Although existing economic research is informative with regard to the importance of including potential ‘catastrophic’ climate change impacts in the analysis of GHG mitigation benefits, the generic and abstract form of the ‘catastrophe’ implemented has led to a lack of specific policy implications. This article provides an important starting point for a discussion of how to improve economic modelling of potential large-scale impacts of climate change. It considers how the term ‘abrupt climate change’ has been used in the scientific literature to describe changes in the climate system and carefully reviews the characteristics of the events that have been discussed in this context. The findings are compared to the way in which the economic literature has modelled potential economic and human welfare impacts of these ‘catastrophic’ events. In general, the economics literature is found to have modelled such impacts in a uniform way that fails to account for differences in relevant end points and timescales. The result is policy recommendations based on events that do not resemble those of concern. Better treatment of these events in integrated assessment modelling would help ensure that future research efforts can serve as meaningful policy input.  相似文献

Major transformation of the global energy system is required for climate change mitigation. However, energy demand patterns and supply systems are themselves subject to climate change impacts. These impacts will variously help and hinder mitigation and adaptation efforts, so it is vital they are well understood and incorporated into models used to study energy system decarbonisation pathways. To assess the current state of understanding of this topic and identify research priorities, this paper critically reviews the literature on the impacts of climate change on the energy supply system, summarising the regional coverage of studies, trends in their results and sources of disagreement. We then examine the ways in which these impacts have been represented in integrated assessment models of the electricity or energy system.Studies tend to agree broadly on impacts for wind, solar and thermal power stations. Projections for impacts on hydropower and bioenergy resources are more varied. Key uncertainties and gaps remain due to the variation between climate projections, modelling limitations and the regional bias of research interests. Priorities for future research include the following: further regional impact studies for developing countries; studies examining impacts of the changing variability of renewable resources, extreme weather events and combined hazards; inclusion of multiple climate feedback mechanisms in IAMs, accounting for adaptation options and climate model uncertainty.  相似文献

Developing countries like India are under international pressure to sign a legally binding emissions treaty to avert catastrophic climatic change. Developing countries, however, have argued that any international agreement must be based on historic and per capita carbon emissions, with developed countries responsible for reducing their emissions first and funding mitigation and adaptation in other countries. Recently, however, several scholars have argued that Indian government climate change discourses are shifting, primarily by recognizing the “co-benefits” of an alignment between its development and climate change objectives, and by displaying increasing “flexibility” on mitigation targets. This study investigates the factors driving shifting Indian discourses of climate change by conducting and analyzing 25 interviews of Indian climate policy elites, including scientists, energy policy experts, leading government officials, journalists, business leaders, and advocates, in addition to analysis of articles published in Economic and Political Weekly (a prominent Indian policy journal), and reports published by the government and other agencies. Our analysis suggests that India’s concerns about increasing energy access and security, along with newer concerns about vulnerability to climate change and the international leadership aspirations of the Indian government, along with emergence of new actors and institutions, has led to plurality of discourses, with potential implications for India’s climate change policies.  相似文献

This article answers calls from scholars to attend to a research gap concerning the visual representation of climate change. We present results from three Q-methodology workshops held in Melbourne (Australia), Norwich (UK) and Boulder (USA) investigating engagement with climate change imagery drawn from mass media sources. Participants were provided with a concourse of climate change images drawn from a newspaper content analysis carried out across all three countries, and asked to carry out two Q-sorts: first, for salience (‘this image makes me feel climate change is important’) and second, for efficacy (‘this image makes me feel I can do something about climate change’). We found results remarkably consistent both across and within country cohorts. This may indicate the presence of a dominant, mainstream discourse around climate imagery. We found that imagery of climate impacts promotes feelings of salience, but undermines self-efficacy; that imagery of energy futures imagery promotes self-efficacy; and that images of politicians and celebrities strongly undermine saliency, and undermine self-efficacy for the Australian cohort. These results, if widely replicable, have implications for climate change communication and engagement. Our results suggest that imagery plays a role in either increasing the sense of importance of the issue of climate change (saliency), or in promoting feelings of being able to do something about climate change (efficacy) – but few, if any, images seem to do both. Communications strategies should assess the purpose of their messages, considering these findings regarding salience and efficacy in this study, and choose to employ images accordingly.  相似文献

开展农户生计对气候变化的敏感性研究有利于深入认识气候变化与生计的关系,对增强农户的气候变化适应能力和降低生计脆弱性具有重要意义。在梳理不同领域敏感性概念的基础上,阐述了农户生计对气候变化敏感性的科学内涵和研究框架,重点分析了敏感性表征和综合评价指标体系。农户生计对气候变化的敏感性是指气候变化和极端事件对农户生计的影响程度,敏感性表征主要表现在气候变化对自然资源、人类健康、牲畜、资产和收入等方面的影响,不同地区和人群敏感性表征具有差异性。农户生计对气候变化的敏感性随着发展程度提高而下降,生计多样化、基础设施建设等有助于降低气候变化的影响。生计敏感性多为脆弱性研究的一部分,常以可持续生计分析为框架,运用指标评估法进行综合评价。未来研究需要完善敏感性理论框架和研究方法,加强适应的有效性评估,以及开展跨区域或跨时段的生计敏感性对比研究,重点关注生态脆弱和贫困地区。  相似文献

Increasing evidence suggests that climate change poses direct and indirect threats to national and human security. However, the degree to which such knowledge of the risks informs decision-making remains poorly understood for key security communities, including the U.S. Department of Defense. Here, through document analysis and interviews with climate security researchers and practitioners from the U.S. military community, we evaluate perceptions about and the degree to which (i) these individuals believe climate change is a threat to U.S. national security interests, and (ii) the U.S. Department of Defense integrates climate security science into its decision-making. Our research suggests a complex answer. Public statements and reports indicate U.S. Department of Defense leadership considers climate change a security threat of strategic importance, and most researchers interviewed believe the U.S. Department of Defense prioritizes climate security as a near-term threat. However, evidence of climate security threats is only selectively integrated into planning and decision-making. Interviews suggest several barriers and enablers to evidence-based decision-making within the U.S. Department of Defense. Barriers include mixed beliefs in the near-term urgency of the threat, changing political environments, and insufficient co-production of actionable science across the levels of war, including issues of data collection, sharing, and analysis. Enablers include increased awareness after climate-related impacts, strong leadership support, and knowledge transfer and convening forums. Improved insight into the production and use of climate security knowledge is crucial for the task of safeguarding human and national security in a changing climate.  相似文献

Policies to secure energy and water supplies from the impacts of climate change are currently being developed or are in place in many developed nations. Little is known about how these policies of security, and the systems of resource provision they prioritise, affect householders’ capacity to adapt to climate change. To better understand the connections between resource provision and consumption, this paper explores the notion that different ‘energies’ and ‘waters’ can be conceptualised as material elements of social practices, which shape the way practices are performed. We draw on a study of Australian migrants and their experiences with different resource provision systems in multiple countries, time periods and contexts across three generations. We discuss the differing characteristics of energy and water provision across three broad resource ‘eras’, and the way resources enable or reduce resourcefulness, adaptive capacity and resilience. We find that policy makers may inadvertently reduce householders’ capacity to respond and adapt to climate change impacts by prioritising the resource characteristics of immateriality, abundance and homogeneity. We conclude that policy which prioritises the resource characteristics of materiality, diversity and scarcity is an important, underutilised and currently unacknowledged source of adaptive capacity.  相似文献

A survey documenting how climate change is perceived and responded to by Canadian mine operations was administered to a random sample of practitioners working at mine sites across Canada. Key findings include: (1) Mines are sensitive to climatic hazards; (2) There is concern about climate change among mine practitioners, but the majority have not yet noticed climate change to be affecting operations; (3) Future climate change is expected to have negative impacts for mine operations; (4) Mines are responding to climate change mainly through efforts to reduce greenhouse gas emissions but also through adaptation, although to a lesser degree; and (5) Knowledge of future climate change projections and impacts is limited, potentially constraining understanding of the nature of climate change risks. The survey compliments previous work documenting perceptions among upper level management on climate change in the Canadian mining industry. The results from both surveys are largely consistent, establishing that the mining sector perceives climate change as an emerging risk and is developing response options, but needs to invest more time and resources for adaptation to what are inevitable changes in climate. The results support the need for targeted in-depth research to assess the vulnerability of mining to climate change and to evaluate response options.  相似文献

In the past 5 years there has been a proliferation of efforts to map climate change “hotspots” — regions that are particularly vulnerable to current or future climate impacts, and where human security may be at risk. While some are academic exercises, many are produced with the goal of drawing policy maker attention to regions that are particularly susceptible to climate impacts, either to mitigate the risk of humanitarian crises or conflicts or to target adaptation assistance. Hotspots mapping efforts address a range of issues and sectors such as vulnerable populations, humanitarian crises, conflict, agriculture and food security, and water resources. This paper offers a timely assessment of the strengths and weaknesses of current hotspots mapping approaches with the goal of improving future efforts. It also highlights regions that are anticipated, based on combinations of high exposure, high sensitivity and low adaptive capacity, to suffer significant impacts from climate change.  相似文献

Global climate change induced by the emission of greenhouse gases may pose challenges to energy security. The vulnerability of energy sources, in particular of renewable sources, to climate change raises the need to identify adaptation measures. This paper applies an integrated resource planning approach to calculate least-cost adaptation measures to a set of projected climate impacts on the Brazilian power sector. The methodology used has the advantage of finding optimal solutions that take into consideration the whole energy chain and the interactions between energy supply and demand. Results point in the direction of an increased installed capacity based, mostly, on natural gas, but also sugarcane bagasse, wind power and coal/nuclear plants, to compensate for a lower reliability of hydroelectric production, amongst other impacts. The indirect effect of these results is the displacement of natural gas from other consuming sectors, such as industry, in favor of its use for power generation. Results obtained are, however, based on the techno-economic premises used in the simulation, which may vary in the long term.  相似文献

近年来,美国关于气候变化对国家安全影响的研究成果频出。在概述其研究现状及主要成果的基础上,分析了美国在该领域研究的特点及其对我国开展相关研究的启示。美国关于气候变化影响国家安全的研究成果主要体现在围绕气候变化影响美国国家安全的方式、范围、程度以及美国的应对之策等几个方面展开了全面而深入的讨论。其突出特色是:第一,在研究理论和方法方面,与时俱进,转型较快;第二,在研究内容方面,既视野开阔,又有较强的针对性;第三,在研究水平上呈现逐步提高的趋势;第四,在研究体制上,形成官、学、研三位一体的联合研究体制。当前,我国的相关研究还处在起步阶段,在未来的研究中可以借鉴美国的一些有益经验。  相似文献

气候变化对粮食安全的影响是广泛的,不但影响粮食产量和品质,还会影响到农户的生计以及农业相关的产业发展等;而粮食系统在保障粮食安全的同时,又会产生一系列的环境问题,其中农业源温室气体(GHG)的排放加剧全球变暖。IPCC在2019年8月份发布的《气候变化与土地特别报告》(SRCCL),从粮食生产、加工、储存、运输及消费的各个环节评估气候变化对粮食安全的影响及粮食系统的温室气体排放对气候系统的影响;系统梳理粮食系统供给侧和需求侧的适应与减缓措施、适应与减缓的协同和权衡问题,以及气候变化条件下保障粮食安全的政策环境等。SRCCL评估结论认为,由于大量施用氮肥和消耗水资源,目前粮食系统GHG排放占全球总排放的21%~37%;农业和粮食系统是全球应对气候变化的重要方面,供给侧和需求侧的综合措施可以减少食物浪费、减少GHG排放、增加粮食系统的恢复力。未来工作的重点应丰富和扩展气候变化影响评估内容,量化适应效果,加深对适应、减缓及其协同和权衡的科学认知,大力加强应对气候变化能力建设。  相似文献

Peacebuilding countries are concentrated in areas of heightened vulnerability to climate change impacts, and almost certainly lack the capacity to manage these impacts. In spite of this overlap, climate change adaptation and mitigation projects are typically excluded from peacebuilding activities. This is particularly alarming given that many analysts believe climate change will trigger, amplify or perpetuate humanitarian crises, population displacement, political extremism and violent conflict in the regions in which most peacebuilding operations take place. This paper investigates opportunities for integrating climate change into peacebuilding. It identifies three obstacles to this integration—the lack of climate change tools and policies that can be easily introduced into typical peacebuilding programming; the skepticism and complacency of the donor community; and tensions between the objectives and timeframes of peacebuilding and those of climate change response. The paper then examines opportunities to integrate climate change into four principal programmatic areas of peacebuilding—socio-economic recovery, politics and governance, security and rule of law, and human rights—and concludes that more attention needs to be given to these opportunities in order to build resilience and reduce the likelihood of more daunting and costly challenges in the future.  相似文献

Climate change impacts on marine environments have been somewhat neglected in climate change research, particularly with regard to their social dimensions and implications. This paper contributes to addressing this gap through presenting a UK focused mixed-method study of how publics frame, understand and respond to marine climate change-related issues. It draws on data from a large national survey of UK publics (N = 1,001), undertaken in January 2011 as part of a wider European survey, in conjunction with in-depth qualitative insights from a citizens’ panel with participants from the East Anglia region, UK. This reveals that discrete marine climate change impacts, as often framed in technical or institutional terms, were not the most immediate or significant issues for most respondents. Study participants tended to view these climate impacts ‘in context’, in situated ways, and as entangled with other issues relating to marine environments and their everyday lives. Whilst making connections with scientific knowledge on the subject, public understandings of marine climate impacts were mainly shaped by personal experience, the visibility and proximity of impacts, sense of personal risk and moral or equity-based arguments. In terms of responses, study participants prioritised climate change mitigation measures over adaptation, even in high-risk areas. We consider the implications of these insights for research and practices of public engagement on marine climate impacts specifically, and climate change more generally.  相似文献

Adaptation is already a necessary response to climate change for northern communities. The City of Prince George, in British Columbia, Canada, has been adjusting to impacts for years and there is a high level of local awareness of climate change. The purpose of this study was to collaborate with City staff and other organizations to undertake action-oriented research with the goal of creating a local adaptation strategy. Steps taken toward this goal included: producing downscaled climate scenarios; facilitating a workshop with local practitioners to prioritize impacts; gathering public feedback regarding impacts; and triangulating sources of information to determine community adaptation priorities. Changes to forests and increased flooding are the top local adaptation priorities, and impacts related to transportation, severe weather and water supply are high priorities. Other impacts, such as health effects and agricultural changes, are also important but did not rank highly using a risk framework focused on negative physical effects. Local impacts, actions the City is undertaking to address them and suggestions for implementing adaptation measures are summarized. The process of creating an adaptation strategy has proven highly valuable in Prince George and has precipitated further engagement and action. Due to the low profile of adaptation and limited resources in many communities, researchers and practitioners must capitalize on opportunities to incorporate adaptation into existing plans and processes. Lessons from the Prince George experience can be applied to other communities as they strive to effectively adapt to climate change.  相似文献

Cities are particularly vulnerable to climate change and climate extremes in part because they concentrate many activities, people and wealth in limited areas. As a result they represent an important scale for assessment and understanding of climate change impacts. This paper provides a conceptual and methodological framework for urban economic impact assessment of climate change. The focus of the paper is on model-based analysis of future scenarios, including a framing of uncertainty for these projections, as one valuable input into the decision-making process. The paper highlights the main assessment difficulties, methods and tools, and selected examples across these areas. A number of challenges are unique to climate change impact assessment and others are unique to the problem of working at local scales. The paper also identifies the need for additional research, including the need for more integrated and systemic approaches to address climate change as a part of the urban development challenge as well as the need to assess the economic impacts of climate change and response policy at local scale.  相似文献

The world is generally becoming less violent, but the debate on climate change raises the specter of a new source of instability and conflict. In this field, the policy debate is running well ahead of its academic foundation—and sometimes even contrary to the best evidence. Although comparative research on security implications of climate change is rapidly expanding, major gaps in knowledge still exist. Taken together, extant studies provide mostly inconclusive insights, with contradictory or weak demonstrated effects of climate variability and change on armed conflict. This article reviews the empirical literature on short-term climate/environmental change and intrastate conflict, with special attention to possible insecurity consequences of precipitation and temperature anomalies and weather-related natural disasters. Based on this assessment, it outlines priorities for future research in this area.  相似文献
