This study examines the economic impacts of closing the Northwestern Hawaiian Islands bottomfish fishery, as part of a larger effort to create an effective marine protected area. An overview of the market for NWHI bottomfish in Hawaii is given using input–output data and a fishery closure analysis is conducted using public data on commercial fishing and primary information collected through interviews with wholesalers, restaurants, and retailers. Assuming the worst-case scenario, the wholesale price per pound of Onaga and Opakapaka is estimated to increase by $0.80 and $0.42, respectively. But this is unlikely, as the own-price elasticity of demand for Hawaii-caught bottomfish is found to be highly elastic and there is widespread substitution with imports. The overall economic loss is thus quite small, while the environmental gains of creating the largest marine protected area in the world could be substantial.  相似文献

Recreational fishing mortality can have a major impact on coastal fish populations, bringing recreational fishers into conflict with commercial fisheries. This article reviews exclusion zones for commercial fishing, or ‘recreational fishing areas’ as a solution to the conflict between commercial and recreational fisheries. Recently designated recreational fishing areas in the state of Queensland, Australia are examined as a case-study. The goal of recreational fishing areas is to enhance recreational fishing and provide economic opportunities through charter fishing. However, recently designated recreational fishing areas in Queensland have not been thoroughly assessed for their social, economic and environmental impacts and they are not integrated within existing management frameworks for fisheries. The designation of recreational fishing areas is thus a shift away from evidence-based management in Queensland's fisheries and has likely occurred solely for political reasons – there are more voters in the recreational fishery than commercial fishery. In Queensland, excluding commercial fishing on its own is unlikely to result in long-term benefits to recreational fisheries because recreational harvest is a major component of fish harvest for some key species and there is no legislated limit to recreational harvest. Current political attention on recreational fishing areas provides an opportunity for fisheries managers, politicians, conservation groups and the public to discuss what is needed to manage sustainable coastal fisheries. In particular, recreational fishing areas need to be combined with efforts to enhance stewardship among recreational fishers if they are to be successful in the long-term.  相似文献

The most important Namibian linefish species, the silver kob Argyrosomus inodorus, is currently heavily exploited, and in order to ensure its survival catch restrictions are being introduced. However, kob are exploit ed oth by recreational anglers and by commercial vessels, and it is important to examine the economics of these fisheries in order to determine where catch restrictions will do the least harm to the economy. Data from a survey of commercial fishing vessels are compared with results from earlier surveys of recreational anglers to determine economic values and impacts from both fisheries. The economic benefits are shown to be greatest in recreational angling, less in commercial fishing by large vessels and least in commercial skiboat fishing. This sudy also shows that catch restrictions would do less harm to the economy if applied to the commercial linefishing sector rather than to recreational angling.  相似文献

Fishing is an important recreational activity for many Australians, with one in every four people participating every year. There are however many different pressures exerted on Australian fish stocks, including climate-related changes that drive changes in local fish abundances. It is inevitable that recreational fishers will need to adapt to these changes. When resource abundance alters substantially, user adaptation to the new situation is required and policies and incentives may need to be developed to encourage behaviour change. It is important to correctly anticipate fisher's response to these policies and incentives as much as possible. Improved understanding of recreational fisher's likely adaptation decisions and the nature and timing of these decisions can help avoid unintended consequences of management decisions. Based on a survey of recreational fishers in the south-east Australian climate hotspot, we identify 4 relevant dimensions to recreational fisher's behavioural adaptation. There are differences in adaptation timing (early, late, and non-adaptors). Non-adaptors are characterised by greater cultural attachment to fishing and stronger perceptions of the factors that influence abundance change. The fisher's preferred adaptation responses and the timing of the behavioural response differs between decreasing versus increasing fish abundance. Insight into perspectives and expectations on how recreational fishers might adapt to changes is useful to develop a set of behavioural incentives that appeal to different groups but remain efficient and effective in their implementation. Such knowledge can create new pathways to achieve meaningful and targeted adaptation responses for different types of recreational fishers.  相似文献

This article presents a framework for fisheries sector analysis based on the literatures on global value chains (GVCs) and global production networks (GPNs). A value chain approach offers an alternative to focusing primarily on policy as an explanatory variable, by bringing into focus relations among buyers, sellers and other stakeholders as well as their institutional context. After outlining the utility of this approach, the article identifies three questions at the forefront of contemporary debates on the dynamics of GVCs and GPNs. Namely: (1) How institutional context affects distributional and regulatory outcomes; (2) The conditions under which particular institutions that limit or regulate market forces are either productive or perverse; and (3) Why and how particular markets are constituted in the ways that they are. The article then showcases some of the central findings from the case studies brought together in this thematic issue, demonstrating how they contribute to current analytic debates surrounding value chains and core substantive problems facing both fisheries and those engaged in the fishing industry.  相似文献

The fight against illegal, unreported and unregulated (IUU) fishing activities has recently become a high priority in the international fisheries management agenda. While a number of academic contributions have sought to improve the understanding of the problem, most remain limited in scope. To help policy makers obtain a more comprehensive picture of the situation, the OECD Committee for Fisheries recently completed a study addressing the full economic dimensions of IUU fishing in an integrated manner. This paper presents the analytical framework developed by the OECD as well as some of the key results of the study regarding the causes of and the potential solutions to this widespread problem.  相似文献

鉴于深海温跃层以下往往声速值缺乏,声速剖面不完整的原因,提出一种声速剖面的预报方法:在传统经验正交函数预报法基础上,首先改进协方差矩阵的求解方法,将原始数据的空间信息和时间信息有效地融合到协方差矩阵中,通过由大量实测数据统计得出的时间函数的经验公式,得到合成剖面,将二者结合,把不完整剖面垂直向下延拓到海底,较为有效地解决了传统方法求解协方差矩阵和时间函数较粗糙的问题,给出了完整的海洋声速剖面的准确预报.实测数据检验结果表明,改进方法的预报精度比传统方法有了很大提高.  相似文献

A theoretical analysis of the scattering of high-frequency (HF) electromagnetic waves from rough surfaces is proposed. The analysis, when applied to a model for the ocean surface, leads to new predictions of its second-order backscattered radar cross section in addition to those provided by existing theories. Over the last 30 years, a range of different livelihoods have been provided and implemented in fishing and coastal communities in the Philippine with mixed success and sustainability by the fisher and household. This paper reports on an analysis of livelihood projects for fishing communities and households implemented in the Philippines and the identification of lessons learned and factors which can lead to an improved success and sustainability rate for livelihood projects and programs. The analysis identified primary factors that are critical to improving the success and sustainability rate of livelihood interventions.  相似文献

It is shown that low dispute costs relative to expected resource rents from oceanic resources favor drawn out disputes over maritime boundaries; asymmetric dispute costs favor agreement on boundaries wanted by the low dispute cost state party; and high symmetric dispute costs favor formation of joint development zones (JDZs). The fact that most maritime boundaries have not yet been drawn suggests that state parties think that resource rents that can be drawn from the oceans are high relative to dispute costs. Moreover, the recent mini-trend towards JDZs in East Asia suggests that state parties in the area have recently reassessed dispute costs as being higher than previously believed.  相似文献

Following the introduction of sea-going factory vessels by Norwegian whalers in the 1926 season, the international whaling industry underwent a large expansion which ultimately resulted in depletion of many valuable stocks of whales. Attempts at conservation under the auspices of the International Whaling Commission met with limited but growing success, until a new management policy was adopted in 1975. By 1980 the killing of most species of baleen whales had been prohibited. The authors review the economic history of pelagic whaling during this period, and present a corresponding economic analysis. An analysis of mechanisms for submesoscale vertical motion at ocean fronts   总被引:8,自引:1,他引:8  
We analyze model simulations of a wind-forced upper ocean front to understand the generation of near-surface submesoscale, O(1 km), structures with intense vertical motion. The largest vertical velocities are in the downward direction; their maxima are situated at approximately 25 m depth and magnitudes exceed 1 mm/s or 100 m/day. They are correlated with high rates of lateral strain, large relative vorticity and the loss of geostrophic balance. We examine several mechanisms for the formation of submesoscale structure and vertical velocity in the upper ocean. These include: (i) frontogenesis, (ii) frictional effects at fronts, (iii) mixed layer instabilities, (iv) ageostrophic anticyclonic instability, and (v) nonlinear Ekman effects. We assess the role of these mechanisms in generating vertical motion within the nonlinear, three-dimensionally evolving flow field of the nonhydrostatic model. We find that the strong submesoscale down-welling in the model is explained by nonlinear Ekman pumping and is also consistent with the potential vorticity arguments that analogize down-front winds to buoyancy-forcing. Conditions also support the formation of ageostrophic anticyclonic instabilities, but the contribution of these is difficult to assess because the decomposition of the flow into balanced and unbalanced components via semigeostrophic analysis breaks down at O(1) Rossby numbers. Mixed layer instabilities do not dominate the structure, but shear and frontogenesis contribute to the relative vorticity and strain fields that generate ageostrophy.  相似文献

Sustained ocean observations are crucial to understand both natural processes occurring in the ocean and human influence on the marine ecosystems. The information they provide increases our understanding and is therefore beneficial to the society as a whole because it contributes to a more efficient use and protection of the marine environment, upon which human livelihood depends. In addition the oceans, which occupy 73% of the planet surface and host 93% of the biosphere, play a massive role in controlling the climate. Eulerian or fixed-point observatories are an essential component of the global ocean observing system as they provide several unique features that cannot be found in other systems and are therefore complementary to them. In addition they provide a unique opportunity for multidisciplinary and interdisciplinary work, combining physical, chemical and biological observations on several time scales. The fixed-point open ocean observatory network (FixO3) integrates the 23 European open ocean fixed-point observatories in the Atlantic Ocean and in the Mediterranean Sea. The programme also seeks to improve access to key installations and the knowledge they provide for the wider community, from scientists, to businesses, to civil society. This paper summarises the rationale behind open ocean observatories monitoring the essential ocean variables. It also provides an estimate of the costs to operate a typical fixed-point observatory such as those included in the FixO3 network. Finally an assessment of the type of data and services provided by ocean observations and their value to society is also given.  相似文献

采用波浪模拟的方法,较准确计算得出福建沿海海域波浪能资源分布状况,并给出相应的分析和综合评价.主要结论如下:(1)福建沿海海域波浪能平均密度为2.6~7.3 kW/m,波浪能资源储量为2 210.45 MW,在我国沿海海域仅次于台湾和广东,是波浪能开发利用可以优先考虑的海区之一.(2)福建沿海海域波浪能资源储量的70%分布于平潭岛以北海域,其值达1 512.49 MW.其中,尤以北礵地区值最大,为378.80 MW.(3)以年平均波高为指标,福建沿海海域中东山区段为三类区,其他区段均为一类区和二类区,具有良好的开发前景.(4)福建沿海海域波浪能具有波功率密度低、资源分布广泛且不均匀、波功率密度随季节变化、能量具有多向性等分布特点.(5)基于福建波浪能的开发与利用现状,建议应优先着眼于解决边远海岛等特殊场所的用电问题.  相似文献
