One of the most important challenges for the South East Europe region will be replacing more than 30% of its presently installed fossil fuel generation capacity by the end of 2030, and more than 95% by 2050 if its age structure is considered. This requires a strong policy framework to incentivise new investments in a region currently lacking investors, but also presents an opportunity to shape the electricity sector over the long term according to the broader energy transition strategy of the EU and the Energy Community. The aim of this paper is to assess what type of long-term pathways exist for electricity sector development in the region if they follow the energy transition process of the EU. In this model-based scenario assessment, long term electricity sector futures are explored using a set of interlinked electricity models evaluating the level of renewable energy investment required in the region to reach a deep decarbonization target, assuming emission reduction above 94% by 2050 compared to 1990 in line with the long term market integration and climate policy goals of the EU. It also explores what are the most important system wide impacts of the high deployment of renewable energy concerning generation adequacy and security of supply.

This article attempts to disentangle the determinants of the adoption of renewable energy support policies in developing and emerging countries. By analyzing policies already implemented in industrialized countries, we focus on the diffusion but not the invention of climate-relevant policies. We look at four different types of policies (renewable energy targets, feed-in tariffs, other financial incentives and framework policies) and consider both domestic factors and international diffusion mechanisms utilizing a discrete-time events history model with a logit link on a self-compiled dataset of grid-based electricity policy adoption in 112 developing and emerging countries from 1998 to 2009. In general, we find stronger support for the domestic determinants of policy adoption, but also substantial influence of international factors. Countries with a larger population and more wealth have a higher probability of adopting renewable energy policies. Only in some specific cases do natural endowments for producing renewable energy encourage governments to adopt policies, and hydro power resources even correlate negatively with the adoption of targets. Among the international determinants, emulation from colonial peers and membership within the EU seem to facilitate policy adoption. International climate finance is less relevant, as the Global Environmental Facility and the Clean Development Mechanism may only increase the adoption of frameworks and targets, but they have no influence on tariffs and incentives.  相似文献

Rapid soybean expansion in South America has been linked to numerous socio-environmental problems, including deforestation in sensitive biomes. As a major importing region of soybeans, wider public awareness has also put pressure on the European Union. Different governance initiatives involving various groups of stakeholders have sought to address these issues. However, what is identified as a relevant problem, as a region of interest or which actors are mentioned in this context are all matters of claims-making processes between different groups and mediated through various channels of communication. This study uses a text-mining approach to trace the construction of socio-ecological problems related to soybean expansion and the actors and regions linked with these issues in public discourse. The focus lies on print media from the European Union, but several additional sources are included to investigate the similarities and differences between various communication channels and regions. These include newspaper articles from producing countries and international news agencies, scientific abstracts, corporate statements, and reports from advocacy groups gathered from the mid-1990s to 2020. The results show that European mass media have shifted their focus from consumer labeling, health, and concerns over genetically modified organisms towards more distant or abstract phenomena, such as deforestation and climate change. This has been accompanied with a broader view on different stakeholders, but also with a strong regional focus on the Amazon biome. There has also been much less attention on direct concerns for communities in producing regions, such as land conflicts or disputes over intellectual property rights. We conclude that while European public spheres appear to become more receptive to issues related to impacts in sourcing regions, there remains a narrow focus on specific problems and regions, which reflects a fundamental asymmetry in different stakeholders' ability to shape transnational deliberations and resulting governance processes.  相似文献

The threat of climate change is emerging at a time of rapid growth for many economies in sub-Saharan Africa (SSA). Dominant narratives comprising ambitious development plans are common and often based around sectors with strong inter-dependencies that are highly exposed to climate variability. Using document analysis and key informant interviews, this article examines how climate change is addressed in policy, how it is being mainstreamed into water, energy and agriculture sector policies and the extent to which cross-sectoral linkages enable coordinated action. These questions are addressed through a case study of Tanzania, highlighting broader lessons for other developing countries, particularly those in SSA facing similar challenges. The article finds that, while the agriculture and water sectors are increasingly integrating climate change into policies and plans in Tanzania, practical coordination on adaptation remains relatively superficial. Publication of the Tanzania National Adaptation Plan of Action (NAPA) in 2007 marked a step change in the integration of climate change in sectoral policies and plans; however, it may have reinforced a sectoral approach to climate change. Examining the policies for coherence highlights overlaps and complementarities which lend themselves to a coordinated approach. Institutional constraints (particularly structures and resources) restrict opportunities for inter-sectoral action and thus collaboration is confined to ad hoc projects with mixed success to date. The results highlight the need for institutional frameworks that recognize and address these constraints to enable development goals to be pursued in a more sustainable and climate-resilient manner.

KEY POLICY INSIGHTS

  • The NAPA has been successful at encouraging climate change mainstreaming into sectoral policies in Tanzania; however, the cross-sectoral collaboration crucial to implementing adaptation strategies remains limited due to institutional challenges such as power imbalances, budget constraints and an ingrained sectoral approach.

  • Collaboration between nexus sectors in Tanzania is largely through ad hoc projects with limited progress on establishing deeper connections to enable collaboration as a process. Regular cross-sectoral planning meetings and consistent annual budgets could provide a platform to enhance cross-sectoral coordination.

  • Plans to develop hydropower and agriculture are prevalent across sub-Saharan Africa. Insights from Tanzania highlight the importance of institutional and policy frameworks that enable cross-sectoral coordination.

This work analyzes the abrupt change in summer surface air temperature (SAT) in Central Asia (CA) and its relationship with sea surface temperature (SST) in the North Atlantic and snow cover in the Qinghai Tibet Plateau between 1980 and 2019 based on NCEP/NCAR reanalysis data, CRU SAT, and snow cover and global SST data. The results reveal a significant summer SAT change in CA in 2005. The standardized regional average temperature index in CA shifts from the previous negative phase to the subsequent positive phase, indicating a significant summer SAT increase in CA. Analysis of the anomalous atmospheric circulations related to interdecadal changes in summer SAT in CA shows the abnormally enhanced anticyclonic circulation system in the west of CA after 2005. The atmospheric subsidence associated with the anomalous anticyclone can cause warming. On the other hand, the reduction in the amount of cloud caused by this anticyclone anomaly enhancement results in the increase in downward short-wave radiation and thus is favorable for the increased summer temperature in CA. Furthermore, the interdecadal summer SAT changes in CA in 2005 are closely related to SST warming in the middle and high latitudes of the North Atlantic and the reduction in snow cover in the west of the Tibet Plateau (TP). The SST increase in the middle and high latitudes of the North Atlantic can stimulate a Rossby wave propagating downstream. The reduction in snow cover in the west of the TP can cause warming to the above atmosphere through the snow albedo effect. The changes in both the North Atlantic SST and the TP snow can strengthen the anticyclone over CA, leading to an abnormally high summer SAT over there. © 2023 Science Press. This paper explores concepts of carbon lock-in arising from the technologies of CO2 capture and storage (CCS). We examine the argument that CCS reduces carbon lock-in and the calls for a CCS ‘mandate’ and emission performance standards. We analyse the pros- and cons- of a low-carbon fossil fuel lock-in, arguing that lock-in per se is not the problem; it is rather the depth of lock-in which creates problems because deeper lock-in reduces flexibility and increases the ‘error cost’ (i.e. the cost of a decision which turns out to be based on incorrect understanding) and should be avoided. A set of technical and institutional indicators for measuring the flexibility of different technologies is then presented and applied to three technologies: a landfill gas power generator, a conventional nuclear power plant and a CCS plant under development in California. We conclude that these indicators are a useful way forward in assessing individual projects and that public authorities and other stakeholders might wish to employ some version of these indicators in their deliberations on the role of CCS.  相似文献

The complex topography and high climatic variability of the North Western Mediterranean Basin (NWMB) require a detailed assessment of climate change projections at high resolution. ECHAM5/MPIOM global climate projections for mid-21st century and three different emission scenarios are downscaled at 10 km resolution over the NWMB, using the WRF-ARW regional model. High resolution improves the spatial distribution of temperature and precipitation climatologies, with Pearson's correlation against observation being higher for WRF-ARW (0.98 for temperature and 0.81 for precipitation) when compared to the ERA40 reanalysis (0.69 and 0.53, respectively). However, downscaled results slightly underestimate mean temperature (≈1.3 K) and overestimate the precipitation field (≈400 mm/year). Temperature is expected to raise in the NWMB in all considered scenarios (up to 1.4 K for the annual mean), and particularly during summertime and at high altitude areas. Annual mean precipitation is likely to decrease (around ?5 % to ?13 % for the most extreme scenarios). The climate signal for seasonal precipitation is not so clear, as it is highly influenced by the driving GCM simulation. All scenarios suggest statistically significant decreases of precipitation for mountain ranges in winter and autumn. High resolution simulations of regional climate are potentially useful to decision makers. Nevertheless, uncertainties related to seasonal precipitation projections still persist and have to be addressed.  相似文献

Based on a previous township-scale model, a spatio-temporal framework is proposed to study the fluctuations of avalanche occurrence possibly resulting from climate change. The regional annual component is isolated from the total variability using a two-factor nonlinear analysis of variance. Moreover, relying on a Conditional AutoRegressive sub-model for the spatial effects, the structured time trend is distinguished from the random noise with different time series sub-models including autocorrelative, periodic and change-point models. The hierarchical structure obtained takes into account the uncertainty related to the estimation of the annual component for the quantification of the time trend. Bayesian inference is performed using Monte Carlo simulations. This allows a comparison of the different time series models and the prediction of future activity in an explicit unsteady context. Application to the northern French Alps illustrates the information provided by the model’s different components, mainly the spatial and temporal terms as well as the spatio-temporal fluctuation of the relative risk. For instance, it shows no strong modifications in mean avalanche activity or in the number of winters of low or high activity over the last 60 years. This suggests that climate change has recently had little impact on the avalanching rhythm in this region. However, significant temporal patterns are highlighted: a complex combination of abrupt changes and pseudo-periodic cycles of approximately 15 years. For anticipating the future response of snow avalanches to climate change, correlating them with fluctuations of the constraining climatic factors is now necessary.  相似文献

Net primary production (NPP) of crop represents the capacity of sequestrating atmospheric CO2 in agro-ecosystem, and it plays an important role in terrestrial carbon cycling. By linking the Crop-C model with climate change scenario projected by a coupled GCM FGOALS via geographical information system (GIS) techniques, crop NPP in China was simulated from 2000 to 2050. The national averaged surface air temperature from FGOALS is projected to increase by 1.0℃ over this period and the corresponding atmospheric CO2 concentration is 535 ppm by 2050 under the IPCC A1B scenario. With a spatial resolution of 10 ×10 km^2, model simulation indicated that an annual average increase of 0.6 Tg C yr^-1 (Tg=10^12 g) would be possible under the A1B scenario. The NPP in the late 2040s would increase by 5% (30 Tg C) within the 98×10^6 hm^2 cropland area in contrast with that in the early 2000s. A further investigation suggested that changes in the NPP would not be evenly distributed in China. A higher increase would occur in a majority of regions located in eastern and northwestern China, while a slight reduction would appear in Hebei and Tianjin in northern China. The spatial characteristics of the crop NPP change are attributed primarily to the uneven distribution of temperature change.  相似文献
