Marine fisheries support the livelihoods of millions of people worldwide. These fisheries and the communities that depend on them are highly vulnerable to climate change and other interacting anthropogenic threats. The cumulative and interacting effects of these stressors could potentially produce declines in fish production, which would significantly impact artisanal fishers. Assessing relative vulnerability of fishing communities to anthropogenic stressors is an important first step to identifying mitigation or adaptation strategies. This study assessed the vulnerability of 12 coastal communities in the Northern Gulf of California to disruptions in fishing activities from anthropogenic stressors, including climate change. The Northern Gulf is a megadiverse area and a major source of fishery resources. Quantitative indicator indices based on secondary and primary data were developed to assess the three aspects of vulnerability: sensitivity, exposure, and adaptive capacity. The key components of vulnerability varied amongst communities. Vulnerability was higher in communities with higher fishing dependence and lower socioeconomic diversification. The approach presented here provides important insights into the type of policy actions that might be needed in different communities for adaptation and mitigation.  相似文献

Marine renewable energy (MRE), though a relative newcomer to the ocean and coastal commons, has become a significant driver of marine spatial planning in the US, posing particular challenges to commercial fisheries and fishing communities. State and federal agencies with primary oversight for MRE development have focused on the identification of places where MRE might proceed unhindered by other uses, most notably coastal fisheries. These agencies and MRE developers have focused on potential space-use conflict and standard mitigation measures for loss of access to that space. However, discussions with fishery participants and other community members, as well as observations of processes on the US West and East Coasts, reveal a complex, multi-faceted social–ecological system not easily parsed out among users, nor amenable to classic mitigation formulas. Recent ethnographic research on potential space-use conflicts and mitigation for MRE demonstrates that marine space use is dynamic and multi-dimensional, with important linkages among fisheries, communities and other interests. Although experiences vary within and across regions and fishing communities, this research illustrates the weak position of fishing communities in marine spatial planning in the context of MRE development. This paper considers the implications of MRE for US East and West Coast fisheries and fishing communities situated within the larger context of neoliberalism and commodification of the ocean commons.  相似文献

Artisanal fishing communities are often in conflict with the interests of the oil extraction industry, industrial fishing fleets and tourism. This paper considers Lobitos, a fishing enclave in northern Peru, where the oldest oil settlement in Latin America was established. The primary focus is community organization and development of the fisheries. Using a mixed methods approach, intensive ethnographic observation and analysis of the social networks of the skippers of small-scale fishing vessels was conducted by in-depth interviews with 30 artisanal fishermen, together with a social network survey involving 43 boat captains in Lobitos. The results showed the mistrust and negative attitudes of fishermen towards oil companies and the industrial fishing fleet. However, they expressed positive expectations regarding tourism development, as well as favorable attitudes towards the diversification of fishing activity through tourist services. The networks of acquaintances, social support and exchange of ecological information allowed us to identify three different groups of fishermen according to preferential fishing zones. The skippers of vessels that prefer to fish in intermediate zones have a prominent role, both in terms of local leadership and through the connection with boats belonging to other bays near Lobitos. This subgroup acts as an intermediary in the networks a whole and has an integrated vision of the coastal ecosystem. Network measures and preferential fishing zones can be used as indicators to assess the degree of availability and preparation for the implementation of new uses in the fisheries sector associated with tourism and heritage.  相似文献

The vulnerabilities of fishing communities to climate and environmental change represent major issues for the governance of fisheries resources which have a direct effect on human security, livelihoods and rights. This paper explores the dynamics of social-ecological systems in the estuary of the Patos Lagoon in southern Brazil. The paper identifies key factors that increase and/or minimize the vulnerabilities of the fishing communities in this lagoon with the objective of understanding: (a) the degree to which fishing communities are able to build adaptive and learning capacities to minimize/reduce vulnerabilities and maintain their livelihoods; and (b) how and under what circumstances external and internal factors may influence and disrupt the social-ecological resilience in this lagoon system. Results show that fishing communities with a higher degree of self-organization are able to create ways to minimize their vulnerability to adverse climatic conditions. However, only a few communities have developed adaptive mechanisms to cope with the influence of climate on resource abundance and availability. Little external institutional support for small-scale fishing communities, erosion of their traditional resource use systems and decreasing fish stocks in recent decades have all led to a gradual increase in the vulnerability of fishing livelihoods in this lagoon. The uncertainties associated with climate are related to increasing vulnerability and influence the degree of resource conservation and exploitation. The lack of public policies to deal with the impact of climate variability on the livelihoods of fishing communities and the presence of weak institutions in resource governance represent major threats to the social security of fishers in this region.  相似文献

This paper assessed the socio-economic implications of climate change and vulnerability of fishing communities known as “Koli” living in Mumbai, India. The vulnerability indicators are derived from sustainable livelihood literature and use of multi-criteria analyses and are validated with expert opinions. A survey of two hundred fishermen from five fishing villages in Mumbai was conducted to collect data. The results demonstrate that vulnerability perpetuates due to physical and financial resource constraints among the fishing community. Fishermen from Madh and Worli villages are observed to be more vulnerable and less adaptive due to their inability to use efficient mechanized boats and advanced fishing implements, such as fish finders and GPS (Global Positioning System). The divergence in the vulnerability scores among fishing villages is attributed to the coping strategies, resource availability, knowledge and the benefit derived from the local government. Fishermen have been observing the negative impacts of climate change on their fishing livelihoods. Adaptation strategies to maximize fish catch are observed in such practices as targeting different species and fishing intensively for several days. However, these practices are leading to an imbalance in the common resource pool and biased resource sharing among different groups of fishermen.  相似文献

The southern Mexican states on the coast of the Gulf of Mexico produce approximately 85% of the total national oil production. The region has also attracted attention due its important economic influence in terms of fisheries, aquaculture and agriculture, and for its ecosystem diversity. The justification for more integrated approaches to aquaculture development is significant, as coastal aquaculture has brought economic and employment benefits to both national economies and coastal people. The aim of this study is the analysis of Mecoacan fishing communities’ perception on coastal resources management and to assess group awareness of the potential benefits and impacts of coastal aquaculture. Although aquaculture practices have been implemented as an alternative to fishing and to improve current levels of fisheries production, the results showed that conditions within Mecoacan fisheries have deteriorated significantly, as collective aggregation is not producing a positive outcome for the local communities. However, fishermen regarded the restructuring of fishing organisations as a means of integrating employment and income generation alternatives such as aquaculture practices. Therefore, a key to success will be to demonstrate the ability of good coastal management to promote capacity building within coastal communities in the context of a participatory intervention strategy through formal and informal organisations.  相似文献

This study investigates the local social and fisheries impact of formal fisheries policies in Bahía de Kino, one of the most important fishing villages in terms of extraction of benthic resources in the Northern Gulf of California, Mexico. The paper focuses on cross-scale institutional interactions, describing how existing formal policies are functioning on the ground, how these policies interact with local arrangements, and how this interaction may affect the incentives of different actors towards sustainable fisheries. Besides providing lessons on how the performance of a local fishery could be improved, this paper addresses the question of whether the formal institutional structure of Mexican fishing regulations is effective in promoting responsible behavior by small-scale fishery stakeholders. It is argued that the design of the most widely used management tool to regulate access to marine resources throughout Mexico -the permit (licensing) system- provides the wrong incentives for sustainable-use. Granting secure rights to resources to those actively involved in the fishery is a necessary step for promoting sustainable fishing practices.  相似文献

Scholars and fishermen alike view the privatization of fishing rights as a fundamental driver of social change in fishing communities. This article presents the results of a mixed-methods ethnographic study in Kodiak, Alaska, exploring how fisheries privatization processes remake fishery systems. Findings from this study suggest that a diverse range of fishery participants share core values about the social dimensions of fishery systems. Support or opposition to past privatization processes tended to be articulated in reference to how these core values (e.g., hard work, opportunity, and fairness) were perceived to have been strengthened or eroded by such processes. Data from this study suggest that while still widespread in the Kodiak fishing community, core social values in fishing may be changing as a result of privatization processes. Although ethnographic and survey data showed a range of perspectives on the effects of privatization on fishing and the Kodiak community, study participants tended to talk about privatization as a significant change that had divisive, negative impacts in the community. Crew members and the next generation of fishermen were identified as disproportionately affected by privatization processes. Ethnographic data detail important shifts in the power, status, and livelihoods of crew members. Nearly all Kodiak fishery participants interviewed expressed concern about the future of fisheries access in the community for the next generation, in large part because of the substantial financial barriers to entry generated by privatization of fisheries access. Many discussed the need for more entry-level opportunities necessary for access in all fisheries.  相似文献

Quantitative collections of tubeworm- and mussel-associated communities were obtained from 3 cold seep sites in the deep Gulf of Mexico: in Atwater Valley at 1890 m depth, in Alaminos Canyon at 2200 m depth, and from the Florida Escarpment at 3300 m depth. A total of 50 taxa of macro- and megafauna were collected including 2 species of siboglinid tubeworms and 3 species of bathymodiolin mussels. In general, the highest degree of similarity was between communities collected from the same site. Most of the dominant families at the well-characterized upper Louisiana slope seep sites of the Gulf of Mexico were present at the deep sites as well; however, there was little overlap at the species level between the upper and lower slope communities. One major difference in community structure between the upper and lower slope seeps was the dominance of the ophiuroid Ophioctenella acies in the deeper communities. The transition between upper and lower slope communities appears to occur between 1300 and 1700 m based on the number of shared species with the Barbados seeps at either end of this depth range. Seep communities of the deep Gulf of Mexico were more similar to the Barbados Accretionary Prism seep communities than they were to either the upper slope Gulf of Mexico or Blake Ridge communities based on numbers of shared species and Bray–Curtis similarity values among sites. The presence of shared species among these sites suggests that there is ongoing or recent exchange among these areas. An analysis of bathymodioline mussel phylogeography that includes new collections from the west coast of Africa is presented. This analysis also suggests recent exchange across the Atlantic equatorial belt from the Gulf of Mexico to the seeps of the West Nigerian margin.  相似文献

This paper details Australian research that developed tools to assist fisheries managers and government agencies in engaging with the social dimension of industry and community welfare in fisheries management. These tools are in the form of objectives and indicators. These highlight the social dimensions and the effects of management plans and policy implementation on fishing industries and associated communities, while also taking into account the primacy of ecological imperatives. The deployment of these objectives and indicators initially provides a benchmark and, over the life of a management plan, can subsequently be used to identify trends in effects on a variety of social and economic elements that may be objectives in the management of a fishery. It is acknowledged that the degree to which factors can be monitored will be dependent upon resources of management agencies, however these frameworks provide a method for effectively monitoring and measuring change in the social dimension of fisheries management.Essentially, the work discussed in this paper provides fisheries management with the means to both track and begin to understand the effects of government policy and management plans on the social dimension of the fishing industry and its associated communities. Such tools allow the consideration of these elements, within an evidence base, into policy arrangements, and consequently provide an invaluable contribution to the ability to address resilience and sustainability of fishing industries and associated communities.  相似文献

This paper explores the potential adaptation of harvest tags to the Gulf of Mexico recreational reef fish fishery. The discussion addresses conceptual, theoretical, and practical issues surrounding the application of harvest tags, as well as challenges and opportunities related to the design of tag programs. A review of hunting and fishing tag programs around the world and analysis of Gulf recreational fisheries suggests that tags have the potential to improve control over total catches, increase economic benefits and provide better information for fishery management. Results also provide insight into potential use of fish tags in large-scale recreational fisheries nationwide.  相似文献

This is the first regional study of artisanal fisheries in Pacific Island countries and territories that demonstrated that the future of the region's artisanal fishery sector and the livelihood of coastal communities will be highly dependent on alternative subsistence and income sources, which are necessary to reduce fishing pressure to a sustainable level to maintain ecosystem services and food security. The overall objective of this study was to identify socio-economic indicators and drivers to improve the understanding of the dynamics between socio-economic conditions and current exploitation levels of finfish and invertebrates of coastal communities in 17 Pacific Island countries and territories. We showed that exploitation rates and thus possible overexploitation are not solely the consequence of a simple demographic growth process but are in fact a result of the choices people have. Our results confirmed a close relationship between resource exploitation rates and economic development at the national level and the availability of alternative income opportunities at the community level. Multivariate analysis results suggest that communities in countries with somewhat unfavourable conditions and limited access to alternatives and fishing households in communities with overall favourable economic conditions are at highest vulnerability as they have the highest dependence on coastal fisheries resources. Alternative economic opportunities at the national scale and availability of alternative income at the community level vary significantly between cultural groups. Based on our results, the development of management strategies with realistic expectations of ensuring livelihood of coastal communities and sustainable resource use in Pacific Island countries and territories requires a hierarchical and integral approach. Major drivers identified at the regional, cultural and local levels should be used to identify priorities, to assess overall advantages and limitations at the different levels as well as the vulnerability of communities targeted, and to develop strategies accordingly.  相似文献

In 2012, the North Pacific Fishery Management Council initiated the process of designing a new management structure for the Gulf of Alaska trawl groundfish fleet. The new program is currently structured as a catch share program and driven by the need to end the ‘race for fish’ and provide the trawl fleet with the tools to reduce bycatch. To date much of the discussion among policy makers and stakeholders has centered on community protection measures and how best to avoid the negative social and economic impacts of catch share programs including impacts to crew, consolidation and the flight of quota and resource wealth from Gulf of Alaska fishery dependent communities. This paper examines how community protection measures related to the distribution of benefits and access to fishery resources are considered and challenged in the North Pacific today. Special attention is given to the ongoing debate surrounding the potential inclusion of an initial allocation to place-based Gulf of Alaska communities via a Community Fishing Association. As part of this effort, this paper examines the political space and underlying power dynamics in which consideration of alternatives to the commodification of fishing rights occurs.  相似文献

This study investigates changes in the total factor productivity (TFP) and identifies the main sources of TFP growth following the adoption of an individual fishing quota (IFQ) program in the Gulf of Mexico red snapper commercial fishery. Utilizing an unbalanced panel of 722 vertical line vessels Malmquist indices were derived from an output-oriented stochastic distance frontier. The analysis shows that the IFQ program had a positive impact on the productivity of the fleet and that most of the productivity gains were due to improvements in technical efficiency. The study also finds that changes in technical efficiency were time variant suggesting that the exit of the less efficient vessels and easing of command and control regulations such as trip limits and short fishing seasons were responsible for most of these gains. Changes in the exploitable biomass of red snapper were found to have a moderate impact on productivity growth whereas the impact of technological progress was minimal.  相似文献

Inshore fishing, by boats under 10 m, has a long tradition on the coasts of England but its role in the contemporary communities is not well understood, and increasingly policy makers have become focused on trying to find ways to improve its environmental, social and ecological sustainability. This paper reports on a research project that sought, through case studies on the English coast, to explore the socio-cultural role that inshore fishing plays and how policies could be developed to enhance its contributions. Inshore fishing was found to be highly valued not only for its importance in supporting livelihoods, but also in the creation of place identities tied to fishing as an occupation and the ecological opportunities for fishing that are available at the different localities. Findings are discussed in the context of harnessing these attributes for fostering sustainable fishing communities, underpinned by strengthening the ties between the catch and the locality.  相似文献

The worldwide increase in commercial fisheries and its impact on ecosystems as well as inefficient fishery management have led to overfishing and frequent breakdown of traditional fish stocks.In this context,an analysis of Khuzestan inshore fisheries data covering the years 2002–2011,was conducted in reliance on testing for occurrence of the fishing down marine food webs(FDMFW) phenomenon in the North of Persian Gulf Large Marine Ecosystem(LME).In this study,the mean trophic level(m TL) and the fishing-in-balance(FIB)-index of Khuzestan landings during this period of time were estimated using the trophic level of 47 fishery resources.Increase in total landings(Y) was observed,which explained the high fishing yield in major fishery resources(especially demersal).Moreover,the moderates decreasing trend in m TL per decade,and the increasing trend in FIB-index were observed.The status of fishery resources in Khuzestan inshore waters(under exploited but not overexploited),the rise in Y,FIB and slightly drop in m TL can be considered as indirect indicators of the fishing impacts on the trophic structure of marine communities.Based on this result,probability occurrence of FDMFW process in Khuzestan inshore waters is low to some extent.However,we suggest that the goal of management programs in Khuzestan inshore waters should prevent the continuance of this trend in the long-term using an ecosystem-based approach.  相似文献

Fisheries learning exchanges (FLEs) bring together fisher communities to exchange knowledge and experiences, with the goal of building social capital and disseminating management techniques. In 2015 two groups of octopus fishers from Bahia de los Angeles, Mexico and Sarodrano, Madagascar travelled to Andavadoaka, southwest Madagascar to learn about the temporary fishing closures for octopus used in the region. Octopus fisheries in Madagascar and Mexico differ in several respects, particularly harvesting techniques. The FLE was qualitatively evaluated through participant observation and semi-structured key informant (KI) interviews. Thirty before-and-after interviews were carried out with 16 KIs including visitors, hosts and organisers. Informants suggested that holding the FLE at the same time as the closure openings allowed for learning benefits but carried an important opportunity cost for organisers and host participants, and that shortcomings of planning and translation capacity limited learning opportunities. Several KIs were concerned about the applicability of the Malagasy management model to the Mexican context concerned, and the FLE may have had unforeseen consequences since Malagasy fishers were excited to learn a new fishing method (trapping) from the visitors: if effective, trapping could negatively impact Malagasy octopus stocks. The exchange of knowledge in the FLE was primarily one-way, from host to visitor, and most organisers did not view themselves as participants. Recommendations to improve the effectiveness of future FLEs include: (i) improving facilitation and translation capacity to promote dialogue, (ii) focusing on key messages, (iii) selecting appropriate participants and (iv) recruiting a specialist to organise and lead exchanges.  相似文献

The analogy between desert oasis and deep-sea chemosynthetic community arose from the biomass contrast between vents and the relatively depauperate background benthic fauna. Fully developed, the analogy helps pose questions about interactions with the background fauna with respect to resources, colonization, and persistence. The chemosynthetic sites of the Gulf of Mexico provide an opportunity to consider possible interactions between vent and nonvent fauna over a 3000-m depth range. It is postulated that deep chemosynthetic communities require the operation of geochemical transporting and concentrating processes to overcome low levels of in situ methane and sulfide production. Clathrate reservoirs may serve these functions. A few chemosynthetic species at the Gulf of Mexico upper slope sites are related to shallow-water sulfide species, but it can be speculated that the dominant chemosynthetic fauna may have originated in a wide spread deep sulfide biome of the Cretaceous. Generic endemism of consumers is low in Gulf of Mexico sites, suggesting a high level of colonization from the surrounding benthos. Chemosynthetic communities may avoid excessive colonization by predators in spite of the apparent food limitation of the surrounding benthos due to toxicity or an evolutionary mechanism selecting against specialized predators. The abundance of large predators is related to the composition of the surrounding benthos and is high at the Gulf of Mexico upper slope sites. Exclusion of chemosyntheic communities from shallower depths may be due to excessive predation by generalists.  相似文献
