This paper examines contemporary national scale responses to tropical storm risk in a small island in the Caribbean to derive lessons for adapting to climate change. There is little empirical evidence to guide national planners on how to adapt to climate change, and less still on how to build on past adaptation experiences. The paper investigates the construction of institutional resilience and the process of adaptation to tropical storm risk by the Cayman Islands’ Government from 1988 to 2002. It explains the roles of persuasion, exposure and collective action as key components in developing the ability to buffer external disturbance using models of institutional economics and social resilience concepts. The study finds that self-efficacy, strong local and international support networks, combined with a willingness to act collectively and to learn from mistakes appear to have increased the resilience of the Cayman Islands’ Government to tropical storm risk. The lessons learned from building resilience to storm risk can contribute to the creation of national level adaptive capacity to climate change, but climate change has to be prioritised before these lessons can be transferred.  相似文献

Like all social institutions, governance systems that address human–environment relations – commonly know as environmental or resource regimes – are dynamic. Although analysts have examined institutional change from a variety of perspectives, a particularly puzzling feature of institutional dynamics arises from the fact that some regimes linger on relatively unchanged even after they have become ineffective, while others experience state changes or even collapse in the wake of seemingly modest trigger events. This article employs the framework developed to study resilience, vulnerability, and adaptation in socio-ecological systems (the SES framework) in an effort to illuminate the conditions leading to state changes in environmental and resource regimes. Following a discussion of several conceptual issues, it examines institutional stresses, stress management mechanisms, and the changes that occur when interactive and cumulative stresses overwhelm these mechanisms. An important conclusion concerns the desirability of thinking systematically about institutional reform in a timely manner, in order to be prepared for brief windows of opportunity to make planned changes in environmental regimes when state changes occur.  相似文献

Disaster research and scholarship is now advocating a shift from focusing on the hazard event to processes that generate vulnerability and loss of resilience to disasters. Disaster legislations are among prominent instruments that can highlight the tensions as well as challenges that are being encountered towards this change in focus. Using textual analysis, this paper presents a study that investigated whether five post-2002 disaster legislations have shifted emphasis from the hazard to the vulnerability and resilience paradigms. The five examples illustrate that while there is a slight change, at least in rhetoric, from response to a prevention focus, disaster legislations largely promote a centralised institutional framework, with inadequate resource commitments and limited participation from vulnerable communities. Consequently, while generalisations simply cannot be made without a wider analysis of many more examples from different countries, the five disaster legislations appear to re-emphasise the response focus with less attention on the processes that reduce vulnerability and enhance resilience. The conclusion is that while the rhetoric has changed, the disaster legislations have not significantly moved from the hazard to vulnerability and resilience focus suggesting that reduction of losses and damages to disasters remains a big challenge  相似文献

Resilience is a multidimensional concept that is increasingly used to understand environmental change in hydrological systems. Yet, the current discussion about water governance and resilience remains relatively limited, with resilience typically seen as a normative outcome for governance (i.e., to be resilient against change). Using a theoretical multiplicity approach, we explore how the theories of social-ecological systems (SES), resilience and interactive (water) governance can provide new insights for water governance studies. We propose a resilience–governance framework that captures the partly overlapping but distinct characteristics from these three theories. The framework aims to develop a more nuanced way of using resilience-thinking for water governance, viewing resilience as a function of three capacities (absorptive, adaptive and transformative capacity) and noting the simultaneous existence of three interpretations for resilience (as a property, process and outcome) across different scales. The framework also considers issues of power and equity, which are often missing from resilience framings. We illustrate the framework with two case studies – the Tonle Sap Lake in Cambodia and a small sub-catchment of the Limpopo River Basin in South Africa – to provide two distinct examples of the possibilities of resilient governance. Finally, we consider what the framework suggests more broadly for ongoing discussions around resilience and water governance, including the possibilities for governance to also ‘bounce forward’ – i.e., transform – to a new, improved state. We argue that resilience-thinking may be valuable in understanding governance characteristics and guiding governance processes, in addition to seeing resilience (just) as a normative end-goal. In this way, the article supports an epistemological shift away from focusing on institutional structure, towards capturing the dynamic processes within governing systems.  相似文献

As climate and anthropogenic changes increase the vulnerability of coastal areas around the world, the threat (and reality) of coastal hazards grows. These threats arise particularly at a local level, calling out for more knowledge on how to best support coastal municipalities to deal with natural and human-induced hazards. This study seeks to add to the understanding through an examination of local-level experience with hazard planning and responses carried out by coastal municipalities, producing insights on how to reduce their vulnerability and support their resilience. It explores the factors influencing coastal municipalities’ management of relevant hazards to achieve comprehensive multi-hazard risk reduction and adaptation. We do so through a national survey of Canada’s coastal municipalities which assessed experience with hazards, risk perception, hazard prioritization, and the extent and specifics of hazard responses. We characterize the determinants of coastal municipalities’ behaviour and intervening factors, and conduct regression analyses to explain coastal municipalities’ risk perception, hazard prioritization, implementation of management processes for dealing with hazards, and the number of implemented or planned hazard responses. Six key factors were identified that influence hazard responses at the municipal level: experience with hazards; competing priorities; hazard visibility; access to resources (financial and technical capacity) and governance (institutional setting and political capacity). We conclude that municipal hazard responses can be reinforced by increasing the effectiveness of risk communication, promoting participatory processes, providing support for municipalities’ identified needs and priorities, ensuring municipalities have access to relevant information and expertise, and implementing integrated coastal governance and management.  相似文献

This paper reviews research traditions of vulnerability to environmental change and the challenges for present vulnerability research in integrating with the domains of resilience and adaptation. Vulnerability is the state of susceptibility to harm from exposure to stresses associated with environmental and social change and from the absence of capacity to adapt. Antecedent traditions include theories of vulnerability as entitlement failure and theories of hazard. Each of these areas has contributed to present formulations of vulnerability to environmental change as a characteristic of social-ecological systems linked to resilience. Research on vulnerability to the impacts of climate change spans all the antecedent and successor traditions. The challenges for vulnerability research are to develop robust and credible measures, to incorporate diverse methods that include perceptions of risk and vulnerability, and to incorporate governance research on the mechanisms that mediate vulnerability and promote adaptive action and resilience. These challenges are common to the domains of vulnerability, adaptation and resilience and form common ground for consilience and integration.  相似文献

Glacier hazards threaten societies in mountain regions worldwide. Glacial lake outburst floods (GLOFs) pose risks to exposed and vulnerable populations and can be linked in part to long-term post-Little Ice Age climate change because precariously dammed glacial lakes sometimes formed as glaciers generally retreated after the mid-1800s. This paper provides an interdisciplinary and historical analysis of 40?years of glacier hazard management on Mount Hualcán, at glacial Lake 513, and in the city of Carhuaz in Peru’s Cordillera Blanca mountain range. The case study examines attempted hazard zoning, glacial lake evolution and monitoring, and emergency engineering projects to drain Lake 513. It also analyzes the 11 April 2010 Hualcán rock-ice avalanche that triggered a Lake 513 GLOF; we offer both a scientific assessment of the possible role of temperature on slope stability and a GIS spatial analysis of human impacts. Qualitative historical analysis of glacier hazard management since 1970 allows us to identify and explain why certain actions and policies to reduce risk were implemented or omitted. We extrapolate these case-specific variables to generate a broader socio-environmental framework identifying factors that can facilitate or impede disaster risk reduction and climate change adaptation. Facilitating factors are technical capacity, disaster events with visible hazards, institutional support, committed individuals, and international involvement. Impediments include divergent risk perceptions, imposed government policies, institutional instability, knowledge disparities, and invisible hazards. This framework emerges from an empirical analysis of a coupled social-ecological system and offers a holistic approach for integrating disaster risk reduction and climate change adaptation.  相似文献

There is increasing policy and research interest in disaster resilience, yet the extant literature is still mired in definitional debates, epistemological orientations of researchers, and differences in basic approaches to measurement. As a consequence, there is little integration across domains and disciplines on community resilience assessment, its driving forces, and geographic variability. Using US counties as the study unit, this paper creates an empirically-based resilience metric called the Baseline Resilience Indicators for Communities (BRIC) that is both conceptually and theoretically sound, yet, easy enough to compute for use in a policy context. A common set of variables were used to measure the inherent resilience of counties in the United States according to six different domains or capitals as identified in the extant literature – social, economic, housing and infrastructure, institutional, community, and environmental. Data were from public and freely accessible data sources. Counties in the US Midwest and Great Plains states have the most inherent resilience, while counties in the west, along the US-Mexico border, and along the Appalachian ridge in the east contain the least resilience. Further, it was found that inherent resilience is not the opposite of social vulnerability, but a distinctly different construct both conceptually and empirically. While understanding the overall variability in resilience, the BRIC is easily deconstructed to its component parts to provide guidance to policy makers on where investments in intervention strategies may make a difference in the improvement of scores. Such evidence-based research has an opportunity to influence public policy focused on disaster risk.  相似文献

The consequences of wildfires are felt in susceptible communities around the globe on an annual basis. Climate change predictions in places like the south-east of Australia and western United States suggest that wildfires may become more frequent and more intense with global climate change. Compounding this issue is progressive urban development at the peri-urban fringe (wildland–urban interface), where continued infrastructure development and demographic changes are likely to expose more people and property to this potentially disastrous natural hazard. Preparing well in advance of the wildfire season is seen as a fundamental behaviour that can both reduce community wildfire vulnerability and increase hazard resilience – it is an important element of adaptive capacity that allows people to coexist with the hazardous environment in which they live. We use household interviews and surveys to build and test a substantive model that illustrates how social cohesion influences the decision to prepare for wildfire. We demonstrate that social cohesion, particularly community characteristics like ‘sense of community’ and ‘collective problem solving’, are community-based resources that support both the adoption of mechanical preparations, and the development of cognitive abilities and capacities that reduce vulnerability and enhance resilience to wildfire. We use the results of this work to highlight opportunities to transfer techniques and approaches from natural hazards research to climate change adaptation research to explore how the impacts attributed to the social components of social–ecological systems can be mitigated more effectively.  相似文献

On April 2nd, 2007 a 12 m tsunami struck Simbo, a relatively remote island in Western Province, Solomon Islands. Although Simbo's population continues to depend on their own food production and small-scale governance regimes regulate access to resources, the island's way of life over the last century has increasingly been affected by processes associated with globalization. In this context of a rapidly globalizing world, this article examines the island's resilience and vulnerability to the tsunami and the adaptive capacities that enabled the response and recovery. The tsunami completely destroyed two villages and damaged fringing coral reefs, but casualties were low and social–ecological rebound relatively brisk. By combining social science methods (household surveys, focus group and ethnographic interviews) and underwater reef surveys we identify a number of countervailing challenges and opportunities presented by globalization that both nurture and suppress the island's resilience to high amplitude, low-frequency disturbances like tsunamis. Analysis suggests that certain adaptive capacities that sustain general system resilience come at the cost of more vulnerability to low-probability hazards. We discuss how communities undergoing increasingly complex processes of change must negotiate these kinds of trade-offs as they manage resilience at multiple spatial and temporal scales. Understanding the shifting dynamics of resilience may be critical for Pacific Island communities who seek to leverage globalization in their favor as they adapt to current social–ecological change and prepare for future large-scale ecological disturbances.  相似文献

This study builds on an earlier analysis of resilience of India and Indian states to climate change. The previous study (Brenkert and Malone, Clim Change 72:57–102, 2005) assessed current resilience; this research uses the Vulnerability–Resilience Indicators Model (VRIM) to project resilience to 2095 and to perform an uncertainty analysis on the deterministic results. Projections utilized two SRES-based scenarios, one with fast-and-high growth, one with delayed growth. A detailed comparison of two states, the Punjab and Orissa, points to the kinds of insights that can be obtained using the VRIM. The scenarios differ most significantly in the timing of the uncertainty in economic prosperity (represented by GDP per capita) as a major factor in explaining the uncertainty in the resilience index. In the fast-and-high growth scenario the states differ most markedly regarding the role of ecosystem sensitivity, land use and water availability. The uncertainty analysis shows, for example, that resilience in the Punjab might be enhanced, especially in the delayed growth scenario, if early attention is paid to the impact of ecosystems sensitivity on environmental well-being of the state. By the same token, later in the century land-use pressures might be avoided if land is managed through intensification rather than extensification of agricultural land. Thus, this methodology illustrates how a policy maker can be informed about where to focus attention on specific issues, by understanding the potential changes at a specific location and time—and, thus, what might yield desired outcomes. Model results can point to further analyses of the potential for resilience-building.  相似文献

Abstract

The clean development mechanism (CDM) requires developing countries to set up designated national authorities (DNAs). The DNA should be designed to both attract investment and to establish an effective regulatory framework for project approval—including assessment to ensure that CDM projects contribute to national sustainable development objectives. Since CDM investment flows to Africa are uncertain, however, countries cannot risk large investments in institutional infrastructure and need to build on existing institutions. This article examines the critical functions that a DNA has to fulfil, and outlines several institutional models. It concludes that models that minimize institutional cost by drawing on existing institutions for environmental impact assessment and promotion of foreign direct investment are likely to be the best starting-point for DNAs in many African countries.  相似文献

This article discusses the impact of the rule of law on the resilience of societies for governing complex socio-ecological changes. It concludes that the notions of the rule of law and legal certainty have changed, and that they can be compatible with the use of framework laws of a rather open-textured character, provided certain legal safeguards, such as the right to a legal review, are at hand. While legal certainty is an important virtue of law, it does not as such necessarily prevent adequate flexibility in administrative decision-making concerning health, the environment or the use of natural resources. The article also considers to what extent certain established administrative means of control in the field of environment protection and the use of natural resources match the findings and proposals, e.g. on flexibility and adaptability, provided by resilience research. Finally the article discusses the impact of state sovereignty on governance of large-scale socio-ecological changes, with reach across state borders. It concludes that, despite some attempts of softening the impact of state borders in transboundary environmental decision-making and management, state sovereignty still hampers multilevel governance and management of resources in such contexts.  相似文献

While resilience has grown to become a well-established goal of policy and practice, assessing resilience remains an outstanding problem. To date, measurement has largely relied on the identification of proxy indicators, inevitably shaping what is measured in ways that reflect underlying assumptions, generalisations and approximations, and raising the question of whose values are being embedded into resilience. These concerns reflect recent interest in the role of recognition justice in resilience, and in particular how marginalisation from meaning-making processes creates the conditions for the inequitable distribution of outcomes in practice. Here, we propose a two stage, subjective approach to resilience assessment, starting with rapid household interviews that invite participants to assess the likely impact of multiple shock and stressor storylines. In a second step, participatory qualitative methods are employed to support inductive investigation of resilience focused on the factors that differentiate those reporting relatively high and low resilience. We illustrate this using fieldwork data from 569 households in Bangladesh. This subjective approach enables households to engage in the production of knowledge about their resilience, revealing two core features of situated heterogeneity: the forms of difference, and the underlying causes. Underlying causes arise from interactions and feedbacks between social, political, economic and institutional conditions that are highly context specific, while significant forms of difference include intra-community and scalar heterogeneity; vulnerability to specific or generalised shocks; and the role of undesirable practices in securing resilience. The results underline the need for resilience to be assessed in relation to local understandings of precarity, and through the expression of senses of justice that inform local conceptions of wellbeing. This means moving beyond positivist approaches and placing epistemic diversity at the centre of resilience assessment, enabling the production of a situated understanding of how and why resilience is differentiated, and offering an analytical starting point from which policy and practice can drive towards equitable resilience.  相似文献

The United Nations Framework on Climate Change (UNFCCC), at its thirteenth meeting in 2005 (COP-11), agreed to start a work program to explore a range of policy approaches and positive incentives for Reducing Emissions from Deforestation and Degradation (REDD). This process was further encouraged in the 2007 COP-13 with the explicit consideration of REDD activities as a means to enhance mitigation action by developing countries in the future. This paper outlines the context of this ongoing political process by reviewing the science indicating that land-use change is a key contributor of greenhouse emissions globally and the assumptions that REDD activities may be competitive—in terms of cost effectiveness—in comparison to other mitigation options. The paper then examines REDD proposals submitted by Parties before COP-13 and identifies key economic, technological, methodological and institutional challenges associated with their implementation. These proposals are discussed in the light of major drivers of deforestation and ongoing efforts to address deforestation. This reveals another set of challenges which, if not taken into account, may undermine REDD effectiveness. The paper aims to aid the policy process and contribute to the best possible design of a REDD framework under the future climate regime.  相似文献

There is a growing use of resilience ideas within the disaster risk management literature and policy domain. However, few empirical studies have focused on how resilience ideas are conceptualized by practitioners, as they implement them in practice. Using Hajer's ‘social-interactive discourse theory’ this research contributes to the understanding of how practitioners frame, construct and make sense of resilience ideas in the context of changes in institutional arrangements for disaster risk management that explicitly include the resilience approach and climate change considerations. The case study involved the roll out of the Natural Disaster Resilience Program in Queensland, Australia, and the study involved three sites in Queensland. The methods used were observation of different activities and the physical sites, revision of documents related to the Natural Disaster Resilience Program and in-depth semi-structured interviews with key informants, all practitioners who had direct interaction with the program. The research findings show that practitioners construct the meaning of disaster resilience differently, and these are embedded in diverse storylines. Within these storylines, practitioners gave different interpretations and emphasis to the seven discourse categories that characterized their resilience discourse. Self-reliance emerged as one of the paramount discourse categories but we argue that caution needs to be used when promoting values of self-reliance. If the policy impetus is a focus on learning, research findings indicate it is also pertinent to move from experiential learning toward social learning. The results presented in this study provide helpful insights to inform policy design and implementation of resilience ideas in disaster risk management and climate change, and to inform theory.  相似文献

Assessments of adaptation in agriculture have evolved considerably from early, top-down, impact assessments. These early assessments, internationally and in New Zealand, provided a limited view of ‘smart farmer’ adaptation. While impact assessment provides some useful insights, experience with vulnerability and adaptation assessment provides a more appropriate foundation for understanding and characterising practical smart farmer adaptation. Findings are presented from 8 years of engagement with farmers in eastern regions of New Zealand. A comprehensive farm resilience picture has emerged from this work. This picture reflects a strong belief from real-world smart farmers that there is sufficient knowledge and experience to adapt to climate change. Proactive farmers are already reading multiple signals, including changes in climate, and are responding. The farm resilience picture provides a foundation for exploring alternative adaptation options and pathways for agriculture. These are presented and discussed in response to two proposed climate change scenarios, a high carbon world scenario and a rapidly decarbonising world scenario. Knowledge intensive, low input systems are consistent with the resilience picture drawn from farmers. Such systems are also consistent with a rapidly decarbonising world scenario and, it is argued, are likely to become increasingly attractive under a high carbon world scenario. A smart farming approach, focused on resilience, provides the basis for development of a response capacity, with potentially significant co-benefits in terms of adaptation and mitigation to climate change. Wider issues and needs to support the further development of farm resilience, and more widely landscape or regional resilience, are identified and discussed. It is apparent from this work that ongoing engagement with smart farmers, focused on resilience, can contribute significantly to development of a coordinated ‘bottom up’ and ‘top down’ response capacity. Addressing the psychology of change is a fundamental need to ensure wider engagement.  相似文献

While seed security is key to food security, concrete means for building resilient seed systems remain unexplored in research and practice. A new toolkit, the Seed System Security Assessment (SSSA), examines what actually happens to seed systems during crises and highlights specific features that foster or undermine resilience. Drawing evidence from SSSAs in contexts of political and civil conflict (Zimbabwe and South Sudan), earthquake (Haiti) and drought (Kenya), the article shows that seed systems prove to be relatively resilient, at least in terms of meeting farmers’ planting needs for the upcoming season. Altering crop profiles, making use of multiple delivery channels, and innovating (for example, with new barter mechanisms) all become key, as does mobilizing cross-scale seed supply linkages. However, despite short-term survival, in the medium term, both formal and informal seed systems will have to be transformed to address agro-ecological and farming system challenges, partially shaped by global environmental changes. Key is that formal seed systems will play a catalytic but supporting role, with the onus on resilience response lying within informal systems, and especially with local markets and their traders. Also key is that achieving seed security in fluctuating environments will hinge on developing resilience-linked information systems which put as much weight on helping farmers strategize as on delivering the planting material itself. The article defines seed system resilience, identifies eight principles linked to processes that build such resilience, and makes 15 practical recommendations for enhancing seed system resilience in the short and medium term. Finally, drawing insights from seed systems, processes central for building resilience in other development sectors are highlighted.  相似文献

Peacebuilding countries are concentrated in areas of heightened vulnerability to climate change impacts, and almost certainly lack the capacity to manage these impacts. In spite of this overlap, climate change adaptation and mitigation projects are typically excluded from peacebuilding activities. This is particularly alarming given that many analysts believe climate change will trigger, amplify or perpetuate humanitarian crises, population displacement, political extremism and violent conflict in the regions in which most peacebuilding operations take place. This paper investigates opportunities for integrating climate change into peacebuilding. It identifies three obstacles to this integration—the lack of climate change tools and policies that can be easily introduced into typical peacebuilding programming; the skepticism and complacency of the donor community; and tensions between the objectives and timeframes of peacebuilding and those of climate change response. The paper then examines opportunities to integrate climate change into four principal programmatic areas of peacebuilding—socio-economic recovery, politics and governance, security and rule of law, and human rights—and concludes that more attention needs to be given to these opportunities in order to build resilience and reduce the likelihood of more daunting and costly challenges in the future.  相似文献

This paper examines adaptation to current storm surge flood risk as one indicator of anticipatory adaptation to climate change impacts. Focusing on community businesses, a web-based survey obtained information on hurricane preparedness and risk perceptions in Sarasota County, Florida. A model of current precautionary action that utilized previously identified business characteristics predictive of business preparedness and post-disaster recovery, a spatial variable indicating storm surge exposure, and items measuring the risk perception and information-seeking behavior of business owners explained a majority of the variance in current levels of preparedness. Use of online risk information sources and the geographic distribution of customers and were the strongest predictors of preparedness. Results indicate that the adaptive capacity of businesses may vary significantly with types of businesses, locations, and socio-cognitive characteristics of business owners. To encourage overall community resilience, risk communication efforts should be targeted based on specific elements that predict business preparedness.  相似文献
