governance context in which the CTI was established (i.e., map governance fragmentation/complexity), and explore how such a context may support the implementation of the CTI goals (i.e., examine normative interplay). To conduct this examination, it uses an objective method that allows users to view and explore institutional arrangements through a network approach. By documenting the system of existing institutions in the Coral Triangle, the study shows that the Coral Triangle governance system is illustrative of those of international environmental governance. It involves multiple policy domains, and features different institutional arrangements and variability in terms of geographical scope and main subject matter. Such a system is complex and fragmented, marked by jurisdiction and functional overlaps. The paper suggests interplay management, such as inter-institutional learning and enhancing institutional synergy, as a promising process to promote inter-institutional coordination.  相似文献

Governors always have some image of what they are governing and why, and of what their role is. These images are often implicit. They are not reflected upon or discussed in the governance process, yet they have real consequences because they are acted upon. Interactive governance theory argues that image formation is an integral part of governance and that images are made as explicit as possible to avoid self-fulfilment. Such a process needs to be interactive and flexible to allow exploration of alternatives to existing governing images for the purpose of enhancing the governability of fisheries systems. In this paper, we contrast the classical image of the governing system (top down decision-making pyramid) and of the human-in-nature system (top down trophic pyramid) with alternative images (roses and inverted pyramid, respectively) and discuss the implication that these different images have on fisheries governance.  相似文献

根据历史文献分析,已知南海海名最早出现于周宣王(827BC--782BC在位)时的《江汉》诗中。秦汉之间214BC—111BC时著的《山海经·海内东经》篇,记述了现时广东省三水和广州以南地区当时为海,称南海。这可从《史记》和《汉书》的记述,以及现代珠江三角洲的考古学、第四纪地质学和河口演变的研究成果所证实。南海古时别名涨海,明清时期外国人称为大明海和大清海。清朝以来,外国人把它翻译成(或称作)英文“South China Sea”,而近代某些中国人再把这个英文名词直译成汉文“南中国海”,忽视“南海”固有的中文名称。民国和中华人民共和国政府先后出版的地图和其他正式出版物,皆只用“南海”名。  相似文献

The purpose of this paper is to analyze the nonlinear ship roll motion equation and the main parameters that induce ship capsizing in beam seas, estimate the survival probability of a ferry in random seas and to find out a risk assessment method for the ship’s intact stability. A single degree of freedom (1-DOF) dynamic system of ship rolling in beam seas is investigated and the nonlinear differential equation is solved in the time domain by the fourth order Runge-Kutta algorithm. The survival probability of a ferry in beam seas is investigated using the theory of “safe basin”. The survival probability is calculated by estimating erosion of “safe basin” during ship rolling motion by Monte Carlo simulations. From the results it can be concluded that the survival probability of a ship in beam sea condition can be predicted by combining Monte Carlo simulations and the theory of “safe basin”.  相似文献

The shift from a classic sector-by-sector management system to an operational ecosystem approach is perceived as the way forward towards sustainable use of marine systems. The nine states bordering the Baltic Sea as well as the European Community signed the Baltic Sea Action Plan (BSAP) in 2007, intended to provide practical means for implementing the ecosystem approach in the region. However, whether this shift towards a new governance approach also constitutes a case of institutional change remains unclear. This study evaluates institutional change over 30 years in order to understand the process of emergence of the ecosystem approach for this international institution. This study adds to the otherwise largely theoretical debate on institutional change by testing two models of institutional change – gradualist versus punctuated equilibrium – against data from the Helsinki Commission. Relying on a novel methodology involving quantitative text analyses of 574 documents this study suggests that the signing of the BSAP did not cause change in the institution, nor was it the cause of an abrupt institutional change. Overall, findings support a gradualist model of institutional change where the BSAP is layered upon preexisting institutional structures. Results also indicate that institutional change has occurred in some parts of the institution, whereas other parts remain remarkably stable. It proves that in order to intentionally change an institution it is vital that the change processes cohere at all levels of the institution. The study also underlines the mismatch between ecosystems and institutions. Given the relatively slow dynamics identified here, it is unclear whether institutions are able to adapt to rapid and unpredictable ecosystem shifts.  相似文献

Finite element numerical modelling based on field data is used to study the tidal and tidally induced residual circulation dynamics of a coupled “restricted” and “leaky” coastal lagoon system located in the Magdalen Islands, Gulf of Saint-Lawrence. Havre-aux-Maisons Lagoon (HML) is of a “restricted” nature with a neutral inlet in terms of tidal asymmetry. Grande-Entrée Lagoon (GEL) is of a “leaky” nature with a marked ebb dominance at the inlet due to direct interactions between the main astronomical tidal constituents. The imbalance caused by the different tidal filtering characteristics of both inlets combines with the internal morphological asymmetries of the system to produce a residual throughflow from HML to GEL. The residual circulation is also characterized by strongest values at both inlets, very weak residual currents in HML deep basin and a dipole of residual eddies over the deeper areas of GEL. Further investigations including numerical tracer experiments will be necessary to achieve a full understanding of the long term circulation of this lagoonal system.  相似文献

Marine protected areas (MPAs) worldwide are facing increasing driving forces, which represent a major and increasing challenge for MPA governance. The Marine Protected Area Governance (MPAG) project examined a range of different incentives – economic, interpretative, knowledge, legal and participative – employed to address the driving forces and promote effectiveness in 20 case studies across the globe. This paper argues that, regardless of the MPA governance approach adopted (i.e., government-led, decentralised, private or community-led), resilience in MPA governance systems derives from employing a diversity of inter-connected incentives. The significance of institutional diversity to governance systems parallels that of species diversity to ecosystems, conferring resilience to the overall socio–ecological system. The paper concludes that, in the face of strong driving forces, rather than relying on particular types of incentives and institutions, it is important to recognise that the key to resilience is diversity, both of species in ecosystems and of institutions in governance systems.  相似文献

In 2001 FAO published the “International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing”. Based on this plan, national and supranational authorities have developed legislation to fight the so called IUU fishing. A key aspect of the legislation proposed so far is the mandatory recording of some data elements and the requirement that these data should be available for access through a traceability system. This article outlines a general framework for evaluation of these types of requirements, using a predictor-outcome N-way matrix. A “good practise” system is described, against which the existing systems and practises can be evaluated. The framework can be used to assess if the regulatory requirements ensure that the relevant IUU fishing identification data are made available, and it can also be used to evaluate the requirements imposed on the traceability system.  相似文献

In this paper we identify the critical issues which Caribbean Community (CARICOM) countries must address in defining their approach to fisheries governance. We suggest practical measures which should be taken in order to deal with these issues. Emphasis is placed on institutional reform which builds a broader institutional base for resource management than has been common in the past. Fisheries administrations need to develop partnerships with nongovernmental organizations, particularly fisherfolk organizations. This includes strengthening the capacity of those organizations to participate in the management process. There is also the need to strengthen regional organizations within the Caribbean, in order that they may better manage shared resources within the region as well as participate in international management initiatives.  相似文献

This paper reviews the historical development of both biogenic and non-biogenic petroleum formation. It also examines the recent claim that the so-called “abiotic” oil formation theory undermines the concept of “peak oil,” i.e. the notion that world oil production is destined to reach a maximum that will be followed by an irreversible decline. We show that peak oil is first and foremost a matter of production flows. Consequently, the mechanism of oil formation does not strongly affect depletion. We would need to revise the theory beyond peak oil only for the extreme — and unlikely — hypothesis of abiotic petroleum formation.  相似文献

Marine social-ecological systems are complex, inter-connected, and highly dynamic, in particular when forced with global changes. However, their human social components are often treated separately from their biophysical components, and by different scientific disciplines. To help bridge these gaps, and to explore conceptual, comparative, and governance issues relating to marine social-ecological systems and global change, an international symposium was held on “Coping with global change in marine social-ecological systems”. This short paper provides an introduction to this topic, and briefly describes nine papers which arose from this symposium and which comprise this special issue of Marine Policy. It is concluded that good progress is being made towards studying marine social and ecological systems as coupled systems, but that many issues remain to challenge natural scientists, social scientists, and humanists to work together. These include incorporating multi-stakeholder participation, the need for a long-term perspective, and development of flexible livelihood and governance strategies.  相似文献

Closed, isolated small systems, as the representatives of a “unique-environmental feature”, are valuable natural laboratories for studying different biogeochemical processes. The saline Rogoznica Lake (“Dragon Eye”), situated on the Eastern Adriatic coast is such a system (10 276 m2, 15 m deep) typical of many stratified, sulfide rich water bodies. The depth of mixolimnion changes seasonally and it is greatly influenced by meteorological conditions, i.e. temperature and rainfall. To understand the subtle institutional conditions that underlie marine governance, beyond broad conceptualisations of property rights or pre-defined institutional designs, it is necessary to situate governance structures and human interactions within their historical and current social and political context. A two-tiered stakeholder analysis was developed to facilitate this. This analytical tool illuminates divergent perspectives between actors in two marine social-ecological systems in Southern Kenya. Investigating these differences emphasises the variety of historical contexts, social geographies, and current power relations in which different groups are situated. These historical and contextual factors mediate how groups perceive and respond to governance. They, therefore, have important implications for how institutions function.  相似文献

The Western Desert of Egypt is one of the world’s most prolific Jurassic and Cretaceous hydrocarbon provinces. It is one of many basins that experienced organic-rich sedimentation during the late Cenomanian/early Turonian referred to as oceanic anoxic event 2 (OAE2). The Razzak #7 oil well in the Razzak Field in the northern part of the Western Desert encountered the Upper Cretaceous Abu Roash Formation. This study analyzed 23 samples from the upper “G”, “F”, and lower “E” members of the Abu Roash Formation for palynomorphs, particulate organic matter, total organic carbon (TOC) and δ13Corg in order to identify the OAE2, determine hydrocarbon source rock potential, and interpret the depositional environment. The studied samples are generally poor in palynomorphs, but show a marked biofacies change between the lower “E” member and the rest of the studied samples. Palynofacies analysis (kerogen quality and quantity) indicates the presence of oil- and gas-prone materials (kerogen types I and II/III, respectively), and implies reducing marine paleoenvironmental conditions. Detailed carbon stable isotopic and organic carbon analyses indicate that fluctuations in the δ13Corg profile across the Abu Roash upper “G”, “F”, and lower “E” members correspond well with changes in TOC values. A positive δ13Corg excursion (∼2.01‰) believed to mark the short-term global OAE2 was identified within the organic-rich shaly limestone in the basal part of the Abu Roash “F” member. This excursion also coincides with the peak TOC measurement (24.61 wt.%) in the samples.  相似文献

The consequences for pelagic communities of warming trends in mid and high latitude ocean regions could be substantial, but their magnitude and trajectory are not yet known. Environmental changes predicted by climate models (and beginning to be confirmed by observations) include warming and freshening of the upper ocean and reduction in the extent and duration of ice cover. One way to evaluate response scenarios is by comparing how “similar” zooplankton communities have differed among years and/or locations with differing temperature. The subarctic Pacific is a strong candidate for such comparisons, because the same mix of zooplankton species dominates over a wide range of temperature climatologies, and observations have spanned substantial temperature variability at interannual-to-decadal time scales. In this paper, we review and extend copepod abundance and phenology time series from net tow and Continuous Plankton Recorder surveys in the subarctic Northeast Pacific. The two strongest responses we have observed are latitudinal shifts in centers of abundance of many species (poleward under warm conditions), and changes in the life cycle timing of Neocalanus plumchrus in both oceanic and coastal regions (earlier by several weeks in warm years and at warmer locations). These zooplankton data, plus indices of higher trophic level responses such as reproduction, growth and survival of pelagic fish and seabirds, are all moderately-to-strongly intercorrelated (∣r∣ = 0.25-0.8) with indices of local and basin-scale temperature anomalies. A principal components analysis of the normalized anomaly time series from 1979 to 2004 shows that a single “warm-and-low-productivity” vs. “cool-and-high-productivity” component axis accounts for over half of the variance/covariance. Prior to 1990, the scores for this component were negative (“cool” and “productive”) or near zero except positive in the El Niño years 1983 and 1987. The scores were strongly and increasingly positive (“warm” and “low productivity”) from 1992 to 1998; negative from 1999 to 2002; and again increasingly positive from 2003-present. We suggest that, in strongly seasonal environments, anomalously high temperature may provide misleading environmental cues that contribute to timing mismatch between life history events and the more-nearly-fixed seasonality of insolation, stratification, and food supply.  相似文献

Deep-sea benthic ecosystems are mainly sustained by sinking organic materials that are produced in the euphotic zone. “Benthic-pelagic coupling” is the key to understanding both material cycles and benthic ecology in deep-sea environments, in particular in topographically flat open oceanic settings. However, it remains unclear whether “benthic-pelagic coupling” exists in eutrophic deep-sea environments at the ocean margins where areas of undulating and steep bottom topography are partly closely surrounded by land. Land-locked deep-sea settings may be characterized by different particle behaviors both in the water column and in relation to submarine topography. Mechanisms of particle accumulation may be different from those found in open ocean sedimentary systems. An interdisciplinary programme, “Project Sagami”, was carried out to understand seasonal carbon cycling in a eutrophic deep-sea environment (Sagami Bay) with steep bottom topography along the western margin of the Pacific, off central Japan. We collected data from ocean color photographs obtained using a sea observation satellite, surface water samples, hydrographic casts with turbidity sensor, sediment trap moorings and multiple core samplings at a permanent station in the central part of Sagami Bay between 1997 and 1998. Bottom nepheloid layers were also observed in video images recorded at a real-time, sea-floor observatory off Hatsushima in Sagami Bay. Distinct spring blooms were observed during mid-February through May in 1997. Mass flux deposited in sediment traps did not show a distinct spring bloom signal because of the influence of resuspended materials. However, dense clouds of suspended particles were observed only in the spring in the benthic nepheloid layer. This phenomenon corresponds well to the increased deposition of phytodetritus after the spring bloom. A phytodetrital layer started to form on the sediment surface about two weeks after the start of the spring bloom. Chlorophyll-a was detected in the top 2 cm of the sediment only when a phytodetritus layer was present. Protozoan and metazoan meiobenthos increased in density after phytodetritus deposition. Thus, “benthic-pelagic coupling” was certainly observed even in a marginal ocean environment with undulated bottom topography. Seasonal changes in features of the sediment-water interface were also documented.  相似文献

This paper is a contribution to the strategic question: How can the continuity of the current education infrastructure for the maritime industry be secured? The analysis in the paper is based on concepts from institutional economics, in particular governance of institutional structures. The analysis is applied to the Netherlands. The Dutch maritime sector is described in terms of the institutions that are related to knowledge and education. This analysis shows that these institutions, most of which take the form of explicit organisations, are all very rigid and leave little room for change and renewal. Furthermore, the social and legal structure embedded in the institutional structure strengthens, rather than thwarts, the institutional inertia. The theory on governance and organising capacity offers some short-term solutions. Long-term solutions only emerge if changes are made in the institutional structure of the knowledge infrastructure. As policy priorities, one could select the development of a research agenda for the sector, with wider possibility to fund non-technical maritime research, improvements in information concerning supply and demand of maritime training courses, and maintaining and extending teaching activities as much as possible. The ultimate goal should be to create greater knowledge awareness in the whole maritime sector, where this currently exists only in parts of that sector.  相似文献
