This paper contributes to ongoing discussions about the implications of rural change and amenity migration for members of diverse rural communities. We engage with recent amenity migration and political ecology literature that focuses on social constructions of nature and landscapes, and how these constructions affect the attitudes and opinions of community members. We use our case study of a mail-based survey in Down East, North Carolina to suggest that the ways in which people conceptualize the particular ‘natures’ and landscapes of a place matters in terms of shaping people’s attitudes with respect to ongoing processes of change. We find that people’s opinions about environment, culture, and land use are often superficially similar but that when conflicts arise or particular actions are considered, substantial differences in people’s underlying conceptual frameworks are revealed. In particular we find that despite widespread shared appreciation of the environment and culture Down East, differing interpretations of these key terms lead to potential misunderstandings and land use planning challenges.  相似文献

This case study considers the early development and recent changes that have occurred in the vicinity of Joo Chiat Road, Singapore, which can be described as a ‘linear activity corridor’ linking the districts of Geylang, Katong and Marine Parade, immediately east of Singapore’s urban core. Singapore’s Urban Redevelopment Authority (URA) has declared Joo Chiat to be a ‘Conservation Area’, reflecting local-born Peranakan and Eurasian cultures, with similar status to other more central historic sites such as Chinatown, Kampong Glam, Little India and Emerald Hill. But the story of Joo Chiat has evolved along a somewhat different trajectory from the more prominent, tourism-related, heritage areas, with a multiplicity of interactions operating at the margins of the planning process. This has led to the spatial infusion of potentially discordant, globally related, ‘entertainment and recreational’ activities into an area of established urban identity and multiple attachments. When a policy of police containment was found to be inadequate in protecting local residents from undesirable impacts, changes were eventually brought about through a combination of neighbourhood activism and local political initiative. Through detailed land use inspections, press reports and strategic interviews, backed up by secondary sources, the study highlights the impingement of marginalised, potentially disruptive ‘global’ elements into a local heritage conservation area, and the importance of strong neighbourhood identity and community involvement as active components in the process of conflict resolution.  相似文献

There is growing recognition among political ecologists of the need to examine shifting natural resource regimes and their effects on livelihoods in “First World” places. This emerging literature has variously examined the “Third World within,” the persistence of “subsistence activities” in the “First World,” and the “reterritorialization” of land tenure and access. However, much of this work has tended to focus on traditional extractive industries in the American West, indigenous claims to lands and resources in the U.S. and Canada, and non-timber resources on public lands. In contrast, we use a case study of African-American sweetgrass basket-makers, associated with the Gullah culture, in South Carolina’s lowcountry to examine the ways in which ongoing amenity-driven residential development is fundamentally reshaping resource access on private lands. Historically, basket-makers harvested the materials (primarily sweetgrass or Mulenbergia filipes) needed for their culturally important art form from accessible, rural, and privately held tracts of land in close proximity to their communities, but development pressures and changes in resident interpretation of property rights has decreased access to basket-making resources. The case is particularly illuminating, as it examines the emergence of ‘conservation subdivisions’ in the region and raises important questions about what “rural uses” and users are being conserved through responses to exurban, suburban, and urban development in formerly rural areas.  相似文献

The paper examines the neighborhood council from the perspective of its contribution to town planning. Within the context of planning in Israel, two distinct models of neighborhood council and their relationship to the municipal planning administration in two different towns are considered. Their potential as a new arena of planning at the neighborhood level is evaluated, including the ability to mediate between ‘bottom-up’ and ‘top-down’ planning processes, and to offer a planning framework that combines local with professional knowledge.  相似文献

Conspiratorial thought has been highly visible in post-September 11th America, manifest through the continued growth of a public ‘9/11 Truth Movement’ as well as at the state-level, through the Bush administration’s conspiracy rhetoric of Islamic terrorists intent on infiltrating the US homeland. In this paper, I demonstrate how conspiracy can be understood as a ‘knowledge-producing discourse’; dialectically engaged across multiple subject positions and through which geopolitical narratives are performatively produced and contested at interconnected scales of bodies, homes, city streets and national ‘homelands’. Through drawing on, and challenging, the conceptual and methodological approaches of a burgeoning feminist geopolitics, I ground my analysis in the embodied performances of ‘patriotic dissent’ by members of the 9/11 Truth Movement in New York City, as well as through my own situated and ethical engagement with positions of political difference.  相似文献

Brazil possesses a long history of violent struggle for land, and its most recent phase is occurring predominantly in the Amazon Basin. Consequently, this paper attempts to territorialize land conflict in the Brazilian Amazon, and in so doing, to illuminate the place-specific intersection of historic social, political, and economic circumstance that created a violent landscape in the so-called “South of Pará.” The paper’s premise is that such conflict can be best viewed as resulting from a dialectic between general social processes operating across spatial scales, which create necessary conditions for conflict, and place-specific historical circumstances that transform necessary into sufficient conditions. The paper presents a framework integrating the theory of contentious politics and literatures addressing violence associated with the Amazonian frontier and with resource scarcity (and abundance). The discussion and theoretical application deconstruct the environmental, cognitive, and relational mechanisms that created violence in the South of Pará, and set the stage for the Eldorado dos Carajás massacre in April of 1996.  相似文献

This paper evaluates the impact of recent shifts in the geopolitical outlook of the United States—specifically the ‘Global War on Terror’ and its domestic ramifications—on the prior project of reconfiguring the US state to an after-Fordist ‘workfare’ paradigm. In particular, the paper attempts to situate recent developments in the reconfiguration of the American welfare state within the context of debates over the ‘exceptional’ nature of US politics post-9/11. The extent to which this has had a bearing on work practices, welfare provision and workfarism is investigated, citing examples from the post-9/11 era. On the basis of such examples it has been suggested that the project of reconfiguring the US welfare state and labour relations does overlap and intersect with the emergency practices that the US state has instituted domestically as part of the War on Terror. However, the reconfiguration of the US welfare state towards a neoliberal or workfarist paradigm is, we argue, largely part of the ‘normal’ (as opposed to exceptional) fabric of US politics. The project of reconfiguring the US welfare state is ongoing and largely autonomous (although not entirely removed) from the use of exceptional practices in relation to the US security state. Investigation of this relationship, we assert, provides a potentially fruitful ‘new direction’ for both critical geopolitics and political economic geography, and grounds for interaction between the two.  相似文献

Rural communities throughout the postindustrial world are in the midst of a significant transition, sometimes referred to as rural restructuring, as traditional land uses, economic activities, and social arrangements transition to those associated with “post-productivist” or “multifunctional” landscapes. Amenity migration, the movement of people based on the draw of natural and/or cultural amenities, can be thought of as both driver and implication of this transition, resulting in significant changes in the ownership, use, and governance of rural lands, as well as in the composition and socioeconomic dynamics of rural communities. In concert with other social, economic and political processes, amenity migration is contributing to the fundamental transformation of rural communities throughout the world. This paper presents a review of the social science literature related to the concept of amenity migration, focusing on the ways in which it has been conceptualized, theorized, and documented by different communities of scholars. We then profile and summarize diverse perspectives on drivers and socioeconomic impacts, highlighting emerging challenges and opportunities related to this type of migration occurring at multiple scales and in multiple sites. The paper also identifies and discusses particular areas where further research is needed.  相似文献

Mary Douglas (1993) has indicated some of the shared concerns that keep voluntary enclaves together as ‘social movements’. The present paper describes a rather different kind of enclave politics, being concerned with the ‘new violence’ of groups enclaved by social exclusion and force. The paper focuses on the emergence and subsequent development of dissidents in the civil war in Sierra Leone. The RUF was at the outset a tiny but conventional guerrilla force, modelled on one of the militias in the Liberian civil war, and seeking to overthrow a decayed neo-patrimonial ‘one-party’ regime. Gaining little popular support, its members became marooned in forested isolation on the Liberia-Sierra Leone border. Recruits were mainly school children seized by force and ‘converted’ through having to take part in atrocities against rural civilians. Unable to return to the larger society on pain of summary execution, captives have had little option but to adjust to the political fantasies of a violent and unstable leadership. They were enclaved by force. Indicating the predictive strength of Douglas' arguments about the cultural dynamics of the enclave, the subsequent atrocity-drenched story of the RUF suggests that it is not the content of belief that determines institutional culture but vice versa. To survive, the enforced enclave develops the concerns of the classic ‘sect’ - a doctrinaire ‘rationality’ (expressed in crude acts of ‘subtractive’ violence), rejection of magic, decision making by lots, preoccupation with defection, otiose leadership style. If the rest of the world is to come to terms with violent enclave organizations such as the RUF and Algerian GIA it may have to pay more careful attention to the way enclave institutions think. They may not respond ‘rationally’ to the kinds of incentives offered by mainstream groups organised around hierarchical and/or individualist systems of social accountability. For largely agricultural societies in subSaharan Africa, land and attachments to land play a fundamental role in the identity of individuals and groups. Forced dislocation from land and ‘home areas’ during war, and subsequent attempts at reintegration following an end to armed conflict is therefore an important influence in identity change. With data gathered in postwar Mozambique, this article considers the ways that the land tenure dynamic following armed conflict influences identity change within the recovering customary agricultural population. Following a review of the relationship between land tenure and identity, the paper provides a brief background of the situation in Mozambique and then, using quantitative data from a social survey, case study reports, and literature sources, looks at the land tenure influences on attempts at rural reintegration and the subsequent impacts on identity. These influences include: smallholder-largeholder interaction over land resources, state ownership of land, postwar development efforts, and the situation of demobilized combatants. This paper juxtaposes the actual areas of settlement and settlement activities of Chinese migrants in Brisbane’s southern suburbs since the mid-1980s, with the concomitant, ‘government planned’ construction of the city’s Chinatown as an ‘exotic,’ ‘ethnic,’ and ‘cosmopolitan’ landmark. It argues that while the latter, as with Chinatowns in other Australian and world cities, has continued to appropriate the symbols of so-called ‘Chineseness’ to sell the locale to non-Chinese, the former, in recalling the notion of ‘ethnoburbia,’ significantly evinces actual Chinese migrants’ agency and role in place-making. In the process, these migrants have not only established a local, ethnically meaningful environment, but also challenged the still current metonymic Western image of the Chinese as preferring life in ‘ethnic’ urban enclaves that had its origin from early Chinese settlement and fundamentally detached from the lives of other ethnic groups per se. Indeed greater recognition and comprehension of such locales may go a long way to illustrate that many Chinese living in Australia today do not fit the territorial, place-based identity often associated with them in the imagination of mainstream society.  相似文献

In 1988, four states in the northeastern USA commissioned a study to address land use changes in the Northern Forest, 26 million acres of temperate and boreal forest extending from Maine to eastern New York State. Against a backdrop of economic destabilization and concerns regarding social and ecological implications of a real estate boom, the sustained deliberative dialogue catalyzed by this study has come to rely heavily on the ambiguous concept of “working forest.” To clarify political and environmental dynamics in the region, we analyzed how people respond to and seek to capitalize on the interpretive flexibility of the term working forest. We combine an analysis of socio-political discourses of working forest based on a structured literature review with an assessment of local peoples’ definitions of working forest based on a survey conducted in a pair of contrasting New York State communities. The first study site represents an amenity-oriented community (i.e. a place where the forest supports a service economy including recreation and tourism) and the other study site represents a timber-dependent community. By linking data from community-level analysis to data derived from a general analysis of forest politics, we seek to develop a more robust perspective. By comparing discourses across differently structured communities, we investigate how local forest politics are mediated by local economic development processes. Our study empirically illustrates contested and geographically uneven processes of social construction of environment and rural development in a region confronting pressures of globalization. Results indicate that timber harvesting is a heavily privileged management objective, as a logic of ‘the forest that pays is the forest that stays’ dominates. Environmental politics in the region, and perhaps more generally, increasingly conforms to a form of pragmatism in which economic opportunities structure conservation planning and investment.  相似文献

In September 2007 Israel’s security cabinet approved a ‘hostile entity’ classification for the Gaza Strip and intensified its economic and diplomatic blockade of this Hamas-controlled region. Taking the ‘hostile entity’ classification as a point of entry, this paper examines the construction of Gaza as an insurgent zone, a liminal space within which Israel’s executive discretion has authorizing force. Central to this process, it argues, is a blurring of lines between the civilian and combatant—the elimination of a purely civilian space. This paper begins with an analysis of the discursive strategies employed to collapse the space between the civilian body and battlefield in Gaza. It then turns to an examination of socio-spatial practices mobilized around the ‘hostile entity’ classification, foremost Israel’s sanctions policy, and argues this counter-insurgency strategy entails regulation and management of the Palestinian body combined with the active subjugation of Palestinian life to the power of death. Centrally, this paper attends to the relationship between geopolitics and violence at the scale of the (Palestinian) body.  相似文献

Cross-border communication and co-operation at the Eastern fringe of the European Union seems so far to have been a matter of political initiative and a lot of good will at the levels of national, regional and local governance. This article maintains that everyday culture must be given more notice when cross-border activities are regarded at the local level, especially in twin cities. The case of the German-Polish twin city Guben/Gubin reveals a strong tendency towards a new divergence of thought and action between formal and informal levels of action, namely the level of local politics and governance and the level of local everyday milieux. While the politics of Euroregions, local administrations and local governments is very often directed towards establishing symbolic gestures of border-crossing and mutual understanding, social milieux at the ‘base’ of local societies are rather driven by a paradoxical mixture of hope, anxiety, resentments and prejudice, thus producing contradictions and even conflict with official political initiative. In a former industrial part of Barcelona, as in the de-industrialising neighbourhoods of many big cities, the ‘new’ economy and the ‘cultural’ economy have started to replace the ‘old’ economy, bringing new life into a declining district but also causing conflicts of land use, housing or the preservation of architectural heritage. The latter is an important part of regeneration and marketing policies of city governments, whereby the ‘new’ economy not only emerges from the old but the physical space of the old industrial quarter becomes the tool and setting in which the city can re-present itself and its success story of transformation and regeneration. Through the increasing use of information and communication technologies, which are at the same time driving this transformation - an industry as such as well as business-aid in various sectors, cultural industries in particular - the city has acquired a second, virtual presence. The city exists and ‘lives’ on numerous websites. Those by city government and city organisations often have the express purpose of marketing and presenting the city, while those by (cultural) businesses and other organisations in the district add to the mosaic of the virtual city. As a result, the old industrial space continues to live and be productive, its economic value having changed largely into a cultural value. This coexistence of the real and the virtual, old and new, also meets with a conflict at certain junctures. There is the positive representation of plans and events on the city's websites on the one hand, and the undercurrent of protest and disenchantment among the local population who find themselves marginalised from the profits and success of development, on the other. The transformation of rural areas into up-scale leisure amenity landscapes has become a global phenomenon. Small islands, especially in tropical and subtropical regions, are particularly attractive magnets for this kind of development. Yet it involves land use changes that challenge the sustainability of small island development as set out in the United Nations program for Sustainable Development of Small Island Developing States (SDIDS). Through a case study of Barbados this paper critically examines the ‘leisuring’ of rural landscapes on small islands. It ties together Lefebvrian concepts of the production of space with the perspective of political ecology to argue that the agendas of global capital impose new spatialities involving social constructions of space and socio-environmental transformations by an offshore elite who are insensitive to local interests as well as the smallness of small islands. This creates conflict between space and place - between the spaces produced by the global leisure economy and the places that have purpose and meaning for local people. It challenges the possibility of local, community-based development solutions and imposes serious constraints on the implementation of the SDIDS agenda. More research into the nature of the new leisure spaces and how they are perceived and experienced by local populations is needed.  相似文献

The neighbouring towns of Haparanda and Tornio, separated only by a narrow strip of grass and wetland, are divided by the only inhabited land boundary between Finland and Sweden in the southern part of the Torne River. The population represents four different groups in relation to linguistic and cultural backgrounds. In the daily lives of the inhabitants, the state boundary is probably of less significance than linguistic, social and ‘ethnic’ differences. On the local government level there is a strong will to unite forces to make the total area a viable region in spite of its peripheral location, but state legislation makes co-ordination difficult. This may be seen as a necessity, but in the daily lives of the populations, the state boundary defines an area of unequal access, sometimes working in favour of and sometimes barring contacts and co-operation. The media consumption reflects a clear ‘national’ interest with a strong local bias. In their attitudes, Finnish speakers and bilinguals show a greater appreciation of ‘the other’ than unilingual Swedes. This may reflect the actual possibility space (reach) in the local area. Globalisation presents particular challenges for deserts given that their sparse populations, which are amongst the world’s poorest in an absolute economic sense, tend to be remote from major markets and have only a distant, marginal voice in political and policy decision making. Here we are defining deserts as the arid and semi-arid drylands that encompass 70% of Australia and 25% of the world’s land surfaces. The value of the knowledge that local traditions and science have generated about living sustainably in deserts is being promoted and extended through the ‘desert knowledge’ movement in Australia. The Australian research reported here, together with a contribution from Niger that offers a contrast and some lessons for Australia, is largely underpinned by a neopopulist paradigm of development stressing respect for local knowledge, participatory practice and empowerment. Research in partnership with desert Aboriginal groups is contributing to their engagement with new livelihood opportunities. The local knowledge of livestock graziers is also being engaged to support sustainable management of desert water sources and landscapes for multiple values. The research reported here also addresses opportunities and challenges for local norms, identities, knowledge systems, governance and livelihoods from broader scale processes and institutions. In doing so it contributes to a ‘neo-ideographic approach’ wherein desert people might better harness their locality, knowledge and diversity in adaptations that shape their encounters with globalisation. The global climate change literature suggests that at some point in the future it is possible that low-lying areas may be drowned due to rising sea levels, and a number of Pacific Ocean states could be particularly vulnerable. It is increasingly evident that the emerging scenario of environmental change has compounded more established push–pull factors leading to migration, and has provided a new imperative for migration decision-making. By interrogating the proposition that there is a clear distinction between the policy categories of ‘migrants’ and ‘refugees,’ we examine a hitherto un-defined group of Tuvaluan migrants whose movement is in response to environmental change and possible climate change effects. The paper examines Tuvaluan migration to New Zealand through various immigration schemes for permanent residency, with an emphasis on the International/Humanitarian stream.  相似文献

The Apuseni Mountains, part of the Western Carpathians, are distinctive in cultural terms because of the highly dispersed settlement patterns that have developed on the high erosion surfaces where the Moti people cleared the forests to allow for an expansion of family farming in the eighteenth and nineteenth centuries. These small ‘crang’ settlements remain, but the population is declining in the face of limited employment opportunities and poor services. The question arises as to the most appropriate rural development strategy for the region, following the communist period which encouraged centralisation through the provision of housing and industry in key villages and new towns. The emphasis on private farming and the expansion of tourism could protect the inherited cultural landscape but money must be found to improve rural services. There is also a strong conservation movement which supports the establishment of a national park, but this could constrain development through controls on grazing and woodcutting. Hence the dialogue continues to find the best compromise and the concept of a ‘natural park’ is being discussed with such a reconciliation in mind.
