Intertidal clam fisheries seem ideal candidates for the devolution of management authority from government to local stakeholders. In St. Mary's Bay, Nova Scotia, a private firm recently applied for a 10-year renewal of a large (1,627 ha) lease for quahog clam aquaculture. This case study examines the challenges of implementing community-based natural resource management (CBNRM) in rural fisheries within a broad integrated coastal management (ICM) institutional environment that favours corporate stakeholders. The challenges facing clam harvesters in rural Digby Neck, Nova Scotia arise from poor communication and coordination within government and between government and communities, as well as higher-level policy conflicts. The most important challenge arises from ‘stealth privatization’ of clam beaches. A single firm was granted rights of first refusal to depurate all clams harvested from closed (polluted) beaches in the region, resulting in the de facto privatization of all (polluted and unpolluted) clam beaches. Experiences in other parts of Canada suggest there may be community-based governance approaches that avoid the pitfalls associated with corporate management of clam beaches. New thinking is required about how to moderate the ‘privatization paradigm’ so prevalent within senior levels of government in order to ensure environmental and social sustainability in rural fishing communities.  相似文献

In its capacity to lead and facilitate the development and implementation of integrated management plans under the 1997 Oceans Act, Fisheries and Oceans Canada is working with a range of stakeholders through a collaborative process—the Eastern Scotian Shelf Integrated Management (ESSIM) Initiative—to develop and implement an integrated ocean management plan for the eastern Scotian Shelf off Nova Scotia. Stakeholders include federal and provincial departments, aboriginal communities, municipal and local planning authorities, ocean industry and resource use sectors, coastal communities, environmental interest groups, and university researchers. This large ocean management area possesses important living and non-living marine resources, high biological productivity and diversity, and increasing levels of multiple use and competition for ocean space and resources. The ESSIM vision is to achieve environmental, economic, social/community, and institutional sustainability in the eastern Scotian Shelf.The ESSIM Initiative is building a collaborative planning process that involves all interested and affected parties. Ongoing information sharing and dialogue with stakeholder groups is providing capacity building and important input to current proposals for a collaborative planning structure and the ocean management plan. A joint federal-provincial working group has been established to move the Initiative forward within government and to address policy and regulatory coordination for ocean management. The future ocean management plan will include a balanced set of environmental, social, economic and institutional objectives, indicators and management strategies, as well as spatial and temporal planning approaches to address multiple ocean use.This article provides an overview of the ESSIM Initiative, including an assessment of ocean use, ecosystem understanding, and ocean management and planning requirements. The design of a collaborative management and planning structure and process will be discussed, as well as the key elements of the future integrated ocean management plan.  相似文献

The coastal and marine environments and resources of the Red Sea and Gulf of Aden are globally significant and generally in a healthy state. Current regional issues include localized destruction of coral reefs, seagrass and mangroves; declines in some fisheries; exploitation of some endangered species; pollution from the development and transport of petroleum; and disposal of industrial and municipal wastes. The underlying causes of these issues are the natural vulnerability of the Red Sea due to its semi-enclosed nature; economic reliance on the petroleum industry; significant navigation risks; a rapidly increasing coastal population and associated developments; lack of fisheries information, surveillance and management; poor coastal zone planning; and limited technical expertise. Strategic actions addressing these issues will need to be implemented regionally and focus on coastal zone management that integrates environmental planning, environmental assessment and review; training and institutional development; public awareness and participation; information gathering especially fisheries statistics; reducing navigation risks; and the development of resource management and conservation strategies.  相似文献

Marine spatial planning (MSP) is becoming increasingly used in the sustainable management of marine and coastal ecosystems. However, limitations on time and resources often restrict the data available for MSP and limit public engagement and participation in the MSP process. While citizen science is being increasingly used to provide fine-scale environmental data across large terrestrial planning areas, there has been little uptake in MSP to date. This paper demonstrates how consistent citizen observations can be used to identify hotspots of good and poor environmental health across a MSP region, and where environmental health has improved or degraded in the past five years; information that is difficult to obtain by other means. The study demonstrates how citizen science provides valuable insight into environmental health across a MSP region, while fostering a supportive space for the public to contribute their own observations and participate in the planning process.  相似文献

Worldwide, coastal environments are recognised as complex systems of immense biophysical, socioeconomic and cultural value. In South Africa, the promulgation of the Coastal White Paper in 2000, and the Integrated Coastal Management (ICM) Act of 2008, signalled a significant paradigm shift in coastal management and governance. This article reports on progress with ICM in South Africa from 1994 to the present time, and draws on information gathered from a comprehensive review of the published ICM literature, as well as various technical reports, an online survey, and information gleaned from participation in various meetings and workshops. Here, we review the enabling legal and institutional framework for ICM in South Africa, examine the various programmes, plans, strategies and guidelines developed to support implementation of the ICM Act, discuss institutional developments, and reflect on preconditions for effective and sustained ICM implementation. Despite significant progress, key challenges to implementing this progressive ICM agenda include lack of political support, inadequate institutional capacity, lack of human and financial resources, uncertainty regarding ICM functions across different spheres of government, conflicting policy frameworks, lack of clarity regarding the application of ICM provisions on private and communal land, limited civil-society involvement in decision-making, and persistence of state-centric approaches. Issues requiring urgent action are the establishment of a National Coastal Committee with broad representation, revitalisation of public interest in the coast, declaration of coastal public property and coastal access land, improved cooperation across relevant government agencies, allocation of funds for ICM, and greater commitment to a more deliberative and collaborative style of governance.  相似文献

The photochemical oxidation of colored, dissolved organic matter (CDOM) is important for carbon cycling in the ocean. This oxidation process produces a number of products, including carbon monoxide (CO). While the photochemical production efficiency of CO (apparent quantum yield, AQY, defined in terms of CDOM absorbance) has been reported to be similar for many water types, a full evaluation of the observed natural variability in CO AQY requires additional study. Here we use a polychromatic irradiation system to determine twenty AQY spectra at sea on fresh samples ranging from the near coastal waters of the Gulf of Maine to the offshore waters of the Northwest Atlantic. Despite the geographic variability of these marine samples the AQY of CO production in the Gulf of Maine and Northwest Atlantic exhibited only a small degree of variability, none of which was not correlated with measured environmental parameters. Consequently, a single aggregate AQY spectrum λ = e(−(9.134+0.0425(λ−290)))+e(−(11.316+0.0142(λ−290))) was found to adequately represent the entire data set. Significantly, the accuracy of an AQY spectrum determined using this multispectral/statistical technique was confirmed with data obtained from a monochromatic irradiation technique on a single open ocean sample. Taken together, the AQY spectra determined in this study were similar in magnitude and shape to those previously published for marine samples and, overall, were somewhat lower than those previously reported for freshwater studies.  相似文献

We investigated the regional variation in barnacle (Semibalanus balanoides) recruit and adult abundance on the NW Atlantic coast. At the end of the recruitment season (June–July), we sampled wave-exposed rocky intertidal sites in two regions on the open Atlantic coast (Maine, AM, and Nova Scotia, AN) and in two regions on the Gulf of St. Lawrence coast (Northumberland Strait, GN, and Cape Breton Island, GC). Recruit density was highest in the southernmost region (AM), followed by GN and, then, by AN and GC. Regional values of nearshore primary productivity (satellite data of chlorophyll-a concentration, a surrogate for phytoplankton abundance) were highest for AM and GN, suggesting that food supply (barnacles are filter feeders) is an important factor determining regional recruitment patterns. Adult barnacle density was regionally decoupled from recruit density. Adults occurred in very low abundances on the Gulf of St. Lawrence coast (GN and GC) and were relatively abundant on the Atlantic coast (AM and AN), although always in much lower abundances than recruits. The low adult densities on the Gulf of St. Lawrence coast seem to result mainly from intense ice scour, as this coast freezes extensively every winter, as opposed to the ice-free Atlantic coast. Ice scour thus appears to override regional recruitment differences in determining adult density. Therefore, our data suggest that both pelagic food supply and benthic disturbance contribute to setting regional patterns in barnacle population structure on the NW Atlantic coast.  相似文献

Member States of the European Union and the Mediterranean Regional Sea need to elaborate national strategies for coastal management according to ICZM principles and to undertake national stock-taking, which must consider major actors, laws and institutions influencing the management of their national coastal zone. However, different approaches to coastal management and defence and various degrees of development and implementation of national ICZM strategies can be found. The research presented in this article aims to analyze the different situations and to contribute to the further development of a common approach in terms of methodology to establish stakeholder and users participation in ICZM. An extensive survey was conducted in five pilot sites along the European Mediterranean coastal zone (Greece, Italy and France) show beach visitors’ perception of ICZM, coastal erosion and coastal defence systems, and beach visitors’ Willingness To Pay (WTP) for beach defence. The survey yielded important information for coastal and beach managers. Surprisingly, the level of awareness about generic Coastal Zone Management was found to be rather low in all regions except Riccione Southern beach, Emilia-Romagna Region. In the Languedoc-Roussillon Region, this is justified by the fact that most of the respondents were not local people or beach visitors (other than recreational day-visitors). As regards coastal erosion it appears significant that, despite the lack of awareness demonstrated overall by stakeholders in the Region of East Macedonia and Thrace, visitors respond very positively to definitions and show awareness of the erosion process in their coastal system. In conclusion, in order to raise public awareness about ICZM, erosion and coastal defence systems, it is suggested that education, training and public awareness should be promoted as well as identification of local needs for the implementation of specific demand-driven studies.  相似文献

Traditionally, it was assumed that major spawning activity of Illex argentinus occurs in discrete pulses along the outer-shelf/slope off Argentina/southern Brazil during late-fall/winter and that early life stages develop near the Brazil–Malvinas Confluence (BMC). However, a novel hypothesis of the population structuring of the species was proposed that states that coastal waters may be important as spawning and feeding grounds. Here, we analyzed the spatial distribution of Illex argentinus inside San Matias Gulf based on the position of the CPUE of jiggers in order to improve the knowledge of the population structuring in coastal regions. Squids were mainly concentrated on the northern region of the gulf where favorable oceanographic conditions (e.g. water stratification, chlorophyll-a concentration peaks) to feeding and spawning are present. These results provided empirical evidences that individuals of I. argentinus use Argentinean coastal waters, particularly San Matias Gulf, as permanent feeding and spawning grounds which supports the new hypothesis.  相似文献

Meeting the United States׳ offshore renewable-energy goals for 2030 necessitates deploying approximately 9000 wind turbines along U.S. coastlines. Because siting bottom-mounted turbines in most nearshore coastal zones is either impractical or politically difficult, turbine developers are testing floating-platform turbine technologies for deeper waters. Deepwater, floating-platform turbines have the advantages of being sited in the highest quality winds farther offshore, movable if desired, and located beyond the horizon, out of sight from shore. This paper reports on conversations with 103 coastal stakeholders at community meetings regarding development and testing of floating turbines off the coast of Maine, U.S.A. Using naturalistic field methods, this essay reports common questions and concerns of commercial lobstermen, fishermen, and coastal civic leaders. Early-stage conversations suggest that once coastal community members understand the benefits and impacts of wind farm development on their quality of life, many share specific preferences for where offshore developments could be located. Citizens׳ remarks are sophisticated, nuanced, and innovative and include robust ideas for pairing turbine siting with fishery conservation. Findings imply that when looking to site offshore turbines in public, multiple-use ocean spaces, developers, planners, and coastal communities should engage early and often in two-way conversation rather than one-way outreach.  相似文献

Most of the dissolved organic materials (DOM) in coastal Maine, Gulf of Maine, and North Atlantic seawaters had molecular weights (MW), determined by ultrafiltration, less than 1000. Only 34% of the DOM had MW greater than 1000, only 6% had MW greater than 30 000, and only 1% was of MW greater than 100 000. The majority of ultrafilter-derived MW data are consistent with patterns shown here; earlier reports of high-MW DOM in seawater were apparently exaggerated due to procedural and ultrafilter artifacts. It is also shown that most ultrafiltration data do not clearly indicate loss of high-MW DOM during estuarine mixing, and that apparent removal could result from decreased retention as ionic strength increases.  相似文献

The coastal zone of the State of Campeche have some of the Gulf of Mexico’s richest ecosystems characterized by extensive seagrasses, mangrove forests, low-land tidal wetlands, a broad deltaic environment, including the Usumacinta/Laguna de Terminos estuarine ecosystem, and extensive low salinities and brackish wetlands in the Petenes region. Commercial and artisanal fishing, maritime transport, agriculture and cattle grazing in low-land areas, urban expansion, building of highways, and tourism, are important economics activities that are increasing in the State of Campeche. However, the growth needs to occur in a sustainable manner with adequate protection of the coastal ecosystems. The theoretical approach and conceptual basis of the integrated coastal management plan are based on 20 years of scientific research in the region; and from 1990 to the present, a number of projects have been completed which serve as case studies of coastal management coupling science, technology, public participation, and policymaking in the southern Gulf of Mexico. After developing seven “study case” integrating science into policymaking, a management approach was developed considering four main actions: promotion of institutional arrangements, so that the multi-sectorial planning approach be considered in coastal resources development; strengthening of public awareness related to coastal resources management policies and capabilities; gathering, analysis and dissemination of information related to coastal resources development; and provision of technical solutions to coastal resources uses in conflict. Finally this is a case study where science played a significant role in the politics of the policy process, both in protecting key estuarine ecosystem and the planning process defining the ICZM plans.  相似文献

Anomalously high precipitation and river discharge during the spring of 2005 caused considerable freshening and depletion of dissolved inorganic carbon (DIC) in surface waters along the coastal Gulf of Maine. Surface pCO2 and total alkalinity (TA) were monitored by repeated underway sampling of a cross-shelf transect in the western Gulf of Maine (GOM) during 2004–05 to examine how riverine fluxes, mixing, and subsequent biological activity exert control on surface DIC in this region. Most of the variability in surface DIC concentration was attributable to mixing of low DIC river water with higher DIC, saline GOM waters, but net biological uptake of DIC was significant especially during the spring and summer seasons. The extent and persistence of the coastal freshwater intrusion exerted considerable influence on net carbon dynamics. Integrated over the 10-m surface layer of our study region (∼5 × 104 km2), net biological DIC uptake was 0.48 × 108 mol C during April–July of 2004 compared to 1.33 × 108 mol C during April–July of 2005. We found the temporal signature and magnitude of DIC cycling to be different in adjacent plume-influenced and non-plume regions. Extreme events such as the freshwater anomaly observed in 2005 will affect mean estimates of coastal carbon fluxes, thus budgets based on short time series of observations may be skewed and should be viewed with caution.  相似文献

Marine sand is not only essential to the construction industry, but also functions as a habitat, nursery, and buffer for shorelines. As resources of sand on land are depleted the demand for marine sand has increased rapidly and is expected to continue. However, marine sand is limited in quantity and sand mining brings environmental externalities such as environmental degradation, habitat destruction and coastal erosion. Recently, the public and government agencies have recognized the value of marine sand. Although, sand mining is already well established and implemented, both the public and government in Korea are pushing for the sustainable development of marine sand.  相似文献

As coastal destinations continue to grow, due to tourism and residential expansion, the demand for public beach access and related amenities will also increase. The issue confronting management agencies responsible for providing and maintaining public beach access and related amenities is the varying needs and preferences of both residents and tourists of coastal destinations. The purpose of this paper is to provide comprehensive information about coastal recreational needs of residents and tourists with regards to public beach access and associated amenities using the stated preference choice method. Overall, the results indicate tourists were more interested in additional public beach access points and commercial development, while residents supported beach rules and regulations but opposed high levels of crowding and noise. Implications of these results for management agencies include the utilization of parking fees to subsidize additional public beach access points, identifying appropriate types and levels of commercial development that moderate the use of coastal resources by tourists and day-trip users, and implementing beach rules and regulations that reduce the potential for conflict between user groups. Providing management agencies with comprehensive information of the preferences of different beach user groups can assist in the development of more effective policies and management programs.  相似文献

The mean seasonal cycle and distribution of various life history stages of C. finmarchicus throughout the Georges Bank (GB)-Gulf of Maine (GOM) region were characterized based on 5966 MARMAP zooplankton samples collected during 106 surveys over a 10-year period (autumn 1977–autumn 1987). A high degree of seasonal and spatial variability in C. finmarchicus abundance throughout the region was evident in contoured portrayals of data, grouped into standard stations and 2-month “seasons”.Eight subareas of the Gulf of Maine-Georges Bank region were identified through cluster analysis of standard stations having similar seasonal patterns in mean abundance of C. finmarchicus stages C3, C4, C5 and adults. These were the northern Gulf of Maine (Northern GOM); southern Gulf of Maine (Southern GOM); Scotian Shelf-coastal Gulf of Maine (Scotian-Coastal GOM); Mass Bay; tidally mixed Georges Bank (Mixed GB); tidal front on the Bank separating mixed from seasonally stratified water (Tidal Front GB); seasonally stratified water on the Bank (Stratified GB) and the Continental Slope adjacent to Georges Bank (SLOPE).A distinct seasonal abundance cycle was present in all subareas, but, the magnitude and timing of annual maxima varied greatly among subareas. Peak abundance was reached early (March–April) in Mixed GB, Tidal Front GB and Mass Bay, and late (July–August) in Northern GOM and Scotian-Coastal GOM. Remaining subareas had maxima in May–June. Abundance increased 10-fold from January–February to March–April and decreased sharply from July–August to September–October in all areas except southern GOM and northern GOM. The amplitude of the annual cycle was weakest in northern GOM and southern GOM, where high concentrations of C. finmarchicus persisted year-round, and strongest in the tidally mixed shallow water on GB, where the sparsest densities of C. finmarchicus occurred most of the year. Abundance curves for the various areas converged in March–April, when C. finmarchicus was ubiquitously very abundant (> 104/10 m2), and diverged from September to December.C. finmarchicus stage distribution in the GB-GOM area was highly negatively correlated with mean water column temperature during the stratified season. This seemed more related to the hydrography of the region, which isolates warmer well mixed Georges Bank from the Gulf of Maine and the stratified areas on the Bank, than to temperature, because Calanus abundances decline on the Bank before water temperatures exceed their preferences.A large part of the spatial and seasonal variation in C. finmarchicus abundance and age structure appears to be tightly coupled to major hydrographic regimes and to major circulation patterns in the region. There was a sharp ecotone between well-mixed Georges Bank and the Gulf of Maine as defined by C. finmarchicus abundance patterns and life history distributions. The ecotone is present year-round but is most apparent during the stratified season (May–October), when thermohaline density gradients and the near-surface current jet along the northern flank are generally strongest. The Gulf of Maine had the highest abundances of C. finmarchicus, and lowest spatial and seasonal variation in the region, while tidally mixed Georges Banks displayed the opposite pattern. This indication of stable population centers in the Gulf of Maine would make it a major source of Calanus in the region, particularly during March–April. Distributional patterns also suggest a strong Calanus influence from Scotian Shelf water in northern Gulf of Maine and on the southern flank of Georges Bank.  相似文献

The Continuous Plankton Recorder (CPR) survey has sampled plankton on 14 routes off the coasts of the northeast United States and Canada between 1959 and 2000. Six of these routes are still operating and are sampled on a monthly basis. Some 2047 CPR tows have been made to the end of 2000 and the resulting database represents the most extensive time series of marine plankton available anywhere in the northwest Atlantic. The location and time span of coverage of each route is presented. In addition selected information is presented on:
1. zooplankton abundance as departures from baselines for the northeast US continental shelf;
2. interannual variation in seasonality of Gulf of Maine phytoplankton;
3. zooplankton relationships to local hydrography of the Gulf of Maine and to the North Atlantic Oscillation;
4. time-space matrices of zooplankton abundance and anomalies southeast of New York City;
5. time series of phyto- and zooplankton on the Scotian Shelf;
6. seasonal cycles of Phytoplankton Colour and of zooplankton on the Scotian Shelf and Georges Bank, and in the Gulf of Maine; and
7. monthly abundance of zooplankton in Narragansett Bay, Rhode Island.

The stalked barnacle, Pollicipes pollicipes, is a shellfish resource which has been traditionally harvested by the coastal communities of the Iberian Peninsula. However, in recent years Pollicipes has attracted increased harvesting pressure due to its high market value. In a national park on the south-western coast of Portugal, legislation was formulated to address the overharvesting of this resource; however, its success has been limited due to lack of consensus among stakeholders. A Systems Approach Framework (SAF) was used to assess the socio-economic and cultural issues surrounding the harvest of Pollicipes. As part of this, interviews and a questionnaire survey were undertaken in the municipality of Vila do Bispo, in order to explore the perspectives of the shell fishers, local residents and restaurateurs. The majority of the stakeholders believed that the resource was overharvested and that their needs should be considered as part of the legislation formulation process. The stakeholders also agreed that the local market should be re-established and that the temporal closure period should be reconsidered. Stakeholder opinions differed with regard to the level of coastal management enforcement required, the licence distribution process and the restrictions implemented by national park authorities. It is concluded that using information such as that gathered from local stakeholders, it should be possible to effectively extend the SAF to simulate scenarios for future management options.  相似文献

The Atlantic Coastal Action Program (ACAP) is a community-based coastal management initiative that has been underway on Canada's east coast for the past 6 years. Coalitions of local stakeholders have been assisted by government in taking a lead role for the planning and management activities in 13 coastal ecosystems throughout Atlantic Canada. The program was initiated and originally facilitated by the federal government (Environment Canada) but has come to be led and owned at the local level. The objective is to have all those affecting and/or affected by local decisions involved in this process. In ACAP, the traditional role of government is shared with the local roundtables that are established in each coastal ecosystem. Instead of government departments being the lead agencies that set policy and priorities, the communities assume this function and the government agencies become partners in responding to their identified needs. ACAP is a practical demonstration of the joint management, or collective governance approach to Integrated Coastal Management and offers lessons to governments and coastal communities looking to establish lasting partnership approaches that have the potential to achieve the sustainable development of coastal ecosystems.  相似文献
