Neoliberal policies of effort limitation and privatization have reduced commercial salmon and other fishing opportunities available to the coastal, predominantly Alaska Native, villages of southern Alaska. However, there are a variety of circumstances, including the manner in which the current commercial fishery is prosecuted, that lead to surpluses of unharvested salmon, and potentially other species, available in certain areas. This paper will define the concept of “foregone harvests”, discuss the environmental and managerial conditions that lead to “foregone harvests” and describe the possibilities such conditions create for the development of small-scale, local and community-based fisheries. Case studies of possible Huna Tlingit (Hoonah) and Kaigani Haida (Hydaburg) salmon fisheries will be presented. Alternative arrangements of salmon fisheries and institutions in southeast Alaska are presented through case studies of the villages of Yakutat and Metlakatla. These examples demonstrate how such fisheries could be built on local and traditional knowledge, as well as currently used subsistence technologies resulting in new economic opportunities compatible with local cultural patterns and interests and buttressing local identities and commitments. 相似文献

The geoecological situation in the regions of intense industrial exploitation on the Pechora Sea coast, particularly in the Varandei area, is dangerous. Human factors intensify eolian and slope processes and thermoerosion. Coastal stability decreases and coastal retreat rates are twice as high as in regions unaffected by human activity. Industrial exploitation results in the destruction of natural environments and considerable material losses. Several housing estates and industrial constructions have already been destroyed because of coastal erosion. Damage increases each year as the cliff retreats towards the center of the Varandei settlement. The oil terminal, airport and other industrial objects are also endangered. 相似文献

Hurghada is located along the western margin of the northern Red Sea. The fringing coral reef and the pleasant dry weather make Hurghada an attractive tourist site. Over 40 recreational projects have been constructed, and there is a need for more such projects in spite of the fact that they threaten the coastal zone of Hurghada. Subsequent environmental hazards have been created that impacted the coastline and the marine ecosystem. The living corals and the marine ecology in the reef system have suffered dramatic degradation. The depositional—hydrodynamic pattern has been affected as a result of blocking littoral currents by protruded constructions. The wide variety of goods and services provided by the coastal zone (food, medicines, nutrient recycling, control of flooding, typhoon protection) account for its many uses (fisheries, aquaculture, agriculture, human settlements, harbors, ports, tourism, industries). Aquaculture now provides a third of total fisheries production. Half of the total aquaculture yield comes from land-based ponds and water-based pens, cages, longlines and stakes in brackish water and marine habitats. But the opportunities for employment, income and foreign exchange from coastal aquaculture have been overshadowed by negative environmental and social effects. The environmental impacts include: mangrove loss, bycatch during collection of wild seed and broodstock, introductions and transfers of species, spread of parasites and diseases, misuse of chemicals, and release of wastes. The socioeconomic impacts include: privatization of public lands and waterways, loss of fisheries livelihoods, food insecurity, and urban migration. The paper gives recommendations on the attainment of responsible and sustainable aquaculture with emphasis on herbivorous and omnivorous species, polyculture, integration with agriculture and mangroves, and self-regulation in the form of codes of conduct and best management practices. Recommended approaches include holistic Integrated Coastal Zone Management based on stakeholder needs, mechanisms for conflict resolution, assimilative capacity of the environment, protection of community resources, and rehabilitation of degraded habitats, to improvements in the aquaculture sector pertaining to management of feed, water, and effluents. 相似文献

Recent studies have provided theoretical and empirical evidence about the importance of hatchling production for sea turtle population dynamics. Therefore, understanding the effect of nesting habitat loss as a factor leading to hatchling reduction is essential in order to establish conservation plans for the recovery of sea turtle populations. In the present study, we developed a method to quantify habitat loss and link it with hatchling production. We used data for loggerhead sea turtles (Caretta caretta) collected at Sekania nesting beach, western Greece, to describe biological and behavioral attributes of nesting individuals. Spatial characteristics of the nesting site were analyzed and alternative scenarios of habitat loss were examined. We then used circle-packing technique to evaluate the impact of an increasingly reduced available nesting area on the spatial distribution of nests. An increased number of nests within the study site resulted in density-dependent processes regulating hatchling production. Under the different scenarios, we evaluated the risk of the laying nests exceeding the estimated carrying capacity of the nesting beach. Our results clearly demonstrated the need to apply direct and efficient conservation measures at Sekania nesting site to minimize further habitat loss from human-related processes and a rising sea level. The approach developed evaluates the effect of habitat loss upon nesting by linking it with quantifiable processes (density dependence), providing a conservation tool to guide planning decisions towards the conservation of the sea turtle population. 相似文献

Expected effects of changes in global climate include warmer temperatures, rising sea levels, and potentially more frequent and severe extreme weather events such as hurricanes and tropical storms. Low-lying states in the Caribbean are especially vulnerable to these effects, posing significant risks to public safety and natural resources.This paper highlights expected trends in the Eastern Caribbean and examines the impacts of urbanization and supporting infrastructure, siting of major structures in high-hazard areas, and negative land-use practices on fragile coastal ecosystems. It focuses on the need to reduce the vulnerability of coastal infrastructure and land uses, arguing for effective linkages between climate change issues and development planning. The paper also provides general recommendations and identifies challenges for the incorporation of climate change impacts and risk assessment into long-term land-use national development plans and strategies. 相似文献

Bangladesh has vast coastal and marine resources along its south edge. Due to the geographical position and climatic condition, the coastal area of the country is known as one of the highly productive areas of the world. Bangladesh is rich not only in terms of its vast water areas but also in terms of the biological diversity. One of the unique features of the coastal areas is the influence of the mangrove forests, which support a high number of fishes and other commercially important aquatic organisms. The biological and ecological values of the Bay of Bengal have been pointed out by many authors. The coastal and marine fisheries have been playing considerable roles not only in the social and economic development of the country but also in the regional ecological balance. A large number of commercially important fishes have long been exploited which are of high export values. Shrimp aquaculture has become a highly traded export-oriented industry for the last few decades. In spite of having bright prospects, marine aquaculture on a commercial basis as well as marine stock enhancement and sea ranching are yet to be developed. The marine fisheries sector has been suffering from chronic disintegration and mismanagement that have led to many consequences. Most of the commercially important fish stocks are either overexploited or under threat. Marine pollution has reached a level that could create an unmanageable situation in the near future; coastal shrimp farming has generated considerable debates due to its adverse environmental and socioeconomic impacts. The Bay of Bengal and its coastal areas are one of the most poorly studied areas of the world although it possesses high potential for further stock improvement. Proper attention is needed in every aspect of exploitation, handling and processing, export and marketing as well as in biological and institutional management strategies. The Bay of Bengal has been increasingly important for local development as well as for a global perspective. The coastal and marine fisheries of the Bay of Bengal are briefly reviewed in this paper to provide a salient feature of the available information and resource base and to identify future research and management needs. 相似文献

Prawn postlarvae fishing in coastal Bangladesh: Challenges for sustainable livelihoods 总被引:1,自引:0,他引:1
Fishing for prawn (Macrobrachium rosenbergii) postlarvae is a major contributor to the livelihoods of the coastal poor in Bangladesh, including women. A study of coastal livelihoods along the lower Pasur River in southwest Bangladesh indicates that on average 40% of total annual income comes from postlarvae fishing during the few months involved. However, indiscriminate fishing of wild postlarvae, with high levels of by-catch, has an impact on biodiversity in coastal ecosystems. This has provoked imposition of restrictions on postlarvae collection. The ban has, however, not been firmly enforced because of the lack of alternative livelihoods for coastal poor. A conceptual framework, drawn from an approach to poverty reduction known as the sustainable livelihoods approach, is applied to understanding the role of prawn postlarvae fishing. Evidence from this study suggests that postlarvae fishers faced a number of livelihood constraints, including poor livelihood assets. This paper concludes that wider livelihood options need to be found for postlarvae fishers to support their livelihoods. 相似文献

A large deficit in the coastal sediment budget, high rates of relative sea-level rise (~0.9 cm/year), and storm-induced current
and wave erosion are forcing barrier shoreface retreat along the periphery of the Mississippi River delta plain. Additionally,
conversion of interior wetlands to open water has increased the bay tidal prism, resulting in degradation of barrier islands
due to inlet widening, formation of new inlets, and sediment sequestration at ebb-tidal deltas. Single-beam bathymetric surveys
along a 165-km stretch of south-central Louisiana barrier coast, from Raccoon Point in Terrebonne Parish to Sandy Point in
Plaquemines Parish, were conducted in 2006. These data, combined with historical bathymetry from three time periods (dating
to the 1880s), provide a series of digital elevation models that were used to calculate sediment volumetric changes and determine
long-term erosional-depositional trends. Dominant patterns during the 125-year period include (1) erosion of ~1.6 × 109 m3 from the shoreface, forcing up to 3 km of shoreface retreat, (2) sediment deposition in coastal bights and at ebb-tidal deltas,
and (3) a combined increase in tidal inlet cross-sectional area from ~41,400 m2 to ~139,500 m2. Bathymetric and shoreline change datasets separated by shorter time periods (sub-annual) demonstrate that these long-term
trends are driven by processes associated with major hurricane impacts, and that rates of shoreface erosion are an order of

The aim of the research was to assess the physical impacts of four-wheel drive related nature-based tourism in the Central Coast Region of Western Australia. This coast is 271 km long, in a natural and largely undeveloped state, but coastal recreation impacts due to four-wheel drive use has increased significantly since the 1960s. Research methods included interpretation of aerial photographs for 1965 and 1998 for a 1 km zone, measured immediately landward from the shoreline. Features associated with recreation use, such as off-road tracks and access points to beaches were digitised and analysed using Geographic Information System. For 1965, 516.5 km of four-wheel drive tracks were measured, compared to 812.9 km in 1998. Access points to the coast also increased from 421 to 908 during the same period. Results were analysed within 25 biophysical and five local authority units. Results within biophysical units were related to physiographic setting, beach and dune type. 相似文献

In Bangladesh, export-oriented shrimp farming is one of the most important sectors of the national economy. However, shrimp farming in coastal Bangladesh has devastating effects on mangrove forests. Mangroves are the most carbon-rich forests in the tropics, and blue carbon (i.e., carbon in coastal and marine ecosystems) emissions from mangrove deforestation due to shrimp cultivation are accumulating. These anthropogenic carbon emissions are the dominant cause of climate change, which in turn affect shrimp cultivation. Some adaptation strategies including Integrated Multi-Trophic Aquaculture (IMTA), mangrove restoration, and Reducing Emissions from Deforestation and forest Degradation (REDD+) could help to reduce blue carbon emissions. Translocation of shrimp culture from mangroves to open-water IMTA and restoration of habitats could reduce blue carbon emissions, which in turn would increase blue carbon sequestration. Mangrove restoration by the REDD+ program also has the potential to conserve mangroves for resilience to climate change. However, institutional support is needed to implement the proposed adaptation strategies. 相似文献

基于CCMP(cross-calibrated multi-platform)再分析风场数据,研究了9907号, 9908号和9909号3个台风对中国沿海5个风电场的影响,分别从台风的形成以及路径,对沿海风电场风速的影响,台风期间的发电情况等详细地描述了台风对风电机组的影响。发现:台风对5个海上风电场的影响可以分为3个阶段,第一阶段是1999年8月1—4日,输出功率由南向北依次降低,此时主要受9907号台风的影响;第二阶段是8月6—9日,8月6日也呈现输出功率由南向北降低,主要是9909号台风由南海途径台湾海峡即将进入东海的影响;受9908号台风影响, 8月7日最大输出功率出现在S3风机。8月8日,受9908和9909号台风的叠加影响, S4风机的输出功率达到15天的最大值38.4 MW。第三个阶段是8月12—15日,受大气锋面的影响, S1—S5输出功率呈现波动。台风过境期间提高了各站点的运营能力和部分站点的额定容量,未对风电机组产生大的破坏。研究成果可为相关部门在台风期间海洋风力发电的决策提供参考。 相似文献

In Bangladesh, prawn (Macrobrachium rosenbergii) farming remains dependent on the capture of wild postlarvae as hatchery production is still inadequate. However, prawn postlarvae fishing has been accompanied by concerns over recent climate change. Different climatic variables including cyclone, salinity, sea level rise, water temperature, flood, rainfall, and drought have had adverse effects on coastal ecosystem, thus determining a decline in the availability of prawn postlarvae and thereby catch. The households of postlarvae fishers also face a variety of socioeconomic constraints due to climate change. Considering extreme vulnerability to the effects of climate change, an integrated approach needs to be introduced to cope with the challenges. 相似文献

In 2007 salmon, mollusk and seaweed aquaculture production in Chile totaled 904 thousand tonnes, making the nation the leading marine aquaculture producer in the western world. Salmonids grown in open cage net pens account for over 73% of the production. This review summarizes the current status of Chilean aquaculture and proposes the establishment of new regulations and monitoring programmes that encourage and accommodate emerging bioremediation technologies. In contrast to a rapidly expanding, well-financed and technologically advanced industry, the regulatory structure in Chile is outdated and based on insufficient science. The number of publications on the environmental impacts of salmon aquaculture in Chile is low relative to its production level. Nevertheless, the impacts of organic and inorganic waste on benthic communities, pelagic organisms and bird populations are documented. The technology to reduce these impacts using integrated multi-trophic aquaculture (IMTA) strategies exists, but has not been implemented at commercial scales. We call on the government and industry to support the creation of a well-financed and politically independent agency responsible for developing and enforcing science-based environmental regulations in Chile. The agency's immediate goal should be to fund research required to develop a transparent, ecosystem-based regulatory framework that promotes IMTA. Monitoring programs and licensing procedures must consider the impacts of individual sites and the cumulative impacts from multiple sites across a wide range of spatial scales. Before such changes are realized, environmental threats and human health risks will remain unacceptably high and salmon farming in Chile will not meet any reasonable definition of sustainability. 相似文献

Nutrient loadings are an important component of aquaculture impacts as they can lead to cascade effects at the ecosystem level. An evaluation of these effects on foodweb functioning is presented and discussed for the case study of Lake Burullus in the Nile Delta, Egypt, where semi-intensive aquaculture in earthen ponds has grown remarkably in recent decades. Estimations of nutrient loads into the lake's brackish water, from agriculture and fish ponds, were assessed. A biogeochemical model was set up and calibrated to simulate the loads from nitrogen, phosphorus and phytoplankton, with and without fish ponds. The biogeochemical model was coupled offline to a foodweb model to test the effects of additional nutrient loads from aquaculture on the lake's foodweb functioning. The results obtained by comparing the present conditions of aquaculture development with a no-aquaculture scenario allowed us to identify a set of indicators of foodweb functioning which are sensitive to changes in nutrient loads from aquaculture. The limited changes in phytoplankton concentration with respect to changes in nutrient loads suggested that primary production in Lake Burullus is presently controlled largely by factors other than nutrient influxes from aquaculture. This study emphasises the potential benefits of using a combination of biogeochemical and foodweb models to assess the cumulative effects of nutrient loading from aquaculture on a receiving water body. 相似文献

滨海湿地作为人类活动和全球变化反应最为敏感的区域,其沉积记录可以反映出周边地区环境变化及人类活动信息。珠江口淇澳岛滨海湿地钻孔分析结果表明,在中全新世期间淇澳岛附近海域为河口湾环境,在风化层以上开始出现淤积,但在4 200 a BP前后受极冷气候的影响,沉积物粗化;自2 500 a BP以来,沉积环境相对稳定,在小冰期期间略有变化。沉积速率计算结果显示:淇澳岛附近海域自中全新世高海面以来的平均沉积速率为0.29 cm/a,4 160~2 500 a BP、2 500 a BP-1488年、1488-1893年、1893-1986年、1990-2007年期间的平均沉积速率分别为:0.17 cm/a、0.23 cm/a、0.35 cm/a、1.37 cm/a和5.94 cm/a,沉积速率逐渐增大,反映了珠江三角洲演化过程中沉积相与沉积环境的变化;1986-1990年期间的海堤建造极大地扰动了该钻孔上部的沉积过程,在工程施工期间共沉积了厚度约112 cm的沉积层,而在海堤建成后,沉积速率也显著增大。沉积物总有机碳、总氮和C/N值的垂向分布表明,在4 160~2 500 a BP期间受海洋环境影响较大,沉积物中有机碳以海源为主,2 500 a BP以来沉积物中碳、氮含量明显增大,C/N也相应变大,有机碳主要来源于陆源输入,但在小冰期期间海源有机碳贡献略有所增大;近百年来由于受人类活动影响显著,陆源有机碳的贡献快速增加。 相似文献

Integrated Coastal Zone Management (ICZM) forms a generally accepted concept to ensure sustainable development in the coastal zone. The implementation of the ICZM framework as formulated, e.g. by the World Coast Conference, is often constrained by the political system within which it should be applied. This is the case in the People's Republic of China. This study takes a political science perspective based on approaches inherent in neo-institutional and administrative theories. This way the relevant political structures are explained and the impacts that the transformation of the socio-economic system had on institutions are located. This is extended by the reflection of related political power distribution. This part of the analysis mainly contains existing knowledge on (integrated) CZM in China but evaluates it from a so far neglected point of view. The second part of the paper is taking the successful local ICZM approach of Xiamen and a proposed approach for Shanghai as an example to show that the adaptation of a working approach to other parts of the country is impossible without modifications to the organizational structures of decision-making and implementation. So far the literature emphasizes mostly modifications in content. An important reason for structural elements being comparably important is the choice of ICZM issues and the local power distribution. It furthermore shows that these are also the determining factors obstructing the upscaling of a local approach to the national level, a fact, which constrains the formulation of national guidelines in China and leaves only the bottom-up alternative of introducing ICZM to China—a hard task that leaves a disproportional responsibility to the local governmental level. 相似文献
