ABSTRACT

Exploitation of natural resources has long been a flashpoint for contention in Australia. This is clear in the case of forest management, where groups advocating protection have faced off against state and industry actors. The move towards multifunctionalism that recognises different values in the management of natural resources has led to a search for alternative solutions. In the case of forestry, introduction of Regional Forest Agreements (RFA) in the 1990s sought to devolve responsibility to the States, while striking a balance between economic and environmental considerations. The aim of this paper is to identify how forest activism has developed since the RFA process began and its significance in relation to changes in land use. The paper draws on a protest event catalogue of forest-related events over the 1997–2017 period to identify the intensity, tactics and location of such actions. The findings suggest that state action has reduced the intensity of contention, in line with changes in resource management practices. However, they also point to the importance of identity and its link to the social construction of resources in determining the ability of actors to de-escalate and find solutions.  相似文献

ABSTRACT

The Australian government deregulated the wheat export market in 2008, ending 60 years of statutory wheat marketing by the Australian Wheat Board (AWB). In this article, I explore the discursive shifts which contributed to this change. I adopt a genealogical approach to this research, by collecting and analysing policy documents produced between 1983 and 2012, to understand how truths—such as efficiency, competition and the ‘good farmer’—were constructed and reproduced to facilitate wheat export market deregulation in Australia. Through analysing the case of wheat export market deregulation, and the process by which this shift was made possible, this article contributes more broadly to research examining the neoliberalisation of Australian rural industries, and the discursive construction of norms, values and identities to facilitate these changes.  相似文献

Young Vietnamese men who witnessed their mother's changing economic and labour market situations through the early years of Ð?i m?i (the policy of economic liberalization in Vietnam after 1986) have developed conceptions of masculinity that are ambivalent to notions of male power and authority within what is often termed the ‘traditional’ neo-Confucian family. On the basis of the life narratives of a small group of men in their early twenties, the author suggests that the value young men place on their mother's work and familial influence during Ð?i m?i contrasts with the findings of much gender scholarship on women's social and economic (im) mobility in the 1990s in Vietnam and on young men's own masculinist narratives. Most gender-sensitive research in this area has suggested that Vietnamese women remained curtailed in the early 1990s by a resurgence of male-oriented kinship systems and patriarchal structures at household level. However, the author discusses the young men as being equivocal. While invoking broad Confucian tropes, these men remember their mothers as economically dynamic relative to their fathers. This led to the informants citing their mother's histories of economic risk-taking as exemplifying free-market capability. Further, the finding suggests that Vietnamese women's social and economic mobility in the 1990s strongly affected young men's contemporary ideas and practices related to masculinity.  相似文献
