It is widely documented that marine debris is detrimental to the marine ecological environment. While there are various sources of marine debris, that generated by ships constitutes a significant proportion. Annex V of MARPOL 73/78 is to regulate the discharge of garbage from ships; in particular, it prohibits all kinds of plastics from being discharged into ocean. However, most fishing vessels are virtually exempt from such regulations due to their low gross tonnage, below 400 t. Given the great number of fishing vessels operating around the world, it can be argued that fishing vessels are a common source of marine debris. This paper aims to propose measures that will fill the gap in international regulations in addressing the problem of vessel-source garbage pollution. An understanding of what constitutes the underlying causes leading to fishers' decision on debris disposal is needed when designing effective measures to reduce garbage pollution from ships. Thus, this paper seeks to identify factors that have the potential to influence fishers' disposal behavior and investigate the association between factors and fishers' intention of bringing garbage back to port. Major factors of a well-developed recycling practice, adequate collection facilities placed at port, fishers' positive views towards marine environments and provision of rewards are identified, which have significant implications for management strategies. Finally, the papers offers suggestions regarding future efforts focusing on debris reduction strategies to further address the problem of garbage pollution from fishing vessels.  相似文献

为保障海洋油气开采的安全和顺利,文章以我国南海东部海域为例,在概述渔场和渔船基本情况的基础上,分析拖网对海洋油气田水下设施可能造成的损坏,并提出相关建议。研究结果表明:对海洋油气田水下设施影响最大的捕捞作业方式是拖网;双拖网渔船产生的最大拖曳力远大于脐带缆所能承受的最大拉力,很有可能损坏脐带缆等水下设施;应对渔船作业水域的海洋油气田水下设施采取保护措施,限制可能损坏水下设施的渔船作业,加强管理和培训以及通过技术手段对相关情况进行监测和处理。  相似文献

Cruise ships represent less than 1% of the global merchant fleet yet it has been estimated that they are responsible for 25% of all waste generated by merchant vessels. This volume of waste produces pressures on the environment, particularly with respect to ship-generated waste disposal at home ports and ports of call. Southampton, home port for both Cunard and P&O, and a port of call for Royal Caribbean Cruises, is the focus of this study. This paper investigates current waste management and disposal options for cruise ship generated waste and the associated impacts of this waste for ports. It is concluded that all cruise vessels should vigorously pursue a waste reduction strategy and for ports to provide adequate recycling, reduction and re-use facilities for cruise ship generated waste, optimising use of local facilities whenever possible.  相似文献

In September 1997, the International Maritime Organization (IMO) adopted an international convention protocol to reduce air pollution from ships, in order to achieve sustainable maritime development. This protocol has been approved by 15 member countries and will be enforced in May 2005. Pollutants emitted from ships, such as nitrogen oxides, volatile organic compounds, sulfur oxides, etc. will be regulated by this convention through ship inspections and issuance of certificates. Ships belonging to maritime countries such as Taiwan, which sail around the world and berth in commercial ports, must obey this convention. This study has investigated possible strategies, which may be adopted by maritime countries to conform to this IMO convention in order to reduce the air pollution from ships. A sea-going ship must prepare EIAPP and IAPP certificates for inspection by port-state-control officials, when the ship is anchored at a maritime port. These port-state-control officials may also require the continuous detection and sampling of a ship's emissions, while it is berthed at the port. Legislative support is necessary for successful implementation of these safeguards. It is suggested, therefore, that the administration of both navigational and environmental protection, in maritime countries, cooperate in the revision of relevant federal laws, to implement the provisions of the MARPOL 73/78/97 convention; in this way, the air pollution from ships can be effectively controlled. Installation of advanced detection equipment can effectively detect any ships’ violations of air pollution regulations. The Harbor Affairs’ Bureau should also establish a database of air pollution inspections for ships berthed within their harbor, requiring that ships’ equipment comply with the requirements of the MARPOL convention, for the reduction of air pollution.  相似文献

One way that illegal, unreported, and unregulated (IUU) fish catch is laundered into the seafood market is through transshipments at-sea. This practice, which often occurs on the high seas (the areas of ocean beyond national jurisdiction), allows vessels fishing illegally to evade most monitoring and enforcement measures, offload their cargo, and resume fishing without returning to port. At the same time, transshipment at-sea can facilitate trafficking and exploitation of workers who are trapped and abused on fishing vessels. This study gives an overview of high seas transshipment as well as evaluates transshipment at-sea regulations across 17 Regional Fisheries Management Organizations (RFMOs), which are responsible for regulating fisheries on the high seas. Transshipment at-sea regulations have become increasingly strict in most RFMOs since the late 1990s. However, only five RFMOs have mandated a partial ban, and only a single RFMO, the South East Atlantic Fisheries Organization (SEAFO), has mandated a total ban on transshipment at-sea. A total ban on transshipment at-sea across all RFMOs would support the ability of oversight and enforcement agencies to detect and prevent IUU fishing and also likely reduce human trafficking and forced labor on the high seas.  相似文献

The peak-to-peak (PTP) and data envelopment analyses (DEA) methods were used in a quantitative study of the marine fishing capacity in China. The results showed that: the better input index in the PTP methodology is total power rather than number of ships when measuring the Chinese marine fishing capacity. urther analyses made it clearer that the excess of marine fishing capacity in China is primarily an excess of total power of fishing ships. This paper then suggests that the number of ships should be reduced by 35.2 percent, the gross tonnage should be reduced by 29.8 percent and the total power by 37.3 percent in China, if the current marine catch stays at the 1999 base line level. The discussion proposes the idea of supplement peak year. We also discovered that the PTP methodology is suitable for market economics and is better as a longitudinal analysis in time arrays, but the DEA approach is useful for the transverse comparison of fishing capacity in a given time period. The analyses also showed that the capacity, which has been based on the practical catch, is commonly underestimated. Therefore the fishing capacity reduction required in practice is generally larger than the value given by calculation.  相似文献

The ability to comply fully with the discharge requirements set out in the MARPOL 73/78 Convention depends upon the availability of adequate facilities on land for the reception of shipgenerated waste. This paper considers ways of ensuring adequate provision of reception facilities, and discusses the approach taken by the UK to reduce the amount of pollution entering the marine environment from the deliberate discharge of waste from ships. Arguably, the most significant of the measures adopted by the UK is the requirement for all ports and harbours to prepare port waste management plans. Disincentives to the use of port waste reception facilities are examined, together with the benefits and shortcomings of various financing arrangements, and compulsory discharge of waste in ports. The paper concludes that the statutory approach to improving the provision and use of waste facilities should be supported by an appropriate awareness campaign to educate shipowners about the need to discharge waste legally to port reception facilities.  相似文献

Taiwan has developed its fisheries since the 1950s and become one of the major fishing nations in the high seas. Facing overcapacity and strong criticism by related Regional Fisheries Management Organizations, Taiwan did not only formulate lots of regulations to limit fishing capacity, but also spent around US$350 million from 1991 to 2008 to scrap 30% capacity of large scale longline fishing vessels and 18% of coastal fishing vessels. This study provides the insight that efficient use of budget and communication with fisherman, and coping with comprehensive stock assessment, would be the key issues in establishing a successful fishing capacity management.  相似文献

Indicators of the economic performance of fishing vessels are frequently computed in various countries. In this paper, we use different types of information to assess capital value and the economic performance of fishing vessels. On the one hand, field surveys provide technical and financial information on the main components of fishing capital. On the other hand, book values are given in bookkeeping databases. We use both sources of information on fishing capital are used for the same set of vessels, namely the commercial fishing fleet of the French region of Brittany. Based on these two sources, measures of economic performance can be produced for the short term using gross surplus; and for the long term including the cost of capital. The measures of performance obtained are presented and the differences between them are then discussed.  相似文献

At present the position keeping of ocean going vessels, offshore service vessels, etc., is performed by mooring systems to resist external forces under severe environments consisting of wave, current and wind. A variety of mooring systems are employed depending on the shape, principal dimensions, etc., of the vessels in addition to the surrounding conditions of the water areas. Ocean going ships are moored to the shore structures through a multiple system of moorings. The determination of the forces in the cables is essential for the design of moorings and the berthing structures. However, the ships engaged for offshore operations are moored by the mooring cables, spread around the ships with the other ends of the moorings anchored to the sea bed. In these cases, the required number and length of cables can be arrived for a given ship of known dimensions and environmental conditions. With the increased overall dimensions of the vessels, it is necessary to conduct a study on enhancing the accuracy in estimating the mooring system performance. Hence, the present work is mainly intended to carry out model tests to investigate the behaviour of moored ships that are subjected to wave and current loadings. These model experiments were conducted in a 30 m × 2 m × 1 m wave-current flume at the Ocean Engineering Centre, Indian Institute of Technology, Madras.  相似文献

Oil, chemicals and unexploded ordinances onboard sunken World War II (WWII) warships and merchant vessels pose a real and significant marine pollution risk to the nations of the Pacific and East Asia. A recent project of the South Pacific Regional Environment Program (SPREP), through its Pacific Ocean Pollution Prevention Program, has highlighted the extent of the risk posed by vessels lost in WWII to Member Governments. Some of these vessels have already begun to leak fuel oil and cargo into the fragile environment of the Pacific atolls. The oil spills from the oil tanker USS Mississinewa sunk in Ulithi Lagoon, Federated States of Micronesia, will be used as an example of the problems associated with WWII wrecks in the region.A Regional WWII Wreck Strategy was formulated and endorsed by the Members of SPREP, and a preliminary risk assessment of WWII shipwrecks was carried out by the program, as part of this exercise. This led to the development of a Geographic Information System (GIS) database, which details the types of ships, the tonnage and location of over 3800 vessels lost in the Pacific and East Asia. Although not complete, the Pacific WWII Shipwreck Database totals over 13 million tons of sunken vessels—ranging from aircraft carriers to battleships and including over 330 tankers and oilers.As a major proportion of vessels lost during WWII rest in the East Asian–Pacific sea area, close collaboration needs to be established between the regional environmental bodies and their affected Member Governments to address the scale of marine pollution risk. Complex maritime jurisdictional issues, along with overlapping claims on Economic Exclusion Zones and the interrelationships of the marine environments in the region, also underscore the need to address the issue on a multilateral basis.This paper aims to highlight the extent of the risks posed by sunken WWII vessels to fisheries, marine and coastal resources of the Pacific and East Asian regions, as well as the issues of ownership and responsibility for the WWII shipwrecks of the Pacific.  相似文献

Karimunjawa National Park (KNP) was among the first maritime areas recognized in Indonesia as being important for the conservation of marine biodiversity. Economic incentives in the KNP aim to decrease community dependency on wild-captured natural resources and achieve biodiversity and development objectives. Various participatory mechanisms facilitate community involvement in governance, whilst other incentives promoting awareness and support for fishery regulations are being delivered. Monitoring programs have demonstrated some ecological improvements and reductions in destructive fishing in the park over the past five years. The findings demonstrate that MPA policies and regulations can improve the social well-being and political power of fishing communities, particularly when appropriate economic, legal and participatory incentives are provided.  相似文献

缺乏现场海洋观测数据是限制我们进一步认识海洋的瓶颈之一。文章设计了具备远程遥测功能的全自动海洋监测平台, 该平台无人值守、采用走航观测方式自动获取长时间序列海洋监测数据。此研究还对该平台进行了近海和远洋走航共两次验证测试。结果表明, 该平台稳定可靠、兼容性好, 走航数据符合所监测水域的水体特征, 可用于探讨相关参数的变化特征, 揭示事件和过程的机制机理。如果将该平台搭载于轮渡、渔船等非科考船, 则可以在现有海洋技术条件下, 高效地获取更大的空间和时间尺度的实时大数据, 为解决海洋观测数据缺乏的问题, 提供一种技术手段。  相似文献

为解决无人船适用海商法存在的问题,促进我国无人船海上运输产业的健康可持续发展,文章从法理的角度阐释国际海事委员会无人船调查问卷中无人船的法律地位、船长和船员的认定以及无人船的碰撞责任,提出无人船适用海商法存在不确定性风险;在海商法领域,无人船的法律地位认定、船长和船员的识别以及船舶碰撞责任的适用仍存在问题,解决上述问题的有效路径是明确无人船的法律地位、将岸基控制人员识别为船员、采用过错责任原则认定无人船的碰撞责任以及合理分配船东与生产者之间的碰撞责任,以合理规避无人船的风险。  相似文献

The floating oil storage system has been proposed as a new facility for Strategic Petroleum Reserve (SPR) in China. Mooring is one of the key technologies to ensure the safety, reliability, and performance of the oil storage system. This paper describes the concept, analysis, design and reliability of the mooring system. For mooring system design of these oil vessels, analysis is essential of the behavior of the vessel in connection with mooring facilities of nonlinear resilience. A nonlinear mathematical model for analyzing a moored vessel is established and solved. Some results of numerical simulations are presented. Assessment of the safety regarding the mooring system in terms of failure probability is carried out. Another simulation model for calculating the failure probability of the mooring system is proposed. The design parameters that have an influence on the characteristics of the failure probability have been identified. The simulation results show that the mooring system has an annual reliab  相似文献

The Convention for ballast water management is approaching the threshold of enforcement. Many countries around the world formulate national laws and regulations to mitigate the hazards of non-indigenous aquatic species (NIAS) brought about by the discharge of ballast water from ships. Taiwan’s critical location as an important transportation hub in the Western Pacific Ocean makes it a hot spot for the invasion of NIAS. Therefore, devising strategies for the management of ballast water is urgently needed. This study explores the global trend in ballast water management, and discusses the possible strategies which Taiwan may adopt in response to the Ballast Water Convention, from the perspective of Taiwan’s stakeholders in relation to the ballast water issue. Some of the proper actions that Taiwan should take in the future regarding the management of ballast water include: delineating the area for ballast water exchange, establishing the ballast water declaration system for incoming vessels, assisting shipping companies in installing ballast water treatment systems, determining risk priority for incoming vessels, and inspecting ballast water-related parameters by means of port state control (PSC). In this way, the invasion of NIAS may then be prevented in compliance with the global standards.  相似文献

In the period 1983-2007, The European Union controlled the evolution of the capacity of its fishing fleet through the so-called Multi-Annual Guidance Programmes (MAGPs). As a result, The European Union reduced the number of fishermen, fishing vessels, gross tonnage and power. However, the end of this period saw an increase in the average size of the fishing vessel and a reduction in crew size. The new “average fishing-vessel” was a more technologically advanced vessel with a greater fishing capacity and a higher degree of autonomy. The aim of the study presented here is to determine the degree of inequality to be found between the fishing capacities of the fleets of the European Union, and to verify whether the evolution of the “average fishing-vessel” responds to a homogenous trend shared by all of the fishing fleets of the European Union or whether it is in fact more unequal. The study formalises a methodology, using Theil indices, which enables the inequalities found between the capacities of the fishing fleets during the period of application of the MAGP adjustment polices to be analysed. The study uses data on fishermen, boats and tonnages from 13 countries of the European Union and results are obtained for the inequality indices of the average size of the fishing vessels, their degree of technological advance and their average crews.  相似文献

This research attempts to quantify some of the effects of localized depletion of herring by examining the search times of commercial whale-watching vessels. Whale-watching vessels are indirect users of herring; whales feed on herring and may disperse when prey availability is low. A dataset of daily whale-watching outcomes is combined with fishing effort and oceanographic data to test the hypothesis that intensive fishing effort increases the search time of whale-watching companies. Our results suggest that fishing may have a detrimental impact on search time; however, the magnitude of this effect is fairly small. We find policy that the recently enacted policy which prohibits fishing for herring in whale-watching areas would decrease search times by a small amount. We find some evidence of a localized aggregation effect; search times are the lowest when herring are spawning in the inshore areas. These results should be of interest to policymakers in determining future fishing regulations in an ecosystem-based fisheries management context.  相似文献
