This paper explores the various dimensions of integration that need consideration in developing appropriate institutional arrangements for integrated water resource management (IWRM), drawing upon both IWRM and spatial planning sources. As a result, a framework of integration in IWRM is set out. This is then used to consider the strengths and weaknesses of the new spatial planning system in England, and its potential to contribute to IWRM activities that are being developed, partly in response to the European Union Water Framework Directive. From this analysis it is argued that, taken overall, spatial planning is well placed to meet these challenges and it could in fact play a much more central role than is currently envisaged. An alternative model for IWRM in England is set out which sees the new river basin management plans as integral, rather than parallel, to the spatial planning system.  相似文献

It is widely known that intensive land use generally decreases stream water quality, but the influence of watershed physiography is relatively poorly understood. Since management planning has to take into account the protection of water quality, the current status of stream water must be identified. The potential effects of land use and watershed physiography variables on water quality were studied in an extensive set of 83 watersheds in the Helsinki region, Finland, covering wide land‐use intensity gradient. The aims of this study were to test if the geographical information of watershed land‐use data can be used to model the stream water quality, and to examine whether the spatial water quality models are improved after including predictors of watershed physiography to the land‐use model. Water quality variables were related to watershed predictors by utilizing generalized additive models and linear mixed models, and the independent effect of the variables was investigated using a hierarchical partitioning approach. While land use turned out to be the most influential factor explaining water quality, all models improved significantly after incorporating the watershed characteristics, such as topography and soil. These results were consistent across three modelling techniques. This study, with its novel approach to examine the impacts of several watershed physiographic characteristics on urban stream water quality in northern Europe, demonstrates that spatial land use and watershed physiography data can be used as cost‐efficient predictors in stream water quality models.  相似文献

The existing paradigm of UK flood risk management that privileges structural solutions over non-structural ones is evolving in response to threats posed by climate change and higher environmental standards required by the EC Water Framework Directive. This paper examines the contrasting reactions of DEFRA and the Scottish Executive. The Scottish 'experiment', which embraces a strong definition of sustainability, is contrasted with a weaker version emerging in England and Wales. Divergent levels of risk and histories of managing that risk explain many of these contrasts. Scotland's more radical approach has the potential to become a new paradigm.  相似文献

京津冀城镇体系与水系结构的时空关系研究   总被引:2,自引:1,他引:1  
京津冀地区人水关系矛盾突出,分形可以有效描述城镇体系和水系时空演化特征,从而揭示两者演化关系,为城市问题的解决提供一些理论和经验依据。论文采用分形理论中的网格维数和多分维谱,首先分别刻画了两者的时空演化特征,其次探讨了城镇体系和水系结构之间的时空关系,最后探究了水系结构退化的影响因素。主要结论有:① 1990—2010年,京津冀地区建设用地的网格维数升高、自相似性增强、从集聚向分散转变,意味着建设用地朝着空间填充程度增强、有序、分散的方向发展,而水系反之,证明两者具有不同的时空演化方向;② 21世纪10年代,京津冀的人水关系十分紧张,南水北调虽然缓和了京津冀用水问题,改善了大尺度上的水系结构,但在小尺度上改善有限;③ 越靠近城市中心,建设用地分形形态发育越成熟,结构越有序,越靠近外围越混乱无序;④ 京津冀地区水系退化,由自然和人为两方面因素造成,21世纪以后人为因素的影响较为显著。针对京津冀地区水系退化,提出如下政策建议:在城市建设过程中,一方面科学规划城市水系,重视低等级水系的保护;另一方面节约集约利用水资源,完善水资源管理机制。未来,需要进一步探索城市发展和水系的非线性关系,为城市可持续发展提供依据。  相似文献

主体功能区规划是建国以来首次在全国范围实施的精度较高的国土空间开发规划, 不仅对规划方法、技术手段有较高的要求, 而且对基于县级行政区域或更高精度空间尺度的规划数据源有较高的要求。本文针对省级主体功能区规划的9 个指标项, 分析了主体功能区规划的数据需求特征, 认为在数据支撑方面存在数据精度不够、缺少经济内涵、数据标准不统一、个别指标底层数据缺失4 个主要问题。基于主体功能区规划绩效评价及今后国土空间开发管治的目标要求, 提出了规划监管与评估的指标设计原则, 从集聚效应、社会发展、食物与资源保障、生态与环境保护4 个方面设计了主体功能区规划监管和评估的指标体系, 以期为“十二五”及今后全国国土空间功能发展的科学评估和数据系统建设提供参考依据。  相似文献

Water supply shortage has become a pressing issue in Southeast Asia in recent years. While on the one hand water demand is escalating with rapid economic development, urbanisation and related population concentrations, on the other, surface water supply sources are increasingly being threatened by the resultant land use changes. Therefore, any understanding of the region's water supply concerns necessarily takes into account the hydrological processes and changes consequent to human interference of the natural environment. Changes to the environment that curtail the quantity of water supply and affect its quality will in turn have implications for water resource issues in megacities and other urban areas. Equally critical to the supply of water are water resource and management issues, in particular, the adequate provision of safe water for human consumption, regarded as not only meeting a basic need but also a human right. This paper provides an overview of hydrological processes and water resource concerns and suggests the scope for further investigation, particularly by geographers.  相似文献

水土资源是人类生存的基础,山地水土要素耦合性与“三生空间”的功能性密切相关,其耦合的时空过程及规律关乎山区的生态服务与经济社会可持续发展。通过构建更加科学的水土要素耦合指数对太行山地、横断山地、黔桂喀斯特山地水土要素耦合特征进行大尺度、长时序的分析,并采用地理探测器方法分析了各时期水土耦合的影响因素。结果表明:① 三大山地水土要素耦合空间差异十分显著。太行山地以缺水区为主,横断山地以平衡区为主,黔桂喀斯特山地平衡区和充沛区兼有。② 垂直分异上,三大山地水土要素耦合指数分别在1300 m、1800~3400 m、500~1500 m处发生变异。各山地水土要素耦合指数在生态功能亚区表现为,林地生态亚区>林草复合生态亚区>农业生态亚区。③ 三大山地水土要素耦合的空间异质性是自然要素和人文要素综合作用的结果。其中,气候要素为主导驱动,地形地貌和土地利用居次,人为作用叠加在自然作用之上,加剧了水土要素耦合的时空复杂性和变异性。本文构建的水土要素耦合指数,加深了山地水土要素相互作用的时空过程研究,可为促进变化环境下的山区可持续发展提供决策依据。  相似文献

水循环包括自然水循环和社会经济水循环两个方面。社会经济系统水循环指社会经济系统对水资源的开发利用及各种人类活动对水循环的影响。对目前国际国内关于社会经济水循环关注的主要问题 (水资源安全、水资源社会经济研究、人类活动对水循环的影响、水环境、水资源可持续管理和综合管理) 及其进展进行了评述。水资源安全的主要对策已由增加供给转变为水资源需求管理。增加社会参与和明晰水权是水资源管理体制改革的方向。水价在水资源管理中的重要作用得到越来越多的重视。水资源可持续管理和综合管理正逐步落实。水资源需求管理机制、水权水价等水资源管理制度设计、作为可持续水资源管理基础的生态需水问题和环境变化对水资源的影响,将是未来社会经济系统水循环研究的焦点。  相似文献

根据Hoekstra和Chapgain提出的污染物吸纳理论,估算了2012年全国31个省(区、市)的灰水足迹,采用空间自相关分析方法探讨了2012年中国灰水足迹的空间分布特征,通过构建基于地理加权回归的STIRPAT模型,测算了人口和富裕等人文因素对灰水足迹的影响。结果表明:中国灰水足迹存在较强的空间正相关性和空间分布不均衡性;人文因素对水资源环境的威胁大小排序,依次为城市化率、人口数量、产业结构和富裕程度,其中,城市化率、人口数量、农业比重和人均GDP每提高1%,分别引起灰水足迹增加1.03%、0.85%、0.63%和0.52%;人文因素对灰水足迹的影响存在空间差异,人口对灰水足迹的影响由北向南逐步加大,富裕对灰水足迹的影响由西向东逐渐减小,农业和城市化对灰水足迹的影响由南向北逐步增大;在现有样本范围内,计算结果有条件地支持环境Kuznets曲线。  相似文献

China has made great progress in the study of socio-economic water cycle. She has completed national water resources appraisement and medium to long-term water supply planning. She has been engaging in study on water-deficient regions in North China and Northwest China for about half a century. For solving water shortage problem in northern China, she has put forward the famous South-to-North Water Transferring Projects, which has been set as one of the four biggest national projects in the Tenth Five-Year-Plan period although there are still debates. For promoting water use efficiency, China has been reforming her water management system, including water right system and water price system. There has already been a case of water right purchase. China has also done a lot of research on the interaction between human activity, water and ecosystem. For meeting the need of sustainability and coordinating water resources development and environmental protection, the study of ecological water requirement became very hot in recent years. There are three focuses of socio-economic water cycle study now in China: water transfer projects from the south to the north, water resources management and ecological water requirement.  相似文献

介绍了水资源可持续利用规划耦合模型和应用实例。从数学形式上看,它是多目标优化模型,目标函数选用自由度较高并具竞争性的系统状态指标;约束条件应该包括各相关子系统的状态模拟方程,使模拟与优化实现耦合。在研究实例中,选用了GDP和COD排放量指标来表征研究区的经济发展和环境状况,约束条件主要包括水资源系统模拟模型和宏观经济系统扩大再生产—投入产出耦合模型。由于水资源可持续利用规划决策是半结构化的决策问题,开发决策支持系统辅助决策有助于提高决策的科学性和有效性。  相似文献

卫星遥感作为一种先进的水环境监测技术手段,可以监测现状,掌握现有情况;也可以追溯过去,揭示变化规律;同时还可以结合动力模型,模拟未来。这为人类了解、掌握和管理流域水环境变化发挥不可替代的作用。特别是近10 a已经进入“高分卫星时代”,卫星传感器的空间分辨率越来越高,可观测的参数越来越多,反演和估算精度越来越高。但是,目前还缺乏从流域角度阐述水环境遥感的相关综述文章。论文围绕“流域水环境遥感”研究主题,明确了研究的对象和范围,厘清了基本理论框架,并结合大家关注的问题,包括卫星数据源、水环境模型、富营养化湖泊藻类富集、水生植被退化、水面积变化等方面的研究进展和存在的问题进行了回顾和梳理;并指出在全球变暖和人类活动加剧背景下,未来需要研发专门面向流域水环境的天-空-地立体观测体系和系统框架,开展全流域统筹的水环境遥感监测和模拟,同时加强流域水体碳循环遥感研究。  相似文献

随着城市化与工业化程度不断加深,产业空间结构不断重组,导致土地供需矛盾日益突出,国土资源无序开发日益严重,因而优化国土资源空间格局,成为生态文明建设的首要任务。同时,科学合理配置土地资源对土地规划提出了更高要求,传统土地规划方法有待改革。在基于尊重自然、顺应自然的开发理念下,总结土地自然过程基础对土地规划的影响,实现“山水路林田生命共同体”的协调规划发展。其次,“大数据”时代的来临,云计算、空间数据整合、云分析等技术对土地规划方法提供新的技术支撑;最后,针对土地规划数据特殊性、移动用户终端的广泛性,提出应创建土地规划云服务平台,使土地规划实现数据集成管理和更新,从而提高土地规划质量。  相似文献

Two distinct, conflicting, land-use planning paradigms affect drylands: one seeking environmentally sustainable outcomes and one addressing political-demographic concerns. The environmental paradigm is relatively new and is couched in the lexicon of sustainable development, combating desertification and biodiversity conservation. These concerns proscribe planning principles that allow for human settlement in drylands while minimizing its environmental impact. The latter paradigm has a longer history, born in central governments’ desire to secure sovereignty over outlying regions. These concerns result in planning goals that conflict with environmental goals. The environmental paradigm encourages compact development and efficient land-use, while the political-demographic one encourages in-migration of ‘friendly’ populations and the establishment of a physical presence on a maximum amount of land. Using Israel’s Negev Desert and China’s Xinjiang region as case studies, we suggest that successful implementation of sustainable dryland management depends on recognizing the challenge presented by political-demographic planning motivations. As such, successful implementation of environmental planning requires resolution of existing political conflicts. Since drylands are characteristically geographic and demographic frontiers, they are ideal settings in which to study the conflict between environmental and political-demographic goals and they provide an opportunity to better understand how this conflict creates a barrier to sustainable development.  相似文献

水资源是制约干旱区土地资源开发利用的主要自然因素,水、土资源利用在时间和空间上平衡与否的矛盾影响着干旱区生态环境与社会发展。用定量化的数学模型表示二者的互相影响,能描述、解释和预测二者关系并能为制定对策提供依据。本文首先分析了干旱区土地利用与水资源的相互影响,然后对水土资源相互影响下时空变化的模拟方法和理论进行了综述。一方面从蒸散的计算、模拟地下水补给、模拟区域尺度上土地利用影响、模拟土地管理措施影响、模拟抽取地下水影响、以系统方法模拟土地利用影响等几方面对土地利用影响下水资源的时空变化模拟进行了综述。同时对水资源影响下土地利用变化的模拟从主要考虑水文作用的水文-植被模型的建立应用及引入人为因素为驱动力的土地利用变化模拟两方面做了综述。文章最后进一步概括了干旱区水土资源时空变化模拟的趋势并就此方面的研究提出了三点展望意见。  相似文献

As the consequence of climate change, water that is received in Australian Murray-Darling Basin wetlands is declining and agricultural water demands are increasing. In order to keep the water use balance between environment protection including wetland protection and irrigation water use, the Australian government adopted a series of reforms in Murray-Darling Basin to address the environmental water shortage problem and encourage irrigators to use water more efficiently and plant high economic value crop. The water trading and cap are two major reforms in this process.In order to match up the environmental water demand such as wetland water use, based on the seasonal rainfall, dam level and environmental water demand, the cap system seasonally allocate how much water the irrigators can access as per water licenses. As the cap dramatically reduced the water access for irrigators, the water trading is aiming to use limited agricultural water more efficiently. The water trading scheme separate the water use right from the land property right and allow Australian farmers to trade their water licenses in the market. Water trading encouraged farmers who plant low value crops such as wheat and canola transfer their water entitles to farmers who plant high value crops such as grape. In the drought seasons, The Australian government can purchase the water licenses from irrigators to increase the environmental flows.This Australian water management system represents the most complicated and effective environmental and agricultural water use management in this world. There are possible many lessons that will help China to better manage the water use for wetland protection and farming practices.  相似文献
