The islands of New Zealand cover an area of approximately 250,000 km2, but the New Zealand Exclusive Economic Zone (EEZ) extends to around 4 million km2 and recent confirmation of New Zealand’s Extended Continental Shelf (ECS) has added a further 1.7 million km2 to the country’s marine estate. Within the 5.7 million km2 of New Zealand’s marine territory, approximately 1.2 million km2 are underlain by sedimentary accumulations which may be thick enough to expel petroleum.  相似文献

On 1 December 2007, eight ‘Small Island Developing States’ in the Western and Central Pacific Ocean implemented a management regime restricting the total number of days fished by tuna purse seine vessels within their waters, commonly referred to as the Vessel Day Scheme (VDS). New Zealand's brief history of human habitation has led to widespread and often irreversible change in the biophysical environment. Most of the wetlands were drained and de-forestation led to major gully and channel erosions and high amounts of sediment yield in the estuarine and marine environments. The scale of land-based effects on marine species is indeterminable. The legislation for managing the land–sea interface is widely acknowledged as having fallen short of its full potential. After the 2008 general election the new government commenced review of this legislation while consideration was given to ‘unlocking New Zealand's energy potential’ as a key component to an export-led economic recovery. The government is promoting oil, gas and mineral exploration on land and at sea. The government is also enacting boundaries that extend continental shelf jurisdiction. These developments may lead to further progress on an integrated system that covers all aspects of marine management that began in 2000. In any case, New Zealanders face important decisions regarding the tradeoffs between further resource utilisation and environmental protection. This article contributes to the discussion on integrated management to maintain a balance between utilisation and protection and does not reflect the view of the Ministry of Fisheries.  相似文献

The Western and Central Pacific Ocean (WCPO) tuna fishery is an important global food resource, and the economies of many Pacific Islands Countries (PICs) rely heavily on tuna industries. This paper proposes that governance by PICs is the key to improving the sustainability and profitability of tuna industries in the region. ‘Governance’ is usually used to refer to corruption, but here is interpreted more broadly to encompass the whole process by which decisions regarding public life are made and enacted, by government and also civil society. Argument is supported by empirical material from an interview study with stakeholders and a survey of reports.  相似文献

This study reports the seasonal variability in aspects of the physiology of the shore crab Carcinus maenas from three estuaries in South-west England, each with varying anthropogenic inputs: Avon Estuary (‘relatively low’ impact), Yealm Estuary (‘intermediate’ impact) and Plym Estuary (‘relatively high’ impact). Crabs collected over 12 months from the Avon had a significantly ‘lower’ physiological condition in winter and spring compared to summer and autumn; in particular, haemocyte phagocytic capability (a general indicator of immune function) was significantly higher in winter and spring compared to summer and autumn, and total haemolymph antioxidant status (an indicator of oxidative stress) was significantly lower in winter compared to the remainder of the year. Potentially, shore crabs may be more susceptible to the effects of contaminant exposure, such as increased immunotoxicity (thus, reduction of immune function) and/or oxyradicals (or reactive oxygen species) exposure) especially in seasons of increased susceptibility i.e. summer/autumn (lower phagocytic capability) and winter (lowest antioxidant function). As the Avon was taken to represent the ‘reference’ site, this pattern is considered to reflect the ‘normal’ seasonal variability in shore crab physiology. Shore crab physiological condition from the ‘relatively high’ impact estuary (Plym) revealed increased cellular viability and antioxidant status in autumn and winter compared with that of the ‘standard’ pattern (Avon) However, crabs from the intermediate impact estuary (Yealm) only demonstrated significant physiological differences in summer as shown by a lower cellular viability. All crabs had been exposed to PAHs (confirmed by the presence of PAH metabolites in their urine) which may account for the observed differences in shore crab physiology. In conclusion, to aid understanding of the potential contaminant impacts on biota it is imperative that the ’normal’ seasonal variability of physiological condition be established. Biological effects-based monitoring studies should therefore be employed seasonally to potentially highlight ‘windows of sensitivity’ to contaminant impact.  相似文献

A ‘quasi-island’ approach for examining the meridional flux of warm and intermediate water from the Southern Ocean into the South Atlantic, the South Pacific and the Indian Ocean has recently been proposed ( [Nof, 2000a] and [Nof, 2002]). This approach considers the continents to be ‘pseudo islands’ in the sense that they are entirely surrounded by water, but have no circulation around them. The method employs an integration of the linearized momentum equations along a closed contour containing the continents. This allows the meridional transport into these oceans to be computed without having to find the detailed solution to the complete wind-thermohaline problem.The solution gives two results; one expected, the other unexpected. It shows that, as expected, about 9±5 Sv of upper and intermediate water enter the South Atlantic from the Southern Ocean. The unexpected result is that the Pacific-Indian Ocean system should contain a ‘shallow’ meridional overturning cell carrying 18±5 Sv. What is meant by shallow here is that the cell does not extend all the way to the bottom (as it does in the Atlantic) but is terminated at mid-depth. (This reflects the fact that there is no bottom water formation in the Pacific.) Both of these calculations rely on the observation that there is almost no flow through the Bering Strait and on the assumption that there is a negligible pressure torque on the Bering Strait’s sill.Here, we present a new and different approach, which does not rely on either of the above two conditions regarding the Bering Strait and yet gives essentially the same result. The approach does not involve any quasi-island calculation but rather employs an integration of the linearized zonal momentum equation along a closed open-water latitudinal belt connecting the tips of South Africa and South America. The integration relies on the existence of a belt (corridor) where the linearized general circulation equations are valid. It allows for a net northward mass flux through either the Sverdrup interior or the western boundary currents. It is found that the belt-corridor approach gives 29±5 Sv for the total meridional flux of surface and intermediate water from the Southern Ocean. This agrees very well with the quasi-island calculations, which give a total northward flux of 27±5 Sv. Given the spacing between the continents and the small variability of the southern winds with longitude, one may assume that 9 Sv of the total 29 Sv enters the Atlantic and the other 20 Sv enters the combined Pacific-Indian Ocean system, which is also in agreement with the quasi-island calculation. These agreements indicate that the assumptions made in the earlier studies regarding the Bering Strait are probably valid.  相似文献

A brief presentation is made of the concept of the Exclusive Economic Zone (EEZ) adopted by the United Nations Conference on the Law of the Sea, and included as a major feature of the Law of the Sea. The potential of the EEZ for the small developing island countries is discussed, together with the possibility of using the EEZ to achieve a larger measure of equity among nations than the prevailing one. The role of the EEZ in obtaining improved ocean governance, more sustainable management of the marine resources and control of marine pollution is considered. The need for building an indigenous capacity to deal with the marine resources and issues is identified and the possibility of achieving this through regional cooperation. The possibilities inherent in the EEZ regime for oceanic islands are discussed, with focus on the Indian Ocean, the Mediterranean and the central Atlantic Ocean.  相似文献

New Zealand has a large exclusive economic zone (EEZ) that contains a variety of marine habitats and commercially-important species. The commercial fishing industry operating within New Zealand's EEZ is of significant value to the economy and fisheries resources are managed through the extensive use of Individual Transferable Quotas (ITQs). One of the benefits of ITQs has been to better align some of the private incentives of quota owners with the public interest. These incentives contributed to an initiative proposed by the fishing industry to close large areas of New Zealand's EEZ to protect the seabed from trawling. These closed areas are termed benthic protection areas (BPAs) and protect the benthic biodiversity of about 1.1 million square kilometres of seabed—approximately 30% of New Zealand's EEZ. A significant proportion of New Zealand's known seamounts and active hydrothermal vents are protected by these closed areas. We describe and discuss the criteria used to select BPAs and some of the criticism of this marine protection initiative. We argue that the assignment of strong property rights in fishing resources was an important precondition to an industry initiative that has a significant public benefit. Where private and public interests are well aligned, government can adopt an enabling and facilitation role, ceding direct control of processes in order to get the results the align with the public interest.  相似文献

This paper describes a new initiative in coastal management in northeastern Tanzania. The region is within the equatorial part of the Western Indian Ocean. The priority environmental issues being faced include declining fish catches, use of destructive fishing techniques, mangrove cutting and coastal erosion. There is a widespread perception among the users of the coastal resources that management of these issues is inadequate. This programme initiative is developing flexible, community-based approaches to identifying the problems and to take achievable actions. The programme provides training in a wide range of skills and appropriate technical methods for government officials, extension workers and villagers. A collaborative process is evolving that includes participatory appraisals, village environmental committees, facilitation by government extension workers, technical advise and supervision by district technical teams, and regional-wide workshops with key players. Village initiatives taken so far include new by-laws, gear inspection, reef zoning and closures. A number of village mariculture projects are being piloted.  相似文献

Although continued knowledge acquisition is necessary, there is an increasing need for innovative manipulation. Consequently, the roles of sound science and considered educational practice need clarification within coastal policy. Research data, collected via semi-structured interviews with representatives of government and quasi government organisations encompassing various Mediterranean and Black Sea countries, was subsequently assessed alongside published work. Principal findings emphasised that policy makers need to engage more coherently with the existing science education nexus to facilitate, but not format research agendas. Although extensive information is readily available, there is need for further manipulation, translation, coordination, communication and adaptation between policy portfolios. Consequently, the science education nexus should be internalised into policy formulation, implementation and monitoring. Furthermore, to develop shared awareness, considered dissemination of knowledge and understanding requires both vertical and horizontal integration. Policy results should be clear and innovative knowledge transfer fora, using Technology Enhanced Dissemination (TED) within culturally sensitive contexts, must be developed. Science and education require legal incorporation from which professional norms and authority can evolve. Findings suggested that although the science is ‘hard’, incorporating it into policy decisions is ‘harder’ and hence, more effort is needed.  相似文献

New Zealand's quota management system (QMS) was implemented in 1986 to address problems caused by a regulated open entry management system in place for the previous two decades. Excess capacity in the inshore fisheries caused several stocks to become depleted and conflicts to intensify between fishing sectors. The allocation of individual transferable quota (ITQ) was viewed as the best way to improve efficiency within the over-capitalised inshore fisheries and provide incentives for developing the deepwater fisheries. The expected benefits of the QMS fit with the political climate at that time, as the government was using market forces to address the deteriorating economy. This article outlines the results of a research project that involved four medium to large-sized, highly vertically integrated New Zealand seafood firms. The purpose of the project was to identify these firms’ sources of competitiveness in export markets and the process the firms used to develop sources of competitiveness, while adapting to rapid and radical changes to the political and business environment and transformation of the fisheries management system. The project's results show that the basis to seafood firm competitiveness is the security of supply to the fisheries resource provided by the QMS and aquaculture legislation. The project also outlines the role that government policies have in sustaining firm- and industry-level competitiveness. This article contributes to the broader discussion on the application of ITQ and other types of long-term access rights to the management of fisheries and does not express the views of the Ministry of Fisheries.  相似文献

Islands are often considered to be a priority for conservation, because of their relatively high levels of biodiversity and their vulnerability to a range of natural and anthropogenic threats. However, the capacity of islands to conserve and manage biodiversity may depend upon their governance structures. Many island states are affiliated to other countries through an ‘overseas territory’ status, which may provide them with access to resources and support mechanisms, but which may also influence the capacity for local-scale management of environmental issues. The United Kingdom has 12 island Overseas Territories (UKOTs), most of which support biodiversity of high conservation concern. This study investigates perceptions of current and future threats to marine ecosystems and constraints to environmental protection on the six Caribbean UKOTs, through semi-structured interviews with officials from UK and UKOT government departments and non-governmental organisations. Coastal development, pollution and over-fishing were perceived as threats of most concern for the next decade, but climate change was perceived as by far the greatest future threat to the islands' marine ecosystems. However, a series of common institutional limitations that currently constrain mitigation and conservation efforts were also identified, including insufficient personnel and financial support, a lack of long-term, sustainable projects for persistent environmental problems and inadequate environmental legislation. These findings highlight the need for regional cooperation and capacity-building throughout the Caribbean and a more concerted approach to an UKOT environmental management by the UK and UKOTs' governments.  相似文献

The performance of 33 countries was evaluated for ecosystem-based management (EBM) of fisheries in three fields (principles, criteria and implementation) using quantitative ordination including uncertainty. No country rated overall as ‘good’, only four countries were ‘adequate’, while over half received ‘fail’ grades. A few developing countries performed better than many developed nations. Two case studies test the method. In Indonesia, Raja Ampat and Papua, rated similar to the national evaluation, but better performance might follow successful implementation of a planned EBM initiative. A workshop in Australia rated regional fisheries managed by New South Wales 20% lower for EBM than federally managed fisheries.  相似文献

The Svalbard Fisheries Protection Zone is an international institution on the brink of being challenged in a critical phase of being institutionalized as a Norwegian property regime. The potential disturbance comes from the zooplankton redfeed, a new and valuable resource harvestable within the zone. Though the pressures on Norway’s inspection routines in the zone are challenged at times, this article suggests that the zone as a management regime is a surprisingly robust institution still. Nevertheless, in such a critical phase it is important not to allow possible exogenous shocks to appear, and creating a separate redfeed regime for the plankton will allow the Norwegian government to bypass this possible disturbance and allow for continued solidification of the zone into an EEZ for Norway.  相似文献

Although a ‘blue’ Arctic Ocean is predicted in the summertime to occur from the middle of this century, current rates of warming indicate an earlier realization. Also, routes along the coast of Siberia will be navigable much earlier. However, before the Arctic routes can reliably be used on a large scale for transit by shipping along its passages, more investments are required on infrastructure and the provision of marine services to ensure the safe and secure transit of shipping with minimal environmental impact.  相似文献

There is concern in England and Wales over the complexity and short comings of the current arrangements for coastal hazard planning and management. At a time of major constitutional reform involving a strengthened role for regional government, the UK needs to learn from other countries with a strong regional dimension which have developed successful systems for coastal hazard planning and management. New Zealand provides such an example. Recent local government reform and the ‘revolutionary’ Resource Management Act (RMA) 1991 have created a new organisational and administrative framework for coastal hazard planning and policy development in New Zealand which fosters integration, involves all levels of government and extends offshore. This paper provides a comparison of the regional dimension of coastal hazard planning in the two areas, focusing on the status, scope and jurisdiction of regional planning bodies and initiatives as well as investigating issues relating to intergovernmental and cross-sectoral links and public involvement. Although the widely acclaimed RMA is not the panacea for coastal management it was once hoped to be, the New Zealand experience illustrates the advantages of clearly defined roles for different levels of government, with emphasis on regional decision-making and extensive community involvement.  相似文献

Fisheries have long been managed through public–private partnerships based on collaboration between government and user-groups. The alleged benefits of involving the latter—as representatives of civil society—are a management system that is more flexible and legitimate than one based exclusively on top–down command and control. A question that is rarely addressed is whether civil society is up to the task. Are voluntary associations fit—‘technically’ and ‘democratically’—to take on management responsibilities? Assessing the pros and cons of involving civil society in fisheries governance requires a closer look at the role of user-groups in public policy-making. This paper attempts to do that by examining certain aspects of the Norwegian system of fisheries management, focusing—in particular—on the role of its most prominent civil society player: the Norwegian Fishers’ Association. The association has long been a privileged partner, virtually monopolizing the attention and goodwill of government. How has this been justified, and does it still serve its original purpose? As the fishery has changed, so—we contend—has the association: from something akin to a public interest group into what is essentially a ‘trade union’ pursuing the economic interests of its most powerful members. How and why did this change—in goals and priorities—come about, and is it tenable that this particular partnership continues? What lessons, if any, can be drawn from the Norwegian case about the pros and cons of user involvement, interactive governance and the role of civil society in fisheries management?  相似文献

This paper examines the implications of environmental justice in the regime for Maritime Spatial Planning (MSP) currently developing in the European Union (EU). An ‘ecosystem-based approach’ to marine management is enshrined in the new Integrated Maritime Policy and Marine Strategy Framework Directive and forms the basis of MSP. This concept is intended to encompass all aspects of an ecosystem, including the human element. Yet the modes of including meaningful public participation in the decision-making process for MSP remain undetermined. At the same time, the Aarhus Convention (on access to information, public participation in decision making and access to justice in environmental matters) empowers non-governmental organisations to hold EU Member States to account. Consequently the issue of transparency will gain increased importance, as will linkages between human and environmental rights. Such public interest-based activism on the part of NGOs has the potential to enforce the developing framework for stakeholder engagement within MSP, but it also has implications worth considering regarding the appropriate role of interest-based organisations in the international political arena.  相似文献

Fishers' responses to changes in resource access through the imposition of marine protected areas can be a critical factor influencing the likelihood of achieving management objectives.Face-to-face interviews with 114 commercial and charter fishers were conducted to investigate their responses and adaptation strategies to the increase in the size and number of no-take zones imposed by the 2004 Great Barrier Reef Marine Park zoning plan. Despite holding positive attitudes towards marine biodiversity protection, fishers were generally unsupportive of the new zoning plan 5 years after its implementation. Fishers' lack of support was related to the perception that they had not been adequately engaged in the rezoning process and the perception of significant impacts of the zoning plan on fishing businesses. Fishers generally believed that the new zoning plan had a negative impact on their access to productive fishing areas, the numbers of fish they catch, the profitability of their fishing business, and their personal income. In response to the new no-take zones, fishers tended to redistribute their fishing activity to locations closer to their home port, and to locations already known to them through their previous fishing, resulting in an increase in high density fishing locations within the park. Despite the impacts that fishers experienced, most reported that they have adapted their fishing activity and fishing business at least moderately well to the new zoning plan, suggesting that many of the impacts experienced by fishers might be short-term and may decline over time as fishers learn to adapt to the new zoning system. The information provided should prove valuable as a baseline for continued monitoring of the costs and benefits of the Great Barrier Reef Marine Park rezoning into the future.  相似文献
