Climatic change is expected to have serious impacts on the Pantanal, a large tropical wetland located in the Upper Paraguay River Basin, in the centre of South America, where a range of institutional responses are being developed to mitigate and adapt to climate change. In order to examine the institutional achievements and challenges for managing the region, a specific typology is initially introduced, which comprises a schematic gradient of institutional responses. An empirical analysis was conducted in Brazil, Bolivia and Paraguay, the three countries that share the Pantanal, which identified the hybrid basis of the policy framework under construction, in the sense that it actually combines elements of various institutional responses included in the proposed typology. Important factors that seem to undermine the efficacy of institutional responses in addressing climate change in the region are the strong influence of the agribusiness sector and the still relatively low importance of the Pantanal for national environmental policy-making. This essay makes a claim that the principles of climate justice should guiding policies and interventions as it they constitute the most appropriate strategy to address the inequality and unfairness related to climate change.  相似文献

International cooperation on climate change adaptation is regarded as one of the major avenues to reduce vulnerability in developing countries. Nevertheless, it remains unclear which design properties of international arrangements match with specific problems in local adaptation processes. This paper analyses conditions and institutional design options under which international cooperation can facilitate climate adaptation in urban areas in developing countries. We conduct a qualitative meta-analysis of empirical evidence from 23 cases. Using the archetype approach, we identify re-appearing barriers and change factors in urban squatter settlements and municipal public sectors in developing countries. We characterise five generic modes of international cooperation for climate adaptation based on UNFCCC documents, process observation, and literature review. Combining these analyses, we develop testable propositions that explain how specific design options of international arrangements can alleviate barriers and make use of change factors for urban adaptation in developing countries. We find, first, that international cooperation has the most potential to tackle adaptation barriers in squatter settlements if its institutional mechanisms support improvements of procedures and rights in localised state–society interactions. Second, national or regional centres of competence may foster endogenous dynamics in municipal public sectors. Third, national adaptation policies can enable and incentivise municipal adaptation. Fourth, flexible indicators of adaptation benefits are instruments to tailor international decision making and monitoring systems to local needs. We conclude that these insights, the archetypes approach, and a multi-level study design can be used to advance research on international cooperation, barriers, and success factors for climate change adaptation.  相似文献

Barriers to adaptation have emerged as key concerns in climate change theory and practice, however there remains little consensus about which barriers are the most significant to different groups and how competing concerns may be addressed. We investigate the significance of different barriers to adaptation for governments, the private sector, and civil society in Australia through a systematic analysis of submissions to the Australian Productivity Commission’s inquiry into barriers to adaptation. Our results show that respondents prioritise barriers differently according to their respective sectors, and that there are competing concerns about which barriers should be addressed first. Nevertheless, some barriers are more persistent in the submissions than others, with governance and policy seen by most groups as being the major impediments to adaptation. We explain the implications of our analysis for adaptation politics and policy.  相似文献

There are two forms of capacity to adapt to global change: those associated with fundamental human development goals (generic capacity), and those necessary for managing and reducing specific climatic threats (specific). We argue that these two domains of capacity must be addressed explicitly, simultaneously and iteratively if climate change adaptation and sustainable development goals are to be attained. We propose a simple heuristic to understand the four main ways these two capacities interact, leading to more or less desirable outcomes. Drawing from three case studies of agricultural adaptation to climatic risk (Phoenix, AZ; Northeast Brazil; Chiapas, Mexico) we argue that the institutional context of adaptation can implicitly or explicitly undermine one form of capacity with repercussions for the development of the other. A better and more strategic balance of generic and specific capacities is needed if the promised synergies between sustainable development and adaptation are to be achieved.  相似文献

Despite a keen awareness of climate change, northern Indigenous Peoples have had limited participation in climate-change science due to limited access, power imbalances, and differences in worldview. A western science emphasis on facts and an indigenous emphasis on relationships to spiritual and biophysical components indicate important but distinct contributions that each knowledge system can make. Indigenous communities are experiencing widespread thawing of permafrost and coastal erosion exacerbated by loss of protective sea ice. These climate-induced changes threaten village infrastructure, water supplies, health, and safety. Climate-induced habitat changes associated with loss of sea ice and with landscape drying and extensive wildfires interact with northern development to bring both economic opportunities and environmental impacts. A multi-pronged approach to broadening indigenous participation in climate-change research should: 1) engage communities in designing climate-change solutions; 2) create an environment of mutual respect for multiple ways of knowing; 3) directly assist communities in achieving their adaptation goals; 4) promote partnerships that foster effective climate solutions from both western and indigenous perspectives; and 5) foster regional and international networking to share climate solutions.  相似文献

Human adaptation to climate change is a heterogeneous process influenced by more than economic and technological development. It is increasingly acknowledged in the adaptation to climate change literature that factors such as class, gender and culture play a large role when adaptation strategies are either chosen or rejected at the local scale. This paper explores adaptation strategies by focusing on livelihood diversification in the face of the most recent of recurrent droughts in the Sahel. It is shown that for Fulbe, one of the two main ethnic groups in the small village in Northern Burkina Faso studied, culture acts as a major barrier to embracing four of the most successful livelihood strategies: labour migration, working for development projects, gardening, and the engagement of women in economic activities.  相似文献

This study was undertaken to assess the potential impacts of climate change on agriculture in the Sikasso region of southern Mali, as part of an effort by the U.S. Agency for International Development (USAID) to integrate climate change adaptation considerations into their development projects. The region is considered to be the breadbasket of Mali, providing a substantial amount of the country’s food supplies as well as cotton for exchange earnings. The project had two components: modeling how climate change could affect production of cereal and cash crops in southern Mali; and conducting a stakeholder-driven vulnerability and adaptation assessment to identify potential options for addressing current and projected risks to agriculture from climate change. Projected changes in crop yields were based on a previous analysis that was extended for the purposes of this study. The projections suggested that the sensitivity of maize to changing weather conditions is relatively small (generally less than 10% change) under both dry and wet scenarios in 2030 and 2060. White (Irish) potatoes, the primary cash crop, are the most sensitive to changing weather conditions, with yields decreasing under both dry and wet conditions; yields could decrease by about 25% by 2060. Stakeholder workshops, field interviews, and an expert analysis were used to assess current and future climate-related vulnerability and to identify potential adaptation options. The main focus of the assessment was farmers in a village of about 3,000 people in the Sikasso region that practiced a rice-potato rotation system typical to the region. The farmers emphasized adaptation measures that require outside financial and technical assistance, for example installation of a water gate that would retain more water in the inland valley and increase the water table to flood rice fields during the rainy season and for furrow irrigation of potatoes during the dry season. Adaptations emphasized by both the farmers and representatives of regional technical services were crop diversification and germplasm improvement; soil and water management; access to equipment (plows, carts, oxen, and improved stoves); credit stockage villageois (CSV); and fertilizer.  相似文献

Primary producers, including graziers, crop farmers and commercial fishers are especially vulnerable to climate change because they depend on highly climate-sensitive natural resources. Adaptation to climate change will make a major difference to the severity of the impacts experienced. However, individuals (resource users) can erect sometimes seemingly peculiar barriers to potential adaptation options that need to be addressed if adaptation is to be effective. Our aim was to understand the nature of barriers to change for cattle graziers in the northern Australian rangelands. We conceptualised barriers as adverse reactions where resource users are unlikely to contemplate adaptations that threaten core values or perceptions about themselves. We assumed that resource users that were more sensitive to climate change impacts—or more dependent on the resource—were more proximate to thresholds of coping and thus more likely to erect barriers, especially people with little adaptive capacity. Given that climate sensitivity and adaptive capacity are important components of vulnerability, our approach was to conduct a vulnerability assessment to identify potential but important barriers to change. Data from 240 graziers suggest that graziers in northern Australia might be especially vulnerable to climate change because their identity, place attachment, low employability, weak networks and dependents can make them sensitive to change, and their sensitivity can be compounded by a low adaptive capacity. We argue that greater attention needs to be placed on the social context of climate change impacts and on the processes shaping vulnerability and adaptation, especially at the scale of the individual.  相似文献

气候变化适应对脆弱地区和贫困群体更为重要。尽管我国急需采取适应行动,但由于缺乏可操作性的模式和评估方法,目前实际的适应行动还略显滞后。本文建立了一个适应行动实施框架,主要包含六个核心步骤,从气候风险、适应目标、适应措施、技术优化、实施示范到监测评估,基本涵盖了适应行动的关键内容。框架的构建具有一定的通用性和借鉴性,可以帮助适应实施者开发综合和战略性的适应措施。适应行动框架是一个开放和可更新的体系,可根据实践过程中新的认识,对适应行动做一定的再设计和调整,实施过程中还可提炼适应的基本信息和确定适应的优化技术。  相似文献

The projected impact of climate change on agro-ecological systems is considered widespread and significant, particularly across the global tropics. As in many other countries, adaptation to climate change is likely to be an important challenge for Colombian agricultural systems. In a recent study, a national-level assessment of the likely future impacts of climate change on agriculture was performed (Ramirez-Villegas et al. Clim Chang 115:611–628, 2012, RV2012). The study diagnosed key challenges directly affecting major crops and regions within the Colombian agricultural system and suggested a number of actions thought to facilitate adaptation, while refraining from proposing specific strategies at local scales. Further insights on the study were published by Feola (2013) (F2013), who stressed the need for transformative adaptation processes to reduce vulnerability particularly of resource-limited farmers, and the benefits of a predominantly stakeholder-led approach to adaptation. We clarify that the recommendations outlined in RV2012 were not intended as a recipe for multi-scale adaptation, but rather a set of actions that are required to diagnose and develop adaptation actions particularly at governmental levels in coordination with national and international adaptation initiatives. Such adaptation actions ought to be, ideally, a product of inclusive sub-sectorial assessments, which can take different forms. We argue that Colombian agriculture as a whole would benefit from a better outlining of adaptation needs across temporal scales in sub-sectorial assessments that take into account both RV2012 and F2013 orientations to adaptation. We conclude with two case studies of research on climate change impacts and adaptation developed in Colombia that serve as examples of realistic, productive sectorial and sub-national assessments.  相似文献

This paper evaluates the impacts of climate change to European economies under an increase in global mean temperature at +2 °C and +4 °C. It is based on a summary of conclusions from available studies of how climate change may affect various sectors of the economies in different countries. We apply a macroeconomic general equilibrium model, which integrates impacts of climate change on different activities of the economies. Agents adapt by responding to the changes in market conditions following the climatic changes, thus bringing consistency between economic behaviour and adaptation to climate change. Europe is divided into 85 sub-regions in order to capture climate variability and variations in vulnerabilities within countries. We find that the impacts in the +2 °C are moderate throughout Europe, with positive impacts on GDP in some sub-regions and negative impacts down to 0.1 per cent per year in others. At +4 °C, GDP is negatively affected throughout Europe, and most substantially in the southern parts, where it falls by up to 0.7 per cent per year in some sub-regions. We also find that climate change causes differentiations in wages across Europe, which may cause migration from southern parts of Europe to northern parts, especially to the Nordic countries.  相似文献

Adaptation to climate change is already being delivered by public and private actors, yet there has been little analysis of the relationships between the providers and beneficiaries of adaptation. This paper reviews the type of actors that are supplying adaptation services and their motivations. We then focus on a specific, under-explored case of adaptation: that of privately provided adaptation public goods and services, the realization of which is contingent on the individual management of private goods and private risks. Following the work of Olson (1965) we find that the benefits of the privately provided adaptation public good do not necessarily accrue back to the (same) individuals who are the providers. The characteristics of this particular form of public good pose specific institutional challenges. In this paper we: 1) explore the characteristics and defining features of these privately provided adaptation public goods; 2) argue that this form of adaptation provisioning is increasingly recognised as a feature in climate change adaptation (and/or social transformation) problems; 3) review existing cases of effective/ineffective management of these public goods; and 4) outline the institutions that may be required to facilitate the management of these public goods for adaptation.  相似文献

Climate change impacts and responses are presently observed in physical and ecological systems. Adaptation to these impacts is increasingly being observed in both physical and ecological systems as well as in human adjustments to resource availability and risk at different spatial and societal scales. We review the nature of adaptation and the implications of different spatial scales for these processes. We outline a set of normative evaluative criteria for judging the success of adaptations at different scales. We argue that elements of effectiveness, efficiency, equity and legitimacy are important in judging success in terms of the sustainability of development pathways into an uncertain future. We further argue that each of these elements of decision-making is implicit within presently formulated scenarios of socio-economic futures of both emission trajectories and adaptation, though with different weighting. The process by which adaptations are to be judged at different scales will involve new and challenging institutional processes.  相似文献

We find that approximately a quarter of the world’s productive capital could be sensitive to climate; therefore, this capital faces the risk of accelerated obsolescence in a world warming by an average of 0.2 °C per decade. We examine the question of optimal adaptation to climate change in a vintage capital growth model without uncertainty. Along the optimal pathway, adaptation is proactive with an anticipation period of approximately twenty years. While there is additional investment in this scenario compared with a no-climate-change baseline, the overall cost to adapt is low relative to the potential losses from maladaptation. Over-investment in protection capital allows the economy to be consistently well-adapted to climate; thus, such a policy prevents transient maladaptation costs. Sensitivity analysis with an integrated assessment model suggests that costs could be ten times larger if adaptation only begins after vulnerable sectors are impacted.  相似文献

Amory Lovins’ distinction between ‘soft’ and ‘hard’ paths of energy technologies is applied, mutatis mutandis, to humanity's efforts to adapt to climate change. It is argued that hard adaptive measures involve capital-intensive, large, complex, inflexible technology and infrastructure, whereas soft adaptive measures prioritize natural capital, community control, simplicity and appropriateness. The prevalence of these two types of adaptation pathways is illustrated through two case studies from the Maldives: The Safer Island Development Program and the Integrating Climate Change Risks Program. Policymakers must be aware that hard and soft adaptation measures may trade off with each other, and give both paths due consideration.  相似文献

Little research has been done on the effectiveness of communicative tools for climate change adaptation. Filling this knowledge gap is relevant, as many national governments rely on communicative tools to raise the awareness and understanding of climate impacts, and to stimulate adaptation action by local governments. To address this knowledge gap, this study focuses on the effectiveness of communicative tools in addressing key municipal barriers to climate change adaptation, by conducting a large N-size empirical study in the Netherlands. This study explores the effectiveness of these tools in theory, by checking whether their goals match the perceived barriers to municipal climate change adaptation, and the effectiveness in practice by analysing whether they are used and perceived as useful. Document analyses have clarified the assumptions underlying the tools. By conducting semi-structured interviews with 84 municipalities the key barriers to climate change adaptation and the use and usefulness of the tools in practice were analysed. The research revealed that the key barriers experienced by municipalities are a lack of urgency, a lack of knowledge of risks and measures, and limited capacity, the first being the primary one. Communicative tools, while being effective in theory, are not sufficiently effective in practice in addressing the key barriers. Municipalities that are not experiencing a sense of urgency to take on adaptation planning are not likely to be activated by the tools. Advanced municipalities need more sophisticated tools. This article concludes with some suggestions to improve the effectiveness of communicative tools.
