Coastal northern Australia is largely owned and occupied by Aboriginal people who are strongly connected to their traditional country. We assess the views of Aboriginal people in Arnhem Land on the impacts of climate change and their possible precautionary responses to both sea level rise and a potential increase in the intensity of tropical cyclones in coastal communities. All respondents had heard about climate change, and 48 % had already seen environmental changes, particularly sea level rise, which they attributed to climate change. Fifty-eight percent of respondents would consider relocating in the future for safety reasons, although most respondents perceived living close to the sea as highly important for their future well-being, emphasising their strong connection to their traditional sea country. Many of those willing to relocate would consider moving inland, either temporarily or permanently, provided that community facilities could also be moved. Other respondents who said they would be unlikely to relocate in the future because of climate change impacts, and would prefer to adapt in situ with government support (e.g. building more shelters for severe cyclones, building sea walls and better roads for quick evacuation if necessary). We recommend that the diversity of adaptation preferences among Aboriginal people should be accommodated in policy to minimise social impacts of climate change and to take advantage of potential opportunities that could arise from moving.  相似文献

Pacific Island countries are among the list of countries that face the highest disaster risk globally—in per capita terms. In recent years, governments in the region have been confronted by a rise in damages from extreme catastrophic events, many increasingly linked to climate change. These events pose significant challenges to Pacific governments in terms of maintaining fiscal stability and the operation of their limited and under-diversified economies and shallow financial sectors. Governments in the region generally play a leading role in domestic economies and are responsible for leading disaster prevention, mitigation, and recovery efforts. Accordingly, measures to improve financial sustainability and the public sector’s ability to provide public services in the aftermath of major disasters must be prioritized. This paper examines the literature on fiscal resilience to disasters, the estimated impacts of major events in the Pacific, and analyses the applicability of available financial instruments to facilitate both ex ante and ex post disaster fiscal risk management in the region. The paper also discusses policies that can improve resilience against fiscal risks.

This paper argues that there is an immanent and evolving relationship between the prevailing form of taxation and the economic geographies of the state. Despite this, the geographic significance of taxation has been obscured by the language in which its historic transformation tends to be couched. Prevailing fiscal systems tend to be presented as essentially static – institutionally and spatially fixed and routinely inscribed within the fixed boundaries and territories of the ‘sovereign’ fiscal state. Any threat to, or change in the nature or geography of the fiscal state tends to be couched in terms of ‘crisis’ – of negative and discontinuous change. This paper contends that these related and essentially conservative discourses of fiscal geography mask the degree to which fiscal spaces are both multiple and continuously evolving. More importantly, it argues, this fluidity and multiplicity does not threaten the stability and viability of state form, but it is an essential process in its maintenance and reproduction. Running counter to the prevailing discourse of the ‘national economy’, the practice of fiscal geography is an under-analysed but key aspect of the historical evolution and transformation of the imagined geographies of economies.  相似文献

Concern over the effects of human activities on this planet and on it's ecosystems is widespread. Changes wrought within the atmosphere are of particular concern because they have pervasive social, environmental, and economic effects; some potentially serious and very long-term. The problems they pose and the need for remedial measures creates both scientific and policy challenges. This paper bridges the two domains, outlining how the atmosphere is being changed, some of the possible consequences thereof, and actions being taken to address the issue.Emissions to the atmosphere are attacking the stratospheric ozone shield, causing acidification, spreading toxic substances and increasing the greenhouse effect. Of these concerns, the global issue of greenhouse warming will have the greatest overall impact and it the most difficult to address. While some countries have taken important preventative and mitigating measures, action on the greenhouse threat generally has been restrained because of related uncertainties, possible economic upsets and the enormity of the problem. The paper ends by noting recent international initiatives toward development of needed public policies and the roles of the scientist in addressing the issue.  相似文献

This paper explores the carbon dependency of life in four villages in England, the degree to which residents in these villages are aware of and concerned about this dependency and its relationship to climate change, and the extent to which they undertake actions that might mitigate or adapt to this dependency. The paper identifies high degrees of carbon dependency and awareness and concern about climate change and carbon dependency, although relatively low levels of mitigative or adaptive actions. The paper explores how this disjuncture between awareness and actions persists, arguing that attention needs to be paid to how people narrate stories to themselves and others that account for inaction. Five narratives of non-transition or stasis are identified, along with three, less widely adopted, narratives of transition. The significance of rurality and emotions within these narratives is highlighted.  相似文献

Individual lifestyles and practices play an important part in governmental strategies to improve environmental outcomes, both in the UK (DEFRA, 2008) and elsewhere. This often involves promoting actions deliberately aimed at reducing one’s environmental impact, or pro-environmental practices. However, our understanding of these practices has weaknesses; notably regarding the “Value-Action Gap” and the conditions promoting enduring change. This article explores how narrative methods could further our knowledge of pro-environmental practice. It illustrates the utility of the approach using the example of moments of sudden change, or “transformative moments”, in the lives of individuals who take action to address climate change. Drawing on three cases from an ongoing study, it uses narrative tools to explore the nature of these transformations, including the inter-related roles of context, information, emotions and relationships with other people. The discussion highlights tentative conclusions regarding these moments of sudden change, and offers suggestions for future research. Finally, it evaluates the utility of narrative approaches to pro-environmental practice, suggesting that despite some limitations, this method has significant potential to address unresolved issues in the field.  相似文献

Adaptation to climate change is widely recognized as a multi-level governance challenge because expected impacts and respective measures cut across governmental levels, sectors and societal domains. The present paper analyses the role of regional adaptation partnerships in Canada and England in the multi-level governance of climate change adaptation. We describe and compare three partnerships per country with regard to their evolution, membership and governing structures, coordination across levels and societal domains, and their adaptation activities and outputs. Although both partnership schemes represent new collaborative approaches, their genesis and governance differ. While the Canadian collaboratives are a government-centred approach that originated and partly operated top-down through a national programme for the period 2009–2012, the English partnerships follow a more pluralistic stakeholder-centred approach that evolved bottom-up already in the early 2000s. Both schemes have in common that they mediate between governmental levels, foster networking between public and private actors, and eventually build adaptive capacities and inform adaptation policies. We conclude that regional adaptation partnerships represent a new governance approach that facilitates climate change adaptation, albeit with limits. Since state actors play(ed) key roles in both partnership schemes, they do not represent a new sphere of authority outside the state. Instead of blurring or destabilizing governmental levels they complement (and perhaps even stabilise) them with multi-level interactions.  相似文献

This article explores Filipinos knowledge and perception of climate change and their association with what action Filipinos take to prepare for rapid onset natural hazards such as typhoons. Data for this study were collected from a nationally representative random survey of 5,184 adults conducted between March and April of 2017. Filipinos self-report relatively low levels of knowledge of climate change and cited increased temperatures, shifts in seasons, and heavier rains as the most likely consequences. Levels of disaster preparedness in the Philippines differ widely by region. Although most Filipinos perceive that natural hazards are a risk to them, only a third of Filipinos undertake measures to prepare for disasters. Filipinos who perceive climate-related changes directly impacting their households report taking greater action to prepare for disasters. Filipinos who believe they have been directly impacted by climate-related changes are also more likely to prepare for disasters, take planning actions, and undertake material actions to prepare, such as dwelling improvements. Other factors associated with disaster preparedness include gender, membership in an association, wealth, risk perception, and prior exposure to and losses due to disasters. The findings imply that, while posing different challenges and requiring different responses, adaptation to climate change and disaster preparedness are inherently associated and potentially mutually reinforcing. Policies and programs would arguably benefit from a more unified intervention framework that links climate change adaptation and disaster preparedness.  相似文献

Climate change brings uncertain risks of climate-related natural hazards. The US Federal Emergency Management Agency (FEMA in Climate change: long-term trends and their implications for emergency management, 2011. https://www.fema.gov/pdf/about/programs/oppa/climate_change_paper.pdf) has issued a policy directive to integrate climate change adaptation actions into hazard mitigation programs, policies, and plans. However, to date there has been no comprehensive empirical study to examine the extent to which climate change issues are integrated into state hazard mitigation plans (SHMPs). This study develops 18 indicators to examine the extent of climate change considerations in the 50 SHMPs. The results demonstrate that these SHMPs treat climate change issues in an uneven fashion, with large variations present among the 50 states. The overall plan quality for climate change considerations was sustained at an intermediate level with regard to climate change-related awareness, analysis, and actions. The findings confirm that climate change concepts and historic extreme events have been well recognized by the majority of SHMPs. Even though they are not specific to climate change, mitigation and adaptation strategies that can help reduce climate change risks have been adopted in these plans. However, the plans still lack a detailed assessment of climate change and more incentives for collaboration strategies beyond working with emergency management agencies.  相似文献
