Marine protected areas (MPAs) have proliferated globally in the past three decades. However, inadequate funding often prevents these management regimes from fulfilling their missions. Managers have become increasingly aware that successful protection of marine ecosystems is dependent not only upon an understanding of their biological and physical processes, but also their associated social and economic aspects. Unfortunately, economic values associated with MPAs and the natural resources they protect are rarely considered in decision-making and policy development. This study addresses this information gap by examining scuba divers’ willingness to pay for access to quality recreational sites in the Bonaire National Marine Park, Bonaire, Netherlands Antilles. The findings indicate that the US$10 annual diver user fee in effect at the time of the study could be increased substantially without a significant adverse effect on island tourism. Depending on question format, mean willingness to pay for annual access ranged from US$61 to US$134 (2002$). All model specifications support the conclusion that doubling the US$10 user fee would have virtually no impact on visitation rates. The increased revenue generated from this sustainable financing mechanism is more than sufficient to fund both current and enhanced marine park operations.  相似文献

In a recently published paper, Agardy et al. [Mind the gap: addressing the shortcomings of marine protected areas through large scale marine spatial planning. Marine Policy 2011;35:226-32] discuss the shortcomings of several Marine Protected Areas (MPAs) including the Gully MPA, located 200 km offshore Nova Scotia, Canada. Although the paper's critical assessment of MPA effectiveness was welcomed, the Gully MPA received an out-of-date profile resulting in an erroneous analysis of current protection levels. Despite increasing attention paid to the value of marine resources, in particular marine protected areas (MPAs), their economic valuation focuses mainly on use values of ecosystem services such as fishery and tourism. Furthermore, most MPA related studies are carried out for coastal ecosystems, especially tropical coral reefs. The valuation of remote marine ecosystems is rare. The main objective of this paper is to estimate public willingness to pay (WTP) for alternative management regimes of a network of offshore MPAs in the North Sea under the Marine Strategy Framework Directive (MSFD). In a baseline valuation study carried out just before the adoption of the MSFD, beach visitors and a random sample of coastal and non-coastal residents were asked for their preferences for two alternative management options of three remote, ecologically sensitive areas with multiple use conflicts. Despite the lack of public awareness and familiarity with the offshore marine areas, a majority of 70% is willing to pay extra tax for their protection. Using a conservative value elicitation procedure, Dutch households are willing to pay on average maximum 0.25% of their annual disposable income to ban access and economic use. This serves as an indicator of what a network of remote MPAs in the MSFD is allowed to cost according to the Dutch tax payer.  相似文献

Abstract. The coastal fish assemblage in three protected sites and one unprotected area in the Slovenian part of the Gulf of Trieste (Northern Adriatic) was studied. Species composition and richness were comparable at all studied sites, including the control, unprotected area. Differences in fish density between the protected area of Debeli rti? and the unprotected area of Fiesa‐Pacug were revealed using correspondence analysis. Particularly the densities of certain labrid species (Symphodus cinereus and S. roissali) were higher in the protected area. Those differences are attributable to the extended and densely vegetated infralittoral belt of the Debeli rti? area rather than to its protected status.  相似文献

The larval fish assemblage was investigated in the shallow, nearshore region of a proposed marine protected area in eastern Algoa Bay, temperate South Africa, prior to proclamation. Sampling was conducted at six sites along two different depth contours at ∼5 m and ∼15 m to assess shore association. Larvae were collected by means of stepped oblique bongo net tows deployed off a ski-boat, twice per season for 2 years between 2005 and 2007. In total, 6045 larval fishes were collected representing 32 families and 78 species. The Gobiidae, Cynoglossidae, Clupeidae, Engraulidae and Sparidae were the dominant fish families. Catches varied significantly among seasons peaking in spring with a mean of ∼200 larvae/100 m3. Mean overall larval density was higher along the deeper contour, at ∼15 m (40 larvae/100 m3). The preflexion stage of development dominated catches at the ∼5 m (80%) and ∼15 m (73%) depth contours. Body lengths of Argyrosomus thorpei, Caffrogobius gilchristi, Diplodus capensis, Heteromycteris capensis and Solea turbynei, all estuary associated species, were larger at the shallow sites nearer to shore. Larvae of coastal species that produce benthic eggs dominated catches (75%) in the shallow sites (∼5 m) but were less abundant (32%) farther from shore at the deeper (∼15 m) sites. All developmental stages of D. capensis, Engraulis capensis, H. capensis, Sardinops sagax and two Pomadasys species were found in the study area. It appears that some species use the shallow nearshore as a nursery area.  相似文献

Limiting accessibility to a fishing area can reduce fishing effort effectively and may therefore promote local recovery of depleted stocks. In January 2002, beach driving was banned in South Africa, thereby reducing angler access to large areas of the coastline, particularly in less-developed areas. In November 2001 a project had been established in the St Lucia Marine Reserve, on the east coast of South Africa, to compare surf-zone fish populations inside a no-take sanctuary zone with those in an adjacent exploited area. Subsequent to the ban, the aim of the project was adapted such that surf-zone fish populations were monitored for potential recovery in what had been the exploited area, located to the north of Cape Vidal, which anglers could no longer access easily, because of the prohibition on beach driving. Standardised research fishing was conducted at two sites in the previously exploited area and two sites in the no-take sanctuary. Conventional stock-status indicators showed evidence of recovery in the four most common species caught in the previously exploited area, in terms of both abundance and biomass. Generalised additive mixed models were used to account for the influence of targeting specific species; however, subtle differences in habitat between the sampling sites, improved angling skill over time, variability in recruitment, and differential species-specific responses complicated interpretation of results. The implications of the findings are discussed in terms of the future monitoring and management of marine protected areas both within the St Lucia Marine Reserve and farther afield.  相似文献

Social-ecological complexity challenges conservation-oriented interventions even in settings with a small number of actors and conflicts involved. This article examines the development and trajectory of King and Snow Crab fisheries in the Cape Horn Biosphere Reserve (BR), the highly remote but globally connected Southern tip of the Americas. The feasibility of the Chilean legal instrument of Marine Management Areas (MMA) is assessed as a tool for mitigating impacts of overfishing in the area. Examining the local fishers’ perspectives in complement to a context analysis we find that external management models such as the MMA are not suited to make Cape Horn fisheries sustainable. Instead, efforts should be dedicated to a continuous process of stakeholder collaboration for developing site-specific management concepts and structures. These should be embedded in the larger BR initiative. Considering the area's particular conditions, several recommendations for such a process are formulated.  相似文献

Beach erosion can have major economic implications because of the potential impact on coastal recreation demand – particularly for countries where coastal tourism is one of the main sources of external revenue. Djerba Island (Tunisia) falls in that category. With about 125 km of coastline, Djerba Island is one of the most important Tunisian destinations. However, the island is experiencing coastal erosion problems. The Tunisia government launched a project to fight costal erosion through the Stabiplage technique. This study provides the first economic valuation of beach erosion control in Tunisia and is the first one that focuses on the Stabiplage technique. Specifically, a contingent valuation survey is carried out to elicit the public willingness to pay (WTP) for the project. An interval payment card question format is used to obtain information about WTP from representative samples of residents and tourists in Djerba. The results reveal a positive WTP for the project. Aggregate WTP estimates range from €133,459 (median value) to €5,180,269 (mean value). These values can help inform decisions about whether to undertake the project based on either the benefit-cost ratio rule or majority voting rule.  相似文献
