Addressing social and economic considerations is crucial to the success of Marine Protected Area (MPA) planning and management. Ineffective social assessment can alienate local communities and undermine the success of existing and future MPAs. It is rare to critique the success of methods used currently to incorporate social and economic considerations into MPA planning. Three Australian MPA planning processes covering three states and incorporating federal and state jurisdictions are reviewed in order to determine how potential social impacts were assessed and considered. These case studies indicate that Social Impact Assessment (SIA) is under-developed in Australian MPA planning. Assessments rely heavily on public participation and economic modelling as surrogates for dedicated SIA and are followed commonly by attitudinal surveys to gauge public opinion on the MPA after its establishment. The emergence of issues around public perception of the value of MPAs indicates the failure of some of these proposals to adequately consider social factors in planning and management. This perception may have potential implications for the long term success of individual MPAs. It may also compromise Australia's ability to meet international commitments for MPA targets to gazette at least 10% of all its marine habitats as MPAs. Indeed, this is demonstrated in two of the three case studies where social and economic arguments against MPAs have been used to delay or block the future expansion of the MPA network. 相似文献

Ghost crab ( Ocypode species) burrow densities have previously been used as an indicator of anthropogenic impact. This study aimed to assess the burrow density of Ocypode species ( O. ryderi and O. cordimanus) at four sites across Watamu Marine National Park, Kenya. Two sites were in front of hotel complexes (denoting a high degree of urbanisation), and two were in front of residential housing among coastal scrub (denoting a low degree of urbanisation). The findings reveal significantly higher burrow densities at sites in front of residential housing, which was the less developed area. This provides further evidence that Ocypode burrow densities can be used, where other methods would be impractical, to estimate the impact of some human activities along beach fronts, such as at Watamu Marine National Park. 相似文献

The Magnuson-Stevens Fishery Conservation and Management Act (1976), opened a new era of federal fishery management in the United States. It was enacted primarily to establish a system for conserving and managing fisheries in the new 200-mile (EEZ). The US assumed exclusive authority for managing all fisheries within the EEZ, except for highly migratory species such as tunas and billfishes. Within the framework of the Act, eight Regional Fishery Management Councils (Regional Councils) were created, which are responsible for preparing Fisheries Management Plans (FMPs) in federal waters under their jurisdiction. Each FMP must meet a series of National Standards (NSs) for conservation and management. The Act was reauthorized in 1996 with the passage of the Sustainable Fisheries Act (SFA), which aimed at fine tuning the fishery regulatory apparatus that was established under the original Act. This "fine tuning" involved increased attention to biological concerns, and removal of ambiguities within it. The Act was reauthorized again in 2007, mainly to provide for more clear directives and regulations to end overfishing. After more than thirty years since the Act was passed into law, the debate among conservationists, commercial and recreational fishery representatives, and politicians on the effectiveness of the Act in achieving its purported goals it still continues. Is the Act delivering on its promises? Do NSs reflect the most important priorities for the US fishery resources, conservation and sustainable exploitation? Do the Regional Councils represent all parties that should be involved in the fisheries resources management? The aim of this paper is to provide a critical analysis to answer these questions. This paper begins with a review of the Act and its background, followed by discussion and analysis of the Act's benefits and flaws. Finally, suggestions for the implementation of its structure and future directions in fishery management strategies are made. 相似文献

According to geophysical data, the Mediterranean Sea depressions are noted for a peculiar type of the earth's crust. The sedimentary rock sequence is of great thickness (8–15 km) and is of platform-type dislocation. Several structural stages are distinguished in the sedimentary complex. The youngest of them are the Messinian (evaporite) and Pliocene—Quaternary stages. The consolidated part of the earth's crust shows small thickness and is divided into large blocks. Vertical dislocations of the large crustal blocks which were conditioned by condensation—rarefaction and the upper mantle substance migration were at the base of Mediterranean sea floor transformation. 相似文献

This paper examines the effects of neoliberalization on the opportunities and constraints that fishing cooperatives face in Yucatán, Mexico. Cooperatives have the potential to enhance small-scale fishing livelihoods and participate in sustainable resource governance. However, promoting cooperatives’ success entails developing a realistic understanding of the political and economic contexts in which they operate. Drawing on interview and census data, the analysis employs the theory of club goods to examine how the neoliberalization of Mexican fisheries policies in the 1980s and 1990s has affected cooperatives’ ability to provide members with collective benefits, and thus the success and failure of fishing cooperatives in the region. In general, neoliberalization has reduced support to fishing cooperatives and generated greater challenges for their success in Yucatán. The results of this study are likely relevant to many other small-scale fisheries in the South that have undergone similar processes of neoliberalization. 相似文献

Cynoscion guatucupa Cuvier 1829 is a migratory pelagic fish species, which has a wide geographical distribution. It is the most important fishing resource for local communities in Bahía Blanca estuary and has been captured by artisanal fishermen since the 1900s. The industrial fleet has been fishing this species in the coastal area of Buenos Aires province since the 1950s, and, since 1970, landings have increased sharply. Between 2000 and 2004, the artisanal fishery in the estuarine waters of Bahía Blanca collapsed. Variations in total landings of the artisanal fleet might have arisen from the environmental variables within the estuary, fishing activity in the surrounding sea region, local pressure within the estuary and/or several other variables. Our results suggest that neither oceanographic parameters nor local pressure seem to have influenced the artisanal fishery of C. guatucupa in the estuarine region. Instead, this fishery seems to have been partially influenced by the increasing fishing pressure exerted by the industrial fishing fleet operating in open waters around the estuary. This study emphasizes the need to take into account fisheries data from both the estuarine environment and the surrounding sea region, particularly when designing management plans for the sustainable use of migrating fish resources. 相似文献

Illegal fishing activities are reported to be on the increase in South Africa, including in its marine protected areas (MPAs). Research is presented on the nature and the scale of illegal fishing in Table Mountain National Park (TMNP) by analysing the numbers of abalone Haliotis midae and West Coast rock lobster Jasus lalandii confiscated from fishers operating in the park's marine protected area between 2000 and 2009. Data were collected from offence logbooks maintained by South African National Parks rangers and managers, the South African Police Services, and interviews with alleged or self-confessed illegal fishers. The research findings indicate that the annual numbers of illegally fished abalone and rock lobsters have increased significantly over time. Spatial analysis suggests that confiscations of abalone occur predominantly on the east coast of the park, whereas higher confiscations of illegally fished rock lobsters occur on the west coast. It is clear from this research that new and more efficient approaches will need to be designed and implemented to minimise illegal fishing in the TMNP MPA. Context-specific conservation targets that acknowledge and integrate social as well as developmental needs are required, and may be essential for limiting biodiversity loss in the longer term, which will ultimately ensure the success of fisheries management and conservation in TMNP. 相似文献

The feeding habits of the deep-sea blue–red shrimp Aristeus antennatus were determined based on the analysis of 1047 stomach contents, sampled in the Greek Ionian Sea (E. Mediterranean). The diet of this economically and biologically important decapod was studied in relation to the season, size class and sex. The diet of A. antennatus consisted of 54 different prey categories, and belonged mainly to smaller crustaceans (e.g. natantian decapods, euphausiids, tanaidaceans), molluscs, polychaetes, chaetognaths and, to a lesser extent, fishes. The above prey categories consisted of 71–82% of the relative abundance and total occurrence for males and 61–81% for females. Females seemed to be better fed than males (stomach fullness, food quality). A. antennatus displayed a highly diversified diet and the different feeding patterns were discussed. Diet composition showed slight seasonal fluctuations. The observed slight differences on A. antennatus diet among the western, central and eastern Mediterranean could be attributed to the more oligotrophic character of the eastern part of the basin. The principal factors driving the changes in the feeding strategy of this decapod among the seasons are the increased energy demands related to sexual requirements and the food availability in the marine environment. The ontogenetic changes in the shrimp's diet were relatively clear. Larger individuals exhibited selecting prey with a good swimming capacity (e.g. fishes), while the smaller individuals consumed prey with low mobility (e.g. copepods, ostracods). 相似文献

Biological invasions result in huge ecological and economic impacts; therefore, a great amount of effort is dedicated to predicting the potential success of newly established or candidate bioinvaders. Thus far, over 90 species of fish have entered the Mediterranean Sea via the Suez canal, the so‐called Lessepsian bioinvaders. The bluespotted cornetfish, Fistularia commersonii, is remarkable in its ability to disperse within the Mediterranean and has been dubbed ‘the Lessepsian sprinter’. In just a few years, starting in 2000, it expanded over the entire area, from the Suez Canal to Gibraltar. Theoretical predictions correlate the dispersal capabilities of an invader in its native range (using the population genetic metrics, Fst, as a proxy) with its dispersal capability in its invading area (continuous extent of spread, CES). Here, we estimated the population genetic characteristics of Indo‐Pacific native populations of F. commersonii in order to determine if this Lessepsian ‘sprinter’ fits the predictive model of dispersal. Indeed, we found that even in the case of such a very rapid range expansion, the predicted relationship between Fst and CES is fulfilled in F. commersonii. 相似文献

A method of using the standard network weather station data for local ecosystem research is considered on the example of the modern climate of the Cát Tiên National Park (Southern Vietnam) and local climate change in 1980–2010. Special attention is focused on the environmental parameters, which play a role of the limiting factors. It is shown that the climate of Southern Vietnam responds with statistical significance to global climate change. This paper assesses the unique ‘gentlemen’s agreements’ that exist between the crab fishermen of South Devon and trawlermen from the UK and other EU member states. The reasons for the success of the arrangements are discussed, particularly as the agreements apply to fisheries that are currently characterised by over-capacity, rent dissipation and non-compliance with regulations. The agreements are analysed in relation to other common-property resource-management systems, and their compatability with the principles of the Common Fisheries Policy (CFP) is established. A scheme is proposed to estimate actual seasons within the limits of a closed annual cycle. The winter and summer modifications of actual seasons, or base periods, are determined according to the position of three-month intervals with extreme (within the annual cycle) average temperatures on the calendar scale of the year. The spring and autumn modifications of seasons are introduced as intervals between the base periods. This model takes into account the episodes when relatively cold or warm airflows influence the structure of the Black Sea waters more flexibly than the standard branch of the annual cycle into seasons can do. In this alternative model, the seasons acquire the properties that are not inherent in their calendar analogues. 相似文献

In this paper, we address the implications of changing social-ecological feedback links for a sustainable management of coastal regions applying an ecosystem management perspective. This case study focuses on user patterns of fish resources in the Central Baltic Sea archipelago consisting of three sub-regions: Stockholm archipelago, Sweden, the Åland islands and the archipelago of SW Finland. The transition from a region, mainly relying on a mixture of local natural resources towards a region more dominated by the recreational demands of nearby large urban areas, has altered user patterns of fish resources. This transition has partly followed different pathways in the three sub-regions depending on how socio-economic driving forces have been manifested in management actions. Nevertheless, functioning ecosystems are still the basis for the delivery of ecosystem services and a living archipelago system. The significance of capturing and (re)building feedback links into management regarding knowledge on ecosystem services for a sustainable ecosystem management is discussed. 相似文献

Emplacement of post-glacial turbidites is commonly controlled by rapid changes in sea level or by seismicity. On the continental rise of the Gulf of Lions (Western Mediterranean), an aseismic area, we identified turbiditic beds deposited during the rising stage and highstand of sea level. Swath bathymetry, sediment cores, in situ Cone Penetrating Tests (CPTU), heavy mineral associations and radiocarbon dating determined the source, composition, distribution and age of the turbiditic beds. Turbidites are composed of homogeneous to positively graded silts to medium sand with quartz (up to 90%), shell debris and shelfal benthic faunas. Their distribution on the sea floor is very patchy and controlled by abundant inherited erosional bedforms. Their source is found in relict regressive sands at the outershelf. Their deposition occurred just after the onset of the post-glacial sea level rise and the concomitant sediment starvation of the Rhône deep sea turbiditic system until recently. Whilst canyons are fed with sand by strong seasonal hydro-sedimentary dynamics on the outershelf, the emplacement of post-glacial turbidites is not controlled by sea level changes but probably by the periodic flushing of the canyons. Our study revealed that this low energy aseismic margin undergoes significant transport of sand, down to the base of slope, during the sea-level rise and the Holocene highstand. 相似文献

The seasonal dynamics of the nanophytoplankton community (pelagic algae 2–20 μm) was studied at a location in the Southern Bight (North Sea) from October 1993 through May 1994. During the study period the cell number and biomass of the nanoalgae varied between 10 5–10 6 cells dm −3 and 16–300 μg wet weight dm −3. Several ecological events seem common to the boreal coastal nanophytoplankton communities in the winter–spring period. These are: (1) abrupt fall in abundance at the beginning of winter (late October–early November); (2) winter minimum (December–March); (3) steady increase in cell number and biomass (April–May); followed by (4) the spring maximum occurring usually in May. 相似文献

Cruise 81 of the R/V Akademik Mstislav Keldysh was organized by Shirshov Institute of Oceanology and took place from August 27 to September 25, 2020 under the Program “Marine Ecosystems of the Siberian Arctic.” Participants included 76 scientists from the institutes of Russian Academy of Sciences, Moscow State University, VNIRO, and the NRC Kurchatov Institute and specialists from the Emergency Situations Ministry. Coordinated hydrophysical, hydrochemical, biooceanological, geochemical, and radioecological research was carried out over the Kara Sea, on the shelf near the St. Anna Trough, the continental slope, the Novaya Zemlya depression, and bays of the eastern coast of Novaya Zemlya.
