经营城市--玉溪走环境经济模式,建设生态城市对策研究

城市的可持续发展是人类全面实施可持续发展战略的一个重要方面，城市经营是实施可持续发展战略的有效方法，城市经营模式的选择也就成为城市经营中最为关键的一环。玉溪市城市化发展已进入加速发展的中期阶段，通过对玉溪环境资源、人文资源和经济实力、区位优势等条件进行分析，认为玉溪应选择城市经营的环境经济模式，建设生态城市，并提出建设生态城市的对策与建议。     

基于多智能体的土地利用模拟与规划模型

利用多智能体和元胞自动机对城市土地资源的可持续利用进行了规划。根据环境经济学资源分配原理和可持续发展理论,提出结合多智能体及元胞自动机的微观规划模型,在时间和空间上合理分配及规划城市土地资源的利用,以避免浪费不可再生的土地资源。该模型由相互作用的多智能体层、元胞自动机层和环境因素层组成,可方便地探索不同土地利用政策下城市土地利用发展情景,能够为城市规划提供有用的决策依据。以广州市海珠区为实验区,在可持续发展为前提的规划下,模拟了1995-2010年的城市扩展的动态变化,并讨论了在不同规划情景下城市土地资源的利用效率及合理性。     

全球化背景下资源型城市可持续发展探讨

资源型城市是我国重要的城市类型之一。在市场经济迅速发展和日益加剧的全球化背景下 ,资源型城市如何实现可持续发展 ,不仅对这类城市本身、而且对我国社会经济可持续发展都具有至关重要的影响。本文在分析全球化对资源型城市影响的基础上 ,通过对我国资源型城市的实际情况进行宏观分析 ,以及对陕西铜川这样的以煤炭资源为主的资源型城市的案例分析后 ,提出了我国资源型城市可持续发展的基本对策 :(1 )主动适应全球化趋势 ,充分发挥资源优势 ,发展优势产业 ;(2 )提高资源利用效率 ,逐步实现资源密集型向技术密集型的转变 ;(3 )有效保护资源 ,实现资源的可持续利用与经济的可持续发展 ;(4)完善资源市场体系 ,促进资源的合理开发利用。     

空间结构与城市竞争力

城市竞争力的最重要决定因素之一是城市效率.城市效率反映在劳动力资源(市场)效率、土地资源(市场)市场效率、资本资源(市场)效率和城市基础实施利用与投资效率.城市可持续发展的必要前提之一是地方政府有能力提供城市发展所需要的城市基础设施建设.作者阐述了城市空间结构对劳动力资源、土地资源、资本资源以及城市基础设施利用的影响.同时,可以通过科学规划,提升城市竞争力,促进城市可持续发展.     

城市土地可持续利用中的环境工程地质研究

土地资源是人类赖以生态的不可再生的资源，是人类社会可持续发展的基础，但目前城市土地开发中不仅造成日益严重的环境问题，也对土地资源造成很大的浪费。为了合理利用城市每寸土地，文章分析了城市化进程中土地利用的基本问题，研究城市土地开发中引起的主要环境工程地质问题，并从环境工程地质学的角度，探讨了城市土地可持续利用的途径与措施。     

我国水资源与城市规划协调研究

分析了我国水资源的现状与城市水资源短缺的原因，结果表明，城市水资源短缺除自然因素外，还受到人为的环境污染、生态系统破坏、管理水平低规划布局不合理等因素影响，认为城市水资源可持续发展利用必须合理计算区域水资源承载力，建立资源成本核算体系，实现区域社会、资源、环境与可持续发展；基于生态系统理论，以水圈生态系统恢复重建为基础，通过区域规划与城市规划维系区域自然、社会资源的合理利用，协调区域之间的利益与矛盾，促进区域可持续发展；通过城市详细规划，缓解城市内部水资源需求矛盾，构建健康的人居环境，促进城市水文化的延续；建立全方位的节约型水资源利用体系。     

矿业城市可持续发展困境原因探析

矿业城市是指由于矿业资源的开采而形成的城市。长期以来,矿业城市在我国的经济建设中做出了重大贡献。然而,随着矿产资源的耗减和体制改革的深化,矿业城市在目前发展中普遍存在资源衰竭、污染严重、管理体制不合理等问题。特别是在当今全球经济一体化的新形势下,矿业城市面临着更加严峻的挑战,如何合理有效地利用资源,确保矿业城市可持续发展,文章对矿业城市发展中存在的主要问题及目前出现困境的原因进行了分析,并提出了我国矿业城市摆脱困境的对策和建议。     

城市政府在土地开发利用中的环保策略思考

目前,随着城市化进程的加快,城市土地的开发强度越来越大。城市土地资源的开发利用过程实质是对城市生态环境系统已有结构形态的破坏过程,仅破坏力度的大小不同而已。人类赖以生存的环境是同一的,同一代人内部、代与代之间利用土地资源谋求发展的利益是共同的,一部分人不顾生态环境的破坏对土地资源的强取豪夺,意味着对另一部分人利益的损害和侵占,这反映了资源利用中的公平性问题。可持续发展的核心内容之一就是公平性问题,城市土地可持续利用的实现也必须包括公平性(代内与代际公平)的实现。公平性的实现除了需要在土地资源的利用中实现集…     

陕西省城市可持续发展系统协调性评价

以陕西省10个城市为研究对象,选取2002,2014年两个时间点,从经济、社会、人口、资源和环境5个方面,建立了城市可持续发展协调性评价指标体系。运用因子分析法、泰尔指数法、系统协调性等方法分析了陕西省城市可持续发展协调性。研究结果显示:(1)从时间上看,城市可持续发展协调性处于动态变化之中,各子系统发展能力均增强,但不等于协调性增加。(2)从空间上看,宝鸡、西安、铜川城市可持续协调性处于良好协调发展,其他城市协调性较弱。(3)从驱动力分析,城市可持续发展协调性空间差异大主要是由于人口、资源、环境子系统的空间发展差异大。     

国外城市可持续发展研究

城市作为人类活动的主要场所,从某种意义上讲,只有城市走上可持续发展之路,才会有全球的可持续发展。文章综述了国外城市可持续发展研究的主要内容,包括内涵、资源、环境、经济、社会和形态,以及综合评价,阐述了其对中国城市可持续发展的借鉴。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
