The ‘climate justice’ lens is increasingly being used in framing discussions and debates on global climate finance. A variant of such justice – distributive justice – emphasises recipient countries’ vulnerability to be an important consideration in funding allocation. The extent to which this principle is pursued in practice has been of widespread and ongoing concerns. Empirical evidence in this regard however remains inadequate and methodologically weak. This research examined the effect of recipients’ climate vulnerability on the allocation of climate funds by controlling for other commonly-identified determinants. A dynamic panel regression method based on Generalised Method of Moments (GMM) was used on a longitudinal dataset, containing approved funds for more than 100,000 projects covering three areas of climate action (mitigation, adaptation, and overlap) in 133 countries over two decades (2000–2018). Findings indicated a non-significant effect of recipients’ vulnerability on mitigation funding, but significant positive effects on adaptation and overlap fundings. ‘Most vulnerable’ countries were likely to receive higher amounts of these two types of funding than the ‘least vulnerable’ countries. All these provided evidence of distributive justice. However, the relationship between vulnerability and funding was parabolic, suggesting ‘moderately vulnerable’ countries likely to receive more funding than the ‘most vulnerable’ countries. Whilst, for mitigation funding, this observation was not a reason for concern, for adaptation and overlap fundings this was not in complete harmony with distributive justice. Paradoxically, countries with better investment readiness were likely to receive more adaptation and overlap funds. In discordance with distributive justice, countries within the Sub-Saharan Africa and South Asia regions, despite their higher climatic vulnerabilities, were likely to receive significantly less adaptation and overlap fundings. Effects of vulnerability were persistent, and past funding had significant effects on current funding. These, coupled with the impact of readiness, suggested a probable Low Funding Trap for the world’s most vulnerable countries. The overarching conclusion is that, although positive changes have occurred since the 2015 Paris Agreement, considerable challenges to distributive justice remain. Significant data and methodological challenges encountered in the research and their implications are also discussed.  相似文献

In recent years, climate policy under the United Nations system has been characterized by bottom-up, national approaches to climate mitigation. This raises concerns about the overall effectiveness of these mitigation policies, for example due to carbon leakage. In response to these concerns, authors have repeatedly suggested that policy makers consider a consumption-based climate policy approach. We analyze the potential merits of a switch to a consumption-based policy approach using the criteria of justice and economic efficiency. We argue that emissions must be understood as being contributed by both, consumers and producers, but that this fact does not by itself settle the question whether consumption or production ought to serve as the climate policy base. Rather, the perspective of justice necessitates an analysis of the distributive consequences of switching from a production- to a consumption-based policy.We find that both (global) cost-effectiveness and justice can be improved if the unilateral climate policies of industrialized countries are based on emissions from consumption. There are preconditions, however, the switch in the policy base must be accompanied by clean technology transfer, and if implemented by border carbon adjustments, import tax revenues need to be channeled to developing and emerging economies. We further show that in such a setting, export rebates are of minor importance for efficiency and justice.  相似文献

The literature on equity and justice in climate change mitigation has largely focused on North–South relations and equity between states. However, some initiatives (e.g. the Clean Development Mechanism (CDM), the Reducing Emissions from Deforestation and Forest Degradation programme (REDD), and voluntary carbon markets (VCMs)) are already establishing multi-level governance structures that involve communities from developing countries in global mitigation efforts. This poses new equity and justice dilemmas: how the burdens and benefits of mitigation are shared across various levels and how host communities are positioned in multi-level governance structures. A review of the existing literature is used to distill a framework for distinguishing between four axes of climate justice from the perspective of communities. Empirical evidence from African and Asian carbon market projects is used to assess the distributive and procedural justice implications for host communities. The evidence suggests that host communities often benefit little from carbon market projects and find it difficult to protect their interests. Capacity building, attention to local power relations, supervision of business practices, promotion of projects with primarily development aims and an active involvement of non-state actors as bridges between local communities and the national/international levels could potentially contribute towards addressing some of the key justice concerns.Policy relevance International negotiations on the institutional frameworks that are envisaged to govern carbon markets are proceeding at a rather slow pace. As a consequence, host countries and private-sector actors are making their own arrangements to safeguard the interests of local communities. While several standards have emerged to guide carbon market activity on the ground, distributive as well as procedural justice concerns nevertheless remain salient. Four empirical case studies across Asia and Africa show that within the multi-scale and multi-actor carbon market governance, local-level actors often lack sufficient agency to advance their claims and protect their interests. This evidence suggests that ameliorating policy reforms are needed to enhance the positioning of local communities. Doing so is important to ensure future acceptability of carbon market activity in potential host communities as well as for ensuring their broader legitimacy.  相似文献

Fossil energy subsidies create a series of distortions that often have negative environmental and social consequences. Yet, since subsidies confer salient and tangible benefits in the form of cheaper prices, citizens are very resistant to reforms. This research investigates how to best communicate the removal of fossil subsidies using a highly powered, pre-registered study with 5,498 participants across 11 countries in Latin America. We assessed baseline knowledge and views about subsidies and randomly assigned participants to one of eight experimental conditions varying in both the aspects emphasized (e.g., environment, distributive justice, prospective fiscal benefits) and the form of providing the message (i.e., complete or summarized information). Our results show that citizens (a) display a generalized lack of knowledge about the existence of energy subsidies, (b) are very unwilling to remove these subsidies once they know of their existence, and (c) would like subsidies to actually increase rather than decrease. Despite these results, our experiment revealed that communication strategies can be tailored to increase the acceptance of energy reforms. Specifically, emphasizing the negative consequences of subsidies (e.g., overconsumption of natural resources and unfair allocation of resources to the wealthy) is more effective than highlighting the potential benefits to be obtained via their removal (e.g., higher investment in healthcare, education, public safety, or welfare programs). Further, providing complete information is more effective than offering summarized pieces of information. These findings provide guidance on how to effectively communicate energy reforms.  相似文献

Distributive justice in climate change has been of interest both to the ethics and to the climate policy communities, but the two have remained relatively isolated. By combining an applied ethics approach with a focus on the details of a wide range of proposed international climate policies, this article proposes two arguments. First, three categories of proposals are identified, each characterized by its assumptions about the nature of the ‘problem’ of climate change, the burdens that this problem imposes, and its application of distribution rules. Each category presents potential implications for distributive justice. The second, related, argument is that assumptions about technology, sovereignty, substitution and public perceptions of ethics shape the distributive justice outcomes of proposed policies even though these areas have largely been overlooked in discussions of the subject in either literature. The final lesson of this study is that the definition, measurement and distribution of burdens are all critical variables for distributive justice in climate policy.  相似文献

Economic instruments such as Payments for Ecosystem Services (PES) schemes are increasingly promoted to protect ecosystems (and their associated ecosystem services) that are threatened by processes of local and global change. Biophysical stressors external to a PES site, such as forest fires, pollution, sea level rise, and ocean acidification, may undermine ecosystem stability and sustained ecosystem service provision, yet their threats and impacts are difficult to account for within PES scheme design. We present a typology of external biophysical stressors, characterizing them in terms of stressor origin, spatial domain and temporal scale. We further analyse how external stressors can potentially impinge on key PES parameters, as they (1) threaten ecosystem service provision, additionality and permanence, (2) add challenges to the identification of PES providers and beneficiaries, and (3) add complexity and costs to PES mechanism design. Effective PES implementation under external stressors requires greater emphasis on the evaluation and mitigation of external stressors, and further instruments that can accommodate associated risks and uncertainties. A greater understanding of external stressors will increase our capacity to design multi-scale instruments to conserve important ecosystems in times of environmental change.  相似文献

Issues of equity and justice are high on international agendas dealing with the impacts of global climate change. But what are the implications of climate change for equity and justice amongst vulnerable groups at local and sub-national levels? We ask this question for three reasons: (a) there is a considerable literature suggesting that the poorest and most vulnerable groups will disproportionately experience the negative effects of 21st century climate change; (b) such changes are likely to impact significantly on developing world countries, where natural-resource dependency is high; and (c) international conventions increasingly recognise the need to centrally engage resource stakeholders in agendas in order to achieve their desired aims, as part of more holistic approaches to sustainable development. These issues however have implications for distributive and procedural justice, particularly when considered within the efforts of the UNFCCC.The issues are examined through an evaluation of key criteria relating to climate change scenarios and vulnerability in the developing world, and second through two southern African case studies that explore the ways in which livelihoods are differentially impacted by (i) inequitable natural-resource use policies, (ii) community-based natural-resource management programmes. Finally, we consider the placement of climate change amongst the package of factors affecting equity in natural-resource use, and whether this placement creates a case for considering climate change as ‘special’ amongst livelihood disturbing factors in the developing world.  相似文献

Global environmental change leads to degradation of tropical forests in many countries. In response to this pressure, programs for payments for ecosystem services (PES) are developing and organizations are emerging which manage forests in order to supply ecosystem services, rather than only harvest timber. Typically such services are carbon sequestration, biodiversity conservation, pollination, and watershed protection. Public or private actors interested to invest in or donate money for the provisioning of such services are faced with the problem of choosing the appropriate organization supplying ecosystem services. The goal of this paper was to develop an assessment framework based on the balanced scorecard concept including drivers, impact, performance and context variables. Results of a survey of international market actors were used to determine assessment criteria and their weights. Putting the focus of this paper on drivers and impacts, we assessed Latin American organizations that “sell” ecosystem services from tropical forests in terms of their general management, marketing, forest management, client and stakeholder satisfaction, and forest ecosystem status. We found that supplying organizations vary widely with respect to their achievements in these areas. However, the variance of assessment results is influenced even more by the variance in weights the international market actors allocate to the assessment criteria. The insights of this study can contribute to the continuous improvement of management processes in supplying organizations and can support investors and donors in their decision-making with respect to organization supplying ecosystem services.  相似文献

Despite a growing number of national-scale ecosystem service (ES) assessments, few studies consider the impacts of ES use and consumption beyond national or regional boundaries. Interregional ES flows – ecosystem services “imported” from and “exported” to other countries – are rarely analyzed and their importance for global sustainability is little known. Here, we provide a first multi-ES quantification of a nation's use of ES from abroad. We focus on ES flows that benefit the population in Germany but are supplied outside German territory. We employ a conceptual framework recently developed to systematically quantify interregional ES flows. We address four types of interregional ES flows with: (i) biophysical flows of traded goods: cocoa import for consumption; (ii) flows mediated by migratory species: migration of birds providing pest control; (iii) passive biophysical flows: flood control along transboundary watersheds; and (iv) information flows: China's giant panda loan to the Berlin Zoo. We determined that: (i) Ivory Coast and Ghana alone supply around 53% of Germany's cocoa while major negative consequences for biodiversity occurred in Cameroon and Ecuador; (ii) Africa´s humid and sub-humid climate zones are important habitats for the majority of migratory bird species that provide natural pest control services in agricultural areas in Germany; (iii) Upstream watersheds outside the country add an additional 64% flood regulation services nationally, while Germany exports 40% of flood regulation services in neighboring, downstream countries; (iv) Information flows transported by the pandas were mainly related to political aspects and - contrary to our expectations - considerably less on biological and natural aspects. Gender specificity with respect to land-use options and responsiveness to agents that offer related investment opportunities is poorly understood. We combined agent-based modeling and experimental role playing games to compare land-use preferences and decisions between men and women in a landscape dominated by rubber agroforests in Sumatra, Indonesia. Ecosystem service delivery can be influenced by gender specific land-use preferences, especially in areas under conservation agreements. The research methods were designed to examine gender aspects of three ‘bounds’ of human nature (bounded rationality, bounded willpower and bounded self-interests) in relation to land-use decisions. Rice fields (mostly owned and inherited by females) provide part of local staple food needs in the study area, whereas rubber agroforests provide income in addition to resources for local use and rubber and oil palm monocultures are fully market oriented. In both the model and game exercises, men preferred the status quo rice production in combination with agroforest land uses, but women preferred the conversion of agroforest to more financially profitable monoculture systems, with increased carbon emissions as side effect. Although both genders exhibited similar preferences for ecosystem service provision, regulatory ecosystem services (i.e., climate and water regulation) were reduced by women’s landuse choices. Thus, ecosystem service tradeoffs are potentially greater in women-dominated landscapes under these circumstances. Furthermore, gender-specific limitations and socio-cultural contexts (i.e., matrilineal societies) may influence the flow of ecosystem services as well as landscape patterns.  相似文献

Many ecosystem services are in decline. Local ecological knowledge and associated practice are essential to sustain and enhance ecosystem services on the ground. Here, we focus on social or collective memory in relation to management practice that sustains ecosystem services, and investigate where and how ecological practices, knowledge and experience are retained and transmitted. We analyze such socialecological memory of allotment gardens in the Stockholm urban area, Sweden. Allotment gardens support ecosystem services such as pollination, seed dispersal and pest regulation in the broader urban landscape. Surveys and interviews were preformed over a four-year period with several hundreds of gardeners. We found that the allotment gardens function as communities-of-practice, where participation and reification interact and social–ecological memory is a shared source of resilience of the community by being both emergent and persistent. Ecological practices and knowledge in allotment gardens are retained and transmitted by imitation of practices, oral communication and collective rituals and habits, as well as by the physical gardens, artifacts, metaphors and rules-in-use (institutions). Finally, a wider social context provides external support through various forms of media, markets, social networks, collaborative organizations, and legal structures. We exemplify the role of urban gardens in generating ecosystem services in times of crisis and change and conclude that stewards of urban green areas and the social memory that they carry may help counteract further decline of critical ecosystem services.  相似文献

This paper presents the first analysis of the diversity of regulating ecosystem services (ESS)—key variables for global environmental sustainability and change in an urban era—across a globally important part of the urban world, urban Europe. We map the first pan-European pattern of regulating ecosystem services in urban core areas and their associated hinterlands and discuss data against the background of each city's land-use development history and planning culture. Upon selecting more than 300 cities, we used the Urban Atlas database and a straightforward calculation method to map three regulating ecosystem services. The main results of this study show (a) a heterogeneous distribution of regulating ecosystem services across European cities, (b) considerable provisioning differences between core cities and the hinterland, (c) a grouping of European regions according to their potential for urban ecosystem service provisioning and (d) an ecosystem services supply ranking for European cities. Considerable differences in urban ecosystem services were found among northern countries, such as Sweden and Finland, which are rich in supplying ecosystem services compared to the UK and Belgium, which, similar to Spanish and Greek cities, are characteristically low in ecosystem services provision. Our results provide the first overall picture of regulating services in urban EU-Europe and serve to inform decisions on the key aspects of future European policy and strategies involving urban nature, green spaces and health.  相似文献

Cultural ecosystem services represent nonmaterial benefits people derive from the environment; these benefits include outdoor recreation opportunities. Changes in climatic conditions are likely to shift the spatial and temporal demand for recreational ecosystem services. To date, little is known about the magnitude and spatial variability in these shifts across large geographic extents. We use 14 years of geotagged social media data to explore how the climatological mean of maximum temperature affects the demand for recreational ecosystem services by season across public lands in the continental United States. We also investigate how the demand for recreational ecosystem services on public lands may change by 2050 under two climate change scenarios, RCP 4.5 and RCP 8.5. Across all public lands in the continental U.S., demand for recreational ecosystem services is expected to decrease 18% by 2050 under RCP 4.5 in the summer, but increase 12% in the winter and 5% in the spring, with no significant changes in the fall. There is substantial variation in the magnitude of projected changes by region. In the spring and fall, some regions are likely to see an increase in the demand for recreational ecosystem services (e.g., Arkansas-Rio Grande-Texas-Gulf), while others will see declines (e.g., South Atlantic Gulf, California Great Basin). Our findings suggest the total demand for recreational ecosystem services across the continental U.S. is expected to decline under warming temperatures. However, there is a large amount of variation in where, when, and by how much, demand will change. The peak season for visiting public lands is likely to lengthen in the continental U.S. as the climate continues to warm, with demand declining in the summer and growing in the off-season.  相似文献

This article develops a framework of procedural and distributive justice specifically tailored to the international-level funding of adaptation based on the assumptions that the ethical contents of such funding should consist of a fair process which involves all relevant parties, that adaptation funds should be raised according to the responsibility for climate impacts, and that the funds raised should be allocated by putting the most vulnerable first. In particular, after underlining the usefulness and possibilities of an ethical approach to climate adaptation finance, the article, in defining the framework of justice, first explores and justifies principles of procedural and distributive justice, and on their basis advances fairness and equity criteria that serve as benchmarks for assessing the ethical contents of international adaptation funding. Then, in order to test the robustness and investigative potential of the framework of justice developed, the article uses its fairness and equity criteria to evaluate the procedural and distributive justness of some climate adaptation finance architectures.  相似文献

以辽宁省境内辽河流域为研究对象,将流域生态系统划分为7类,从全流域、15个子流域、河岸带3个尺度分析了生态系统结构的空间和时间变化,结合生态系统服务价值评估方法,评价了三个尺度下生态系统服务价值及变化。结果表明:全流域生态系统以农田和森林生态系统为主,子流域生态系统结构及时空变化存在较大差异,河岸带生态系统结构与全流域结构差异显著,与全流域生态系统结构相比,河岸带森林生态系统所占成分显著降低,水体与湿地生态系统显著增加。全流域生态系统服务总价值逐渐降低,森林生态系统服务价值最高;子流域内森林生态系统服务价值对子流域服务价值最大;河岸带内水体与湿地生态系统服务价值最大。  相似文献

While remote sensing is able to provide spatially explicit datasets at regional to global scales, extensive application to date has been found only in the reporting and verification of ecosystem carbon fluxes under the Kyoto Protocol. One of the problems is that new remote sensing datasets can be used only with models or data assimilation schemes adapted to include a data input interface dedicated to the type and format of these remote sensing datasets. In this study, soil water index data (SWI), derived from the ERS scatterometer (10-daily time period with a spatial resolution of 50 km), are integrated into the ecosystem carbon balance model C-Fix to assess 10-daily Net Ecosystem Productivity (NEP) patterns of Europe from the remote sensing perspective on an approximate 1-by-1 km2 pixel scale using NDVI-AVHRR data. The modeling performance of NEP obtained with and without the assimilation of remotely sensed soil moisture data in the carbon flux model C-Fix is evaluated with EUROFLUX data. Results show a general decrease of the RRMSE of up to 11 with an average of 3.46. C-Fix is applied at the European scale to demonstrate the potential of this ecosystem carbon flux model, based on remote sensing inputs. More specifically, the strong impact of soil moisture on the European carbon balance in the context of the Kyoto Protocol (anthropogenic carbon emissions) is indicated at the country level. Results suggest that several European countries shift from being a carbon sink (i.e., NEP > 1) to being a carbon source (i.e., NEP < 0) whether or not short-term water availability (i.e., soil moisture) is considered in C-Fix NEP estimations.  相似文献

While ecosystem services and climate change are often examined independently, quantitative assessments integrating these fields are needed to inform future land management decisions. Using climate-informed state-and-transition simulations, we examined projected trends and tradeoffs for a suite of ecosystem services under four climate change scenarios and two management scenarios (active management emphasizing fuel treatments and no management other than fire suppression) in a fire-prone landscape of dry and moist mixed-conifer forests in central Oregon, USA. Focal ecosystem services included fire potential (regulating service), timber volume (provisioning service), and potential wildlife habitat (supporting service). Projections without climate change suggested active management in dry mixed-conifer forests would create more open forest structures, reduce crown fire potential, and maintain timber stocks, while in moist mixed-conifer forests, active management would reduce crown fire potential but at the expense of timber stocks. When climate change was considered, however, trends in most ecosystem services changed substantially, with large increases in wildfire area predominating broad-scale trends in outputs, regardless of management approach (e.g., strong declines in timber stocks and habitat for closed-forest wildlife species). Active management still had an influence under a changing climate, but as a moderator of the strong climate-driven trends rather than being a principal driver of ecosystem service outputs. These results suggest projections of future ecosystem services that do not consider climate change may result in unrealistic expectations of benefits.  相似文献

Mangrove forests are among the most threatened tropical ecosystems. Their role as providers of important ecosystem services such as coastal protection, carbon storage and nursery habitats for economically important species is increasingly acknowledged. But mangrove destruction continues, and we might have to face the prospect of a world deprived of the services offered by mangrove ecosystems. Mangrove transformation and destruction is often caused by mismatches in mangrove system management. These root in interests that focus on selected ecosystem services only, but also result from a problem of fit between the spatial scales at which ecosystem services are provided, and those at which their benefits are realized. We argue that a combination of the ecosystem services concept with a careful approach to the issue of scales will help to overcome these problems and improve the management of mangrove systems. Drawing on two case studies from Indonesia and Brazil, we illustrate the relevance of our findings for different ecosystem services.  相似文献

Monetary valuation of ecosystem services enables more accurate accounting of the environmental costs and benefits of policies, but this has rarely been applied in developing countries. In such contexts, there are particular methodological and epistemological challenges that require novel valuation methodologies. This paper introduces a new participatory, deliberative choice experiment approach conducted in the Solomon Islands. The research aimed to determine the value people placed on ecosystem services and whether participatory interventions to elicit deeper held values influenced the preferences expressed. Results found that the initial willingness to pay for a number of tropical forest ecosystem services amounted to 30% of household income. Following deliberative intervention exercises, key ecosystem services effectively became priceless as participants were unwilling to trade them off in the choice experiment scenarios, regardless of financial cost. The group based deliberative approach, combined with participatory interventions, also resulted in significant learning for participants. This included a more sophisticated view of ecological-cultural linkages, greater recognition of deeper held values, and greater awareness of the consequences of human actions for the environment. The use of a group-based participatory approach instead of a conventional individual survey helped to overcome many of the practical difficulties associated with valuation in developing countries. Given the impact of learning on valuation outcomes, participation and deliberation should be integrated into valuation of any complex good, both in developing and developed economies. However, such a methodology raises questions about how valuation can deal with unwillingness to trade-off key ecosystem services, which results in the breakdown of monetary valuation methods. Evaluation of the appropriateness of valuation processes and methodologies for assessing deeper held values and use of mixed-method approaches will be essential to ensure policies take into account the extent to which human life is dependent on ecosystem services.  相似文献

One of the central questions in climate change debates concerns fair burden-sharing, i.e. justice in the distribution of costs of undertaking climate-managing policies. In this paper it is argued that in order to distribute such costs justly, it is necessary to have a nuanced understanding of what types of burdens they represent. Climate managing policies are usually divided into responses that seek to reduce the concentration of greenhouse gases in the atmosphere (mitigation) and responses that seek to prevent harm arising from a changing climate (adaptation). Some have argued that there are normatively significant differences between mitigation and adaptation: that the two responses adhere to different logics and evoke different patterns of burden-sharing. This paper argues that the relevant distinction is instead between negative and positive climate duties, i.e. whether an agent has a duty to undertake climate-managing policies on account of the harm its excessive emissions are causing or simply on account of its ability to assist those in need. The paper offers a typology of the different mitigation and adaptation responses that can be sorted under the negative/positive distinctions. This way of conceptualizing the issue not only enables us to better address the burden-sharing question, offering a more nuanced understanding of the types of climate burdens that are ascribable to agents and pointing out the appropriate roles of contributory responsibility and ability. It also clarifies aspects of the climate negotiations, and explains why it matters whether adaptation finance transferred to vulnerable countries is portrayed as compensation for harmful emissions or simply as donor countries discharging their humanitarian duties.  相似文献
