This exercise in a type of applied historiography begins by annotating aspects of reform in Western education from the 1880s to the 1930s, an interval which exhibits the responses of ‘new’ subjects to political and social demands for improved civics education, and encompasses the inauguration of a recognisably ‘academic’ geography in Australia. Designedly, since the nominated period also incorporates the early life and career of pioneering geographer Griffith Taylor, the discussion probes beneath the strata of obfuscatory generalisation to relate one individual's engagement with the vortex of change. More specifically, it extracts a few lessons from Taylor's approach to ‘Nation‐Planning’ to suggest an appropriate orientation to current reformism in Australian education. It is argued that, while this trend questions the civic utility of established disciplines, it has been badly served by a disturbing ignorance of the social and intellectual heritage of the subjects under challenge.  相似文献

There has been considerable recent concern over the amount of vegetation clearance in the wet tropics of northern Australia. This paper reports on the results of a case study undertaken in the lower Herbert River catchment in north-east Queensland, which utilised remote sensing and Geographic Information Systems (GIS) to assess both spatial and temporal changes in land cover since European settlement in the mid-nineteenth century. We demonstrate that since European settlement there has been a substantial reduction in the area of Melaleuca, rainforest, and eucalyptus-dominated land-cover patterns. We also provide a range of quantitative measures to show that the landscape diversity, integrity and quality of these ecosystems have also declined between the 1860s and 1996. We conclude that reform is required at policy, planning and enterprise levels if the ecological, economic and social values of these systems are to be maintained in the future.  相似文献

Up until very recently--and in marked contrast to such countries as Spain, Denmark and Germany--Australia generated hardly any electricity from the wind. Driven largely by the mandatory targets embodied in the Renewable Energy (Electricity) Act 2000 (Commonwealth) this situation is now changing. Australia has several operational small- to medium-sized wind energy power stations in Western Australia, Victoria, New South Wales and Queensland. But--in the face of often strong local opposition--the Australian Wind Energy Association is keen to increase the number and scale of such projects. This paper outlines recent overseas developments in wind energy and then focuses on the environmental and planning dilemmas posed by this form of electricity production. Particular attention is focused on a highly controversial wind energy proposal in south-western Victoria, the Portland Wind Energy Project (PWEP). The argument presented is that wind is only one of a number of possible renewable energy options, that coastal landscapes are an 'endangered species', and that it is time for geographers to revisit methodologies concerned with evaluating landscape beauty and debating the place of landscape values within the ecologically sustainable development paradigm.  相似文献

Calls for law reform in Australia reveal marriage as central to the notions of family and citizenship. Attention here is drawn to the recent lack of willingness to debate marriage equality in Australia—from either its advocates or opponents—following a cross-party marriage equality private members bill. Federal Liberal/National Coalition politicians dismiss legislative frameworks that recognise marriage equality in Australia because it is thought to cause the demise of social mores, or is at best unimportant. Advocates for same-sex marriage present promises based on rights, justice and equality, yet fail to reflect on the social implications for those who arrange their sexual lives outside this institutionalised partnership. I argue that the lack of debate is operating to narrow rather than widen understandings about ‘love', drawing attention to geographical understanding of the links between sex, bodies, gender, families and belonging.  相似文献

ABSTRACT

Global enthusiasm for nature in cities is at high point. Australia is no exception, where there is a great deal of policy momentum and research interest in urban greening. The challenges presented by increasing urban heat associated with climate change, greater awareness of the potential social, physical and psychological benefits of exposure to ecologies for people, and recognition of cities as vital habitats for more-than-humans are central tenants of urban greening enthusiasm. Yet, there is a need for a more critical lens on urban greening in Australia. One that interrogates the purported normative, apolitical and instrumental benefits of greening, to position greening within a trajectory of the power relations, settler-colonialism, socio-ecological processes and capital flows that constitute the urban. This editorial introducing the special issue on urban greening politics explores how different conceptions of urban natures – green space, urban forestry and green infrastructure – have been put to work, before outlining the potential of ‘urban greening’ as the terminology for a more politically sensitive and process-orientated framing. The editorial concludes with a summary of the contributions to the special issue.  相似文献

Several researchers have argued that Australia is becoming more unequal. This paper briefly explores the reasons why this might be the case before undertaking a social indicator based examination of whether income inequality extends to well‐being generally. Using 176 regions and eight social indicators and focusing on the period 1976–91, the paper shows that inequality has increased, particularly in the last intercensal period. The pattern of ‘winning’ and ‘losing’ is a complex one that suggests increasing differentiation between regions. This finding is set in the context of the social differentiation inherent in postmodern society. Regional policy based on the devolution of spending and responsibility is advocated as one way of helping disadvantaged regions.  相似文献

Social housing in Australia is at a significant juncture. High levels of housing stress, increasing levels of socio-spatial polarisation and reduced government funding are posing complex policy challenges. Social mix policies are one response to these challenges, arising from the problematisation of social housing estates as socially excluded. This problematisation is examined through case studies of two Sydney social housing renewal projects: Telopea and Riverwood North. Drawing on interviews with government, private-sector and not-for-profit housing practitioners, the paper identifies two distinct discourses of social exclusion within this problematisation—culture of poverty discourse and equity discourse—that shape the implementation of social mix. These discourses reveal that implementing social mix is more complex than simply managing the cohabitation of residents in different tenures. Rather, the practice of social mix is embedded within discourses about the nature and causes of social exclusion. These discourses, in their turn, inform the multiple and sometimes conflicting aspirations pursued through social mix policies.  相似文献

ABSTRACT

Globally, population ageing is one of the most pressing social and policy issues faced today. Over the next two decades, Australian society will face dramatic increases in the proportion of the population aged 65 years and over, as the baby boomers move into older age and fertility levels remain low. Yet population ageing is not a surprising or new trend—demographic changes in the age profile of a population tend to occur incrementally rather than suddenly. As a demographer and geographer, Graeme Hugo drew attention to this trend in Australia’s population more than three decades ago. Throughout Graeme Hugo’s vast breadth of work over the past 40 years, there has been a consistent thread of demographic analysis and academic thought associated with the ageing of Australia’s population. This paper focuses on Hugo’s contributions to academic thought and policy on Australia’s ageing population and the challenges associated with this for both service delivery and health policy as Australian society moves into an unprecedented era of population ageing.  相似文献

Since their post-war inception, Sydney's metropolitan plans have tended to be overtaken by the social, economic and environmental conditions they have had to confront. The depth and scope of Sydney's recent urban transformation threatens again to overtake metropolitan planning capacity creating, in the context of competitive globalisation, a potentially significant market disadvantage for the city, not to mention poor urban development outcomes. This paper reviews Sydney's post-war metropolitan planning strategies, examining the social and economic contexts and the policy paradigms in which they have been framed, in order to draw out the lessons to be learned from their successes and failures. We argue that future success in planning urban development will rely on richly informed and fine-grained understanding of the complex spatial outcomes of Sydney's ever-deeper global integration. Only such fine-grained understanding can empower metropolitan planning to be responsive to the evolving challenges of managing development in the contemporary urban context.  相似文献

ABSTRACT

This paper examines two key dimensions of the impact of immigration for Australia and related policy aspects. One is sub-national and the other is national. They are, first, the regional location aspects of immigration and, second, the aggregate unemployment implications of immigration. These are chosen so as to focus on two important issues that condition public attitudes towards immigration. In relation to the first, there is a common positive view that channelling migration towards regional areas assists regional development and reduces pressure on metropolitan areas. The paper reviews regional concepts embodied in Australian immigration policy and the ways in which visa arrangements have implemented policies geared towards the regional dispersal of immigrants. Using official data, it discusses the demographic impacts of these policies and, in particular, considers the extent to which immigrants to regional Australia remain there over the longer term. In relation to unemployment, a common concern is that immigrants take jobs from local workers. The paper examines—using statistical regression methodology—the relationship between immigration and national aggregate unemployment in Australia. It evaluates the net consequences of immigration for both existing residents and new arrivals together. The paper concludes that, with good policy design in each case, regional location encouragement can be effective for immigrants and that immigrants need not take more jobs than they create. The analysis demonstrates that mixed-methods approaches to important social science issues can be productive, and helpful also for policy. Evidence, such as that presented in this paper, offers a powerful basis from which to counter negative public and political discourses surrounding immigration in contemporary Australia.  相似文献

Drawing upon theory from the field of urban political ecology, we analyse a major strategic water plan for Melbourne, Australia—the Sustainable water strategy for the Central Region, published in 2006. We assess the extent to which the strategy identified and addressed ecological sustainability in terms of: cultural frames; ecological context; social equity; and engagement processes. We identify that the strategy's framing of water was largely separate from its social and ecological context. This framing resulted in the importance of issues such as environmental flows, social equity and cultural values being diminished, thus avoiding the inevitable confrontation with environmental limits needed to ensure long-term ecological sustainability. Our analysis shows that the discursive dominance of economics limited the response to persuasive scientific arguments for greater ecological consideration in the strategy. Our findings suggest that broadening engagement with the diverse ways in which water is valued is likely to contribute to more equitable and ecologically sustainable water futures.  相似文献

Climate change adaptation is now a core theme of Australian geographical research. Climatic risks to socio-ecosystems are unbounded and highly uncertain and as a result require learning-based approaches to generate appropriate adaptation responses. Geographical research can effectively integrate knowledge developed through the mutual learning of researchers and stakeholders within a place to help guide adaptation planning. The roles of the geographer as a social learning researcher are critically analysed within the context of climate change adaptation research undertaken to support regional natural resource management adaptation planning in South Australia. Three research roles from the social learning literature are used to frame the analysis: the organic intellectual; the advocate for social justice; and the contemporary professional academic. While the social learning helped to develop a range of experimental adaptation policies and actions, the research would have proceeded more effectively if the challenges of the approach had been initially understood. The problems which emerge from social learning research, including inevitable tensions between real-world and academic outcomes, need to be acknowledged along with any successes to prepare future geographers to facilitate learning about socio-ecological risk.  相似文献

ABSTRACT

The establishment of the National Key Centre for Social Applications of Geographical Information Systems (GIS) in 1995, under the directorship of Professor Graeme Hugo, was a turning point in the use of GIS in Australia. The field of GIS, previously dominated by environmental applications, now broadened its focus to include populations, services and the interactions between people and the environment. Social applications of GIS offered a unique opportunity to make service planning, reporting, funding allocations and research both smarter and fairer. Geography and geographic relationships as implemented in GIS became the integrating platform for social spatial information, invigorating social research, planning and policy. A key strength of this approach, recognised by Professor Hugo, was the ability to ‘put people back into the planning process’. Further to being an integrating platform, GIS also offered the ability to generate new information and knowledge, which could facilitate evidence-based decision making. This paper focuses in particular on providing a written record of the development of the Accessibility/Remoteness Index of Australia (ARIA) suite of spatial accessibility indices. The lasting legacy and continued relevance of this work in social applications of GIS is also reviewed in this paper, with reference to key examples of how social research and planning in Australia have been made both smarter and fairer through the contributions of Professor Hugo and his team.  相似文献

Racism has become a fact of life in Australia over the past decade or so, yet there are relatively few studies of its nature or extent, and still fewer on its geography. Using a social constructivist approach, this study draws on a survey of 5056 respondents to investigate attitudes to racism and cultural diversity in New South Wales and Queensland, and of perceptions of out-groups as instances of ‘strangers in our midst’. On racism, results show the presence of a continuum of attitudes ranging from generally tolerant to generally intolerant, a presence which cuts across compositional (social or aspatial) characteristics to emphasise the existence of a distinctive geography, an everywhere different nature to racist and non-racist attitudes which transcends urban–rural and traditional social layers. On the other hand, perceptions of out-groups are not uniformly correlated with presence or absence of cultural diversity. In many cases, the ability to make judgements about significant ‘others’ or out-groups has been shown to relate more to abstract notions of self and national identity, reproduced in public by mainstream news media and political leaders. In particular, it may reflect an Anglo (or Anglo-Celtic) view on nationalism, which is a hallmark of the ‘new racism’: an assimilationist or ethnocultural view of Australian society which is different from the ‘civic nation’ ideal envisaged by multiculturalism. That the geography of attitudes and perceptions people have towards and about different cultural groups is so ‘everywhere different’ has important implications for attempts to address and redress issues of intolerance in Australia.  相似文献

ABSTRACT

In this century Chinese tourists in Australia have rapidly become the most numerous national source. Relatively little is known about their socio-economic status, their geographical origins and expectations of tourism, and their attitudes to and perceptions of Australia, although every Australian state has devised a specific Chinese tourism strategy to tap into this market. Chinese tourism is concentrated in metropolitan areas in the eastern states, has evolved from group tours to individual plans, and is relatively high spending. Unless geographical and tourism research on Chinese tourism aligns with contemporary theoretical developments in tourism studies, the type of knowledge being produced will be limited. Whilst there is value in extending existing knowledge, important social insights into the Chinese tourists’ experience of Australia will not emerge. Although Chinese tourism is similar to earlier waves from East Asia, it constitutes a distinct component of the contemporary Australian market. A deeper understanding of this phenomenon requires the adoption of practice theories that privilege social practices as the entry point for theorising and conducting research. In advocating such an approach, we highlight challenges of linguistic and cultural differences, scale and governmentality in providing a qualitative research agenda for geographical and tourism studies’ engagements with Chinese tourism.  相似文献

Australian placename studies have focused on documenting toponymic histories and issues of concern mainly for placename taxonomy and etymology. Language-external factors such as geographical and environmental conditions have not been of great interest to Australian toponymists. This article assesses the role of geographical and environmental constriction of island places on their toponymy. It considers whether or not island locations breed ‘insular toponymies’ or placename histories inaccessible and not readily accessible to outsider researchers. The case studies are Norfolk Island, South Pacific, and Dudley Peninsula, South Australia, two island environments within political Australia. The results demonstrate that the degree of insularity of the toponymies of the two island environments is driven more by geographical and social factors than linguistic elements. The results put forward several ways in which geographers, linguists, historians, toponymists, and Australian studies scholars could work together and collaborate to better understand Australian island places.  相似文献

In September 2001, Australia effected a "Pacific Solution" to its "refugee problem": the interception and transfer of "unauthorised boat arrivals" to processing centres in the Pacific Third World. These centres were agreed to by poor countries that were approached precisely because of their vulnerability and dependence upon Australia, in exchange for increases in aid. Australia thereby created a regional refugee problem and, in so doing, Australian seignorage also demands that the laws of those sovereign countries be placed in stasis so that people not convicted of a crime may be detained indefinitely. The Pacific region, in effect, came to be mapped in terms of its utility to Australia, both downplaying and concealing complex economic, social and political issues. This essay studies the Pacific Solution as a means of Australian "emplacement" in the Pacific and on refugee identity/bodies. Both refugee identity and the Pacific Third World are assessed in terms of their utility in serving as sites for Australian emplacement, whereby and wherein the borders of Australia are reinforced, to the detriment of extant "local" emplacements.  相似文献

ABSTRACT. Gardens have been an important site of environmental engagement in Australia since the British colonization. They are places where immigrant people and plants have carried on traditions from their homelands and have worked out an accommodation with new social and biophysical environments. We examined the backyard gardens of three contemporary migrant groups—Macedonian, Vietnamese, and British born—in suburban Australia and a group of first‐generation Australians with both parents born overseas. In Macedonian backyards, emphasis was strong on the production of vegetables; in Vietnamese backyards, on herbs and fruit. British backyards were more diverse, some focusing on non‐native ornamental flowers and others favoring native plants. The cohesiveness of the respective groups was partly an artifact of our sampling strategy. The Macedonian and Vietnamese migrants shared an affinity for productive, humanized landscapes that reflected their rural, subsistence backgrounds and crossed over into their attitudes toward the broader environment and national parks. The rural and village backgrounds help explain why intensive backyard food production has broken down among the next generation in (sub)urban Australia, becoming part of heritage rather than everyday practice.  相似文献

Green infrastructure has recently risen to international prominence for its purported capacity to enhance urban sustainability, and particularly to modulate ambient temperatures in the context of climate change. We assess whether residents in a sub-tropical Australian city perceive green infrastructure as an effective climate adaptation response for reducing vulnerability to heat stress. Gold Coast City has pursued urban densification policies, such as reducing block sizes and increasing building heights, to accommodate rapid population growth. Little attention has been given to the combined impact of local heat island effects and global climate change upon lower-income residents in the city's suburban fringe, including rising energy costs associated with cooling homes. The study has three aims: to assess whether social disadvantage is associated with (1) concern about climate change impacts; (2) perceptions about the potential of green infrastructure to offer potential climate-adaptive benefits; and (3) the desire for more urban greening in a working class suburb. We used a mail-back survey to elicit information related to cooling dwellings, awareness of, and concern about, climate change impacts, perceptions of the benefits of green infrastructure, and desire for more urban greening. Results indicate that despite their vulnerability to heat stress, comparatively disadvantaged residents are no more concerned about climate change; nor are they any more inclined to encourage local government to enhance neighbourhood greenery. These residents are, if anything, less likely to perceive benefits of urban greening. Our findings indicate that cultivating support for green infrastructure in disadvantaged neighbourhoods will require parallel efforts to redress inequality.  相似文献
