Conflict surrounding commercial fisheries is a common phenomenon when diverse stakeholders are involved. Harvesting reef fish for the global ornamental fish trade has provoked conflict since the late 1970s in the State of Hawaii. Two decades later the state of Hawaii established a network of marine protected areas (MPAs) on the west coast of the island of Hawaii (“West Hawaii”) to protect and enhance the fish resources and alleviate conflict between stakeholders, principally between commercial dive tour operators and aquarium fishers. The perceptions held by these stakeholders on West Hawaii and Maui were evaluated to understand how MPAs influenced conflict dimensions, as the former location had a well-established MPA network designed to alleviate conflict, while the latter did not. This was accomplished by analyzing the following questions: (1) perceptions about the effectiveness of MPAs to alleviate conflict and enhance reef fish; (2) perceived group encounters and threats to coral reefs; (3) willingness to encourage fishing; and (4) value orientations toward the aquarium fish trade. The results indicate the MPAs in West Hawaii were moderately effective for alleviating conflict, encounters between stakeholders occurred on both islands, dive operators strongly opposed commercial fishing and perceived aquarium fishing as a serious threat to the coral reef ecosystem, and polarized value orientations toward the aquarium fish trade confirms pervasive social values conflict. The conflict between these groups was also asymmetrical. MPAs are inadequate for resolving long term conflict between groups who hold highly dissimilar value orientations toward the use of marine resources. Future marine spatial planning and MPA setting processes should include stakeholder value and conflict assessments to avoid and manage tensions between competing user groups.  相似文献

The ecosystem approach to fisheries (EAF) is a holistic paradigm that considers stocks of exploitable species, marine ecosystems and stakeholders. Management agencies must strike a balance between their capacity constraints and the requisites of management measures. Most small-scale sea cucumber fisheries of Pacific Islands have been plundered while others are being opened to commercial exploitation. Data from fishery managers and a regional workshop were used to assess the current problems, institutional constraints and solutions to the management of sea cucumber fisheries in 13 Pacific Island countries (PICs). Technical capacity was often strong for some management actions such as developing marine reserves but weak for others, such as enforcement. Using multi-disciplinary indicators, half of the fisheries were diagnosed by their managers as being overfished or depleted, despite evidence of optimistic bias. Fishery governance varied greatly among the PICs, and co-management frameworks were not typical of any cultural region. Management objectives were prioritised differently among managers but most highly ranked was to protect ecological resilience. The fishery managers proposed different sets of regulatory measures and various management actions, such as surveys to collect socio-economic and fishery-dependent data, support for local governance and strong enforcement – all widely under-practised. Pacific sea cucumber fisheries exemplify how the transition to an EAF by management institutions must involve reorganisation of their technical and human-resource capacities among management tasks. Levies on exports need to be internalised to fund improved management. Management agencies should consider a shift in resources from developing marine reserves, conducting underwater surveys and aquaculture-based restocking to strengthening enforcement capacity, stakeholder involvement and communication with fishers. In concert with these actions, short fishing seasons, shortlists of allowable species and tighter enforcement at export points may serve to turn the tide on boom-and-bust exploitation and safeguard biodiversity.  相似文献

Currently there is a strong interest in Cuba in improving the performance of the fisheries sector with respect to social, biological, and economic outcomes. Many important fishery resources appear to be overexploited, and previous fishery regulations have had mixed success in restoring fishery stocks. The current fishing pressure could also have adverse impacts on other valuable ecosystem services that support economic activities such as dive tourism and recreational fishing. A new State policy to expand cooperative enterprises to non-agricultural sectors provides an opportunity for fishery cooperatives to be created for the first time since the early years of the Cuban Revolution. This paper explores the potential ecological, social, and economic benefits of adopting fishery cooperatives as a co-management scheme for Cuba's marine fisheries. It concludes that well-designed fishery cooperatives can offer substantial benefits to the management of the fishery sector. Based on an analysis of the relative success of fishing cooperatives worldwide, guidelines are provided for the design of fishery cooperatives in Cuba.  相似文献

A statutory two hundred and six square kilometre ‘closed area’ in Lyme Bay, South West England entered into force on the 11 July 2008 to protect the reef substrate and the associated biodiversity from the impacts of trawling and dredging with heavy demersal fishing gear. This case study provides an example of how the ecosystem approach has been incorporated into decision making for marine nature conservation and shows that despite sound ecological knowledge of a marine area, the current reliance on traditional neo-classical economic valuations for marine spatial planning can obscure other issues pertinent to the ecosystem approach. With the Government seeking win–win scenarios for stakeholders in the designation of Marine Conservation Zones under the Marine and Coastal Access Act, experience of marine spatial planning in Lyme Bay has revealed that a win–win must be a long-term goal based on a thorough evaluation of the environmental, social and economic values of marine biodiversity.  相似文献

Stakeholders’ perceptions can influence the success of a fishery. It is important to take these perceptions into account when evaluating the development of a management system and its conservation policies. Structured questionnaires were used to determine fishers’ management and conservation perceptions of the Asturian gooseneck barnacle co-management system. Perceptions were analyzed for the entire fishery and for different socioeconomic factors, these were: location, age, years in the management system, way of access, alternative income sources and income. Fishers’ perceptions varied widely among socioeconomic factors. In fact, a trade-off between management and conservation perceptions was observed for the different categories within each socioeconomic factor, particularly for the years in the management system, location and income factors. Despite the heterogeneity in perceptions, the co-management system has successfully generated a strong conservation ethic in its resource users. Furthermore, as a group, gooseneck barnacle fishers hold positive perceptions on the performance of the management system. When generating management policies, fisheries’ managers must take the heterogeneity of resource users present in the fishery into account. The gooseneck barnacle co-management system demonstrates that even within the same fishery there can be multiple paths to sustainability.  相似文献

Co-management has gained significant traction in small-scale fisheries as part of the solution for resolving economic inefficiency, unsustainable harvesting and unequal distribution of benefits derived from fisheries, generating some promising results. Most studies, however, present co-management as the sharing of power between resource users and centralised government, and do not explicitly consider the role of a more diverse set of stakeholders, or what roles different stakeholder types are best positioned to perform. This paper contributes to our understanding of stakeholder diversity by determining, through surveys with 133 fishery stakeholders in Solomon Islands, which stakeholder types are perceived as most suited to particular co-management roles, and which stakeholder types should be collaborating to increase fishery stocks. The effect of respondent socio-demographics, on perceived roles, is tested to explore the value of the role typology. Ten dominant roles were identified across seven stakeholder types, including collaboration and raising awareness, which were perceived to be dominantly the domain of auxiliary stakeholders that are not explicitly recognised in the co-management literature, including NGOs and church leaders. Of the socio-demographic variables tested, only site explained some of the variation in stakeholder roles perceived by respondents. The primary value of the typology lies in its potential to be used as a basis for dialogue on strengths and weaknesses of allocated roles for increasing fish stocks in existing co-management systems.  相似文献

As a result of declining and overfished small-scale nearshore fisheries in Southeast Asia, there are increasing conflicts and social tensions between and among different user groups, leading to coastal “fish wars”. A challenge facing fishers, resource managers and national decision makers in the region is to identify more appropriate governance and public policy mechanisms to manage conflicts over fishery resources and to resolve them productively in the interests of both long-term sustainability and short-term economic feasibility. A quantitative analysis undertaken in selected coastal communities in Indonesia, the Philippines, Thailand and Vietnam with and without co-management indicate that co-management does lead to reduced resource conflict levels. The analysis has also shown that when resource conflicts are reduced, food security improves.  相似文献

No-take Marine Protected Areas (Nt-MPAs) constitute an indispensable tool for biodiversity conservation. Nevertheless, there are other instruments such as marine coastal co-management policy frameworks which may be also considered as tools for conservation or as ancillary conservation instruments. Using focus groups, semi-structured interviews and survey questionnaires we analysed small-scale artisanal fishers' perceptions towards a coastal co-management regime in Chile and the potential to generate capacities and a social setting to scale-up marine conservation. Empirical evidence from the study shows artisanal fishers have indeed been empowered through the coastal co-management experience; however, there exist heterogeneity in their willingness to participate in the creation of Nt-MPAs, mainly determined by occupational mobility. Chilean artisanal fishers strongly support a bottom-up process in the conservation of marine biodiversity, though the need for top-down steering and guidance is also stressed, especially regarding enforcement.  相似文献

Selecting the best mode of governance for marine protected areas (MPAs) especially in developing countries has generated considerable controversy in the academic and policy literature during the last 20 years. In this article, two modes – co-management (CM) and adaptive co-management (ACM) – are analysed in detail, and an examination is made of an attempt to put these modes sequentially into practice in the first (2003–2009) and second (2008–2013) management plans, respectively, of the Cayos Cochinos MPA (CCMPA) in Honduras. Extensive fieldwork was carried out during 2006–2010 in three communities dependent on the CCMPA (Rio Esteban, Nueva Armenia, and Chachahuate) including key informant interviews, focus group meetings, household surveys, and participant observation. The paper’s findings are (1) that while the first plan implemented some CM principles (such as sharing responsibility between government, stakeholders and NGOs) it failed to deliver other CM principles (such as transparency and accountability); and (2) that while the second plan increased participation and transparency, and used a more adaptive approach, it still left many stakeholders out of the decision-making process, and its processes of experimentation, monitoring and social learning were very limited. In the Pacific, coastal communities have compensated for chronically low capacity of governments to manage fisheries by implementing local regulations in their marine tenure areas. In order to investigate the performance of community-based fisheries management (CBFM) in Vanuatu, trajectories and factors of change in CBFM systems since the 1990s were analysed. Focal group interviews were conducted in seven villages on Efaté island in 2011 and supplemented by a review of supporting literature. Results reveal the increasing and excessive reliance of CBFM systems on external agencies that promoted overly complex management plans. Examination of trends in CBFM systems shows that community and national fishing rules that were highly acceptable by local societies were more likely to be enforced in the long run. In particular, the establishment of marine reserves was the most widespread and best enforced community rule for the purposes of conservation, ecotourism, and/or fisheries. Overall, the results challenge the current effectiveness of CBFM in achieving sustainability of reef fisheries in Vanuatu, and highlight the over-reliance on small marine reserves as a management tool. Community initiatives must be strengthened by new specific national regulations governing subsistence and commercial reef fisheries as part of a multi-scale co-management approach.  相似文献

Fish is a mainstay of food security for Pacific island countries and territories (PICTs). Recent household income and expenditure surveys, and socio-economic surveys, demonstrate that subsistence fishing still provides the great majority of dietary animal protein in the region. Forecasts of the fish required in 2030 to meet recommended per capita fish consumption, or to maintain current consumption, indicate that even well-managed coastal fisheries will only be able to meet the demand in 6 of 22 PICTs. Governments of many PICTs will need to increase local access to tuna, and develop small-pond aquaculture, to provide food security. Diversifying the supply of fish will also make rural households in the Pacific more resilient to natural disasters, social and political instability, and the uncertainty of climate change.  相似文献

The countries of the Caribbean Community (CARICOM) have a relatively poor record of fisheries management and the need to reform fisheries governance is urgent. There is now increasing interest in getting fishers and other stakeholders more involved in management through co-management and community-based management approaches. The purpose of this paper is to examine the potentials of co-management as an alternative fisheries management strategy for the countries in the CARICOM region. Co-management is found to have potential but there will need to be capacity-building and institutional strengthening of fisheries departments, fishers and NGOs to participate in co-management. Ecotourism has proven to be an effective concept in the sustainable utilization of natural resources and development of various communities. Often regarded as an economic justification for resource conservation, ecotourism is providing a concept that is easily understood and appreciated by local communities and stakeholders.However, ecotourism is still a business methodology that can be subjected to misunderstanding, abuse and misrepresentation which could also lead to negative environmental and sociocultural impacts.Thus, environmental concepts coupled with social, cultural, and economic considerations should be developed and practiced by institutions wishing to utilize ecotourism as a conservation tool. These concepts would include optimizing the environmental and socioeconomic benefits while at the same time, prevent or minimize compromising the ecological and social values in the destinations. Some of the often-cited concepts include the determination of carrying capacity and the prevention of economic leakage supposedly brought in by the tourism industry. Also introduced in the paper is the concept of the firewalls of ecotourism wherein the introduction of different protection and conservation components is instituted in the operation of ecotourism sites.Ecotourism has been helping save whales, dolphins, birds, turtles and fragile ecosystems. This is made possible by the fact that ecotourism provides the tangible economic aspect of conservation. However, the same recreation industry can also undo the gains of true ecotourism development through irresponsible tourism development and lack of conceptual frameworks to help guide the destination managers. To help drive sustainable resource utilization through ecotourism, there is a consistent need to develop and apply concepts and practices designed to help protect the resources from the potential impacts of the travel industry.  相似文献

This study describes variability in the marine ecosystem of Ghana, West Africa, on several temporal and spatial scales and discusses how the human communities using this ecosystem respond to this variability to cope socially and economically. Ghanaian marine waters are part of an upwelling system with strong seasonal and inter-annual variability. Much of this variability is forced at large spatial scales in the tropical Atlantic and by El Niño—Southern Oscillation events in the Pacific Ocean, which influence inter-annual variability of sea surface temperature and pelagic fish landings off Ghana. At decadal scales, Ghanaian marine waters experienced cool sea temperatures and low fishery landings during the 1960s, rapid warming and increases in fishery landings during the late 1970s and 1980s, and variable temperatures and fishery landings during the 1990s. In the late 1990s, pelagic and demersal fish populations appeared to be declining, partly due to over-fishing, although the per capita supply (domestic production plus net imports) of fish was kept high by increased imports. Artisanal fishers and fishing communities in Ghana have devised strategies to deal with variability on seasonal and inter-annual scales. These livelihood strategies include: (i) exploiting marine and terrestrial natural resources more intensively, initially at local scales but expanding to regional scales; (ii) ensuring multiple and diversified income sources; (iii) investing in social relationships and communities for support; and (iv) undertaking seasonal or permanent migrations. In addition, the national government imports fish to deal with shortages. However, these strategies may be less adapted to variability at decadal scales, and may not be sustainable when viewed at the larger scales of environmental change.  相似文献

This paper examines the frameworks being developed to co-manage coral reefs in Kenya and Madagascar. The historical and social context, flexibility of rule-making, monitoring and enforcement, and how community-based organizations are nested within other organizations is described. A comparison of the degree to which these two frameworks contain 10 key design principles thought to be important for successful commons institutions is presented. Finally, recommendations are made for improving co-management in these countries. A principal finding is that both co-management frameworks were developed for other systems (terrestrial and lakes), which creates misfits for how marine systems can be managed.  相似文献

The declining health of marine ecosystems around the world is evidence that current piecemeal governance is inadequate to successfully support healthy coastal and ocean ecosystems and sustain human uses of the ocean. One proposed solution to this problem is ecosystem-based marine spatial planning (MSP), which is a process that informs the spatial distribution of activities in the ocean so that existing and emerging uses can be maintained, use conflicts reduced, and ecosystem health and services protected and sustained for future generations. Because a key goal of ecosystem-based MSP is to maintain the delivery of ecosystem services that humans want and need, it must be based on ecological principles that articulate the scientifically recognized attributes of healthy, functioning ecosystems. These principles should be incorporated into a decision-making framework with clearly defined targets for these ecological attributes. This paper identifies ecological principles for MSP based on a synthesis of previously suggested and/or operationalized principles, along with recommendations generated by a group of twenty ecologists and marine scientists with diverse backgrounds and perspectives on MSP. The proposed four main ecological principles to guide MSP—maintaining or restoring: native species diversity, habitat diversity and heterogeneity, key species, and connectivity—and two additional guidelines, the need to account for context and uncertainty, must be explicitly taken into account in the planning process. When applied in concert with social, economic, and governance principles, these ecological principles can inform the designation and siting of ocean uses and the management of activities in the ocean to maintain or restore healthy ecosystems, allow delivery of marine ecosystem services, and ensure sustainable economic and social benefits.  相似文献
