Interactive resource planning is an increasingly important aspect of emission trading markets. The conferences of Rio de Janeiro, 1992, and Kyoto, 1997, originally focusing on environmental protection at both macro- and micro-economic levels, called for new economic instruments of this kind. An important economic tool in this area is Joint Implementation (JI), defined in Article 6 of the Kyoto Protocol. Sustainable development can be guaranteed only if JI is embedded in optimal energy management. In this contribution we describe and evaluate one international procedure within uncertain markets which helps to establish optimal energy management and interactive resource planning processes within uncertain emission trading markets. 相似文献

Greenhouse gases emission inventories are computed with rather low precision. Moreover, their uncertainty distributions may be asymmetric. This should be accounted for in the compliance and trading rules. In this paper we model the uncertainty of inventories as intervals or using fuzzy numbers. The latter allows us to better shape the uncertainty distributions. The compliance and emission trading rules obtained generalize the results for the symmetric uncertainty distributions that were considered in the earlier papers by the present authors (Nahorski et al., Water Air & Soil Pollution. Focus 7(4–5):539–558, 2007; Nahorski and Horabik, 2007, J Energy Eng 134(2):47–52, 2008). However, unlike in the symmetric distribution, in the asymmetric fuzzy case it is necessary to apply approximations because of nonlinearities in the formulas. The final conclusion is that the interval uncertainty rules can be applied, but with a much higher substitutional noncompliance risk, which is a parameter of the rules. 相似文献

The idea of market-based carbon emission trading and carbon taxes is gaining in popularity as a global climate change policy instrument. However, these mechanisms might not necessarily have a positive outcome unless their value reflects socioeconomic and environmental impacts and regulations. Moreover, the fact that they have various inherent exogenous and endogenous uncertainties raises serious concerns about their ability to reduce emissions in a cost-effective way. This paper aims to introduce a simple stochastic model that allows the robustness of economic mechanisms for emission reduction under multiple natural and human-related uncertainties to be analyzed. Unlike standard equilibrium state analysis, the model shows that the explicit introduction of uncertainties regarding emissions, abatement costs, and equilibrium states makes it almost impossible for existing market-based trading and carbon taxes to be environmentally safe and cost-effective. Here we propose a computerized multi-agent trading model. This can be viewed as a prototype to simulate an emission trading market that is regulated in a decentralized way. We argue that a market of this type is better equipped to deal with long-term emission reductions, their direct regulation, irreversibility, and “lock-in” equilibria. 相似文献

This article analyses the determinants of CO2 emission for 15 post-Soviet Union independent (PSI) countries given their recent transition to market-based economies and their relatively high levels of corruption. The direct and indirect effects of economic growth on CO2 emission for the PSI countries are derived using a multiple-equation generalized method of moment (GMM) approach to account for simultaneity among corruption, growth and CO2 emission. A linear relationship between gross domestic product (GDP) and CO2 emission was observed from the analysis. Furthermore, GDP influences CO2 emission directly, but also indirectly through its impact on corruption. Similarly, corruption affects CO2 emission directly, as well as indirectly through its impact on GDP. Political democracy and economic freedom increase CO2 emission indirectly through their impact on economic growth. Improved energy efficiency and the EU climate policy reduce CO2 emission, while inflows of foreign direct investment tend to increase CO2 emission.Policy relevanceFirst, PSI countries need to invest more in efficient energy technologies to mitigate CO2 emission levels significantly. Second, PSI policies aimed at reducing deforestation (thereby increasing population density) may help mitigate carbon emission. Third, PSI countries would be well served to recognize the detrimental effects of foreign direct investment before embarking on a misguided policy path that attracts such inflows at any cost. 相似文献

The relative costs and CO2 emission reduction benefits of advanced centralized fossil fuel electricity generation, hybrid photovoltaic-fossil fuel electricity generation, and total solar electricity generation with hydrogen storage are compared. Component costs appropriate to the year 2000–2010 time frame are assumed throughout. For low insolation conditions (160 W m–2 mean annual solar radiation), photovoltaic electricity could cost 5–13 cents/kWh by year 2000–2010, while for high insolation conditions (260 W m–2) the cost could be 4–9 cents/kWh. Advanced fossil fuel-based power generation should achieve efficiencies of 50% using coal and 55% using natural gas. Carbon dioxide emissions would be reduced by a factor of 2 to 3 compared to conventional coal-based electricity production in industrialized countries. In a solar-fossil fuel hybrid, some electricity would be supplied from solar energy whenever the sun is shining and remaining demand satisfied by fossil fuels. This increases total capital costs but saves on fuel costs. For low insolation conditions, the costs of electricity increases by 0–2 cents/kWh, while the cost of electricity decreases in many cases for high insolation conditions. Solar energy would provide 20% or 30% of electricity demand for the low and high insolation cases, respectively. In the solar-hydrogen energy system, some photovoltaic arrays would provide current electricity demand while others would be used to produce hydrogen electrolytically for storage and later use in fuel cells to generate electricity. Electricity costs from the solar-hydrogen system are 0.2–5.4 cents/kWh greater than from a natural gas power plant, and 1.0–4.5 cents/kWh greater than from coal plant for the cost and performance assumptions adopted here. The carbon tax required to make the solar-hydrogen system competitive with fossil fuels ranges from $70–660/tonne, depending on the cost and performance of system components and the future price of fossil fuels.Leakage of hydrogen from storage into the atmosphere, and the eventual transport of a portion of the leaked hydrogen to the stratosphere, would result in the formation of stratospheric water vapor. This could perturb stratospheric ozone amounts and contribute to global warming. Order-of-magnitude calculations indicate that, for a leakage rate of 0.5% yr–1 of total hydrogen production -which might be characteristic of underground hydrogen storage - the global warming effect of solarhydrogen electricity generation is comparable to that of a natural gas-solar energy hybrid system after one year of emission, but is on the order of 1% the impact of the hybrid system at a 100 year time scale. The U.S. Environmental Protection Agency is implementing a program of SO2 emission allowance trading as part of the Acid Rain Program authorized by the Clean Air Act Amendments of 1990. Electric utilities may use allowance trading as part of their compliance strategy to meet SO2 emission reduction requirements, which begin in 1995. In the interest of a free market in emission credits, some utilities began trading in 1992. A strict but essential requirement for continuous-emissions monitoring was developed to support the trading program. This program is being widely watched and will be evaluated as part of an effort to determine if market concepts can be successfully extended to other environmental issues. One such issue is greenhouse gas emissions and their link with global warming and climate change. This paper focuses on the early lessons learned, issues, and challenges involved in going from a domestic electric utility SO2 emissions trading program to inter-industry, inter-gas and international as well as national emissions trading and offsets programs. As the number of instruments applied in the area of energy and climate policy is rising, the issue of policy interaction needs to be explored further. This article analyses the interdependencies between the EU Emissions Trading Scheme (EU ETS) and the German feed-in tariffs (FITs) for renewable electricity in a quantitative manner using a bottom-up energy system model. Flexible modelling approaches are presented for both instruments, with which all impacts on the energy system can be evaluated endogenously. It is shown that national climate policy measures can have an effect on the supranational emissions trading system by increasing emission reduction in the German electricity sector by up to 79 MtCO2 in 2030. As a result, emission certificate prices decline by between 1.9 €/tCO2 and 6.1 €/tCO2 and the burden sharing between participating countries changes, but no additional emission reduction is achieved at the European level. This also implies, however, that the cost efficiency of such a cap-and-trade system is distorted, with additional costs of the FIT system of up to €320 billion compared with lower costs for ETS emission certificates of between €44 billion and €57 billion (cumulated over the period 2013–2020).Policy relevanceIn order to fulfil ambitious emission reduction targets a large variety of climate policy instruments are being implemented in Europe. While some, like the EU ETS, directly address CO2 emissions, others aim to promote specific low-carbon technologies. The quantitative analysis of the interactions between the EU ETS and the German FIT scheme for renewable sources in electricity generation presented in this article helps to understand the importance of such interaction effects. Even though justifications can be found for the implementation of both types of instrument, the impact of the widespread use of support mechanisms for renewable electricity in Europe needs to be taken into account when fixing the reduction targets for the EU ETS in order to ensure a credible long-term investment signal. 相似文献

In consideration of the radiation transfer, latent and sensible heat exchange between oceans and at-mosphere, a three-dimensional autonomous nonlinear ordinary differential equation is established by statis-tical parameterization method. The variables of the model are the mean ocean surface temperature Ts, mean atmospheric temperature Ta and atmospheric relative humidity f, and the feedbacks of clouds, water vapor and CO2 are involved. The steady state corresponding to the present-day climate can be obtained from this model. The analysis of parameter sensibility in the steady state indicates that clouds have consid-erable negative feedback effects and water vapor may affect the sign of CO2 feedback. The stability analysis of the steady state to small disturbance indicates that with increase of the positive feedback effect of clouds, the steady state goes through such a structural variance series as a stable node→a stable focal point→an unstable focal point→an unstable node, and when the steady state becomes unstable it undergoes a subcritical Hopf bifurcation. When the steady state is at a focal point, the periodic oscillation solutions of damping or amplifying can be obtained with the period being about two years. 相似文献

Production and consumption of goods and services are interlinked through complex global supply-chain networks; so are the greenhouse gas emissions associated with them. Using a model that represents global supply-chain networks, we identified supply-chain clusters with high CO2 emissions within more than 300 million individual supply chains. We distinguished 4756 significant CO2 clusters and found that in 2008, global supply-chain networks associated with U.S. transport equipment and construction demand included relatively large CO2 clusters in China, accounting for 17% and 10%, respectively, of the U.S. CO2 footprint. Of added importance is the fact that these two clusters in China had annual growth rates of 42% and 58%, respectively, during the period 1995–2008. Our results show the importance for climate policy of monitoring these CO2 clusters that dominate CO2 emissions in global supply chains, and they offer insights on where climate policy can be effectively directed. 相似文献

We study the interactions between a CO2 emissions trading system (ETS) and renewable energy subsidies under uncertainty over electricity demand and energy costs. We develop an analytical model and a numerical model applied to the European Union electricity market in which renewable energy subsidies are justified only by CO2 abatement. We confirm that in this context, when uncertainty is small, renewable energy subsidies are not welfare-improving, but we show that when uncertainty is large enough, these subsidies increase expected welfare because they provide CO2 abatement even in the case of over-allocation, i.e. when the cap is higher than the emissions which would have occurred without the ETS. The source of uncertainty is important when comparing the various types of renewable energy subsidies. Under uncertainty over electricity demand, renewable energy costs or gas prices, a feed-in tariff brings higher expected welfare than a feed-in premium because it provides a higher subsidy when it is actually needed i.e. when the electricity price is low. Under uncertainty over coal prices, the opposite result holds true.
Key policy insights
Due to the possibility of over-allocation in an ETS, subsidies to renewable energies can increase expected welfare, even when climate change mitigation is the only benefit from renewables taken into account.
In most cases studied, a feed-in tariff brings a higher expected welfare than a feed-in premium.
The European Commission guidelines on State aid for energy, which incentivize member States to replace feed-in tariffs by feed-in premiums, should be reconsidered based on these results.

2017年底中国全国碳市场启动,全球正式运行的碳排放权交易体系达到21个。伴随碳排放权交易的广泛开展,加之产品市场不确定性的冲击,控排企业的违约行为也日益多样化和复杂化。基于此,根据中国碳市场试点地区的通行交易规则,通过在产品市场中引入随机冲击,分析在具有储蓄机制且存在不确定性需求的碳交易体系中,企业违约行为的方式以及监管强度对企业违约行为的影响。研究结果表明:抽查比例较高的强监管设置下被试不会产生系统动机来排放违约,弱监管设置下明显的报告违约会导致排放总量上升。即使面临不确定性冲击,储蓄机制依然能促进控排企业以一个相对有效的方式跨期分配生产量。因此给出如下建议:违约处罚应该分级,报告违约处罚力度应大于排放违约;为提高实际履约率,各地应提高排放报告抽查比例;完善配额储蓄机制。 相似文献

Many stabilization scenarios have examined the implications of stabilization on the assumption that all regions and all sectors of all of the world's economies undertake emissions mitigations wherever and whenever it is cheapest to do so. This idealized assumption is just one of many ways in which emissions mitigation actions could play out globally, but not necessarily the most likely. This paper explores the implications of generic policy regimes that lead to stabilization of CO2 concentrations under conditions in which non-Annex I regions delay emissions reductions and in which carbon prices vary across participating regions. The resulting stabilization scenarios are contrasted with the idealized results. Delays in the date by which non-Annex I regions begin to reduce emissions raise the price of carbon in Annex I regions relative to the price of carbon in Annex I in an idealized regime for any given CO2 concentration limit. This effect increases the longer the delay in non-Annex I accession, the lower the non-Annex I carbon prices relative to the Annex I prices, and the more stringent the stabilization level. The effect of delay is very pronounced when CO2 concentrations are stabilized at 450 ppmv, however the effect is much less pronounced at 550 ppmv and above. For long delays in non-Annex I accession, 450 ppmv stabilization levels become infeasible. 相似文献

Two simulations, one for the control run and another for the perturbation run, with a global coupled ocean-atmosphere-land system model (IAP / LASG GOALS version 4) have been carried out to study the global warming, with much detailed emphasis on East Asia. Results indicate that there is no climate drift in the control run and at the time of CO2 doubling the global temperature increases about 1.65℃. The GOALS model is able to simulate the observed spatial distribution and annual cycles of temperature and precipitation for East Asia quite well. But, in general, the model underestimates temperature and overestimates rainfall amount for regional annual average. For the climate change in East Asia, the temperature and precipitation in East Asia increase 2. l℃ and 5% respectively, and the maximum warming occurs at middle-latitude continent and the maximum precipitation increase occurs around 25°N with reduced precipitation in the tropical western Pacific. 相似文献

A version of the National Center for Atmospheric Research community climate model — a global, spectral (R15) general circulation model — is coupled to a coarse-grid (5° latitude-] longitude, four-layer) ocean general circulation model to study the response of the climate system to increases of atmospheric carbon dioxide (CO2). Three simulations are run: one with an instantaneous doubling of atmospheric CO2 (from 330 to 660 ppm), another with the CO2 concentration starting at 330 ppm and increasing linearly at a rate of 1% per year, and a third with CO2 held constant at 330 pm. Results at the end of 30 years of simulation indicate a globally averaged surface air temperature increase of 1.6° C for the instantaneous doubling case and 0.7°C for the transient forcing case. Inherent characteristics of the coarse-grid ocean model flow sea-surface temperatures (SSTs) in the tropics and higher-than-observed SSTs and reduced sea-ice extent at higher latitudes] produce lower sensitivity in this model after 30 years than in earlier simulations with the same atmosphere coupled to a 50-m, slab-ocean mixed layer. Within the limitations of the simulated meridional overturning, the thermohaline circulation weakens in the coupled model with doubled CO2 as the high-latitude ocean-surface layer warms and freshens and westerly wind stress is decreased. In the transient forcing case with slowly increasing CO2 (30% increase after 30 years), the zonal mean warming of the ocean is most evident in the surface layer near 30°–50° S. Geographical plots of surface air temperature change in the transient case show patterns of regional climate anomalies that differ from those in the instantaneous CO2 doubling case, particularly in the North Atlantic and northern European regions. This suggests that differences in CO2 forcing in the climate system are important in CO2 response in regard to time-dependent climate anomaly regimes. Over three years, we found a consistent CO2 efflux from forest tundra of the Russian North throughout the year, including a large (89 g C m–2 yr–1) efflux during winter. Our results provide one explanation for the observations that the highest atmospheric CO2 concentration and greatest seasonal amplitude occur at high latitudes rather than over the mid-latitudes, where fossil fuel sources are large, and where high summer productivity offset by winter respiration should give large seasonal oscillations in atmospheric CO2. Winter respiration probably contributed substantially to the boreal winter CO2 efflux. Respiration is an exothermic process that produces enough heat to warm soils and promote further decomposition. We suggest that, as a result of this positive feedback, small changes in surface heat flux, associated with human activities in the North or with regional or global warming, could release large quantities of organic carbon that are presently stored in permafrost. 相似文献

This paper provides a novel assessment of the role of direct air capture of CO2 from ambient air (DAC) on the feasibility of achieving stringent climate stabilization. We use the WITCH energy-economy-climate model to investigate the long term prospects of DAC, implementing a technological specification based on recent estimates by the American Physical Society (APS 2011). Assuming global cooperation on a stringent climate policy we find that: (1) DAC is deployed only late in century, after other low carbon options, though at a very significant scale; (2) DAC has an impact on the marginal and total abatement costs (reducing them) and on the timing of mitigation (postponing it); (3) DAC also allows for a prolonged use of oil, with a positive welfare impact for energy exporting countries. Finally, we assess the role of DAC in a less than ideal climate policy by exploring its potential for engaging energy exporting countries in climate mitigation activities by means of a “clean oil” market in which oil exporters can sell oil decarbonized via DAC. 相似文献
