On October 25, 2010, a large earthquake occurred off the coast of the Mentawai islands in Indonesia, generating a tsunami that caused damage to the coastal area of North Pagai, South Pagai, and Sipora islands. Field surveys were conducted soon after the event by several international survey teams, including the authors’. These surveys clarified the tsunami height distribution, the damage that took place, and residents’ awareness of tsunamis in the affected islands. Heights of over 5 m were recorded on the coastal area of the Indian Ocean side of North and South Pagai islands and the south part of Sipora island. In some villages, it was difficult to evacuate immediately after the earthquake because of the lack of routes to higher ground or the presence of rivers. Residents in some villages had taken part in tsunami drills or education; however, not all villages shared awareness of tsunami threats. In the present paper, based on the results of these field surveys, the vulnerability of these islands with regards to future tsunami threats was analyzed. Three important aspects of this tsunami disaster, namely the geographic disadvantage of the islands, the resilience of buildings and other infrastructure, and people’s awareness of tsunamis, are discussed in detail, and corresponding tsunami mitigation strategies are explained.  相似文献

This paper offers a critical investigation on the implementation of reconstruction plans in China following Wenchuan Earthquake through the lens of disaster resilience. The analysis is built upon a resilience in planning framework which consists of nine attributes. Empirical cases of two typical towns in Wenchuan County, Weizhou and Yingxiu, are discussed and compared. This paper upholds an evolutionary perspective of resilience and argues that reconstruction planning is a contested and politically laden field for different stakeholders, such that social aspect resilience is key to understanding plan implementation.

The increasing impacts of natural disasters on disadvantaged rural areas, especially in developing countries, have led to concerns regarding post-disaster rural settlement reconstruction. Various approaches, including resettlement and in-situ reconstruction, have been adopted, both of which disregard changing the pattern of dispersed settlement in villages. Against a pattern of dispersed settlement, developing a concentrated rural settlement (CRS) within a village is argued to enable the resilience of rural villages and provide a basis for sustainable development after a disaster. Nevertheless, this has received little attention when determining a plan of actions for post-disaster reconstruction. No specific guidelines can be referenced when developing CRS in post-disaster reconstruction due to the lack of a generic decision model. Therefore, this study examines the process of developing CRS in post-disaster reconstruction by mapping four cases selected in Dujiangyan, China, after the 5.12 Sichuan Earthquake in 2008. The examination leads to establishing a generic decision model for developing CRS in post-disaster reconstruction, which incorporates all the proficiencies embodied in the existing practices. This model provides an alternative tool for planning CRS in post-disaster reconstruction. It can also serve as a vehicle for identifying both effective practices and weak areas by comparing varying cases.  相似文献

Disaster experts around the world have continually warned governments and the public about the possibility of “worst-case” natural hazard scenarios and their overwhelming impacts. Yet, planning for the occurrence of these events has fallen far short of need. The large earthquake that occurred off the coast of Sumatra in 2004, which resulted in one of the deadliest tsunamis ever recorded, was a painful reminder that living in some of the most desirable areas of the world does have its risks. We all have enjoyed the fun of restful visits to coastal resort communities all around the world, and we rarely think about earthquakes or tsunamis interfering with this enjoyment. Yet, they take us by surprise. Before these events do occur, there should be adequate education for everyone on what actions are appropriate as well as an effective warning system to trigger the right actions.  相似文献

The salinization of freshwater-dependent coastal ecosystems precedes inundation by sea level rise. This type of saltwater intrusion places communities, ecosystems, and infrastructure at substantial risk. Risk perceptions of local residents are an indicator to gauge public support for climate change adaptation planning. Here, we document residential perspectives on the present and future threats posed by saltwater intrusion in a rural, low-lying region in coastal North Carolina, and we compare the spatial distribution of survey responses to physical landscape variables such as distance to coastline, artificial drainage density, elevation, saltwater intrusion vulnerability, and actual salinity measured during a synoptic field survey. We evaluate and discuss the degree of alignment or misalignment between risk perceptions and metrics of exposure to saltwater intrusion. Risk perceptions align well with the physical landscape characteristics, as residents with greater exposure to saltwater intrusion, including those living on low-lying land with high concentrations of artificial drainages, perceive greater risk than people living in low-exposure areas. Uncertainty about threats of saltwater intrusion is greatest among those living at higher elevations, whose properties and communities are less likely to be exposed to high salinity. As rising sea levels, drought, and coastal storms increase the likelihood of saltwater intrusion in coastal regions, integrated assessments of risk perceptions and physical exposure are critical for developing outreach activities and planning adaptation measures.

Awareness about the threats posed by different types of coastal disasters has increased throughout the world, as people are exposed to the nature of these hazards through media reports on events in distant countries. This has resulted in coastal residents being aware about the destructive power of tsunamis, despite no such events having taken place in their country in recent times. Regardless of this increased awareness, it has been hypothesized that there is still need for local governments to enact adequate policies to raise the awareness of local residents, for example, by holding regular evacuation drills. The present research presents a comparative assessment of tsunami awareness in two tourist destinations in Japan and the USA, which was derived through structured questionnaire surveys of beach users in the city of Kamakura and various coastal cities in Florida. The results show how despite relatively high level of awareness tsunamis still pose a considerable risk to each of the communities, for example, due to shortcoming in evacuation knowledge and infrastructure.  相似文献

Dire Dawa city is identified as one of the most flood-affected cities in Ethiopia. Classifying village-level flood vulnerability using flood indicators is a new approach to Dire Dawa city. Analysis of different flood vulnerability factors underpins sustainable flood risk management and the application of Flood Vulnerability Index (FVI) approach is the hub of this study. Relevant data were collected from 110 households sampled from purposely selected 10 villages found in Dire Dawa city. The flood vulnerability index was used to compare, classify and rank villages in terms of their flood vulnerability levels. For this purpose, 24 sets of indicators which are strongly affecting the levels of flood vulnerability were assessed from social, economic and physical perspectives. The FVI of each village was computed with unequal method of weighting indicators. The findings of the study revealed that Dire Dawa city villages were experiencing varying levels of flood vulnerability. Accordingly, villages 05, 06, 07 and 09 were identified with high flood vulnerability level while villages 03, 04 and 08 and villages 01, 02 and extension village were identified with medium and low level of vulnerability, respectively. Interestingly, the findings of the study confirmed that social factors contributed much for flood vulnerability in Dire Dawa city. Hence, future urban flood risk planning and management endeavors in the city of Dire Dawa must be underpinned by proper utilization of the flood vulnerability map developed addressing social vulnerability component through both structural and non-structural urban flood risk management measures.

We discuss issues related to a recognised shortcoming in existing tsunami hazard assessments for Pacific Island Countries and Territories (PICTs), that of tsunamigenic slope failures (TSFs). Currently, TSFs are most likely underrepresented as sources in existing tsunami databases for two key reasons. First, relatively low magnitude earthquakes associated with subduction zones are generally assigned as the tsunamigenic source, as opposed to the TSFs they generate. A reassessment of such ‘anomalous tsunamis’ may yield clues that serve to reassign their tsunamigenic source. Second, there are thousands of oceanic islands and seamounts scattered across the Pacific and flank collapse of volcanic edifices such as these is a largely unquantified tsunamigenic threat. However, while it is now possible to model such TSFs, this is unlikely to happen in the near future because of the lack of detailed bathymetry and landslide mass data. Recent developments in the identification of past tsunamis in the Pacific Islands have developed a unique range of indicators that can be used for identifying such events. These are geological, oral tradition and archaeological components that include, but are not limited to, a modified Darwinian model of atoll formation, coastal megaclasts, oral traditions of vanished islands and giant waves, and the abandonment of prehistoric coastal sites. As such, the most logical way forward is to use the multiple indicators available to us to identify evidence of past tsunamis.  相似文献

Recent disasters highlight the threat that tsunamis pose to coastal communities. When developing tsunami-education efforts and vertical-evacuation strategies, emergency managers need to understand how much time it could take for a coastal population to reach higher ground before tsunami waves arrive. To improve efforts to model pedestrian evacuations from tsunamis, we examine the sensitivity of least-cost-distance models to variations in modeling approaches, data resolutions, and travel-rate assumptions. We base our observations on the assumption that an anisotropic approach that uses path-distance algorithms and accounts for variations in land cover and directionality in slope is the most realistic of an actual evacuation landscape. We focus our efforts on the Long Beach Peninsula in Washington (USA), where a substantial residential and tourist population is threatened by near-field tsunamis related to a potential Cascadia subduction zone earthquake. Results indicate thousands of people are located in areas where evacuations to higher ground will be difficult before arrival of the first tsunami wave. Deviations from anisotropic modeling assumptions substantially influence the amount of time likely needed to reach higher ground. Across the entire study, changes in resolution of elevation data has a greater impact on calculated travel times than changes in land-cover resolution. In particular areas, land-cover resolution had a substantial impact when travel-inhibiting waterways were not reflected in small-scale data. Changes in travel-speed parameters had a substantial impact also, suggesting the importance of public-health campaigns as a tsunami risk-reduction strategy.  相似文献

Classifying inundation limits in SE coast of India: application of GIS   总被引:1,自引:0,他引:1  
A study on the possible inundation limit in SE coast of India was carried out using various physical, geological and satellite imageries. The coastal inundation hazard map was prepared for this particular region as it was affected by many cyclones, flooding, storm surge and tsunami waves during the last six decades. The results were generated using various satellite data (IRS-P6 LISS3; LANDSAT ETM; LANDSAT-5 ETM; LANDSAT MSS) and digital elevation models (ASTER GLOBAL DEM), and a coastal vulnerability index was generated for the entire coastal stretch of Nagapattinam region in SE coast of India. The coastal area which will be submerged totally due to a 1–5 m rise in water level due to any major natural disaster (tsunami or cyclone) indicates that 56–320 km2 will be submerged in this particular region. The results suggest that nearly 7 towns and 69 villages with 667,477 people will be affected and indicate that proper planning needs to be done for future development.  相似文献

In the seventeenth century, two tsunamis that were generated by earthquakes on the Kuril–Kamchatka subduction zone inundated the eastern coast of Hokkaido, northern Japan. Stratigraphic evidence for these two tsunamis and related land-level change in coastal Hokkaido consists of two landward-thinning sand layers in the sediments of Lake Tokotan, a coastal lagoon on the Hokkaido coast. The marine origin of these sand layers is indicated by the presence of brackish–marine diatoms. The rarity and high degree of fragmentation of diatom valves suggests that the sands were transported in a short time over a considerable distance. Tsunamis at this site were probably generated by great earthquakes along the Kuril–Kamchatka Trench. Volcanic ash deposits lying just above the sands suggest that tsunamis occurred in the late 17th century. Tsunamis during the historic period are not recorded in Lake Tokotan, which suggests that the sand layers were deposited by tsunamis substantially larger than historic tsunamis.  相似文献

A tsunami catalogue for Central America is compiledcontaining 49 tsunamis for the period 1539–1996,thirty seven of them are in the Pacific and twelve inthe Caribbean. The number of known tsunamis increaseddramatically after the middle of the nineteenth century,since 43 events occurred between 1850 and 1996. This isprobably a consequence of the lack of populationliving near the coast in earlier times.The preliminary regionalization of the earthquakessources related to reported tsunamis shows that, inthe Pacific, most events were generated by theCocos-Caribbean Subduction Zone (CO-CA). At theCaribbean side, 5 events are related with the NorthAmerican-Caribbean Plate Boundary (NA-CA) and 7 withthe North Panama Deformed Belt (NPDB).There are ten local tsunamis with a specific damagereport, seven in the Pacific and the rest in theCaribbean. The total number of casualties due to localtsunamis is less than 455 but this number could behigher. The damages reported range from coastal andship damage to destruction of small towns, and theredoes not exist a quantification of them.A preliminary empirical estimation of tsunami hazardindicates that 43% of the large earthquakes (Ms 7.0) along the Pacific Coast of Central America and100% along the Caribbean, generate tsunamis. On thePacific, the Guatemala–Nicaragua coastal segment hasa 32% probability of generating tsunamis after largeearthquakes while the probability is 67% for theCosta Rica–Panama segment. Sixty population centers onthe Pacific Coast and 44 on the Caribbean are exposedto the impact of tsunamis. This estimation alsosuggests that areas with higher tsunami potential inthe Pacific are the coasts from Nicaragua to Guatemalaand Central Costa Rica; on the Caribbean side, Golfode Honduras Zone and the coasts of Panama and CostaRica have major hazard. Earthquakes of magnitudelarger than 7 with epicenters offshore or onshore(close to the coastline) could trigger tsunamis thatwould impact those zones.  相似文献

Tsunami-induced scour at coastal roadways: a laboratory study   总被引:1,自引:1,他引:0  
Coastal roads are lifelines for bringing emergency personnel and equipment into affected areas after tsunamis, thus careful thought should be given to how to make roadways safer from tsunamis. Scouring at roadways is the primary damage caused by tsunamis; however, tsunami-induced scouring and beach erosion are less understood compared to tsunami runup and tsunami inundation. A set of laboratory experiments are reported in this study on tsunami-induced scour at a road model situated on a sandy beach. Our experiments showed that the distance between the shoreline and a roadway, which varies with tides, was a key factor affecting the scour depth at the road. Having the coastal road at about half of the inundation distance is not the most ideal location. The depth of road embedment did not affect the scour depth in our experiments. It was also found that for typical tsunamis, the scour depth is unlikely to reach its equilibrium stage. The information reported in this study is useful for local authorities to assess potential tsunami damage of roads and to have a better plan for tsunami disaster relief.  相似文献

The Andaman–Nicobar (A–N) Islands region has attracted many geo-scientists because of its unique location and complex geotectonic settings. The recent occurrence of tsunamis due to the megathrust tsunamigenic north Sumatra earthquake (Mw 9.3) with a series of aftershocks in the A–N region caused severe damage to the coastal regions of India and Indonesia. Several pieces of evidence suggest that the occurrence of earthquakes in the A–N region is related to its complex geodynamical processes. In this study, it has been inferred that deep-seated structural heterogeneities related to dehydration of the subducting Indian plate beneath the Island could have induced the process of brittle failure through crustal weakening to contribute immensely to the coastal hazard in the region. The present study based on 3-D P-wave tomography of the entire rupture zone of the A–N region using the aftershocks of the 2004 Sumatra–Andaman earthquake (Mw 9.3) clearly demonstrates the role of crustal heterogeneity in seismogenesis and in causing the strong shakings and tsunamis. The nature and extent of the imaged crustal heterogeneity beneath the A–N region may have facilitated the degree of damage and extent of coastal hazards in the region. The 3-D velocity heterogeneities reflect asperities that manifest what type of seismogenic layers exist beneath the region to dictate the size of earthquakes and thereby they help to assess the extent of earthquake vulnerability in the coastal regions. The inference of this study may be used as one of the potential inputs for assessment of seismic vulnerability to the region, which may be considered for evolving earthquake hazard mitigation model for the coastal areas of the Andaman–Nicobar Islands region.  相似文献

The coastal regions, deltas, and estuaries are severely affected by the sea level rise and cyclonic activities and climate changes. Sundarban delta is one of the most mysterious landscapes in the world, which has successively evolved due to sediment accumulation by the great Ganga and Brahmaputra river system. The area is characterized by low-lying islands and a flat topography coupled with macro-tidal activities, powerful surges, and seasonal cyclonic events. All these conditions put together this landscape defenseless to frequent flood and erosion. Since the last hundred years, the face of Sundarban has been changed remarkably from wildest to human-occupied territory by protecting this low-lying flat plain from tidal inundation through artificial embankment. In this background, the current study attempts to highlight the spatial extent and magnitudes of internal risk factors of the region using the composite vulnerability index. Coastal vulnerability defines a system’s openness to flood and erosion risk due to hydrogeomorphic exposures and socio-economic susceptibility in conjunction with its capacity/incapacity to be resilient and to cope, recover, or adapt to an extent. Coastal vulnerability assesses the potential risk from erosion and flooding of any low-lying coastal region due to its physiographical and hydrological exposures, socio-economic and political susceptibility, and resilience capacity. A natural system affects the socio-economic scenario of any region. Hence, multidimensional databases can be more effective to understand the extent of exposure, susceptibility, and resilience of any system. To throw some light on the situation of vulnerability of western estuarine Sundarban, between Muriganga and Saptamukhi interfluve, the composite vulnerability index has been carried out to delineate the magnitude and spatial extent of vulnerability with the help of quantitative techniques and geospatial tools. The estuarine tracts and coastal parts of the Ganga delta are two of the most densely populated areas in the world. The study highlights the critical situation of the population under different potential risk classes residing in the study area with the intention of suggesting some proper course of action of planning and management to conserve coastal communities in their original habitat.  相似文献

Efforts in the United States to plan or implement relocation in response to climate risks have struggled to improve material conditions for participants, to incorporate local knowledge, and to keep communities intact. Mixed methodologies of community geography provide an opportunity for dialogue and knowledge-sharing to collaboratively diagnose the challenges of climate adaptation led by communities. In this article, we advance a participatory practice model for the co-creation of knowledge initiated during a two-day workshop with members from the Biloxi-Chitimacha-Choctaw Tribe from Isle de Jean Charles in Louisiana, Yup’ik people from Newtok Village in Alaska, and researchers from the MIT Resilient Communities Lab. Building on prior scholarship of indigenizing climate change research, this article shares the experience of the workshop to support knowledge exchange and dialogue, with the goal of understanding how to build participatory and non-extractive community-academic partnerships. We reflect on the community values and principles used to guide this workshop to inform more inclusive and co-produced research partnerships, and pedagogies that can improve and assist the self-determination of groups impacted by climate change. Workshop presentations and discussions highlight interconnected themes of resources, systems & structures, regulatory imbalance, and resilience that underpin climate resettlement. We reflect on the narratives presented by members of both Indigenous tribes and NGO partners that illustrate the shortcomings of resettlement planning practices past and present as perpetuating existing inequality. In response to this structured knowledge exchange, we identify potential roles for community-academic partnerships that aim to improve the equity of existing resettlement models. We propose approaches for incorporating traditional knowledge into the pedagogy, discourse, and practice of academic planning programs.

This article builds upon disaster scholarship that suggests community resilience is driven by six capacities: social, economic, physical, human, institutional, and environmental. Together, these capacities constitute a conceptual framework that can be used to investigate and assess community resilience. While recent scholarship has provided insights into how resilience operates in large communities, there remain questions about whether this conceptual framework is appropriate for the study of resilience in small communities. To narrow this knowledge gap, we conducted interviews with twenty-six subjects from three small Texas communities affected by Hurricane Harvey: City of Dickinson; City of Port Aransas; and Town of Refugio. Analysis of the interview data confirms that the six capacities of resilience provide an appropriate framework for the investigation of resilience in small communities. Given the complex and dynamic nature of community resilience, the findings also suggest that it is unlikely policymakers will be able to develop a unified policy solution for hazard events that is appropriate for all communities. Rather, policymakers need to consider community-based resilience solutions, driven by local strengths and weaknesses, that facilitate the reduction of risks associated with hazard events.

Geological evidence of recent tsunamis from sediment samples collected from Lake Tokotan, a coastal lagoon in eastern Hokkaido, northern Japan, was detected using computed tomography (CT) and soft X-ray images, grain size, and radionuclide profiles. Initial field observations revealed that sediments had no discernable sedimentary structures at the top of the core. However, results of CT imaging, soft X-ray, and grain size analyses show evidence for three invisible sand layers that are intercalated with mud layers. These sand layers exhibit trends of landward fining and thinning. Furthermore, the distribution of sand layers was limited to the center and seaward parts of the lake. Vertical profiles of cesium and lead concentrations in combination with recent eyewitness accounts indicated that these sand layers are correlated with the 1973 Nemuro-oki, 1960 Chilean, and 1952 Tokachi-oki tsunami events. The deeper part of the sediment cores includes three volcanic ash layers and three prehistoric coarse sand layers. The prehistoric layers are correlated with unusually large tsunamis that were geologically identified in previous studies from eastern Hokkaido. These findings suggest that nondestructive techniques, in combination with radionuclide analysis, allow for detection of frequent but faint tsunami deposits. This technique allows for an improved understanding of the history of tsunami inundation in Lake Tokotan and of other locations for which stratigraphic evidence for faint tsunamis layers is not readily apparent from field assessments.
