Identifying socio-economic drivers of small-scale fisheries is a fundamental step to understand impacts and pressures on fishery resources, and the behaviour of seafood trade actors. It is especially relevant for developing countries where such information is usually lacking and fisheries management is greatly needed. To address this gap, this study maps the structure of value chains of fish and marine invertebrates caught by small-scale fisheries from São Vicente, Cape Verde (West Africa), and examines the main socio-economic drivers behind the seafood trade on the island. Specifically, it shows how drivers, such as tourism and the local market, shape the preferences for certain species and how they affect the distribution of income among actors involved in the seafood trade. To collect this information, interviews were done with fishers, small-scale traders, market vendors, and restaurant owners, in all fishing communities of the island of São Vicente, in 2015. Tourism and the local market drive the exploitation of a wide variety of marine species, from small demersal low trophic level fish and marine invertebrates, to large pelagic high trophic level fish species. Moreover, the local seafood market, and especially tourism dynamics, contribute to the unequal distribution of income among actor groups, benefiting mostly restaurant owners due to their direct access to tourist consumers. Such findings have implications for local fishery resources management, food security, and fishing communities’ livelihoods.  相似文献

An important task of natural resource management is deciding amongst alternative policy options, including how interventions will affect the dynamics of resource exploitation. Yet predicting the behaviour of natural resource users in complex, changeable systems presents a significant challenge for managers. Scenario planning, which involves thinking creatively about how a socio-ecological system might develop under a set of possible futures, was used to explore uncertainties in the future of the Indian Ocean tuna purse seine fishery. This exercise stimulated thinking on how key social, economic and environmental conditions that influence fleet behaviour may change in the future, and how these changes might affect the dynamics of fishing effort. Three storylines were explored: an increase in marine protection, growing consumer preference for sustainable seafood, and depletion of tuna stocks. Comparing across several possible future scenarios, a number of critical aspects of fleet behaviour were identified that should be important considerations for fishery managers, but which are currently poorly understood. These included a switch in fishing practices, reallocation of effort in space, investment in new vessels and exit from the fishery. Recommendations for future management interventions in the Indian Ocean were offered, along with suggestions for research needed to reduce management uncertainty.  相似文献

Most fisheries management studies have concentrated on understanding resource dynamics and have paid less attention to understanding the dynamics of those who use the resources. This situation limits the knowledge about the fisheries system as a whole and specifically about the viability of management schemes. It is vital to understand how the actors within the fishing sector (fishing firm owners/managers, fishers, fisheries managers, and traders) may respond to changes in fishing resources trends, market dynamics, and fisheries policies before they are implemented. These issues are explored in this paper by applying a longitudinal analysis of the Yucatan Mexico's fishing industry. The analysis is presented within the framework of the theory of change and coping strategies. The study primarily involved interviews during 2008 with the main owners of companies in the fishing industry and with fisheries managers and other stakeholders. Time-series catch data on the main fishing resources are also reviewed to evaluate changes across three historical periods and describe how the actors have perceived and responded to those changes. Given conditions of uncertainty in resource availability, changes in market demand and changes in institutional arrangements, the viability of traditional business and resource management practices are discussed. The analysis presents different kind of triggers that have modified the conditions of the fishing sector and had had impacts on the socio-economic–ecological system in which fisheries are embedded. The need for adaptive strategies in the whole chain of the fisheries business and resource management is stressed, given the current changes and conditions of fisheries. The discussion states a series of actions that could improve the relationships between business practices and fisheries management.  相似文献

With the world's increasing demand for tuna and the subsequent exhaustion of tuna stocks, this paper tries to assess the different attempts and/or practices that lead towards sustainability along the tuna value chain in the Philippines. In terms of economic gains, the net margins analysis, was used to measure the level of income of the actors which was considered as a factor that could possibly incentivize the adoption of sustainable practices, along with other market phenomena which were reviewed in this paper. These significant practices in the market include the provision of price premiums for the capture of mature tuna and the stringency of the market in terms of eco-labelling and certifications in contrast to the indifference of the local Philippine market in terms of preference. Lastly, having purse seine as a less sustainable method of tuna fishing, it was seen that there is a lack of incentive for them to adopt more sustainable practices.  相似文献

Fish and fish-related products are among the most highly traded commodities globally and the proportion of globally harvested fish that is internationally traded has steadily risen over time. Views on the benefits of international seafood trade diverge, partly as a result from adopting either an aggregate national focus or a focus on local market actors. However, both views generally assume that the trade in question is characterized by export of fisheries resources to international markets. This is potentially misleading as empirical evidence suggests that import of seafood can also have impacts on local SSF dynamics. A systematic analysis of the different ways in which local production systems connect to international seafood markets can therefore help shed more light on why small-scale fisheries exhibit such differences in outcomes as they engage in an increasingly global seafood trade. This paper conducts a synthesis across 24 cases from around the world and develops a typology of small-scale fisheries and how they connect to and interact with international seafood trade. The analysis is based on key features drawn from trade theory regarding how trade interacts with local production. The implications of the findings for social and ecological sustainability of small-scale fisheries are discussed with the aim of identifying further research topics which deserve attention to better inform trade policy for more sustainable fisheries and more just wealth distribution from their trade.  相似文献

This article discusses how the Chinese seafood industry will affect the rest of the world's fishing industries. The analysis is based on theories of economic comparative advantage, the international division of labour and the internationalization process related to trade activities. Given the increasing domestic demand for fish in China, the limited availability of domestic fish stocks and less success for farmed marine fish in China are considered some of the most important factors in restricting the growth in Chinese seafood production. The necessity of raw fish imports into China may increase pressure on global fish stocks and international fish prices, resulting in tighter supplies worldwide and higher seafood prices for the Chinese. Sustainable fish harvests and trade require stronger fishery management, in particular in the relations between seafood companies and governments along the entire international value chain supplying China. Such structural changes may allow new value-added possibilities for fish farming and the upgrading of certain fish species for human consumption that were previously utilized purely for fish feed.  相似文献

The bluefin tuna fishery has undergone a major shift in Malta, moving from an open access artisanal nature to a privatized and industrialized activity dominated by the purse seining fleet and the BFT ranching industry. The shift has been exacerbated by the national implementation of an individual transferable quota system, which has enabled the concertation of quotas into fewer hands. The main objective of this article is to understand how privatization has evolved within the sector and the way the Maltese artisanal fishermen are experiencing the shift. This study takes an exploratory mixed-method approach to quantitatively and qualitatively understand how policy underpinnings interplay with the sustainability dimension of the small-scale fishing sector. Results show that the transition of the bluefin tuna fishery from artisanal to industrial has generated a legitimacy crisis over fishing rights, decreased profitability amongst most of the artisanal fleet, and led to a series of socio-ecological impacts on the artisanal fisheries system at large. It is concluded that the neo-liberal trajectories of industrialization have directly undermined the continued sustainability of artisanal fishing communities.  相似文献

Atlantic Canadian fisheries policy exhibits a tension between competing objectives of economic efficiency, and of well-being and equity within coastal communities and small-scale fisheries. The struggle between different actors over these objectives has generated distinct forms of neoliberalism in different regions and fishing fleets. In the lobster fishery, the right to fish has been concentrated since limited-entry licensing policy was introduced in the 1980s. This paper examines actors and events at two scales, including Lobster Fishing Area (LFA) 34 Advisory Committee meetings involving fishermen, representatives of Fisheries and Oceans Canada (DFO), and other stakeholders, and broader scale strategies of the Canadian Independent Fish Harvesters Federation (CIFHF). A Foucauldian perspective aids in understanding how fisheries governance is the product of struggles between the power and agency of individual fishermen, fishing organizations, processing companies, the DFO, the Minister of Fisheries and the courts. While many theorists view fisheries through the lens of the “tragedy of the commons”, alternative tragedies are developing in Atlantic Canadian fisheries. These include rising levels of debt, reduced earnings, vulnerability to financial volatility, loss of fishing rights within communities, and too much processor control.  相似文献

This study investigates the local social and fisheries impact of formal fisheries policies in Bahía de Kino, one of the most important fishing villages in terms of extraction of benthic resources in the Northern Gulf of California, Mexico. The paper focuses on cross-scale institutional interactions, describing how existing formal policies are functioning on the ground, how these policies interact with local arrangements, and how this interaction may affect the incentives of different actors towards sustainable fisheries. Besides providing lessons on how the performance of a local fishery could be improved, this paper addresses the question of whether the formal institutional structure of Mexican fishing regulations is effective in promoting responsible behavior by small-scale fishery stakeholders. It is argued that the design of the most widely used management tool to regulate access to marine resources throughout Mexico -the permit (licensing) system- provides the wrong incentives for sustainable-use. Granting secure rights to resources to those actively involved in the fishery is a necessary step for promoting sustainable fishing practices.  相似文献

This article addresses the connections between value chain actors in the tropical-marine small-scale fisheries of Zanzibar, Tanzania, to contribute to a better understanding of the fisher-trader link and how connections in general might feed into livelihood security. A sample of 168 fishers and 130 traders was taken across 8 sites through questionnaires and observations. The small-scale fishery system is mapped using a value chain framework both traditionally and from a less economic point of view where the assistance-exchange networks between fishery actors add another layer of complexity. Auxiliary actors previously disregarded emerge from the latter method thus shedding light on the poorly understood distribution of benefits from seafood trade. Female actors participate quite differently, relative to males in the market system, detached from high-value links such as the tourist industry, and access to predetermined or secured sales deals. Data shows that the fisher-trader link is not as one-sided as previously presented. In fact it has a more symbiotic exchange deeply nested in a broader trading and social system. Expanding the analysis from this link by taking a further step downstream highlights traders’ own sales arrangements and the social pressures they are under in realizing them. A complex picture, inclusive of diversified perspectives, on interactions in the market place is presented, as well as a reflection on the remaining critical question: how to integrate this type of data into decisions about future fisheries governance.  相似文献

Decline in tuna fish stocks due to weak enforcement of regulations on fishing effort poses a challenge to the sustainability of tuna fishery. Intervention programs to address this problem require an understanding of the operational behaviour of the fishers and how various socioeconomic factors may impact fishers’ decisions to continue or discontinue their fishing efforts. A semi-structured interview questionnaire was developed to find whether fishers are willing to keep, change their fishing strategies or exit the fishery if their regular catch will decline by half. Boat captains, assistant boat captains and crew from General Santos City, Lupon, Mati City and Governor Generoso in the Philippines (n=293) were purposively selected for interviews. Results show that fishers from General Santos City with ancillary industries and Lupon with fewer economic development are more willing to adapt or change their fishing strategies. The catch value or price was found to have a strong influence on the likelihood that anchored FAD tuna fishers will adapt or change their fishing strategy when their catches decline. Fishers whose catch fetched a price of PhP 151.00 (US$ 3.48) and above Php 200 (US$ 4.61) have 80% probability to change their fishing strategy. The proportion of catch sold also had a high influence on the decisions to adapt in the fishery with fishers selling 36% and 73% of their catches have 100% and 70% probability to adapt. The results suggest a reluctance to exit the fisheries even when tuna fishing is no longer economically viable, fishers opt to adapt.  相似文献

Sea turtles can be incidentally caught in pelagic longline fishing gear targeting tuna and swordfish. Bycatch to fish catch (B/C) ratios can differentiate seafood based on sea turtle impacts. This study demonstrates the use of B/C ratios indexed to the weight of fish catch: (1) to report on the significant progress in reducing sea turtle bycatch in Hawaii's swordfish longline sector and (2) to compare Hawaii and other Pacific longline fisheries by number of sea turtle interactions per weight of catch. Hawaii's longline tuna fishery sets the benchmark of 1 sea turtle interaction per 190,000 kg of tuna caught.  相似文献

The use of drifting fish aggregating devices (FADs) has become the dominant practice in tropical tuna purse seine fishing. However, just as FADs can increase fishing efficiency, their use has been associated with several negative ecosystem impacts, and moves are being made to manage the use of FADs. In the evaluation of potential management options it is important to consider how fishers will respond to the introduction of control measures, which first requires an understanding of fishery and fleet dynamics. This paper addresses this need by characterising the past and present use of FADs in the Indian Ocean tropical tuna purse seine fishery. The paper describes historical trends in fishing practices, summarises spatiotemporal patterns in the use of FADs and establishes and attributes variation in FAD fishing strategies within the fleet. It also provides an overview of current FAD management policies in the Indian Ocean and examines the observed effects of existing measures on the behaviour of the purse seine fleet. Using this comprehensive understanding, the potential impact on the purse seine fleet of a number of plausible FAD management options are discussed and inferences are drawn for the future sustainability of tropical tuna purse seine fishing in the Indian Ocean.  相似文献

Artisanal fishing communities are often in conflict with the interests of the oil extraction industry, industrial fishing fleets and tourism. This paper considers Lobitos, a fishing enclave in northern Peru, where the oldest oil settlement in Latin America was established. The primary focus is community organization and development of the fisheries. Using a mixed methods approach, intensive ethnographic observation and analysis of the social networks of the skippers of small-scale fishing vessels was conducted by in-depth interviews with 30 artisanal fishermen, together with a social network survey involving 43 boat captains in Lobitos. The results showed the mistrust and negative attitudes of fishermen towards oil companies and the industrial fishing fleet. However, they expressed positive expectations regarding tourism development, as well as favorable attitudes towards the diversification of fishing activity through tourist services. The networks of acquaintances, social support and exchange of ecological information allowed us to identify three different groups of fishermen according to preferential fishing zones. The skippers of vessels that prefer to fish in intermediate zones have a prominent role, both in terms of local leadership and through the connection with boats belonging to other bays near Lobitos. This subgroup acts as an intermediary in the networks a whole and has an integrated vision of the coastal ecosystem. Network measures and preferential fishing zones can be used as indicators to assess the degree of availability and preparation for the implementation of new uses in the fisheries sector associated with tourism and heritage.  相似文献

报道了印度洋海域金枪鱼渔业近十年的生产概况,结果显示,印度洋金枪鱼渔业从业国家和地区已达40个,从业国家(地区)中以欧共体、印度尼西亚、印度、伊朗、斯里兰卡、中国台湾、马尔代夫等所占份额较高,以2000年计占当年印度洋金枪鱼渔业总产量的68.17%。产量140万吨,以金枪鱼类所占份额最高.主要金枪鱼渔获种类依次为鲣、黄鳍金枪鱼和大眼金枪鱼,主要渔业方式为金枪鱼围网、刺网及延绳钓。中国在印度洋海域金枪鱼渔业中年占份额较小,捕捞产量从1995年的444吨逐渐上升到2000年的6408吨。  相似文献

Tuna species, being one of the most marketable aquatic resources, have been facing severe threats towards overexploitation and depletion. Continuous increase in demand for tuna products has driven a hike in fishing pressure which led to the exhaustion of tuna stocks in the sea. With this, several measures have been made in order to uphold the sustainability of the methods employed in the extraction of tuna. Thus, this study attempts to identify the factors affecting the municipal fishers’ adoption and non-adoption of sustainable tuna fishing practices in Region 12, Philippines, the most significant tuna producing region in the country. Employing logit regression, the fishers’ household size, education, experience in fishing, the type of buyer, and effort days per fishing trip appeared to significantly affect the fishers’ adoption decision. Interestingly, both private and government initiated incentives did not appear to affect their adoption decision, although the breadth of the recipients was not vast. Moreover, the estimated rate of adoption among municipal fishers was still seen to be low, despite the fishers’ acknowledgement of the industry's potential collapse.  相似文献

Rapid growth in production of the farmed Vietnamese whitefish pangasius and its trade with the European Union has provoked criticism of the fish's environmental, social and safety credentials by actors including WWF and Members of the European Parliament and associated negative media coverage. This paper reviews the range of claims communicated about pangasius (identified as a form of mass mediated risk governance), in light of scientific evidence and analysis of data from the EU's Rapid Alert System for Food and Feeds food safety notification system for imported seafood. This analysis shows pangasius to be generally safe, environmentally benign and beneficial for actors along the international value chains that characterise the trade. The case is made that increasingly politicised debates in Europe around risk and uncertainty are potentially counterproductive for EU seafood security and European aquaculture industry, and that the trade in pangasius can contribute to sustainable seafood consumption in a number of ways. Transparent evidence-based assessment and systems for communicating complex issues of risk for products such as pangasius are required in order to support continuance of fair and mutually beneficial trade.  相似文献

中西太平洋是全球主要的鲣鱼(Katsuwonus pelamis)围网作业渔场,渔场极易受到海洋环境的影响,但渔场分布在众多岛国的管辖海域,如何科学指导企业准确入渔是重要的研究课题。本文根据1995-2012年中西太平洋鲣鱼围网捕捞生产统计数据,选取产量最高的22个海区(5°×5°),结合Niño3.4区海表温度距平值(SSTA)和作业海域表温(SST),研究中西太平洋鲣鱼围网渔场的空间分布规律,同时,以各海区捕捞努力量(作业次数)所占的百分比为入渔指标,建立基于环境因子的入渔决策模型。研究认为,中西太平洋鲣鱼捕捞努力量在纬度方向上主要分布于5°S~5°N,其累计捕捞努力量占所有作业海区的87.4%,其中以130°~140°E经度范围为最高,其捕捞努力量占22个海区的45.08%。入渔指标与Niño3.4区的SSTA、作业海域SST均符合正态模型(P<0.01),Niño3.4区的SSTA最适值为0.25℃,作业海域SST最适值在29.5℃左右。对预测和实际排名前十的海域进行统计发现,预测值与实际值基本一致。研究认为,所建立的入渔预测模型可有效指导企业的渔业生产,为提高企业生产效率提供支撑。  相似文献

Many developing countries have encouraged the expansion of mechanised fishing in order to engage in the lucrative export of seafood. This has caused a rise in the incidental mortality of marine wildlife. In recent years, widespread concern over wildlife deaths has been used by developed consumer countries to insist on mitigation measures or to impose economic sanctions. Hence, many supplier countries have been forced to implement wildlife conservation measures to safeguard their export-driven marine fisheries. In this paper, we present an account of how the Gahirmatha Marine Sanctuary, an iconic Marine Protected Area in eastern India, was created in such a context. We suggest that it serves as an ecological fix, i.e. a token spatial solution that removes environmental barriers to the accumulation of capital, and we describe how a combination of neoliberal actors has maintained it for more than two decades so as to greenwash subsequent industrialisation along the coast. Finally, we describe its social and ecological repercussions to highlight the contrast between ground realities and the win–win discourse that accompanies such efforts to integrate conservation with capitalistic production.  相似文献
