This paper presents and applies a conceptual framework to address human vulnerability to climate change. Drawing upon social risk management and asset-based approaches, the conceptual framework provides a unifying lens to examine links between risks, adaptation, and vulnerability. The result is an integrated approach to increase the capacity of society to manage climate risks with a view to reduce the vulnerability of households and maintain or increase the opportunities for sustainable development. We identify ‘no-regrets’ adaptation interventions, meaning actions that generate net social benefits under all future scenarios of climate change and impacts. We also make the case for greater support for community-based adaptation and social protection and propose a research agenda.

It has been claimed that high social capital contributes to both positive public health outcomes and to climate change adaptation. Strong social networks have been said to support individuals and collective initiatives of adaptation and enhance resilience. As a result, there is an expectation that social capital could reduce vulnerability to risks from the impacts of climate change in the health sector. This paper examines evidence on the role social networks play in individuals’ responses to heat wave risk in a case study in the UK. Based on interviews with independently living elderly people and their primary social contacts in London and Norwich, we suggest that strong bonding networks could potentially exacerbate rather than reduce the vulnerability of elderly people to the effects of heat waves. Most respondents interviewed did not feel that heat waves posed a significant risk to them personally, and most said that they would be able to cope with hot weather. Bonding networks could perpetuate rather than challenge these narratives and therefore contribute to vulnerability rather than ameliorating it. These results suggest a complex rather than uniformly positive relationship between social capital, health and adaptation to climate change.

Adaptation,adaptive capacity and vulnerability
This paper reviews the concept of adaptation of human communities to global changes, especially climate change, in the context of adaptive capacity and vulnerability. It focuses on scholarship that contributes to practical implementation of adaptations at the community scale. In numerous social science fields, adaptations are considered as responses to risks associated with the interaction of environmental hazards and human vulnerability or adaptive capacity. In the climate change field, adaptation analyses have been undertaken for several distinct purposes. Impact assessments assume adaptations to estimate damages to longer term climate scenarios with and without adjustments. Evaluations of specified adaptation options aim to identify preferred measures. Vulnerability indices seek to provide relative vulnerability scores for countries, regions or communities. The main purpose of participatory vulnerability assessments is to identify adaptation strategies that are feasible and practical in communities. The distinctive features of adaptation analyses with this purpose are outlined, and common elements of this approach are described. Practical adaptation initiatives tend to focus on risks that are already problematic, climate is considered together with other environmental and social stresses, and adaptations are mostly integrated or mainstreamed into other resource management, disaster preparedness and sustainable development programs.

There is a strong contemporary research and policy focus on climate change risk to communities, places and systems. While the need to understand how climate change will impact on society is valid, the challenge for many vulnerable communities, especially some of the most marginalised, such as remote indigenous communities of north-west South Australia, need to be couched in the context of both immediate risks to livelihoods and long-term challenges of sustainable development. An integrated review of climate change vulnerability for the Alinytjara Wilurara Natural Resources Management region, with a focus on the Anangu Pitjantjatjara Yankunytjatjara lands, suggests that targeted analysis of climate change impacts and adaptation options can overlook broader needs both for people and the environment. Climate change will add to a range of complex challenges for indigenous communities, especially in relation to hazards, such as fire and floods, and local environmental management issues, especially in association with invasive species. To respond to future socio-ecological risk, some targeted responses will need to focus on climate change impacts, but there also needs to be a better understanding of what risk is already apparent within socio-ecosystems and how climate interacts with such systems. Other environmental, social and economic risks may need to be prioritised, or at least strongly integrated into climate change vulnerability assessments. As the capacity to learn how to adapt to risk is developed, the value attributed to traditional ecological knowledge and local indigenous natural resource management must increase, both to provide opportunities for strong local engagement with the adaptation response and to provide broader social development opportunities.

Local material and symbolic values have to date remained underrepresented in climate change research and policy and this gap is particularly salient in places that have been identified as at significant risk from climate change. In such places, the dominant approach to understanding the effects of climate change has been centred on vulnerability; it has highlighted the social determinants of vulnerability and the differential and uneven distribution of effects. This approach cannot, however, illuminate the diverse and nuanced meanings people attach to specific aspects of their way of life, how the changing climate might affect these, and what this implies for adaptation. To address this gap, this empirical study uses the concept of values, defined as trans-situational conceptions of the desirable that give meaning to behaviour and events, and influence perception and interpretation of situations and events. We develop a set of values from 53 qualitative interviews in two remote communities in subarctic easternmost Canada. It draws on these values to frame how effects of climate change, specifically intangible and subjective effects, are felt, and how responses to them are imagined by those affected. The article argues that values are crucial in shaping perception of climate impacts and adaptation to them. Distinct values, such as tradition, freedom, harmony, safety, and unity shape different interpretations and meaning of impacts, and lead to distinct views on how to adapt to these. Conflicting and competing values can act as barriers to adaptation. The findings imply that adaptation research and policy need to address values explicitly if efforts for planned adaptation are to be perceived as legitimate and effective by those affected by the changing climate.

Climate scenarios have been widely used in impact, vulnerability and adaptation assessments of climate change. However, few studies have actually looked at the role played by climate scenarios in adaptation planning. This paper examines how climate scenarios fit in three broad adaptation frameworks: the IPCC approach, risk approaches, and human development approaches. The use (or not) of climate scenarios in three real projects, corresponding to each adaptation approach, is investigated. It is shown that the role played by climate scenarios is dependant on the adaptation assessment approach, availability of technical and financial capacity to handle scenario information, and the type of adaptation being considered.

This paper reviews research traditions of vulnerability to environmental change and the challenges for present vulnerability research in integrating with the domains of resilience and adaptation. Vulnerability is the state of susceptibility to harm from exposure to stresses associated with environmental and social change and from the absence of capacity to adapt. Antecedent traditions include theories of vulnerability as entitlement failure and theories of hazard. Each of these areas has contributed to present formulations of vulnerability to environmental change as a characteristic of social-ecological systems linked to resilience. Research on vulnerability to the impacts of climate change spans all the antecedent and successor traditions. The challenges for vulnerability research are to develop robust and credible measures, to incorporate diverse methods that include perceptions of risk and vulnerability, and to incorporate governance research on the mechanisms that mediate vulnerability and promote adaptive action and resilience. These challenges are common to the domains of vulnerability, adaptation and resilience and form common ground for consilience and integration.

There is increasing evidence that climate change will strongly affect people across the globe. Likely impacts of and adaptations to climate change are drawing the attention of researchers from many disciplines. In adaptation research focus is often on perceptions of climate change and on vulnerability and adaptation strategies in a particular region or community. But how do we research the ways in which people experience changing climatic conditions, the processes of decision-making, the actual adaptation strategies carried out and the consequences of these for actors living and dealing with climate change? On the basis of a literature review of all articles published in Global Environmental Change between 2000 and 2012 that deal with human dimensions of climate change using qualitative methods this paper provides some answers but also raises some concerns. The period and length of fieldwork and the number and types of interviews conducted are, for example, not always clear. Information on crucial aspects of qualitative research like researcher positionality, social positions of key informants, the use of field assistants, language issues and post-fieldwork treatment of data is also lacking in many articles. We argue that this lack of methodological information and reflections is particularly problematic in an interdisciplinary field such as climate change research and journals such as Global Environmental Change and that clearer communication is key to facilitate truly interdisciplinary dialogue.
