This paper summarises the main findings of the Conscience research project, whose primary objective was to define and validate, through pilot applications, a methodology to support the implementation, for European coasts, of concepts such as coastal resilience, favorable sediment status, strategic sediment reservoirs and coastal sediment cells. The Conscience conceptual framework to managing coastal erosion has proved to be an efficient tool, because it provides a consistent approach where objective (data) and subjective (desired status) information are analyzed and compared from the standpoint of a consensus target (objective). Moreover, this is done using the best available knowledge and observations, considering always their level of uncertainty, to conduct a sustainable management policy for coastal erosion. The methodology has been tested in field cases from The Netherlands, Poland, Romania, Spain, United Kingdom and Ireland, to cover different time and space scales, together with a wide range of processes and different management objectives.  相似文献

This paper describes the influences on operational management of erosion at Inch beach, Co. Kerry on the south west coast of Ireland with specific reference to the CONSCIENCE Frame of Reference for erosion management and the key concepts defined under the EUROSION project. It provides an insight of the wave climate and quantifies contemporary erosion patterns through a combination of field analysis and modelling. An attempt is made to assess the response of the coastline to storms with varied return periods and to place current change in an historical context. The reasons for the lack of application of these key concepts are explored in combination with the applicability of the Frame of Reference to the management of Inch Strand. This paper describes the outcomes of attempting to apply this Frame of Reference at Inch Strand and the affect that national coastal policy, or lack thereof, has on the utilisation of internationally recognised erosion management concepts by local stakeholders with responsibility for eroding coastlines. The paper is of significance not only to an Irish audience, but also the wider international community who may face similar challenges in managing their coastal resources.  相似文献

The Netherlands is a low-lying country, in which 9 million people are living below sea level and 70% of the gross domestic product is being earned in areas below sea level. Therefore, protection against flooding is traditionally the primary focus of coastal policy in the Netherlands. Analysis shows that characteristics of Dutch coastal management very well comply with the recommendations and key concepts to support sustainable coastal management as issued by the EU in 2004 (EUROSION). Sediment management represents the core of erosion management in the Netherlands; key concepts like resilience, coastal sediment cells, favorable sediment status and strategic sediment reservoirs, are important building stones. Development and implementation of coastal erosion management in the Netherlands, has implicitly been guided by a systematic Frame-of-Reference. Characteristics of this approach are the definition of clear objectives at different levels (i.e. strategic, tactical and operational) and an operational decision recipe related to policy development and implementation. Application of the Frame-of-Reference to current problems and challenges in Dutch coastal management indicates its ability to reveal shortcomings of the existing approach, and to explore potential solutions. Where EUROSION offers important concepts to define coastal erosion management, the Frame-of-Reference offers a tool to discern different objectives and responsibilities. The combination of both strongly supports implementation of coastal erosion management.  相似文献

The most severe shoreline retreat (over 20 m/year) along the Danube Delta coast has been recorded in the coastal stretch confined by the Sulina branch (north) and Sahalin spit island (south). This erosive trend is caused by the natural evolution of some stretches of the Danube Delta coast, but strongly enhanced by the human activities. Human interventions result in the dramatic decrease in quantity of sediments reaching the coast and in the disruption of natural sediment circulation in the coastal area. EUROSION FP5 Project developed four concepts to be used in coastal studies: coastal sediment cell, coastal resilience, favourable sediment status and strategic sediment reservoir. The main objectives of this study regard the application of the CONSCIENCE methodology and test of the concepts in order to identify and understand the main threats for Sulina - Sahalin littoral cell, especially the coastal erosion one, as well as to provide a sound working methodology for coastal managers to deal with these threats. The sediment budget computed in previous studies, as well as the field observations, indicate a lack of sediments for the littoral cell (unfavourable sediment status). In order to asses the vulnerability of the coast to short term extreme events (especially storms), simulations of water level changes were performed and calibrated with the field observations. A processes based numerical model was used to simulate the storm induced water level variations and the main input data were the bathymetry of the active beach, wind direction and speed (storm scenarios) and the characteristics of water and air. The results show large water level increases for the central part of the study zone, especially for northern wind directions.The main solution proposed to deal the problems arising from a sediment-starved coast, vulnerable to the extreme events, is artificial nourishment. Two strategic sediment reservoirs were identified, both of them at the northern boundary of the cell: the sediments dredged periodically from Sulina mouth and the sediments accumulated in Musura Bay, just north of Sulina jetties. The transfer of these sediments towards the central part of the littoral cell Sulina - Sahalin would decrease the erosion rates to a natural level and restore the natural coastal resilience. The methodology developed in CONSCIENCE Framework and applied to Danube Delta coastal zone provided good results when problems and solutions for the coastal zone were to be identified and tested. This methodology and its related results can be applied by the local coastal managers to Sulina - Sahalin littoral cell, while this experience can be extended to other similar environments facing the same problems.  相似文献

The applicability of recommendations of the Eurosion project to define a policy to manage coastal erosion has been tested at the “beach” scale in the Mediterranean coast. Thus, a favourable sediment status has been defined for these beaches taking into account their main functions: recreation and protection. Because they act at two different seasons, this status needs to be seasonally defined. For the protection function, the favourable sediment status depends on the level of safety fixed by the manager taking into account the importance of existing infrastructures and, for recreation it depends on the use density of the beach. The concept has been formalized for beach management within a framework where benchmarking plays a crucial role to determine the need of intervention. This has been illustrated for open cell beaches where one of its boundaries can permit variations in the sediment budget and for pocket beaches that act as closed sediment cells.  相似文献

LIFE Environment/RESPONSE project (2003–2006) aimed to evaluate and map, at regional scale, the impact of climate change on coastal risks (erosion and marine flooding), by anticipating the response to regional climatic change scenarios of coastal systems. These are described by their geomorphology, coastal processes, known hazardous events and existing defences. Application on Aquitaine and Languedoc Roussillon regions (France) assesses the likely increase of the coastal risks. In both regions, the weight of geomorphology and settlement development is underlined. The results point out the need for better knowledge on physical resilience capacity of the coast, assets values and vulnerability, and the urge of an integrated management approach of coastal risk, at least at the scale of sedimentary cell.  相似文献

Coastal erosion and storms represent a source of risk for settlements and infrastructure along the coast. At the same time, coastal natural assets, including landscape, are threatened by increasing development mainly driven by tourism. The Mediterranean coast is especially vulnerable to these processes, considering its high biological and cultural diversity. An additional challenge is represented by climate change, as it will force coastal communities to apply more or less drastic adaptation strategies. Coastal setbacks, used to protect coastal communities and infrastructure from storms and erosion, and to preserve coastal habitats and landscapes from degradation, is one of the main instruments suggested by the Protocol on Integrated Coastal Zone Management of the Barcelona Convention, entered into force on the 24 of March 2011. Its implementation has the potential to influence coastal policies in other regions, such as the neighbouring Black Sea.The CONSCIENCE project has formalized concepts and conducted specific studies to provide new tools for coastal erosion management practice. The objective of this paper is to present a synthesis of the research conducted into coastal setbacks for coastal erosion management and climate change adaptation. This is done by analysing the requirement of the Protocol, current processes and management practices in two case study areas (Costa Brava Bays in Spain and Danube Delta, in Romania) and the new challenges posed by climate change.  相似文献

Stakeholder consultation is being adopted as standard practice in the planning and management of natural resource management programs. While the utility of stakeholder participation has been investigated for the evaluation and implementation phases of natural resource management programs, few studies have examined the utility of stakeholder consultation during the initial phases of developing such programs. This paper presents a case study from a project developing a marine and coastal monitoring program for the Pilbara and Kimberley region of northern Western Australia. Via a series of workshops held in the region, stakeholders were asked to prioritise future research needs using several voting procedures. During the analyses of the results from the different voting procedures, it became apparent that there were high levels of inconsistency, poor correlation, and contradiction, between participants’ responses. Despite the rigour of the selection process used to identify ‘suitable’ stakeholders for the workshops, these results show that stakeholders did not have the technical or broader contextual knowledge about marine ecosystems to effectively and objectively contribute to the research prioritisation and planning process. Based on the outcomes of this study, we argue that project designers need to be clear about why they are involving stakeholders in a project, particularly in light of the costs involved (financial, time, resources, costs to the stakeholder) in stakeholder consultation. Stakeholder involvement may be appropriate in later stages of developing natural resource management programs (implementation and management), however, stakeholder involvement is not appropriate in the initial phases of such programs, where scientific expertise is essential in formulating scientific concepts and frameworks.  相似文献

Despite threats emanating from the influence of climate and non-climate forcing on the barrier island coastal region of southwestern Nigeria, the extent of the coastal erosion is poorly understood. We report evidence of coastal erosion and sediment accumulation in the region over a 34-year period (1973–2017), using Landsat imagery at intervals of approximately six years. Landsat image corrections and various water-extraction algorithms were used to systematically delineate coastal erosion and accumulation in the area. The region was subdivided into western and eastern subregions separated by Lagos Harbour. In the west, erosion took place during the periods 1973–1979, 1979–1984, 1990–1999 and 2005–2011, whereas in the east, erosion occurred during 1973–1979, 1990–1999 and 1999–2005. Coastal sediment accumulation occurred in the east during 1979–1984, 1984–1990, 2005–2011 and 2011–2017, whereas gains in the west occurred during 1984–1990, 1999–2005 and 2011–2017. The study revealed substantial net erosion of 1 228.1 ha in the region as a whole, over the full period. Sediment accumulation accompanying the coastal erosion appears to be linked to longshore drift. Erosion between 1973 and 2011 was probably attributable to climate change (storms and tidal conditions), longshore drift, the inflow and outflow of water at Lagos Harbour, coastal morphology and, possibly, human impacts. However, the coastal changes between 2011 and 2017 were more obviously associated with human activities, such as development of the Eko Atlantic construction project. Coastal surveillance, together with the use of environmentally sensitive protective measures, could possibly help to reduce coastal erosion in the region. Careful coastal management practices, including artificial nourishing and the installation of resilient structures (e.g. seawalls), should be undertaken to protect human settlements that are already at risk from sea-level rise.  相似文献

In Ireland there is no national shoreline management policy. Instead, management involves a series of actions at the local authority (County) level that respond to local demands, politics and economics within only a broad legal framework. Through the COREPOINT project, University of Ulster scientists have been working with local authority officials in Donegal to bring a scientific understanding of coastal processes to bear on practical management. Experience at several sites has shown significant changes in practice as a result of this interaction, compared to the previous situation when rock armouring was the favoured response to coastal erosion. We argue that achieving sustainable approaches to coastal management in a policy vacuum relies on a combination of (i) commitment to these approaches by local officials, (ii) low levels of public pressure for action, and (iii) limited financial resources. A change in any one of these is likely to lead to unsustainable actions. While close co-operation with scientists can help management in the absence of a coherent policy, only a formal regulatory instrument can deliver sustainable shoreline management.  相似文献

Planning and development experiences in Guyana's coastal zone have evolved from being individualistic, ill-conceived, uncoordinated and theoretically unsound to become more systematic, integrated and practical. After presenting an overview of the efforts made by the early European settlers to make the below sea level, and flood prone coastal zone habitable and cultivable, the paper analyses the planning experiences in the post-emancipation and post Second World War periods. Analysis of the Black Bush Polder project reveals both the positive and negative experiences of policy and planning strategies.Although planners have acquired the experiential knowledge that water control is necessary for coastal development and they have attempted to develop scientific plans, the paper, nevertheless, claims that coastal residents are becoming disenchanted with the escalating and aggravating water control problems. With the planning experience considered as being neither disappointing nor successful the paper concludes that 90% of the country's population will continue living in the coastal zone given rehabilitation and modernization of the water control infrastructure, and implementation of better policy, planning and management strategies.  相似文献

自20世纪60年代至90年代,由于多种原因,辽东湾东西两侧的初始沙质海岸侵蚀范围逐年扩大,侵蚀不断加剧,给当人民的生产和生活带来严重危害。由多年监测资料发现,侵蚀严重的熊岳岸线以2~4m/a的速率而大幅度后退,特别严重的地区最大后退达10km;辽西绥中某些岸段平均每年后退1~2m。20世纪90年代后期,由于一些海域管理措施的出台和相应的海岸防护工程的建设,海岸侵蚀逐渐减弱。通过现场调查和多年监测,分析了辽东湾东西两侧砂质海岸侵蚀的特点,认为海岸组成物质松散与海岸动力作用强烈是本区现代海岸侵蚀的基本条件,人为活动是关键因素,并提出了海岸侵蚀灾害的防治对策。  相似文献

The experience of 19 donor agencies and international organizations with evaluation of ICM initiatives is surveyed to analyze the differences in the evaluative purposes and methodologies and their relevance to a “learning-based approach” to ICM. We group evaluation into three broad categories: performance evaluation, management capacity assessment and outcomes evaluation. Performance evaluations address the quality of project implementation, and the degree to which project goals are achieved. Management capacity assessments are conducted to determine the adequacy of management structures and governance processes as these relate to generally accepted international standards and experience. Outcome assessments evaluate the impacts of a coastal management initiative upon coastal resources and the associated human society(s). The survey show that most donor evaluations emphasize performance evaluation, but usually combine elements of all three types. There is strong interest among international donors investing in coastal management in learning from and advancing coastal management practice. If donors are to maximize leaning and commit to an adaptive approach to ICM they will need to modify the manner in which project monitoring and evaluations are conducted, analyzed and distributed. A number of modifications to current approaches to evaluation are suggested in the paper.  相似文献

Small water storage dams are nowadays regarded as the ideal solution for the water-thirsty islands of the Greek Archipelago. Several of these dams have been already constructed and more are planned for the near future. However, dams can also create problems to coastal areas, particularly to the beaches found at the lower reaches of the dammed rivers. The present contribution reports the results of a study undertaken on the effects of such a dam located at Eressos, Lesbos (E. Mediterranean), using both morphological and sedimentological information and a GIS-based sediment erosion model. The results showed that Eressos Beach is currently under erosion, which however is spatially variable. The spatial variability of the beach erosion can only partly be explained by the patterns of longshore sediment transport, suggesting also a negative sedimentary balance. The results of the sediment erosion model showed that the dam retains more than half of the sediment produced in the basin, irrespective of the scenario used. Thus, it is likely that the effects of the dam on the downstream beach are already apparent.  相似文献

-In this work, on the basis of the characteristics of coastal erosion near Xizhuang (Penglai, Shandong, China) and the in-situ measured data and theoretical calculation, the causes of coastal erosion there are obtained: (1) natural erosion, (2) beach sand borrowing, and (3) sand borrowing at the Dengzhou shoal near Xizhuang, which results in the loss of the function of the wave force resistance of the shoal. Since the wave energy is increased, the longshore sediment transport rate is increased. Coastal erosions are more and more serious. A scientific basis to reduced the calamity of coastal erosion in local area is presented. Some experiences are accumulated for studying coastal erosion.  相似文献

In a closely integrated system, (sub-) littoral sandy sediments, sandy beaches, and sand dunes offer natural coastal protection for a host of environmentally and economically important areas and activities inland. Flooding and coastal erosion pose a serious threat to these environments, a situation likely to be exacerbated by factors associated with climate change. Despite their importance, these sandy ‘soft’ defences have been lost from many European coasts through the proliferation of coastal development and associated hard-engineering and face further losses due to sea-level rise, subsidence, storm surge events, and coastal squeeze. As part of the EU-funded THESEUS project we investigated the critical drivers that determine the persistence and maintenance of sandy coastal habitats around Europe's coastline, taking particular interest in their close link with the biological communities that inhabit them. The successful management of sandy beaches to restore and sustain sand budgets (e.g. via nourishment), depends on the kind of mitigation undertaken, local beach characteristics, and on the source of ‘borrowed’ sediment. We found that inter-tidal invertebrates were good indicators of changes linked to different mitigation options. For sand dunes, field observations and manipulative experiments investigated different approaches to create new dune systems, in addition to measures employed to improve dune stabilisation. THESEUS provides a ‘toolbox’ of management strategies to aid the management, restoration, and creation of sandy habitats along our coastlines, but we note that future management must consider the connectivity of sub-littoral and supra-littoral sandy habitats in order to use this natural shoreline defence more effectively.  相似文献

Kien Giang, bordering Cambodia in the Mekong River Delta, is one of the two most vulnerable provinces in the region to coastal erosion and flooding. Coastal protection can conflict with current land use and economic development activities. The conditions of the mangrove forest and mainland coastline of the Kien Giang province were assessed using the Shoreline Video Assessment Method (SVAM) backed up with information from satellite images. Half of the 206 km Kien Giang coastline has been eroded or is being eroded. Protective mangrove forests naturally occurred in 74% of the coastline but have been under threat from illegal cutting, erosion and coastal retreat. Accurate information on the state of the coastline and mangrove forest health provided invaluable data for developing a new coastal rehabilitation plan to guard against future sea level rise. In contrast to the current boundary management of land and natural resources, this plan divided the provincial coastline into 19 sections based on the landscape condition and exposure to erosion. Priority strategic actions for erosion management, mangrove restoration and sustainable livelihood development for local communities for each section of coast were developed based on an integrated cross sectoral approach and practical experience in the Conservation and Development of the Kien Giang Biosphere Reserve Project.

Marine policymakers are facing increasing calls to consider the resilience of communities that rely on coastal and marine ecosystem goods and services, and the resilience of natural systems themselves. These calls are in response to increasing threats to coastal communities from external factors such as coastal hazards, possibly associated with climate change, reductions in natural capital often caused by over-fishing and invasive species, and drivers that act to change local and regional economic conditions leading to changes in employment and inequality. However, most communities have had little experience in explicitly managing for resilience. Similarly, our understanding of the factors that make a natural or social system resilient is also somewhat limited. Furthermore, there is a lack of consensus-based definitions and performance measures for assessing resilience. These factors, along with other barriers, will need to be overcome before effective resilience-based management can be implemented.  相似文献
