Partly in response to concerns about anthropogenic climate change, renewable energy production is growing rapidly in the United Kingdom (UK). The wind power industry takes advantage of the country having some of the highest mean wind speeds in Europe. Future climate change, however, has the potential to alter the characteristics of the UK wind climate. Small changes in mean wind speed could produce much greater changes in wind energy output as the power generated is related to the cube of wind speed. This paper aims to use a simple method to provide insight into projected future UK wind climate and how this might differ from current patterns. A discussion of the scale of the projected impacts on the wind energy industry follows.  相似文献

An analysis is presented of the dependence of the regional temperature and precipitation change signal on systematic regional biases in global climate change projections. The CMIP3 multi-model ensemble is analyzed over 26 land regions and for the A1B greenhouse gas emission scenario. For temperature, the model regional bias has a negligible effect on the projected regional change. For precipitation, a significant correlation between change and bias is found in about 30% of the seasonal/regional cases analyzed, covering a wide range of different climate regimes. For these cases, a performance-based selection of models in producing climate change scenarios can affect the resulting change estimate, and it is noted that a minimum of four to five models is needed to obtain robust precipitation change estimates. In a number of cases, models with largely different precipitation biases can still produce changes of consistent sign. Overall, it is assessed that in the present generation of models the regional bias does not appear to be a dominant factor in determining the simulated regional change in the majority of cases.  相似文献

China is by far the largest host of projects implemented under the Kyoto Protocol's Clean Development Mechanism (CDM). However, earlier studies shed little light on the determinants of the distribution of CDM projects across Chinese provinces. Given China's large size and political-economic diversity, this dearth of research is troubling. We provide an empirical analysis of 2097 CDM projects in 30 Chinese provinces, 2004–2009. We find that high electricity consumption, low per capita income, and a lack of foreign direct investment are all associated with CDM project implementation. The findings are particularly strong for electricity and foreign direct investment. These findings are consistent with the economic theory of CDM project implementation. Project developers focus on minimizing the cost of carbon abatement. Moreover, they suggest that the CDM can, despite its limitations, contribute to reducing economic inequality and uneven development in China.  相似文献

Feeling affected by climate change related disasters has the potential to mobilize belief in climate change, concern about the issue, and support for mitigation policies – even when accounting for the effects of physically living through a disaster. In this study we use a two-wave survey design where respondents in the United States were interviewed before and after Hurricane Florence to better understand who feels affected by such disasters. First, we find that being worried about climate change increases the feeling of being affected by the hurricane among those who regularly discuss climate change. Second, we find that those who are high in perspective taking are more likely to feel affected. However, those who are high in empathic concern, but feel obligated to help victims of disasters, are less likely to feel affected. This suggests that hurricanes may cause a collapse of compassion, where those who are especially sensitive to the suffering of others down-regulate their emotional response to costly disasters.  相似文献

Effective communication of risks involved in the climate change discussion is crucial and despite ambitious protection policies, the possibility of irreversible consequences actually occurring can only be diminished but never ruled out completely. We present a laboratory experiment that studies how residual risk of failure of climate change policies affects willingness to contribute to such policies. Despite prevailing views on people’s risk aversion, we found that contributions were higher at least in the final part of treatments including a residual risk. We interpret this as the product of a psychological process where residual risk puts participants into an ”alarm mode,” keeping their contributions high. We discuss the broad practical implications this might have on the real-world communication of climate change.  相似文献

Residuals from agricultural pesticides threaten the environment and human health. Climate change alters these externalities because it affects pest pressure and pesticide application rates. This study examines damages from pesticide externalities in US agriculture under different climate projections and the effects of alternative regulations. We find divergent impacts of externality regulation and climate change on agricultural production in the US. A Pigovian tax on pesticide externalities generally increases crop production cost, but farm revenue improves because of increased commodity prices. Climate change generally decreases US farm revenue because production increases and prices fall. Results also show a heterogeneous effect of climate change on pest management intensities across major crops.  相似文献

Climate change in Hispañola is studied since 1900 using a variety of datasets. The longer station-observed temperature record has a significant trend of 0.012 °C/year, while the shorter reanalysis datasets exhibit faster warming, suggesting accelerating greenhouse radiative absorption and Hadley circulation. Rainfall trends are insignificant in the observed period, but a CMIP5 model simulation predicts a significant drying trend. The spatial pattern of climate trends was mapped with reanalysis fields and indicates a faster rate of warming over the eastern half of the island, where observations are dense and the drying trend is greatest. Northeasterly trade winds strengthen on the Atlantic side of the island. While trends intensify in the satellite era compared to the earlier 20th century, part of that effect is ascribed to an upturn in the Atlantic Multi-decadal Oscillation.  相似文献

We investigate how weather affects the UK’s electricity network, by examining past data of weather-related faults on the transmission and distribution networks. By formalising the current relationship between weather-related faults and weather, we use climate projections from a regional climate model (RCM) to quantitatively assess how the frequency of these faults may change in the future. This study found that the incidences of both lightning and solar heat faults are projected to increase in the future. There is evidence that the conditions that cause flooding faults may increase in the future, but a reduction cannot be ruled out. Due to the uncertainty associated with future wind projections, there is no clear signal associated with the future frequency of wind and gale faults, however snow, sleet and blizzard faults are projected to decrease due to a reduction in the number of snow days.  相似文献

We present evidence of climate change impact upon recent changes of glaciers within Lombardy region, in Northern Italy. We illustrate the recent area evolution of a set of 249 glaciers in the area using three surface area records for 1991, 1999 and 2003. The 1999 and 2003 surface area data are processed by combining glacier limits manually digitized upon registered color orthophotos and differential GPS (DGPS) glaciers’ surveys. Glaciers’ area was 117.4?km2 in 1991, 104.7?km2 in 1999, and to 92.4?km2 2003, with a 21% reduction. Glaciers smaller than 1?km2 accounted for 53% of the total loss in area (13.1?km2 during 1991–2003). The area change rate was higher lately, with ca. 11.7 % reduction during 1999–2003. We split Alps and fore Alps of Lombardy into six mountain groups, and we separately investigate relative area variations. We use climate series from local stations within each group to assess climate change during a 30-year window (1976–2005). We focus upon temperature and snow cover depth at thaw, known to impact glaciers’ changes. We compare local year-round temperature anomalies against global ones to evidence enhanced warming within this area, and we investigate the correlation of our target climate variables against NAO. Eventually, we highlight the link between the rate of change of our climate variables to the observed scaling of area loss against glaciers’ size, showing that in rapidly warming areas glaciers’ size affects less relative melting.  相似文献

Climate change effects such as sea-level rise are almost certain. What these outcomes mean for different populations, however, is far less certain. Climate change is both a narrative and material phenomenon. In so being, understanding climate change requires broad conceptualisations that incorporate multiple voices and recognise the agency of vulnerable populations. In climate change discourse, climate mobility is often characterised as the production of ‘refugees’, with a tendency to discount long histories of ordinary mobility among affected populations. The case of Tuvalu in the Pacific juxtaposes migration as everyday practice with climate refugee narratives. This climate-exposed population is being problematically positioned to speak for an entire planet under threat. Tuvaluans are being used as the immediate evidence of displacement that the climate change crisis narrative seems to require. Those identified as imminent climate refugees are being held up like ventriloquists to present a particular (western) ‘crisis of nature’. Yet Tuvaluan conceptions of climate challenges and mobility practices show that more inclusive sets of concepts and tools are needed to equitably and effectively approach and characterise population mobility.  相似文献

Company cars have received considerable attention because of their partial tax-exemption and the changes in travel behaviour they stimulate, including car model choices, distances driven, and car ownership patterns. This paper is the first to present evidence on actual transport behaviour change, based on mobility and fuel diaries, and comparing a sample of 624 company cars and 9328 private cars in Germany. Analysis confirms that company cars belong to the more heavily motorized car segments (with an average 97?kW, as opposed to 79?kW of private cars), and are driven more than private cars (24,672?km per year, compared to 12,828?km per year for private cars). Company car benefits also increase average household vehicle numbers by 25%. Results show that it is imperative to distinguish company cars of company owners relative to those driven by employees, as negative externalities increase significantly where company cars are used by the latter. Abolishing company car benefits could significantly reduce emissions from passenger road transport and stimulate change in the country’s automotive industries towards a lower-carbon path. As Germany is not currently on track to meet its climate mitigation targets, this would be a timely policy shift.

Under the threat of global warming it is important to determine the impact that future changes in climate may have on the environment and to what extent any adverse effects can be mitigated. In this study we assessed the impact that climate change scenarios may have on soil carbon stocks in Canada and examined the potential for agricultural management practices to improve or maintain soil quality. Historical weather data from 1951 to 2001 indicated that semi-arid soils in western Canada have become warmer and dryer and air temperatures have increased during the spring and winter months. Results from the Canadian Center for Climate Modelling and Analysis (CCCma) Coupled Global Climate Model (CGCM1,2) under two climate change forcing scenarios also indicated that future temperatures would increase more in the spring and winter. Precipitation increased significantly under the IPCC IS92a scenario and agreed with historical trends in eastern Canada whereas the IPCC SRES B2 scenario indicated very little change in precipitation and better matched historical trends in western Canada. The Century model was used to examine the influence of climate change on agricultural soil carbon (C) stocks in Canada. Relative to simulations using historical weather data, model results under the SRES B2 climate scenario indicated that agricultural soils would lose 160 Tg of carbon by 2099 and under the IS92a scenario would lose 53 Tg C. Carbon was still lost from soils in humid climatic regions even though C inputs from crops increased by 10–13%. Carbon factors associated with changes in management practices were also estimated under both climate change scenarios. There was little difference in factors associated with conversion from conventional to no-till agriculture, while carbon factors associated with the conversion of annual crops to perennial grass were lower than for historical data in semi-arid soils because water stress hampered crop production but were higher in humid soils.  相似文献

Climate change poses a challenge to countries across the world, with news media being an important source of information on the issue. To understand how and how much news media cover climate change, this study compares coverage in ten countries from the Global North and the Global South between 2006 and 2018 (N = 71,674). Based on a panel analysis, we illustrate that news media attention varies across countries and is often associated with political, scientific, and (partly) societal focusing events. Based on an automated content analysis, we also find that news media do not only cover ecological changes or climate science, but that they focus predominantly on the societal dimension of climate change: They emphasize how humans are aware of, affected by, battle, or cause climate change. Overall, the study illustrates important differences between the Global North and the Global South. While countries from the Global North cover climate change more frequently, countries from the Global South focus more on its challenges and implications for society at large, i.e., the societal dimension of climate change.  相似文献

Gobal climate change may affect wolves in Canadas High Arctic (80° N) acting through three trophic levels (vegetation, herbivores, and wolves). A wolf pack dependent on muskoxen and arctic hares in the Eureka area of Ellesmere Island denned and produced pups most years from at least 1986 through 1997. However, when summer snow covered vegetation in 1997 and 2000 for the first time since records were kept, halving the herbivore nutrition-replenishment period, muskox and hare numbers dropped drastically, and the area stopped supporting denning wolves through 2003. The unusual weather triggering these events was consistent with global-climate-change phenomena.  相似文献

The number of climate change laws in major economies has grown from less than 40 in 1997 to almost 500 at the end of 2013. The passage of these laws is influenced by both domestic and international factors. This article reviews the main international factors, drawing on a powerful new dataset of climate legislation in 66 national jurisdictions. We find that the propensity to legislate on climate change is heavily influenced by the passage of similar laws elsewhere, suggesting a strong and so far under-appreciated role for international policy diffusion. International treaties such as the Kyoto Protocol work in two ways. The impact of the Kyoto Protocol itself is limited to countries with formal obligations under the treaty. In addition, the prestige of hosting an international climate summit is associated with a subsequent boost in legislation. Legislators seem to respond to the expectations of climate leadership that these events bestow on their host.

Policy relevance

A global solution to climate change will ultimately have to be anchored in domestic legislation, which creates the legal basis for countries to take action. Countries are passing climate legislation in a growing number. This article asks to what extent they are motivated to do so by international factors, such as existing treaty obligations. We find that the Kyoto Protocol has been a less important factor in explaining climate legislation outside Annex I than the passage of similar laws elsewhere. This suggests that international policy diffusion plays an important and so far under-appreciated role in global climate policy, complementing formal treaty obligations.  相似文献

We analyze climate change in a cost–benefit framework, using the emission and concentration profiles of Wigley et al. (Nature 379(6562):240–243, 1996). They present five scenarios that cover the period 1990–2300 and are designed to reach stabilized concentration levels of 350, 450, 550, 650 and 750 ppmv, respectively. We assume that the damage cost in each year t is proportional to the corresponding gross world product and the square of the atmospheric temperature increase (ΔT(t)). The latter is estimated with a simple two-box model (representing the atmosphere and deep ocean). Coupling the damage cost with the abatement cost, we interpolate between the five scenarios to find the one that is optimal in the sense of minimizing the sum of discounted annual (abatement plus damage) costs over a time horizon of N years. Our method is simpler than ‘traditional’ models with the same purpose, and thus allows for a more transparent sensitivity study with respect to the uncertainties of all parameters involved. We report our central result in terms of the stabilized emission level E o and concentration level p o (i.e. their values at t = 300 years) of the optimal scenario. For the central parameter values (that is, N = 150 years, a discount rate r dis = 2%/year and a growth rate r gro = 1%/year of gross world product) we find E o  = 8.0 GtCO2/year and p o = 496 ppmv. Varying the parameters over a wide range, we find that the optimal emission level remains within a remarkably narrow range, from about 6.0 to 12 GtCO2/year for all plausible parameter values. To assess the significance of the uncertainties we focus on the social cost penalty, defined as the extra cost incurred by society relative to the optimum if one makes the wrong choice of the emission level as a result of erroneous damage and abatement cost estimates. In relative terms the cost penalty turns out to be remarkably insensitive to errors. For example, if the true damage costs are three times larger or smaller than the estimate, the total social cost of global climate change increases by less than 20% above its minimum at the true optimal emission level. Because of the enormous magnitude of the total costs involved with climate change (mitigation), however, even a small relative error implies large additional expenses in absolute terms. To evaluate the benefit of reducing cost uncertainties, we plot the cost penalty as function of the uncertainty in relative damage and abatement costs, expressed as geometric standard deviation and standard deviation respectively. If continued externality analysis reduces the geometric standard deviation of relative damage cost estimates from 5 to 4, the benefit is 0.05% of the present value G tot of total gross word product over 150 years (about $3.9 × 1015), and if further research reduces the standard deviation of relative abatement costs from 1 to 0.5, the benefit is 0.03% of G tot .  相似文献

This paper presents a review of the methodology applied for generating the regional climate change scenarios utilized in important National Documents of Mexico, such as the Fourth National Communication to the United Nations Framework Convention on Climate Change, the Fourth National Report to the Convention on Biological Diversity and The Economics of Climate Change in Mexico. It is shown that these regional climate change scenarios, which are one of the main inputs to support the assessments presented in these documents, are an example of the erroneous use of statistical downscaling techniques. The arguments presented here imply that the work based on such scenarios should be revised and therefore, these documents are inadequate for supporting national decision- making.  相似文献
