In South Africa, political emancipation has resulted in a new fisheries policy which is embodied in the Marine Living Resources Act of 1998. The pillars of the new policy are sustainability, equity and stability within the industry. We look particularly at a suite of mainly accessible species, the rock lobsters (truly spiny lobsters), at their management, at control measures, at realities of resource status and harvesting, at naturally occurring ecosystem stimuli, and investigate whether the policy can achieve what it aims to do, to provide more for more South Africans at levels at least equal to what they do today. Put simply, are the political aims and the sustainability aims of the new policy mutually achievable?  相似文献

During the hostilities in the South Atlantic last year, the UK government hastily commissioned Lord Shackleton's team to update its 1976 report on the economic development of the Falkland Islands. Over the past two decades profound changes have taken place in the European Union's (EU) fisheries policy. Partly these changes have occurred within the EU's Common Fisheries Policy itself, but partly policy change has been effected by the application of environmental legislation and policy instruments to fisheries issues. This article argues that the process of policy change in EU fisheries policy can best be understood in terms of the interaction of policy images and policy venues that is at the core of the punctuated equilibrium theory of policy-making. As a result of the rise of a biodiversity perspective on fisheries issues, environmental policy-makers have become active in fisheries issues, which has led to profound changes in both the content of fisheries policies and the institutional organisation around this issue area.  相似文献

Vietnam's marine fisheries are considered to be small scale and are concentrated in coastal near-shore waters. This has resulted in heavy pressure on near-shore fisheries resources. Near-shore fisheries are considered by fishers and the government to be over-exploited, causing hardship for many coastal communities. This paper reviews and analyzes changes in policy towards small-scale fisheries in Vietnam over the last two decades. The primary issues facing the small-scale fisheries in Vietnam are to restructure the near-shore fisheries and to address over-capacity. Recommended actions include improved fisheries statistics, resources for provincial fisheries staff, and a coordinated and integrated approach involving a mixed strategy of resource management; resource restoration; economic and community development; and new governance arrangements.  相似文献

The uptake of research in marine fisheries management and policy making depends on how effectively fisheries managers, researchers and scientific advisers communicate the needs for evidence, and the results and policy implications of research. The MariFish network of the major European funders of marine fisheries has therefore undertaken a study of current practices relating to communication of research needs and results, identifying strengths and weaknesses, and consequently how two-way communications, and hence the effectiveness of generating evidence for marine fisheries policy making and management, can be improved. Conclusions and recommendations for ‘good practice’ include the importance of building good relationships and trust between researchers and fisheries managers, the need for fisheries ministries to have sufficient inhouse scientific capacity to act as ‘intelligent customers’, and the key role of interpreters of research whose skills and career paths need to be carefully developed.  相似文献

In the past decade, the European Commission has developed the Marine Strategy Directive and the Maritime Policy. Both policies aim at governing the marine environment; yet the two policies have a differing signature in policy formulation and implementation. From a fisher's perspective these policies present a change in institutional setting; major policy measures no longer descend from the EU Common Fisheries Policy alone, but increasingly are derived from general environmental policy developments. In this paper, the policy arrangement approach is used to analyse the differences between the two maritime policies, and the way in which they can affect fisheries management.  相似文献

Consideration of subsistence fishing activities seems particularly relevant to coastal fisheries policy, yet formal recognition of subsistence fishing is often absent from associated policy frameworks. A critical problem is the very meaning of the term “subsistence.” A review of the literature on subsistence, dominated until recently by North American research, reveals a schism between interpretations emphasizing material aspects of subsistence and interpretations highlighting cultural aspects. The North American literature on the subject is heavily influenced by a focus on Arctic indigenous populations emphasizing cultural survival. Ultimately, subsistence can be a matter of survival in the belly, the soul, or both. International case studies suggest that different interpretations of subsistence are appropriate in different circumstances, and that appropriate policy can be fashioned only after the local context of subsistence is understood.  相似文献

This paper presents how environmental concerns emanating outside the Common Fisheries Policy (CFP) are increasingly setting the stage for EU fisheries management. This is illustrated via what is termed the exogenous entrance of environmental concerns through the implementation of directives in EU policy. More endogenous entrance of environmental concerns occurs via stakeholder participation in Regional Advisory Councils (RACs) as well as market mechanisms, such as ecolabelling and traceability. This study discusses how these latter channels of environmental concern may have become a more potent and efficient way of reaching environmental goals, outside of the primacy of the CFP.  相似文献

A comprehensive maritime industry policy that can be adequately monitored to achieve a competitive advantage is important. The Malaysian maritime industry comprises multifaceted sectors that are governed by fragmented governmental agencies. In this research, we investigated the Malaysian maritime industry cluster comprising three main sectors: Shipping, Ship Industry, Ports and Terminals. The Strength Indicator Model has been developed to reveals the maritime industry cluster. We find that the Competitions, Locations, Connections, Government and Chances factors affect the capability of the Malaysian maritime industry cluster. The result of this study will give a framework for Regulatory bodies and the various stakeholders to support the Malaysia maritime industry progressing toward a more competitive and sustainable development of the industry with the aim to become the developed maritime nation.  相似文献

Following the enactment of the Constitution in 1996, the South African government undertook a process of legal reform in the fishing sector. This led to the publication of a new fisheries policy endorsing equity and sustainability, as reflected in the Marine Living Resources Act. This paper examines efforts to implement the policy, particularly the objective of “transformation”, against the background of law reform in fisheries over the last decade. The discussion is located within the context of related domestic legal developments and current trends in international fisheries law. The Finnish coastal fishery of Atlantic salmon (Salmo salar) in the northern Baltic Sea is regulated using multi-annual, pre-fixed, opening dates of harvests that aim to enhance spawning escapement of early migrating wild salmon. Such an inflexible management regime does not set regulations that track varying run sizes of salmon. We introduce an array of computational intelligence techniques to estimate and forecast coastal run size and escapement of salmon into three spawning rivers in the northern Baltic Sea. Our results indicated that the present management pattern, driven largely by regional fisheries policy, contrasts greatly with a “run-size driven” (i.e. abundance-based) management approach. Introducing run-size driven management, i.e. setting regulations annually by tracking preseason forecasts, would better ensure adequate escapement and at the same time allow the maintenance of coastal catch at sustainable level. Setting regulations annually would allow effective harvesting in years when the run is high, and would effectively restrict harvests when the run is low.  相似文献

This paper presents an analysis of the effectiveness of the community structural policy in the fisheries sector by comparing the relative level of compliance with objectives (reduction of fleets and economic viability) with the mechanisms that have been implemented (structural funds and allocation of quotas). On the one hand, this analysis shows that there is a positive correlation between the level of structural funds and the attainment of goals. On the other hand, it was found that the greater the relative availability of quotas, the poorer the countries performed in complying with the objective of reducing the fishing capacity, and the higher the expectations of achieving acceptable yields. China and Vietnam have recently signed two bilateral agreements to deal with maritime issues in Beibu Gulf. One is the maritime boundary delimitation agreement, and the other the fisheries agreement. The two parties have also formulated a supplementary protocol to the latter agreement. All of them have entered into force on 30 June 2004. This article introduces the new arrangements for fisheries management initiated by the two countries, focusing especially on the Joint Fishery Committee established by the two parties, the contracting waters covered by the fisheries agreement, and the conservation and management measures for the Gulf's fisheries. The challenges likely confronted by China after this institutional change takes place are analyzed. A brief comparison is drawn among the three effectual fisheries agreements signed by China, respectively, with Japan, South Korea and Vietnam. Finally, as for the future of fisheries management in the Gulf some recommendations are made.  相似文献

This paper presents a historical account of Brazilian public policy on fisheries subsidies, and a discussion of problems and limitations resulting from such policy. From the 1960s to the mid-1980s, public policies led to a great increase in fisheries catch without appropriate consideration for the long-term sustainability of the resources, resulting in declining catches over the years. The goals of current Brazilian public policy on fisheries will not help in reducing overexploitation. This is because these policies are too optimistic about the abundance of fish in Brazil's EEZ, and are not accompanied by a fisheries management plan that is likely to work.  相似文献

In this paper the discard ban policy within the Portuguese fisheries sector is discussed and the opportunities and impact in the fisheries economy that arise from sales of unwanted fish under the new landing obligation are evaluated. The decadal mean price of fish (€/kg, adjusted for inflation) rose from the 1940s until the 1970s, dropping thereafter. The yearly averaged economic income estimated for discards sales between 1969 and 2009 ranged from 419345€ to 2164379€. Discard ban sales could contribute from 10% to 53% of the total landed value and 9–34% of the total catches (landings + discards). Under a discard ban policy, the fishing sector with the largest economic contribution for total discards sales would be multispecies (54%), followed by trawl (26%) and seine (20%). On average, fishing sales contributed with 0.63% to gross domestic production (GDP) between 1938 and 2009. Discard sales can increase 1.07–1.46 times more than the fish landing contribution to GDP. After 1983 the average landings/imports economic ratio was 0.28:1, which means that fish imports surpassed landings economic value 3.57 fold. The discard ban policy can create economic opportunities in the national context thus helping to revitalize some specific fisheries sectors.  相似文献
