Several economic reviews demonstrate the substantial costs related to climate change and consequently call for early action. These reviews, however, have been limited to measuring ‘objective’ risks and expected material damage related to climate change. The ‘subjective’ perceived risk of climate change and society’s willingness to pay (WTP) to avoid these risks are expected to provide an important additional motivation for direct action. We investigate whether and why air travel passengers—an increasingly important source of greenhouse gas emissions—are supportive of measures that increase the cost of their travel based on the polluter pays principle and compensate the damage caused by their flight. Compared to the results of the few previous studies that have elicited WTP estimates for climate policy more generally, our results appear to be at the lower end of the scale, while a comparison to estimates of the social cost of carbon shows that the average WTP estimate in this study is close to the estimated marginal damage cost. Although significant differences are found between travellers from Europe, North America, Asia and the rest of the world, we show that there exists a substantial demand for climate change mitigation action. The positive risk premium over and above the expected property damage cost assessments should be accounted for more explicitly in economic reviews as it will add to the burden of proof of direct action. Measurements of passenger WTP will help policy makers to design effective financial instruments aimed at discouraging climate-unfriendly travel activities as well as to generate funds for the measures directed at climate change mitigation and adaptation. Based on stated WTP by travellers to offset their greenhouse gas emissions, funds in the order of magnitude of €23 billion could be generated annually to finance climate change mitigation activities.  相似文献

Most studies on the impact of climate change on regional water resources focus on long-term average flows or mean water availability, and they rarely take the effects of altered human water use into account. When analyzing extreme events such as floods and droughts, the assessments are typically confined to smaller areas and case studies. At the same time it is acknowledged that climate change may severely alter the risk of hydrological extremes over large regional scales, and that human water use will put additional pressure on future water resources. In an attempt to bridge these various aspects, this paper presents a first-time continental, integrated analysis of possible impacts of global change (here defined as climate and water use change) on future flood and drought frequencies for the selected study area of Europe. The global integrated water model WaterGAP is evaluated regarding its capability to simulate high and low-flow regimes and is then applied to calculate relative changes in flood and drought frequencies. The results indicate large ‘critical regions’ for which significant changes in flood or drought risks are expected under the proposed global change scenarios. The regions most prone to a rise in flood frequencies are northern to northeastern Europe, while southern and southeastern Europe show significant increases in drought frequencies. In the critical regions, events with an intensity of today's 100-year floods and droughts may recur every 10–50 years by the 2070s. Though interim and preliminary, and despite the inherent uncertainties in the presented approach, the results underpin the importance of developing mitigation and adaptation strategies for global change impacts on a continental scale.  相似文献

Public attitudes about climate change reveal a contradiction. Surveys show most Americans believe climate change poses serious risks but also that reductions in greenhouse gas (GHG) emissions sufficient to stabilize atmospheric GHG concentrations can be deferred until there is greater evidence that climate change is harmful. US policymakers likewise argue it is prudent to wait and see whether climate change will cause substantial economic harm before undertaking policies to reduce emissions. Such wait-and-see policies erroneously presume climate change can be reversed quickly should harm become evident, underestimating substantial delays in the climate’s response to anthropogenic forcing. We report experiments with highly educated adults – graduate students at MIT – showing widespread misunderstanding of the fundamental stock and flow relationships, including mass balance principles, that lead to long response delays. GHG emissions are now about twice the rate of GHG removal from the atmosphere. GHG concentrations will therefore continue to rise even if emissions fall, stabilizing only when emissions equal removal. In contrast, most subjects believe atmospheric GHG concentrations can be stabilized while emissions into the atmosphere continuously exceed the removal of GHGs from it. These beliefs – analogous to arguing a bathtub filled faster than it drains will never overflow – support wait-and-see policies but violate conservation of matter. Low public support for mitigation policies may arise from misconceptions of climate dynamics rather than high discount rates or uncertainty about the impact of climate change. Implications for education and communication between scientists and nonscientists (the public and policymakers) are discussed.  相似文献

Climate change impacts and adaptation in cities: a review of the literature   总被引:5,自引:1,他引:4  
Many of the decisions relating to future urban development require information on climate change risks to cities This review of the academic and “grey” literature provides an overview assessment of the state of the art in the quantification and valuation of climate risks at the city-scale. We find that whilst a small number of cities, mostly in OECD countries, have derived quantitative estimates of the costs of climate change risks under alternative scenarios, this form of analysis is in its infancy. The climate risks most frequently addressed in existing studies are associated with sea-level rise, health and water resources. Other sectors such as energy, transport, and built infrastructure remain less studied. The review has also undertaken a case study to examine the progress in two cities—London and New York—which are relatively advanced in the assessment of climate risks and adaptation. The case studies show that these cities have benefited from stakeholder engagement at an early stage in their risk assessments. They have also benefited from the development of specific institutional responsibilities for co-ordinating such research from the outset. This involvement has been critical in creating momentum and obtaining resources for subsequent in-depth analysis of sectoral impacts and adaptation needs..While low cost climate down-scaling applications would be useful in future research, the greatest priority is to develop responses that can work within the high future uncertainty of future climate change, to build resilience and maintain flexibility. This can best be used within the context of established risk management practices.  相似文献

This paper considers how farmers perceive and respond to climate change policy risks, and suggests that understanding these risk responses is as important as understanding responses to biophysical climate change impacts. Based on a survey of 162 farmers in California, we test three hypotheses regarding climate policy risk: (1) that perceived climate change risks will have a direct impact on farmer's responses to climate policy risks, (2) that previous climate change experiences will influence farmer's climate change perceptions and climate policy risk responses, and (3) that past experiences with environmental policies will more strongly affect a farmer's climate change beliefs, risks, and climate policy risk responses. Using a structural equation model we find support for all three hypotheses and furthermore show that farmers’ negative past policy experiences do not make them less likely to respond to climate policy risks through participation in a government incentive program. We discuss how future research and climate policies can be structured to garner greater agricultural participation. This work highlights that understanding climate policy risk responses and other social, economic and policy perspectives is a vital component of understanding climate change beliefs, risks and behaviors and should be more thoroughly considered in future work.  相似文献

La Ceiba, Honduras, a city of about 200,000 people, lies along the Caribbean Sea, nestled against a mountain range and the Rio Cangrejal. The city faces three flooding risks: routine flooding of city streets due to the lack of a stormwater drainage system; occasional major flooding of the Rio Cangrejal, which flows through the city; and flooding from heavy rainfall events and storm surges associated with tropical cyclones. In this study, we applied a method developed for the U.S. Agency for International Development and then worked with stakeholders in La Ceiba to understand climate change risks and evaluate adaptation alternatives. We estimated the impacts of climate change on the current flooding risks and on efforts to mitigate the flooding problems. The climate change scenarios, which addressed sea level rise and flooding, were based on the Intergovernmental Panel on Climate Change estimates of sea level rise (Houghton et al. 2001) and published literature linking changes in temperature to more intense precipitation (Trenberth et al., Bull Am Meteorol Soc, 84:1205–1217, 2003) and hurricanes (Knutson and Tuleya, J Clim, 17:3477–3495, 2004). Using information from Trenberth et al., Bull Am Meteorol Soc, 84:1205–1217, (2003) and Knutson and Tuleya, J Clim, 17:3477–3495, 2004, we scaled intense precipitation and hurricane wind speed based on projected temperature increases. We estimated the volume of precipitation in intense events to increase by 2 to 4% in 2025 and by 6 to 14% by 2050. A 13% increase in intense precipitation, the high scenario for 2050, could increase peak 5-year flood flows by about 60%. Building an enhanced urban drainage system that could cope with the estimated increased flooding would cost one-third more than building a system to handle current climate conditions, but would avoid costlier reconstruction in the future. The flow of the Rio Cangrejal would increase by one-third from more intense hurricanes. The costs of raising levees to protect the population from increased risks from climate change would be about $1 million. The coast west of downtown La Ceiba is the most vulnerable to sea level rise and storm surges. It is relatively undeveloped, but is projected to have rapid development. Setbacks on coastal construction in that area may limit risks. The downtown coastline is also at risk and may need to be protected with groins and sand pumping. Stakeholders in La Ceiba concluded that addressing problems of urban drainage should be a top priority. They emphasized improved management of the Rio Cangrejal watershed and improved storm warnings to cope with risks from extreme precipitation and cyclones. Adoption of risk management principles and effective land use management could also help reduce risks from current climate and climate change.  相似文献

Crop and livestock farmers must respond to climate change, including a range of physical and cultural impacts and risks. In rural northern California, farmers face extreme drought and catastrophic wildfires with increasing frequency. I draw on an extended case study of farmers and agricultural advisors in Siskiyou County to understand how rural agriculturalists perceive risks when navigating climate change discourses. While farmers are changing their management practices in response to the physical effects of climate change, many perceive substantial social risks within their communities if they align themselves publicly with climate change beliefs or actions. Perceived social consequences included loss of access to the benefits of membership in formal and informal farming groups. Efforts focused on educating or convincing farmers of climate science may, in some contexts, increase rather than decrease the perceived social risks of climate action. The framing of climate policies, programs, and practices – especially by public agricultural advisors like Cooperative Extension Advisors and local USDA staff (e.g., Farm Service Agency) – is important not only for increasing farmer participation, but also for reducing perceived social risks associated with climate change. Interventions that focus on livelihood impacts and validate existing land stewardship-oriented values have more potential to increase the pace and scale of climate change mitigation and adaptation in agriculture.  相似文献

Discerning the general public’s support of climate change policies is a significant part of understanding the political and social dynamics of mitigating climate change. National level surveys are a useful tool for furthering this understanding but present multiple challenges, two of which are addressed in this paper. The first challenge is that the U.S. public’s limited knowledge of climate change issues requires that information is provided in the survey, and that the content of this information is thought to be critical in eliciting accurate responses. Second, the use of national surveys may mask regional and state differences that result from the distribution of predicted climate change impacts and varying social contexts. We explore these issues by assessing the impacts of (a) the provision of information on climate change impacts at different scales (national and regional) and (b) the respondent’s state of residence (Michigan or Virginia) on climate change policy support. We found a modest relationship between state of residence and policy support, with Michigan residents less likely to support climate change mitigation policies than residents of Virginia. The provision of information on the regional versus national level of predicted impacts of climate change did not influence climate change policy support.  相似文献

Solar Radiation Management (SRM) has two characteristics that make it useful for managing climate risk: it is quick and it is cheap. SRM cannot, however, perfectly offset CO2-driven climate change, and its use introduces novel climate and environmental risks. We introduce SRM in a simple economic model of climate change that is designed to explore the interaction between uncertainty in the climate’s response to CO2 and the risks of SRM in the face of carbon-cycle inertia. The fact that SRM can be implemented quickly, reducing the effects of inertia, makes it a valuable tool to manage climate risks even if it is relatively ineffective at compensating for CO2-driven climate change or if its costs are large compared to traditional abatement strategies. Uncertainty about SRM is high, and decision makers must decide whether or not to commit to research that might reduce this uncertainty. We find that even modest reductions in uncertainty about the side-effects of SRM can reduce the overall costs of climate change in the order of 10%.  相似文献

It has been claimed that high social capital contributes to both positive public health outcomes and to climate change adaptation. Strong social networks have been said to support individuals and collective initiatives of adaptation and enhance resilience. As a result, there is an expectation that social capital could reduce vulnerability to risks from the impacts of climate change in the health sector. This paper examines evidence on the role social networks play in individuals’ responses to heat wave risk in a case study in the UK. Based on interviews with independently living elderly people and their primary social contacts in London and Norwich, we suggest that strong bonding networks could potentially exacerbate rather than reduce the vulnerability of elderly people to the effects of heat waves. Most respondents interviewed did not feel that heat waves posed a significant risk to them personally, and most said that they would be able to cope with hot weather. Bonding networks could perpetuate rather than challenge these narratives and therefore contribute to vulnerability rather than ameliorating it. These results suggest a complex rather than uniformly positive relationship between social capital, health and adaptation to climate change.  相似文献

This paper reviews the concept of adaptation of human communities to global changes, especially climate change, in the context of adaptive capacity and vulnerability. It focuses on scholarship that contributes to practical implementation of adaptations at the community scale. In numerous social science fields, adaptations are considered as responses to risks associated with the interaction of environmental hazards and human vulnerability or adaptive capacity. In the climate change field, adaptation analyses have been undertaken for several distinct purposes. Impact assessments assume adaptations to estimate damages to longer term climate scenarios with and without adjustments. Evaluations of specified adaptation options aim to identify preferred measures. Vulnerability indices seek to provide relative vulnerability scores for countries, regions or communities. The main purpose of participatory vulnerability assessments is to identify adaptation strategies that are feasible and practical in communities. The distinctive features of adaptation analyses with this purpose are outlined, and common elements of this approach are described. Practical adaptation initiatives tend to focus on risks that are already problematic, climate is considered together with other environmental and social stresses, and adaptations are mostly integrated or mainstreamed into other resource management, disaster preparedness and sustainable development programs.  相似文献

Climate change will bring about a sea change in environmental conditions worldwide during the 21th century. In particular, most of the extreme events and natural disaster regimes prevailing today will be transformed, thus exposing innumerable natural and socio-economic systems to novel risks that will be difficult to cope with. This crucial component of vulnerability to anthropogenic interference with the climate system is analyzed using powerful pattern recognition methods from statistical physics. The analysis is of intermediate character, with respect to spatial scale and complexity level respectively, and therefore allows a rapid regional assessment for any area of interest. The approach is based on a comprehensive inventory of all those ecological and socioeconomic assets in a region that are significantly sensitive to extreme weather (and climate) events. Advanced cluster analysis techniques are then employed to derive from the inventory a set of thematic maps that succinctly summarize – and visualize – the differential vulnerabilities characteristic of the area in question. This information can prepare decision makers and the general public for the climate change hazards to be faced and facilitates a precautionary climate change risk management. The semiquantitative methodology described and applied here can be easily extended to other aspects of climate change assessment.  相似文献

The latest iteration of Intergovernmental Panel on Climate Change (IPCC) uncertainty guidance is simpler and easier to use than the previous version. However, its primary focus remains assessing “what is at risk” under climate change, thus is most suitable for dealing with the scientific uncertainties in Working Group I and part of Working Group II findings. I distinguish between tame and complex risks, arguing that the guidance is most suited to assessing tame risks. Climate change is a complex risk, and as such as can be divided into idealized, calculated and perceived risks. While science has claims to objectivity, risk has a specific value component: when measuring gain and loss, calculated risks compete with risky options to manage those risks. The IPCC is charged with calculating risk (IPCC 2007, p22) but the communication of key findings takes place in an environment of competing perceived risks. Recommendations for managing this complex environment include separating scientific and risk-based findings, treating uncertainties for each separately; strengthening the philosophical basis of uncertainty management; application of a methodical scientific research program; clearly communicating competing findings, especially in the social sciences; and application of multiple frame to policy-relevant findings as reflected in the literature.  相似文献

Africa is widely held to be highly vulnerable to future climate change and Ethiopia is often cited as one of the most extreme examples. With this in mind we seek to identify entry points to integrate short- to medium-term climate risk reduction within development activities in Africa, drawing from experiences in Ethiopia. To achieve this we employ a range of data and methods. We examine the changing nature of climate risks using analysis of recent climate variability, future climate scenarios and their secondary impacts. We assess the effects of climate variability on agricultural production and national GDP. Entry points and knowledge gaps in relation to mainstreaming climate risks in Ethiopia are identified using the Government's plan for poverty reduction. We end with a case study incorporating climate risks through drought insurance within the current social protection programme in Ethiopia, which provides support to 8.3 million people.Rainfall behaviour in Ethiopia shows no marked emergent changes and future climate projections show continued warming but very mixed patterns of rainfall change. Economic analysis highlights sensitivities within the economy to large-scale drought, however, while the effects are clear in major drought years in other years the relationship is weak. For social protection fairly small positive and negative effects on the number of recipients and frequency of cash payments during drought occur under the extreme range of climate model rainfall projections (2020s).Our analysis highlights several important challenges and opportunities for addressing climate risks. Challenges primarily relate to the large uncertainties in climate projections for parts of Africa, a weak evidence base of complex, often non-deterministic, climate-society interactions and institutional issues. Opportunities relate to the potential for low-regrets measures to reduce vulnerability to current climate variability which can be integrated with relatively modest effort within a shift in Africa from a disaster-focused view of climate to a long-term perspective that emphasises livelihood security and vulnerability reduction.  相似文献

This paper assesses the vulnerability of grape growers and winery operators in the Okanagan Valley, British Columbia to climate variability and change, in the context of other sources of risk. Through interviews and focus groups, producers identified the climatic and non-climatic risks relevant to them and the strategies employed to manage these risks. The results show that the presence of multiple exposures affects the way in which producers are vulnerable to climate change. Producers are vulnerable to conditions that not only affect crop yield, but also affect their ability to compete in or sell to the market. Their sensitivity to these conditions is influenced in part by institutional factors such as trade liberalization and a “markup-free delivery” policy. Producers’ ability to adapt or cope with these risks varies depending on such factors as the availability of resources and technology, and access to government programmes. Producers will likely face challenges associated with the supply of water for irrigation due to a combination of climatic changes and changing demographics in the Okanagan Valley, which in turn affect their ability to adapt to climatic conditions. Finally, adaptations made by producers can change the nature of the operation and its vulnerability, demonstrating the dynamic nature of vulnerability.  相似文献

A changing climate will exacerbate many of the problems currently faced by California’s public health institutions. The public health impacts of climate change include: an increase in extreme heat events and associated increases in heat-related morbidity and mortality, increases in the frequency and severity of air pollution episodes, shifts in the range and incidence of vector-borne diseases, increases in the severity of wildfire, increased risks of drought and flooding, and other extreme events. This article assesses the readiness of California’s public health institutions to cope with the changes that will accompany a changing climate and how they relate to strategies laid out in the state’s Climate Adaptation Strategy. County-level health offices are the front line actors to preserve public health in the face of numerous threats, including climate change. Survey results show that local health officers in California believe that climate change is a serious threat to public health, but feel that they lack the funding and resources to reduce this risk. Local health agencies also have a number of tools in place that will be helpful for preparing for a changing climate.  相似文献
