过去20多年甘肃河西走廊内陆河流域的水资源管理经历了各类制度改革,不同程度地推动了地表水和地下水的联合管理。但是,由于机构设置及其权限制约以及改革目标差异,河西走廊地区的3个内陆河流域水资源管理效率差异化越来越显著,与石羊河流域相比,黑河和疏勒河流域的监管制度和管理办法并未完全跳出多头管理体制的窠臼,地表水和地下水没有形成有效的联合管理。通过梳理3个流域的水资源管理机构设置和管理模式,总结农业灌溉用水监管的经验教训,对比分析地表水和地下水联合管理措施在实践操作中的利弊,进一步探讨流域联合管理的实践意义和实现路径,寻求普遍适用于内陆河流域水资源的管理办法,保障内陆河流域节水战略的顺利实施。近10 a的实践经验表明:地表水和地下水联合管理是内陆河流域提高水资源利用效率、促进水资源可持续利用最为有效的路径,更是实现区域生态环境绿色发展的必由之路。  相似文献

This paper shows the importance that urban planning plays in the development of Hong Kong. This leads to a reassessment of the role of the government, which is the sole proprietor of the land, in the economy – while it acknowledges the importance of market forces. The first part shows how, since 1945, Hong Kong authorities have been obliged to intervene more in urban planning and local development, despite their liberal ideology. The second part focuses on the interaction between government action and market forces, and their influence in this development. The third part deals with the question of the economic integration between Hong Kong and the Pearl River Delta (PRD) after China started its economics reforms in 1978. The deconcentration of Hong Kong industries to China was mainly due to market forces, but provided a new role for the government. This role is analyzed through its transportation policy – the domain with the most visible governmental intervention before and after 1997. It indicates the preference of the government to develop the territory rather than better integration with the PRD, because of the internal economic problems that may emerge from this integration. Nevertheless, for political and economic reasons, this integration is also seen as necessary. The future of Hong Kong’s economy lies in the answers the authorities will give to this dilemma.  相似文献

Similarly to other modes of transport, inland waterway transport has to deal with weather events, affecting navigation conditions and the infrastructure on inland waterways. Most significant extreme weather events result from high precipitation, droughts and temperatures below zero degrees Celsius. Heavy rainfall, in particular in association with snow melt, may lead to floods resulting in suspension of navigation and causing damage to the inland waterway infrastructure as well as the property and health of human beings living in areas exposed to flooding. Long periods of drought may lead to reduced discharge and low water levels, limiting the cargo-carrying capacity of vessels and increasing the specific costs of transportation. Temperatures below zero degrees Celsius over a longer period may cause the appearance of ice on waterways, leading to suspension of navigation and possible damage to infrastructure, for example, buoys. Neither extreme weather events as well as climate change are new phenomena nor is their general occurrence expected to change suddenly. However, due to climate change, extreme weather events may change positively or adversely in severity and frequency of occurrence, depending on the respective weather event and the location of its occurrence. This paper gives an overview of the impact of extreme weather events on inland waterway transport in Europe, focussed on the Rhine–Main–Danube corridor, followed by a discussion on how climate change will change these events and their impacts.  相似文献

Drawing upon insights from geographical political economy, this study examines the causal processes and mechanisms that underlined the growth and adaptation of state-owned enterprises in mechanical and electrical sectors (SOMEEs) in a leading Chinese city since market reforms. It reveals that the geographically specific and historically contingent political economy in which SOMEEs in Guangzhou were situated before economic reforms was the fundamental force underlying their successful adaptation in the post-reform period. SOMEEs in Guangzhou prior to market reforms were placed in a geographical political economy characterized by a special market orientation toward the production of low-end machinery for local needs and a loosely-coupled political linkage with the state apparatus. While such place-specific market and institutional relations were not favorable to the growth and survival of SOMEEs in Guangzhou in the Mao era, they have constituted an important source of regional advantage to enforce both market competitive pressure and hardened budget constraints on SOMEEs in Guangzhou and propel them to adopt efficient market-adaptation strategies and practices during the post-reform period. There is a need for ‘scaling up’ the theorization of regional advantage to go beyond the exclusive emphasis placed on the institutional dynamics endogenous to regional economies and take more seriously the unequal positions of regions within the extra-local structural relations of actually existing political-economic regimes. The paper advocates a place-contingent treatment of soft budget constraints in future studies on state-owned enterprises in China and other transitional economies.  相似文献

This paper aimed at proposing an inland waterway traffic noise prediction model for environmental assessment in China. The study was the first to predict inland waterway traffic noise levels considering water surface condition and absorption influence in China. The analysis results indicated that the inland waterway traffic noise exposure levels can be influenced by water surface. The model was developed based on the Germany Schall 03 model by adding the water surface condition and absorption correction terms to the governing equations. Results showed that the predicted noise levels by the developed model correlated well with the measurements. In addition, the developed model had higher precision compared with the existing models such as the Schall 03 model, the modified US Federal Highway Administration (FHWA) model and the modified Germany Richtlinien für den Lärmschutz an Straßen (RLS 90) model. The proposed model can be utilized to assess inland waterway traffic noise exposure in China.  相似文献

At the heart of China’s economic transformation from plan to market is the institutional rearrangement of the ownership of property rights. Privatization of collectively owned township and village enterprises (TVEs) in recent years has significantly changed the rural economy and affected small town development in China. Located mainly in villages and small towns and producing 62% of the total industrial output in Jiangsu in 1994, TVEs played a crucial role in southern Jiangsu (Sunan)’s economic development and urbanization, giving rise to the well-known “Sunan model” of regional development during the 1980s. Since the mid-1990s, ownership transition (zhuanzhi) of the TVEs from collective to private in Sunan has altered the nature of the regional economy and the pattern of small town development. The privatization of TVEs in Sunan has been so pervasive that it can be seen as the “second industrial divide” in the region’s economy. This paper traces the evolution of ownership reform in Sunan’s rural industries leading to the current phase of privatization and analyzes the effects of privatization on de facto urbanization from below in Sunan. Given the importance of privatization, continuous scholarly monitoring of its relationship to regional economic development and urbanization from below is necessary.  相似文献

本文通过对海河流域的38个子流域及内陆河流域的7个子流域的逐年降水、径流及实际蒸散发和蒸发能力的分析,证明了基于Budyko假设的流域水热耦合平衡关系在海河及西北内陆河流域是成立的。根据各子流域的长期水量平衡结果,本文验证了水热耦合平衡模型中的唯一参数综合反映流域的下垫面条件且具有显著的区域分布规律,与此同时,本文还在海河流域及内陆河流域对根据流域平均坡度(tanβ),相对土壤最大蓄水能力(Smax/0)和相对土壤入渗能力(Ks/■r)估算模型参数■的经验公式进行了验证,计算结果较好。  相似文献

The Manas River valley is a typical inland river basin of an arid area in central Asia, and illustrates oasis evolution and economic development in this region. Based on the historical documents, monitoring data from field surveys, and remote sensing image data, this paper illustrates the oases evolution over the last 2,000 years and analyzes the rapid expansion of the Manas River oasis in the last 60 years. We also examine the relationship between oasis evolution and water resource utilization. We discuss the characteristics and effects of oasis expansion and the proposed adjustment measures for sustainable development of the Manas River valley. The principal objectives of this paper were to analyze the relationship between oasis expansion and water resource utilization over the last 60 years, and to solve the conflict between the continuous expansion of oases and a shortage of water resources to keep development of the Manas River valley sustainable. The results indicate that (1) oasis evolution in the Manas River valley over 2,000 years can be divided into three periods: a period dominated by animal husbandry, a period of semi-farming and semi-grazing, and a farming-dominated period. During the first two periods, the oasis area was limited, water conservancy facilities were poor and water utilization levels were low. In the third period, oasis expansion over the last 60 years shows a large-scale development. (2) The farming-dominated period can be subdivided into four phases according to the scale of water projects and the level of irrigation. Different oasis scales of the four phases show that artificial oasis evolution has a close connection with water resource utilization. (3) The evolution of oases in the Manas River valley raises some environmental problems although it plays an active role in promoting sustainability. Therefore, adjustment measures for the future development of oases could be proposed from the perspective of sustainable development, such as oasis scale control, forbidding reclamation, moderating exploitation of groundwater, and transforming industrial structures.  相似文献

Literature on common-interest development (CID) in housing, most common in the form of gated communities, has been based largely on the US’s experience, where the interpretation has centered on the interaction between three actors (local government, private developer, and homeowner association) and barely focused on the privatization of neighborhood governance in transition economies. This paper, through a case study of gated community in Phu My Hung new town shows that Ho Chi Minh City, Vietnam—in the context of transition from centrally-planned to market-based economy—has been witnessing this privatized phenomenon of neighborhood governance. It employs both primary data, collected through observation and key informant interview, and secondary data to explain the contextual factors for the rise of gated communities in the city and find out the mechanism of neighborhood governance. In the city, housing privatization reforms, influx of foreign direct investment, and the formation of urban middle class have constituted the supply- and demand-side factors for the rise of gated communities. In addition, the reforms towards grassroots participation created a favorable environment for a privatization of neighborhood governance in which the private developer plays a dominant role in partnership with local government and homeowner association. To a certain extent, this privatization is similar to the case of US’s gated communities, however, it does not threaten the public authority and instead maintains a good collaboration between these three actors. This is an indigenous innovation of gated communities in Vietnam due to its socio-economic conditions and political context.  相似文献

近年来珠江口海域航道治理、桥梁工程、港口建设等大型水上工程建设项目越来越多,水工建筑物安全的重要性和对台风浪灾害破坏的敏感性是大型工程重点关注的要素之一,采用台风浪数学模型分析计算极端天气条件对港珠澳大桥岛桥结合部人工岛设计波浪要素的影响。分析统计1949—2014年影响广东省沿海地区的登陆台风资料,采用随机模型分析珠江口地区300年一遇的台风气压降和登陆最大风速参数;建立珠江口水域的台风浪数学模型;选取不利台风登陆路径,采用300年一遇台风参数组合计算极端天气条件下珠江口内东西人工岛的设计波浪要素,对原设计波要素进行复核。可为其他海洋工程项目设计提供新的思路和研究方法。  相似文献

“北方海上丝绸之路”作为中国古代与东亚各国进行贸易往来的重要海上通道,促进了宋元时期海上丝绸之路的大发展并成就了明朝大航海的辉煌,研究其始发港的变迁与原因对“海上丝绸之路研究体系”的完善和“21世纪海上丝绸之路”的建设具有重要意义,但目前鲜有研究。基于古代典籍、地方志和历史地图的记载,结合前人对历史时期中国环境变化的认识,对隋唐至明清时期长江三角洲地区“北方海上丝绸之路”主要始发港的变迁与原因进行研究。结果表明: (1)隋唐—明清时期中国长江三角洲地区先后兴起了3个“北方海上丝绸之路”主要始发港,扬州港盛于隋唐,上海港盛于唐宋,明州港(今宁波港)盛于宋元; (2)气候变冷引起的北方少数民族南犯,中原地区经济和政治中心南迁,北方海上丝绸之路的始发港由登州(今蓬莱)迁到了长江三角洲地区; (3)随泥沙堆积,雁形式沙洲发育,河口分汊东伸南移,长江河口海岸由喇叭形的河口湾演化为三角洲,这是引起始发港由扬州港向东迁往上海港、乃至明州港的根本原因; (4)长江河口沙洲的发育,引起了长江扬州港段和上海港段水系的变化,使得2个港作为始发港时,港口的具体位置不断地随河势变化而调整; (5)对外贸易政策的变化亦对始发港的兴衰与变迁起到一定的促进或阻碍作用。  相似文献

Climate change is a common problem in human society. The Chinese government promises to peak carbon dioxide emissions by 2030 and strives to achieve carbon neutralization by 2060. The proposal of the goal of carbon peak and carbon neutralization has led China into the era of climate economy and set off a green change with both opportunities and challenges. On the basis of expounding the objectives and specific connotation of China’s carbon peak and carbon neutralization, this paper systematically discusses the main implementation path and the prospect of China’s carbon peak and carbon neutralization. China’s path to realizing carbon neutralization includes four directions: (1) in terms of carbon dioxide emission control: energy transformation path, energy conservation, and emission reduction path; (2) for increasing carbon sink: carbon capture, utilization, and storage path, ecological governance, and land greening path; (3) in key technology development: zero-carbon utilization, coal new energy coupling, carbon capture utilization and storage (CCUS), energy storage technology and other key technology paths required to achieve carbon peak and carbon neutralization; (4) from the angle of policy development: Formulate legal guarantees for the government to promote the carbon trading market; Formulate carbon emission standards for enterprises and increase publicity and education for individuals and society. 为监测珠江口河网区水体的盐度变化,基于同步测量的水体黄色物质、盐度和水体表面光谱数据,利用MATLAB分析了水体光谱反射率和黄色物质浓度之间的关系。结果表明:在磨刀门水道,反射率与黄色物质在400nm处的吸收系数g400有较好关系,在R704/R513处,R2=0.70;在虎门水道,g400与反射率比值R703/R488之间也有较强的负相关,R2=0.58。同样,又分析了磨刀门和虎门水道黄色物质吸收系数与表面盐度的关系,都发现了较好的相关性,R2>0.67。根据以上分析,得到了一种珠江口河网区水体表面盐度监测的新方法,并采用中等分辨率成像光谱仪(MERIS)的模拟数据来进行模型验证,结果表明利用MERIS数据对珠江口河网区咸潮进行监测是可行的(均方根误差小于0.308%)。  相似文献

This article explores the implications of making the cultural turn in the engagement of economic and political geography with issues of political economy. It seeks to steer a path between a fetishistic, reified economics that naturalizes economic categories and a soft economic sociology that focuses on the similarities between economic and other socio-cultural activities at the expense of the specificity of the economic. We show how combining critical semiotic analysis with an evolutionary and institutional approach to political economy offers one interesting way to achieve this goal. An evolutionary and institutional approach to semiosis enables us to recognize the semiotic dimensions of political economy at the same time as establishing how and why only some economic imaginaries among the many that circulate actually come to be selected and institutionalized; and Marxian political economy enables us to identify the contradictions and conflicts that make capital accumulation inherently improbable and crisis-prone, creating the space for economic imaginaries to play a role in stabilizing accumulation in specific spatio-temporal fixes and/or pointing the way forward from recurrent crises. The paper illustrates these arguments with a case study on the Flemish ‘anchoring strategy’ as a specific regional economic development strategy. It concludes with a set of guidelines for the further development of cultural political economy.  相似文献

Water security is related closely to ecological, environmental, economic, social, and political problems, and may possibly even affect national security. The problem is especially important in arid inland watersheds. In this paper, we assess the water resources security of three watersheds in the Hexi Corridor (Northwest China) using a multi-level, multi-target, analytical hierarchy process approach. We constructed an assessment system based on the current situation and future development of the region’s water resources in the context of the society, economy, and environment of these inland watersheds. The assessment used 21 indicators that describe the ratio of water supply to demand, the ecological environment, food security, drinking-water security, disaster control capacity, water resources management, and economic conditions. The level of the water resources security was highest in the Shulehe watershed, followed by the Heihe watershed and the Shiyanghe watershed. Strategies to promote water security for all three watersheds are discussed.  相似文献

根据珠江流域近几年水资源公报提供的数据,对流域水资源量和用水量变化特点进行了分析研究,得出了初步的分析成果,为流域水资源的合理开发利用和优化配置提供参考依据。20世纪90年代珠江流域水旱灾害频繁,先后发生了1994年6月和1998年6月流域大洪水,1998年和2000年部分地区出现春旱和秋旱。同时,90年代又是流域经济发展较快的时期,尤其珠江三角洲沿海地区经济快速增长,用水量出现明显的增长,近几年用水量趋于相对稳定。  相似文献

为研究磨刀门水道咸潮上溯的动力特性,基于非结构网格海洋模型(Finite Volume Coastal Ocean Model,FVCOM),构建了覆盖珠江河口及其上游网河区的高分辨率三维斜压数值模型,采用实测资料对其进行率定和验证,并开展了咸潮上溯的数值模拟计算。根据计算结果和实测资料,对磨刀门水道大、中、小潮期间的盐淡水分层与混合特征、盐分物质的分层输移机制进行分析,探讨其咸潮上溯强度时空分布差异的原因。结果表明:小潮期,底层累积盐通量明显大于表层,净输移方向为陆向;大潮期,表层累积盐通量明显大于底层,净输移方向为海向;而平衡点一般出现于中潮期,这就是磨刀门水道咸潮上溯最强和最弱时刻分别出现于小潮和大潮后的中潮期的原因所在。  相似文献
